Landlords advised to keep records for tax & allowancesIt is not uncommon for landlords to pay toomuch tax because they are missing out on themany tax allowances they are entitled to,according to local letting specialists Leaders.As the new tax year commences, Leaders arereminding landlords of their tax obligations, andalso of the allowances they are entitled to.

Leaders’ Western Road branch managerDavid Thorne, says: “Any profit made fromletting a property is subject to UK income tax,whether the landlord lives in the UK or not, andmust be reported in a Self Assessment Return.However, certain deductions are allowable, andwith the growing numbers of buy-to-letinvestors entering the market for the first time,we believe that many landlords may not be aware of them.”

Leaders are advising landlords to bear in mind that they are permitted tomake certain deductions from their rental income before calculating profit,although these deductions are only applicable when the property is being letor is available for letting.

“We strongly advise landlords to keep all receipts and letting agentstatements to prove income and expenditure,” says David. “If you have anorganised system, your Tax Return will be much easier to complete and youwon’t end up paying more tax than is strictly necessary.”

Allowable deductions include the cost of:• Mortgage interest on loans used to purchase

the rented property or to fund improvements• Your agent’s letting and management fees• Repair and maintenance of the property and contents

(but not the cost of improvements)• Ground rent and maintenance charges on leasehold property

• Water and sewerage rates unless charged to tenants• A wear and tear allowance applicable to furnished property only, equal to 10%

of the gross rent received (less council tax and water rates) or you can deductthe cost of replacement from the rental income in the relevant tax year

• If you pay someone to assist with the work involved in letting yourproperties, the cost is allowable if you can prove that they are paid at localcommercial rates and they report the income in their own tax return

• Council tax whilst the property is vacant• Accountant’s fees• Legal expenses (but not those relating to the purchase or sale of the property)• Stamp duty on tenancy agreements• Building and contents insurance and any insurance claim fees• VAT on all charges where applicable

retail scene. The once prominent and busy thoroughfare has experienced agradual decline over the last decade with major retailers relocating and anincrease in the number of vacant units.

The London Road Town Team bid has been successful and will benefit from apledge of £83,000 and is now seeking suggestions for improvements such asincreased security, potential new branding, signage and other new initiatives.

I was pleased to be part of the original bid and have since attended theAction Team meeting last month to meet with other stakeholders who have aview as to what the future holds for the area. Participants at the open forumincluded members of Brighton & Hove City Council, City College, traders groups,residents and local professionals who hold an interest in the district.

Setting to one side the reality of the suggestions for one moment, whatreally gave me the most encouragement was the sheer passion that thevarious representative parties and individuals showed during the course of the

meeting. This alone made me realise that oneof the oldest and most established areas inour city does have a future. The overridingfeeling of a proud community that will notallow their district to decline any further.

The amount of money gestured will onlyallow certain projects to come to fruition andmuch more will be required, althoughprobably not available, for the wish list to becompleted. The project however, hashighlighted to me the need for communities toact and simply not be passive to theirproblems. To think about what can be donecollectively as their strength will be together

and not as individuals attempting to fight a potentially losing battle. London Road has some new participants in the form of student housing

within the former Co-Op building, new housing on the open market sitealongside workshops and new market stalls and the refurbishment of VantagePoint, hosting a range of new businesses. In total over 750 new incumbentsand they should all be welcomed with open arms by existing traders andresidents who should study as to how they can integrate them into theircommunity as soon as possible. Couple this with the existing success of NewEngland House and the New England Quarter development, then London Roadand surrounds can yet again prosper. The stakeholders need to look forwardand embrace the change and not dwell on what could have been or what it usedto be like in years gone by.

M ay I just say that if I had a car and could actually legally drive it, that Iwould have been sectioned by now. The stress that drivers – or morepertinently, ‘parkers’ – who live in Brighton have to go through is

unbelievable. I was recently driving in Africa, where no-one seems to carewhether you have a licence or not and the driving is so hair-raisingly appallingthat my driving skills are on a par with theirs, even though I haven’t driven for27 years and do not possess a licence.

The reason I am talkingabout driving and parking isbecause of my recent foraysbehind the wheel, where justfor a moment, Ithought that I mightcome back toBrighton and take mydriving test, so muchdid I enjoy my timebehind the wheel ofThe Boyfriend’s 4x4. Ihasten to add, that itwas a good job that itwas an ‘off-road’vehicle, as for most ofthe duration of myfirst driving trip, I wasmore off the roadthan on it, due to myinitial incompetence.

