describes the performance and operation

of the Programme in 2017. We strive and

commit to enhance our nations health

through excellence in the practice of

pharmacy. We hope to provide a more

holistic view of our collective efforts to

achieve our immediate and long-term

goals across the entire Pharmaceutical

Services Programme.

PROGRAM PERKHIDMATAN FARMASIPHARMACEUTICAL SERVICES PROGRAMME

Program Perkhidmatan Farmasi, Kementerian Kesihatan Malaysia (KKM) ditubuhkan pada tahun 1951, merupakan agensi utama yang bertanggungjawab memastikan orang awam mendapat keluaran farmaseutikal yang berkualiti, selamat dan berkesan, melindungi kepentingan mereka melalui penguatkuasaan undang-undang yang berkaitan, serta memastikan ubat-ubatan digunakan oleh penyedia perkhidmatan kesihatan dan juga pesakit secara wajar.

Program ini terdiri daripada lima Bahagian utama yang diketuai oleh seorang Pengarah Kanan. Kelima-lima bahagian ini memainkan peranan penting dalam aspek-aspek yang berbeza dengan satu matlamat yang sama iaitu untuk memberikan perkhidmatan farmasi yang terbaik kepada rakyat.

The Pharmaceutical Services Programme of the Ministry of Health (MOH), established in 1951, is the lead agency that ensures the public gets access to safe, efficacious and quality pharmaceutical products, protecting their interest via enforcement of relevant legislation, and ensuring rational use of medicines by both healthcare

providers and patients.

The Programme consists of five main division headed by a Senior Director. These five main Divisions play essential roles in different aspects and approaches with the same objective that is giving the best professional pharmacy service to the public.

Memastikan kebolehcapaian berterusan terhadap ubat-ubatan yang berkualiti, selamat dan kos efektif. Ensure continuous access to the quality, safe and cost-effective medicines.

Memperkukuh penggunaan ubat-ubatan secara berkualiti dan rasional ke arah kesihatan yang lebih baik.

National Pharmaceutical Regulatory Agency Memastikan bahawa bahan-bahan terapeutik yang dibenarkan di pasaran tempatan

adalah selamat, berkesan dan berkualiti, serta memastikan bahawa produk semulajadi dan kosmetik yang dibenarkan di pasaran adalah selamat dan berkualiti

To ensure that therapeutic substances approved for the local market are safe, effective and of quality and also to ensure that natural products and cosmetics approved are safe and of quality.

Pharmacy Board Of Malaysia Memastikan pendaftaran ahli farmasi dan pertubuhan perbadanan mematuhi Akta Pendaftaran

Ahli Farmasi 1951 dan peraturan-peraturannya. Ensure the registration of pharmacists and bodies corporate complies with Registration of Pharmacists Act 1951 and its regulations.

Menetapkan piawai untuk etika, tingkah laku, kemahiran, pendidikan dan latihan serta Pembangunan Profesional Berterusan (CPD)

Set the standard for conduct, ethics, proficiency, education and training and Continuous Professional Development (CPD).

Assalamualaikum dan Salam Sejahtera,

Alhamdulillah, bersyukur ke hadrat Allah S.W.T. kerana dengan izin dan limpah rahmatNya kita

telah berjaya mengharungi segala cabaran sepanjang tahun 2017 serta berkat kerjasama

kesemua warga Ibupejabat Program Perkhidmatan Farmasi, Laporan Tahunan 2017 Program

Perkhidmatan Farmasi ini berjaya dihasilkan.

Saban tahun, Program ini merancang pelbagai aktiviti dan alhamdulillah kebanyakannya

dapat disempurnakan dan dilaksanakan dengan jayanya mengikut perancangan. Pelbagai

cabaran telah diharungi dalam menangani gelombang perubahan dalam isu-isu perubatan

dan kesihatan yang sentiasa berkembang. Walaubagaimanapun, Program ini terus komited

dalam menerajui dan mengambil langkah proaktif dalam menjayakan visi dan misi kerajaan

dan juga kementerian.

Saya ingin mengambil kesempatan ini untuk mengucapkan tahniah dan syabas kepada

seluruh warga Program Perkhidmatan Farmasi di atas komitmen yang padu, khidmat bakti dan

sumbangan yang telah diberikan dalam menjayakan pelbagai program yang telah dirancang

pada tahun 2017. Sekalung tahniah juga diucapkan kepada sidang editorial di atas kejayaan

merakamkan perjalanan transformasi Program Perkhidmatan Farmasi serta pencapaian pel-

bagai Bahagian sepanjang tahun 2017.