On returning toBrighton I wasunlucky enough to have to endure 56 minutes ofthe stress that drivers in Brighton probably haveto go through on a regular basis. My friend ‘MissD’, a marvellous gardener had agreed to comeand chop back the wilderness at the back of myhouse, in a quest to unearth my garden, for my birthday present, so I had togo and buy a guest parking permit from Hove Town Hall. I entered Hove TownHall at 11 minutes past 9, to join a queue of 37 – I counted – very irritatedfellow ‘parkers’. Due to a ‘technical fault’, the queue was moving at the paceof a holidaying tortoise, much to the anger of the baying crowd. I overheardone of the council operatives telling a customer that his permit would be withhim in six weeks, by which time I surmised that I’d probably have reachedthe front of the queue. Other people, who’d come to pay parking fines hadparked outside and had probably received another ticket because they’dbeen there for so long.

An old lady nearly fainted and had to leave the queue, only to find that shehad been standing woozily in the wrong queue for half an hour. As timeticked on, my initial anger and impatience faded as I thought of all thosepoor people in Cyprus standing in similar queues at the bank in order to takeout a tiny proportion of their own money which had been ring-fenced by theCypriot government. By the time I reached the front of the queue – at 7minutes past 10 – I was feeling calm and philosophical about the wholeexperience and almost counting my blessings. Then I discovered that the daybefore, the vouchers had gone up by 10p to £2.60...and I only had £2.50 onme. That’s 56 minutes I’ll never get back...

I t was five years ago, back in May 2008, that I wroteabout my trip to Grand Designs Live. A central tenetof the exhibition was the construction in six days of

I did briefly meet Kevin McCloud atthe time but, more importantly to me, Irecently met the designer of thehouse, Duncan Baker-Brown of BBMArchitects. We were set to debateagainst each other at a RegencySociety event on balancingconservation with eco-friendliness(though seemed to agree for much ofit). Duncan has rejuvenated the projectand will be presenting it to interestedparties during Green Architecture Dayon Saturday 27 April.

Green Architecture Day has beenorganised by Brighton Permaculture Trust to educate and inspire on thefascinating subject of self-build housing, It is set to take place at BrightonUniversity’s Faculty of Arts where Duncan is a senior lecturer on architecture.

I have previously written about the work of Ian McKay of BBM in a piece aboutthe Faculty of Arts. The glass and concrete Grand Parade campus was built tothe designs of Borough Surveyor Percy Billington and opened in 1967. BBMcompleted a series of fitting additions in 2007 in their trademark eco-friendlystyle. The Waste House is being constructed on a forgotten corner of thecampus, which is adjacent to William Street and Grand Parade Mews behind.

The project pullstogether a number ofdifferent organisationsincluding the University ofBrighton, City College andMears. The foundations arein and all manner of eco-friendly materials havebeen lined up by CatFletcher of Freegle for thewalls, roof, insulation andother components. Whilst some of the materials are standard buildingproducts – albeit previously unwanted, such as second-hand bricks, othersare less orthodox.

A myriad of discarded common objects are being lined up for use in theWaste House. Cat showed me her secret storage warehouse where all mannerof superfluous items are kept. Everything from recycled timber and the legsfrom denim jeans, to video cassettes and polystyrene, will somehow beincorporated. Nothing will go to waste on this project.

DesignReview the design options with your architect –push the boundaries and try to find the best useof space, adding space to a house can often addvalue to the future sale price.

Scrap bookTear pages out of magazines showing the type ofthing you would like to achieve with your buildingwork – glass roofs, exposed brickwork, bathroomand kitchen ideas – what happens to the gardenetc, and put them into a scrap book or on a board.Show things that you don’t like as well!

Take a holidayIf possible – move out of the house while the workis taking place, especially if the work is on allfloors, and also if you have children (buildingsites can be noisy, dirty places).

Stick to the planTry not to change your mind once the work hasstarted – mid-way through things might not lookhow you’d imagined, you might need to wait untilit is plastered, painted and the builders materialsand mess removed. It is definitely worth stickingto your plan and the architect's advice aschanges will cost time and money.

F urther cuts in public expenditurecame into force as of the 1st ofApril 2013, with changes to the

Legal Aid System. Reforms have been introduced

in a bid to save money on legalexpenditure. The Legal Aid Bill, todate, has been approximately £2beach year and the changes areaimed to cut the bill down toapproximately £300m a year. Cases that will no longer qualify forLegal Aid include, divorce, financesand disputes involving children,personal injury, some employmentand education law, immigrationcases (where the person is notdetained), some debt housing and benefit issues.