Akhir kalam, saya berharap Program Perkhidmatan Farmasi akan terus maju dan berdaya

saing di dalam bidang farmaseutikal dan terus bekerjasama serta berganding bahu dengan

PERUTUSAN PENGARAH DASAR& PERANCANGAN STRATEGIK FARMASI

Assalamualaikum warahmatullahi wabarakatuh dan Salam Sejahtera,

Alhamdulillah bersyukur kita ke hadrat Ilahi kerana dengan limpah dan izinNya, Program Perkh-

idmatan Farmasi berjaya mengharungi tahun 2017 dengan cemerlang. Bahagian ini sentiasa

komited melaksanakan penambahbaikan dan mengukuhkan sistem tadbir urus bagi mem-

berikan perkhidmatan yang holistik dan cemerlang kepada rakyat. Oleh itu, dengan men-

gamalkan lima prinsip utama yang termeterai di dalam Pelan Strategik Program Perkhidmatan

Farmasi, iaitu,profesionalisme,berintegriti,kerjaberpasukan,efisiendanmengutamakanpe-

langgan, ianya menjadi tonggak dan pegangan setiap warga Program Perkhidmatan Farmasi

dalam melaksanakan tugasan.

Saya berharap usaha-usaha kerja berpasukan antara Bahagian di dalam Program ini dapat

diteruskan dari semasa ke semasa bagi mencapai kecemerlangan dalam melaksanakan tu-

gas dan tanggungjawab yang diamanahkan. Semoga kita bersama-sama menjadi warga

kerja yang berdaya saing, berintegriti dan berpengetahuan luas untuk terus maju.

Jumlah Perjawatan Pegawai Farmasi di Kementerian Kesihatan Malaysia (KKM) adalah 8377 Total Pharmacist Post in Ministry of Health Malaysia (MOH) is 8377

Peratusan Pegawai Farmasi yang mencapai mata minimum CPD yang ditetapkan dalam masa setahun adalah

sebanyak 99.81% manakala peratusan Penolong Pegawai Farmasi yang mencapai mata minimum CPD yang

ditetapkan dalam masa setahun adalah sebanyak 97.47%.Percentage of pharmacists achieved minimum CPD points per

PENGENALANINTRODUCTION

Bahagian Dasar dan Perancangan Strategik Farmasi terdiri daripada lima cawangan utama iaitu Cawangan Pembangunan Profesion Farmasi, Cawangan Dasar Farmasi, Cawangan Perkembangan Infrastruktur & Kualiti Farmasi , Cawangan Teknologi Maklumat & Informatik Farmasi, dan Cawangan Penyelidikan dan Pembangunan Farmasi. Bahagian ini bertanggungjawab untuk:

1. Merancang, menggubal, memantau dan menilai dasar berkaitan penyampaian perkhidmatan dan profesion farmasi

2. Merancang keperluan sumber manusia untuk Perkhidmatan Farmasi di seluruh negara

3. Merancang, menyelaras, membangun dan mengembangkan sistem maklumat bagi Perkhidmatan Farmasi

4. Menyelaras dan memantau sistem kualiti Perkhidmatan Farmasi

5. Merancang dan membelanjakan peruntukan kewangan secara berhemah

Pharmacy Policy And Strategic Planning Division consists of five main branches which are the Pharmacy Professional Development Branch, Pharmacy Policy Branch, Pharmacy Infrastructure Development & Quality Branch, Pharmacy Information Technology & Informatics Branch and Pharmacy Research & Development Branch. This Division is responsible for:

1. Planning, drafting, monitoring and evaluating policy related to service delivery and pharmacy profession

PENCAPAIAN TAHUN 2017ACHIEVEMENTS IN 2017

Bagi memastikan perkhidmatan yang berterusan dapat diberikan di peringkat fasiliti, penempatan dan pertukaran pegawai telah dilaksanakan untuk memastikan penggunaan staf yang optimum dapat dikekalkan. Sebanyak 1008 permohonan telah diproses oleh cawangan ini. Manakala, sebanyak 237 Arahan Pertukaran bagi Pegawai Farmasi di KKM telah diproses.

Pada tahun 2017, sebanyak 17 jawatan telah diproses secara pindah butiran.

Sejumlah RM1, 378, 440.50 peruntukan Latihan Dalam Perkhidmatan (LDP) telah dibelanjakan bagi memastikan kompetensi anggota farmasi di KKM.

Planning, coordinating and running research related trainings to develop knowledge and expertise in research among pharmacy personnel.

Promoting and facilitating dissemination of research findings/ outcomes through research publications and presentations to be used as references and evidence in pharmacy services improvements and policy developments for the Pharmaceutical Services Programme.

In ensuring continuous service delivery to the facility level, transfer and redeployment of staff have been done to ensure the optimum number of staff is maintained. In 2017, a total of 1008 application for transfer have been handled by the branch. In addition, a total of 237 Arahan Pertukaran for MOH pharmacist have been processed.

In 2017, a total of 17 posts have been redeployed.

PENEMPATAN DAN PERTUKARAN PEGAWAITRANSFER AND REDEPLOYMENT OF STAFF

Pada tahun 2017, sejumlah 7403 Pegawai Farmasi telah dibuat pemantauan bagi pencapaian mata CPD. Peratus pencapaian 40 mata CPD bagi Pegawai Farmasi adalah 99.81% manakala bagi Penolong Pegawai Farmasi pula adalah sebanyak 97.47%.

Sebanyak 163 permohonan cuti belajar telah diterima pada tahun 2017. Sebanyak 30 slot bagi sarjana dan 2 slot bagi PhD telah diluluskan bagi Program Perkhidmatan Farmasi. Manakala terdapat 51 permohonan cuti belajar tanpa tajaan yang telah diluluskan sepanjang tahun 2017.

Sebanyak 62 permohonan telah diterima pada tahun 2017 dan 51 permohonan Credentialing telah diluluskan meliputi pelbagai bidang dalam Farmasi.

Pharmacy Information System (PhIS) adalah sistem yang komprehensif yang mengintegrasikan perkhidmatan berkaitan farmasi di hospital dan klinik kesihatan kerajaan dengan matlamat untuk mengukuhkan pemantauan perolehan, pembekalan dan penggunaan ubat di fasiliti KKM. Ia membolehkanperkongsianprofilubatpesakituntuk menyediakan penjagaan pesakit yang lancar, selain berfungsi sebagai alat dalam membuat keputusan untuk memastikan kebolehcapaian ubat-ubatan oleh pengguna di negara ini.

Pelaksanaan PhIS bermula pada tahun 2013 di enam hospital, satu pejabat kesihatan daerah dan 13 klinik kesihatan, dengan aktiviti peluasan dilaksanakan bermula tahun 2014. Sehingga tahun 2017, sistem PhIS telah tersedia di 1,176 fasiliti KKM di seluruh negara melibatkan 144 hospital dan institusi, 919 klinik kesihatan dan 105 pejabat kesihatan.

For the year 2017, a total of 7403 pharmacists have been monitored their CPD achievements. The percentage of total achievement of 40 points for pharmacists is 99.81% while for pharmacist assistant is 97.47%.

A total of 163 applications for furthering study were received in 2017. Out of those applications, 30 slots for Masters and 2 slots for PhD were approved for Pharmaceutical Services Programme. 51 applications for study leave without scholarship were approved in 2017.

A total of 62 applications received in 2017 and 51 applications approved for credentialing in various fields of interest in pharmacy.

Pharmacy Information System (PhIS) is a comprehensive system that integrates pharmacy-related services in the hospitals and government health clinics with the aim of strengthening monitoring of procurement, supply and use of medicines at MOH facilities. It allows patient drug profile sharing to provide seamless patient care, as well as serves as a tool in making decisions to ensure the accessibility of medicines by consumers in the country.

PhIS implementation started in 2014 in six hospitals, one district health office and 13 health clinics, with expansion activities implemented from 2014. Up to 2017, PhIS system was available at 1,176 MOH facilities across the country involving 144 hospitals and institutions, 919 health clinics and 105 health offices.

PENGURUSAN PROJEK ICTICT PROJECT MANAGEMENT

Pengurusan projek ICT amat penting dalam menetapkan perancangan, memaksimumkan penggunaan sumber, mengawal kualiti dan kos, menguruskan integrasi serta menggunakan pengalaman dan kemahiran untuk memastikan kejayaan pelaksanaan projek. Objektif utama aktiviti ini adalah bagi membolehkan mekanisme pemantauan terhadap semua aktiviti pembangunan ICT dilaksanakan secara berpusat.