Cases that should or may still befunded will include cases wherethere has been domestic violence,

forced marriage or child abduction,mental health issues, all asylumcases, debt and housing matters(where a home is at immediate risk).

We believe that the Legal Aid cutswill create a ‘justice gap’ betweenthose who can afford and choose topay for legal advice and those whocannot, with the poorer beingunable to challenge refusal ofbenefits, unpaid wages or to sortout unmanageable debt. So muchfor access to justice!

As family lawyers we believe wewill see a real difference within theCourt system, with parties beingunable to afford to be represented.A number of parties will have torepresent themselves and withthem being unfamiliar withprocedures and what they need toproduce by way of documents, thiswill probably lead to furtherbacklogs within the Court system.

The Montefiore Hospital’s Dr Paul Farrant askswhether caffeine can stimulate hair growth

Hair loss has always been a prime market for the snake oil industry withmen and women throughout history desperately trying to restore theircrowning glory through applications of bizarre substances. Animal dung

has been popular and indeed camel urine is still touted as a wonder treatmentin some circles. One of the most recent so-called breakthroughs is coffeeshampoo – with our current obsession with the stuff I guess it only had to be amatter before we started putting it on our heads.

The scientific part of the caffeine shampoo theory comes from a paperpublished in 2007 by a researcher named Tobias Fischer. His study looked atthe effect of adding testosterone and caffeine to artificially grown hair follicles.We already know that dihydrotestosterone – a substance made bytestosterone – can damage hair follicles, resulting in male pattern baldness.Fischer’s study showed that adding testosterone slowed hair growth butcaffeine seemed to reverse this negative effect. Caffeine also seemed topromote hair growth when used alone.

Separate studies have also demonstrated that caffeine penetrates easilythrough the skin. A match made in heaven for the commercially minded, whoarmed with the evidence, created caffeine shampoos as a solution to baldingmen. But do they actually work?

The answer is we don’t know. There are no good studies in humans using acaffeine shampoo compared with a placebo shampoo. The differences are likelyto be small, if any, and therefore the study design would need to have a lot ofpeople and a robust way of measuring improvement. Both are difficult and thiswould be expensive to conduct.

So is it worth giving it a go? Caffeine shampoos are likely to do little harmbut they are also relatively unlikely to help that much. The hair bulb which isthe lower part of the follicle is where testosterone and dihydrotestosteronehave their effect. Caffeine would need to penetrate right down to the bulb andthen stay there for long enough to have a positive effect. In Fischer’s study,the hair follicles were bathed in the solution for eight days – clearly notpractical for people in the real world

If caffeine is readily absorbed into the blood the effect may be lost and if itisn’t lost, surely having a cup of coffee or can of cola would do the same thing.Like most things promoted for hair growth a healthy level of scepticism iswarranted and good clinical trials are needed. ‘Buying old versus new’ Part 2Last week’s article looked at the pros and cons of buying amodern home. Here we consider the older property.

50% of residential properties in the UK were built before 1939. Their popularityhas remained undiminished for decades, and many of our registered buyersexpress a preference for such “period” homes. As an investment, period properties will always be in demand, as you can never build a new old house!

The attraction for many is in the character of the property, with each eradelivering a distinctive building style such as Medieval, Georgian, EarlyVictorian, Late Victorian, Edwardian, etc.. For others it is the sense of historyor unique points of interest such as an original fireplace, wall panelling, ceilingmouldings or the patina on an old door that could look out of place in a modernhome. Also, the garden is likely to be well-established, with large trees andshrubs having been planted by previous owners.

Buyers with contemporary design ideas need not be put off by an olderproperty, as many people now incorporate modern interior designs that cancomplement the character of a period home.

Of course, there are potential downsides to buying older properties thatshould be considered. Modern building standards are unlikely to have beenmet, so insulation, particularly around doors and windows could be an issue,and some attempts to replace these with modern equivalents, whilst beingmore efficient, can look out of place. Fire compliance and wheelchair accesswere seldom considered, and you never know what really lies beneath years of paint. Donʼt necessarily be put off by some of the things that a surveyormight discover, but consider whether any dampness, cracks, rotten timbers orinfestation are significant enough to affect your enjoyment of living in your new,or old, home.