Pengurusan projek ICT di bawah Program Perkhidmatan Farmasi dikawal selia oleh dua buah jawatankuasa iaitu JK Teknikal ICT dan JK Induk ICT yang berfungsi untuk memantau isu dan aspek teknikal projek ICT bagi memastikan garis panduan dipatuhi sebelum membawa projek berkaitan ke peringkat kementerian melalui Jawatankuasa Pemandu ICT, KKM. Sepanjang tahun 2017, 3 Mesyuarat JK Teknikal dan 1 Mesyuarat Induk ICT Program Perkhidmatan Farmasi telah dijalankan di mana 14 permohonan projek ICT diterima dan dinilai secara teknikal

Pengukuhan infrastruktur ICT berdasarkan teknologi terkini amat penting dalam meningkatkan kualiti dan keberkesanan penyampaian perkhidmatan kepada pelanggan dan pihak berkepentingan. Selain penyediaan infrastruktur ICT yang mantap, aspek keselamatan data dan sistem serta khidmat sokongan teknikal menyeluruh perlu bagi memastikan kelangsungan perkhidmatan.

Pelbagai aktiviti dirancang sepanjang tahun 2017 bagi memastikan keupayaan ICT selari dengan hala tuju strategik organisasi termasuk mengoptimumkan penggunaan sumber

ICT project management is very crucial in planning, maximising resource, control of quality and cost, managing integration as well as utilising experience and skills to ensure successful implementation of the project. The main objective is to enable monitoring mechanisms of all ICT development activities are carried out centrally.

The ICT project management under the Pharmacy Services Programme is regulated by two committees, which is ICT Technical Committee and ICT Steering Committee which serves to monitor the issues and technical aspects of ICT projects to ensure that guidelines are followed before bringing relevant projects to the ministry level through the MOH ICT Steering Committee. Throughout the year 2017, 3 Technical Committee Meeting and 1 ICT Meeting of Pharmacy Services Programme were conducted where 14 ICT project applications were received and technically assessed.

The strengthening of ICT infrastructure based on the latest technology is crucial in improving the quality and effectiveness of services delivery to customers and stakeholders. In addition to providing a robust ICT infrastructure, data and system security, as well as comprehensive technical support services, are essential to ensure continuity of services.

to reduce costs, ensuring the availability of ICT infrastructure based on the latest technology and enhancing ICT security and technical support services to minimize any risks that may affect service delivery.

Pharmaceutical Services Programme official portal is the main medium of communication in delivering information to customers and stakeholders. Operating since the 1990s, the portal was redeveloped in June 2012 using internal resources and expertise. The latest version of the portal which released in 2013 emphasising on content management as well as design, content layout and value-added functionality that focus more on user needs. The contents of this portal are managed and monitored by dedicated Pharmaceutical Services Portal Management Working Committee which was established to ensure that this portal is managed effectively and in accordance with the established policies.

ICT bagi mengurangkan kos, memastikan ketersediaan infrastruktur ICT berdasarkan teknologi terkini serta meningkatkan keselamatan dan perkhidmatan sokongan teknikal ICT bagi meminimumkan segala risiko yang boleh menjejaskan penyampaian perkhidmatan.

Portal rasmi Program Perkhidmatan Farmasi merupakan medium komunikasi utama dalam menyampaikan maklumat kepada pelanggan dan pihak berkepentingan. Mula beroperasi sejak tahun 1990-an, portal ini telah dibangunkan semula pada Jun 2012 menggunakan sumber dan kepakaran dalaman. Portal versi terkini telah mula digunakan pada 2013 memberi penekanan terhadap pengurusan kandungan di samping reka bentuk dan susun atur kandungan serta fungsi nilai tambahan yang lebih mesra pengguna. Kandungan portal ini diurus dan dipantau oleh Jawatankuasa Kerja Pengurusan Portal Perkhidmatan Farmasi yang ditubuhkan bagi memastikan pengurusan portal ini dibuat dengan berkesan dan mengikut dasar yang ditetapkan.

Sistem Pengurusan Pendaftaran Ahli Farmasi (PRiSMA) telah diperkenalkan bagi menggantikan sistem Business Licensing Electronic Support System (BLESS) yang digunakan oleh Lembaga Farmasi Malaysia (LFM) bermula Jun 2014 sehingga April 2017

Projek pembangunan sistem PRiSMA bermula pada Mei 2017 dengan menggunakan platform sumber terbuka melalui kepakaran dan sumber sedia ada kerana kekangan peruntukan. Sistem ini dijangka dapat memenuhi keperluan pengguna dalam mengendalikan pengurusan pendaftaran ahli farmas

Pada tahun 2017, 82.4% daripada fasiliti-fasiliti farmasi, KKM menjalankan penyelidikan bagi tujuan menjana maklumat/bukti sainstifikyang boleh digunakan untuk memperbaiki mutu perkhidmatan.

Sebanyak 208 pembentangan penyelidikan dilaporkan dipersembahkan oleh penyelidik-penyelidik farmasi di dalam persidangan, mesyuarat saintifik dan seminar pada tahun2017. Sejumlah 38 artikel penyelidikan farmasi telah diterbitkan di jurnal tempatan/antarabangsa pada tahun 2017.

Pembentangan poster penyelidikan bertajuk Medicines Utilization For Treatment of Non-Communicable Disease (NCD) Risk Factors in Malaysia oleh Pn. Chan Lai Yue telah mendapat tempat pertama kategori persembahan poster di International Conference on Non-Communicable Diseases 2017 (ICNCD 2017) yang berlansung pada 28-29 Julai 2017 di Kuala Lumpur.

The Pharmacy Registration Management System (PRiSMA) was introduced to replace the Business Licensing Electronic Support System (BLESS) system used by the Pharmacy Board Malaysia (LFM) from June 2014 to April 2017

The PRiSMA system development project began in May 2017 using an open source platform through existing expertise and resources due to budget constraint. The system is expected to meet the specific user requirement in the management of pharmacist registration.

In the year 2017, 82.4% of pharmacy facilities in MOH conducted research with the aim to produce information/scientific evidence that can be used to improve in pharmacy services.

A total of 208 research presentations were made by pharmacy researchers in conferences, scientific meetings and seminars.A total of 38 research articles in pharmacy were published in local and international journals.

A research poster presentation entitled Medicines Utilization For Treatment of Non-Communicable Disease (NCD) Risk Factors in Malaysia by Mdm. Chan Lai Yue won first prize in poster presentation category at the International Conference on Non-Communicable Diseases 2017 (ICNCD 2017) held on 28-29 July 2017 in Kuala Lumpur.

Program Perkhidmatan Farmasi KKM telah menggunakan kaedah Workload Indicators ofStaffingNeed (WISN)dalammenentukankeperluan sumber manusia yang optimum berdasarkan beban tugas di sesebuah fasiliti kesihatan KKM.

Bengkel ini telah diadakan pada 11-12 Mei 2017 bertempat di Dewan Serai Wangi, Bahagian Regulatori Farmasi Negara. Seramai 48 orang peserta daripada Bahagian Perkhidmatan Farmasi Negeri dan institusi telah menghadiri bengkel ini.

Hasil dari beberapa siri perbincangan dan bengkel bersama wakil daripada Jabatan Perkhidmatan Awam (JPA), Tiga sub-bidang kepakaran beserta kriteria penilaian dan kamus kompetensi bagi SME Program Perkhidmatan Farmasi telah dikenalpasti dan dibangunkan untuk kelulusan pihak JPA pada tahun 2017. Tiga sub-bidang tersebut adalah seperti berikut:

The Pharmaceutical Services Programme, MOH has come out with the Workload Indicators of Staffing Need (WISN) method in determining the optimal number of human resources based on each MOH facilitys workload.

The workshop was held on 11th - 12th May 2017 at the Dewan Serai Wangi, National Pharmaceutical Regulatory Agency (NPRA). A total of 48 participants from the State Pharmaceutical Services Division and institution attended the workshop.

After a few series of discussions with representatives from Public Service Department (PSD), three sub-areas of SME together with the criteria for evaluation and competency dictionaries for the SME have been identified and developed for PSD approval in 2017. The three sub-areas of SME are:

Credentialing merupakan satu aktiviti di bawah komponen sumber manusia DuNAS yang dibangunkan oleh Program Perkhidmatan Farmasi, KKM untuk memberi pengiktirafan kemahiran kepada anggota yang terlatih, mahir dan cekap dalam sesuatu bidang yang dikenalpasti.

Pada tahun 2017, Jawatankuasa Credentialing Farmasi meluluskan 51 permohonan Credentialing yang meliputi bidang bidang berikut

Bengkel ini diadakan khusus bagi Penyelaras Latihan di Peringkat Negeri dan Institusi yang bertujuan untuk memberikan pendedahan tentang penggunaan sistem MyCPD 2.0 secara atas talian dan menambahkan pengetahuan mengenai Latihan Dalam Perkhidmatan (Jangka Pendek dan Jangka Panjang) Program Perkhidmatan Farmasi. Credentialing is one of the activities which has been introduced under the Human Resource component, National Medicine Policy and developed by Pharmaceutical Services Programme, MOH in order to certify the skills of the pharmacy staff in the specified areas of special interest.

In 2017, the Pharmacy Credentialing Committee has approved 51 applications for credentialing in the specified areas of special interest as below:

This workshop was organised for pharmacy training coordinators from each state and institution. During the workshop, they were given hands-on training using MyCPD 2.0 Online System and a session on managing the in-service training (short-term & long-term) for Pharmaceutical Services Programme. The workshop was held at the National Pharmaceutical Regulatory Agency (NPRA) from the 3rd April to 4th April 2017.

Kursus berstruktur ini diadakan khusus untuk Pegawai-pegawai Farmasi Kanan Gred UF48 hingga UF54 yang bertujuan untuk mengukuhkan lagi kemahiran dan kualiti kepimpinan Pegawai Farmasi dalam meningkatkan kecemerlangan perkhidmatan dalam organisasi. Kursus tersebut telah berlangsung di The Grand Beach Resort, Port Dickson pada 13 hingga 15 September 2017.

KIKF2017 telah berjaya diadakan pada 6-8 Ogos 2017 di Klana Resort Seremban. Sebanyak 203 penyertaan telah diterima dan 58 penyertaan telah berjaya menyertai peringkat akhir. Sebanyak 5 kategori telah dipertandingkan iaitu Inovasi Produk, Inovasi Sistem, KIK, QA Lisan dan QA Poster

The structured course was organised specifically for the senior pharmacists ranging from UF48 to UF54 grades. The objectives of the course were to enhance their talents and leadership skills in managing the organisation towards excellence. The workshop was held at The Grand Beach Resort, Port Dickson from 13th September to 15th September 2017.

KIKF2017 was successfully held on 6-8th August 2017 at Klana Resort Seremban. A total of 208 projects were submitted, and 58 projects were selected to proceed to the final stage. 5 categories were being contested which were Product Innovation, System Innovation, KIK, Oral QA and Poster QA.

Audit pensijilan semula MS ISO 9001:2008 oleh pihak SIRIM telah diadakan pada 6-8 Februari 2017, di mana komitmen dan tahap pematuhan adalah baik dengan tiada ketidakakuran ditemui. Program Perkhidmatan Farmasi Ibu Pejabat KKM telah mendapat pensijilan semula pada 21 Mac 2017 (Nombor sijil : AR 3596).

Persediaan naik taraf ke pensijilan MS ISO 9001:2015 bermula dengan latihan kesedaran dan risiko pada bulan Mei 2017. Ini diikuti dengan semakan semula skop pensijilan dan penyediaan dokumen ISO berdasarkan keperluan MS ISO 9001:2015. Dokumen ISO yang baru dikuatkuasakan bermula 2 Oktober 2017 dan satu sesi audit dalaman dijalankan pada 21-29 November 2017 berdasarkan standard versi 2015.

The MS ISO 9001:2008 re-certification audit was conducted by SIRIM on the 6-8th February 2018 where the commitment and adherence level was found to be good, with zero non-conformance reported. The certificate was received by the Pharmaceutical Services Programme Headquarter, MOH on the 21st March 2017 (Reference number: AR 3596)

The preparations of upgrading to MS ISO 9001:2015 certification started with the awareness and risk workshop in May 2017. This was followed by the review of certification scopes, as well as ISO document preparations based on the new MS ISO 9001:2015 requirements. The new ISO documents were in effect since 2nd October 2017, and an internal audit was conducted from 21-29 November 2017, using the new 2015 standard.

The introduction of LEAN took place on 11 September 2017 at the Dewan Serai Wangi, with a briefing done by Dr. Ahmad Tajuddin Bin Mohamad Nor (LEAN Champion Hospital Tuanku Ampuan Rahimah, Klang) to all the directors, deputy directors, quality liaison officer and the Head of the Pharmacist Assistants profession.

A total of five processes (one from each Division) were selected for the implementation of LEAN. The personnel involved in each process attended a series of workshops on 9-10 October 2017 and 9-10 November 2017, which were conducted by lecturers and facilitators from the Institute for Health System Research (IHSR) and PEMANDU Associates. Among the topics taught were the history of LEAN in Malaysia, LEAN Thinking, waste in LEAN Healthcare, common LEAN tools and techniques, as well as Value Stream Mapping (VSM).

Pengenalan LEAN dimulakan dengan Taklimat Kesedaran pada 11 September 2017 oleh Dr. Ahmad Tajuddin Bin Mohamad Nor (LEAN Champion Hospital Tuanku Ampuan Rahimah, Klang) kepada semua Pengarah Bahagian, Timbalan-timbalan Pengarah, penyelaras kualiti dan Ketua Profession Penolong Pegawai Farmasi di Dewan Serai Wangi.

Sebanyak lima proses telah dipilih untuk melaksanakan LEAN (satu daripada setiap Bahagian). Kakitangan yang melaksanakan proses tersebut berpeluang menghadiri sesi bengkel bersama penceramah dan fasilitator daripada Institut Penyelidikan Sistem Kesihatan (IPSK) dan PEMANDU Associates pada 9-10 Oktober 2017 dan 9-10 November 2017. Pada tahun 2017, dua sesi latihan telah dilaksanakan bagi menyediakan peserta dengan kemahiran dalam penyediaan model proses bisnes dengan mengaplikasikan teknik pengurusan proses bisnes sebagai persediaan bagi pembangunan sistem My.Pharma-C v 2.0

Sesi 1 (April 2017) 34 peserta diperkenalkan dengan kaedah pengurusan proses bisnes dan menggunakan teknik pemodelan standard BPMN 2.0 untuk perekayasaan proses bisnes.

Sesi 2 (Oktober 2017) 20 peserta melaksanakan aktiviti proses pemetaan bagi mengenalpasti jurang, peluang penambahbaikan dalam proses bisnes serta keperluan integrasi antara proses dan sistem berkaitan.

Sebanyak 14 proses bisnes berjaya dimodelkan semula dan diintegrasi untuk pembangunan sistem akan datang.

Sepanjang tahun 2017, sebanyak 373 sesi latihan dilaksanakan seluruh negara. Seramai 2,635 orang peserta yang terdiri daripada pelbagai skim perkhidmatan terlibat dalam aktiviti latihan yang dijalankan.

Seramai 96 orang champion dilantik untuk membimbing pengguna baru dan telah dilatih dalam 5 sesi yang dilaksanakan secara berasingan di seluruh negara sepanjang tahun 2017.

Bengkel Advanced Biostatistics telah dijalankan pada 10-13 April di Dewan Serai Wangi, Bahagian Regulatori Farmasi Negara. Seramai 25 orang Pegawai Farmasi dari seluruh negara telah menghadiri bengkel tersebut.

In 2017, two training sessions have been conducted to provide participants with skills in preparing business process model by applying business process management technique in preparation for the development of My.Pharma-C system v2.0

Session 1 (April 2017) - a total of 34 were introduced to business process management methods as well as utilising BPMN 2.0 standard modelling techniques to re-engineer business process.

Session 2 (October 2017) 20 users conducted mapping process to identify the gap, opportunities for improvement in the business process and the need for integration between process and related systems.

Total of 14 business process was remodelled and integrated for future system development.

PENGENALANINTRODUCTION

Bahagian Amalan dan Perkembangan Farmasi (A&P) bertanggungjawab memastikan keperolehan dan kepenggunaan ubat-ubatan yang berkualiti melalui amalan farmasi yang berkesan bagi mempertingkatkan Perkhidmatan Farmasi di Malaysia supaya setanding dengan kemajuan perkembangan perkhidmatan farmasi di negara-negara maju. Lima cawangan telah ditubuhkan di bawah pengawasan A&P, iaitu Penjagaan Farmaseutikal, Pengurusan Harga Ubat, Pengurusan Farmasi Logistik, Penggunaan Ubat Berkualiti dan Pengurusan Formulari.

1. Merancang dasar bagi pengurusan perolehan dan inventori ubat-ubatan, bukan ubat dan reagen.

2. Merancang, menyelaras dan memantau pelan tindakan bagi pengurusan perolehan dan inventori ubat-ubatan, bukan ubat dan reagen bagi memastikan keperolehan berterusan.

3. Memantau peruntukan bagi memastikan pengurusan perolehan di peringkat Pusat Tanggungjawab (PTJ) dapat dilaksanakan dengan lebih teratur dan terancang.

4. Merancang keperluan ubat-ubatan bagi proses tender baru atau pembaharuan tender.

5. Menyediakan sokongan teknikal kepada Bahagian Perolehan dan Penswastaan, Kementerian Kesihatan Malaysia (BPP, KKM) sebagai urus setia dalam menguruskan tender ubat-ubatan.

6. Memantau prestasi perkhidmatan pembekalan ubat dan bukan ubat oleh syarikat-syarikat pembekal dan syarikat konsesi kepada institusi KKM.

7. Bekerjasama dengan BPP, KKM, Jabatan Kesihatan Negeri dan institusi KKM dalam pemantauan dan penambahbaikan perkhidmatan syarikat konsesi.

8. Menyelaras pengumpulan data statistik bagi peruntukan dan perbelanjaan ubat, vaksin, bukan ubat dan reagen yang diperlukan oleh Bahagian Amalan dan Perkembangan Farmasi dan Bahagian Kewangan, KKM serta agensi-agensi lain.

9. Merancang dan menyediakan kertas kerja permohonan peruntukan tambahan

The Pharmacy Practice and Development Division is responsible for ensuring the quality of drug procurement and usage through effective pharmacy practice in order to improve pharmacy services in Malaysia to be on par with other developed countries. Five branches under the management of Pharmacy Practice and Development Division are Pharmaceutical Care, Drug Pricing Management, Logistic Pharmacy Management, Quality Use of Medicines, and Formulary Management.

1. Plan and develop policies regarding procurement and inventory management of drugs, consumables and reagents.

2. Plan, coordinate and monitor the strategies for procurement and inventory management of drugs, consumables and reagents to ensure continuity of supply.

3. Monitor budget allocation to ensure well-planned and organised procurement management at the facility level.

4. Estimate the use of medicines in tendering processes.

5. Provide technical support to the Procurement & Privatization Division, Ministry of Health (MOH) in the management of drug tenders.

6. Monitor the performance of drug and non-drug supply services by suppliers and concessionaire company to MOH institutions.

7. Collaborate with Procurement & Privatization Division, MOH, State Health Department and MOH institutions in monitoring and improving the services of the concessionaire company.

8. Compile statistical data on budget allocation and expenses for drugs, vaccines, non-drugs and reagents.

9. Plan and prepare the application for additional budget inclusive of Dasar Baru and One-Off for drugs, vaccines, non-drugs, medical gases and reagents.

10. Ensure the management of logistic pharmacy stores is in accordance with the current circulars or regulations.

14. Merancang dan mengadakan aktiviti latihan dalam bidang farmasi logistik bagi meningkatkan kefahaman dan kemahiran dalam pengurusan logistik.

15. Menyelaras dan memantau aktiviti-aktiviti berkaitan perkhidmatan farmasi logistik serta pencapaiannya supaya Petunjuk Prestasi Utama berjaya dicapai.

16. Menyedia dan menerbitkan garis panduan berkaitan aktiviti pengurusan logistik termasuk pengurusan bencana di dalam perkhidmatan farmasi di fasiliti kesihatan.

17. Menilai dan menyediakan input bagi proses kelulusan perolehan import ubat-ubatan untuk fasiliti kesihatan awam.

18. Membantu kerajaan dalam memperkasakan ekonomi eksport negara di bawah projek New Key Economic Area-Entry Point Project (NKEA-EPP) pharmaceuticals untuk syarikat syarikat tempatan dalam proses perolehan melalui Program Perjanjian Off-Take.

2. Memberi pendidikan kepada orang awam berkenaan cara penggunaan ubat yang berkualiti supaya kefahaman dan pengetahuan berkenaan ubat-ubatan ditingkatkan untuk menggalakkan kepatuhan dan hasil rawatan yang baik.

3. Menyediakan maklumat ubat-ubatan yang tepat, tidak berat sebelah dan relevan untuk disebarkan kepada orang awam melalui risalah, video, laman web dan media massa.

4. Meningkatkan akses untuk orang awam mendapatkan maklumat ubat melalui National Pharmacy Call Centre (NPCC), portal Know Your Medicine dan secara atas talian.

5. Mempromosi penggunaan ubat secara berkualiti melalui media cetak, media elektronik dan media sosial.

6. Berkolaborasi bersama agensi/NGO dalam aktiviti pendidikan dan promosi penggunaan ubat secara berkualiti.

6. Merancang dan menyelaras latihan berkaitan amalan penjagaan farmaseutikal bagi memantap dan meningkatkan kemahiran anggota Farmasi agar penyampaian perkhidmatan penjagaan farmaseutikal setanding dengan kemajuan terkini bagi memenuhi keperluan rawatan semasa.

5. Enhance and improve on pharmacy services in government and private health facilities by setting up and coordinating respective committees for clinical pharmacy, inpatient pharmacy and ambulatory pharmacy.

6. Plan and coordinate training programmes to strengthen and improve skills of pharmacists to ensure that pharmaceutical care delivery meets the current advancements.

7. Publish and update guidelines and protocols as well as standard training modules on the practice of pharmaceutical care.
