Danilo Medina acknowledged that the investment by Barrick Gold in the Pueblo Viejo gold mine is the largest investment in Dominican history. But he called Barrick Gold one last time to agree with a revision of the contract in order to revise the tax aspects, because the current scheme for the distribution of benefits is „unacceptable“ for the Domi-nican Republic. The investment of three billion dollars at today's gold price is returned in just two years. „Never in the history of mankind, there was a case in which a mining company redeemed its investment in such a short time, while the State in which the investment was made, in the first two years collects only crumbs,“ said Medina. Barrick Gold's profit of 100 dollars is 97, while the Dominican state gets only three dollars. There has been patient negotiating for six months. But patience can

get at an end. If there is no agreement, the government would back legislation to raise taxes on mining companies. He justified that the income raised would be used for social investment and the fight against poverty. The offer of a salary increase of 20 percent provoked angry protests of teachers. In front of the Ministry of Education, protesters demanded that Education Minister Josefina Pimentel, who they accuse of making decisions without consensus nor dialogue, also should get the salary of a teacher – less than 9,000 pesos a month. Reasons for the high numbers of accidents are excessive speed, disregard of traffic rules and abuse of alcohol or drugs.

After more than 15 years, currently there is cooking up an old dispute between alleged owners of land register entries (títulos) and the State for the property rights at the Bahía de las Águilas in the Jaragua National Park in the southwestern province of Pedernales.The area is planned as a new popular tourist destination so that the impoverished south-west of the country will have a future. Now the alleged owners were trying to negotiate that the state had to pay for their “títulos”.In January, the legal adviser to the govern-ment, César Pino Toribio, and the Director of the Agricultural Institute, Alfonso Radhamés Valenzuela, apparently signed the entries in the land register of 185 of the alleged owners.President Danilo Medina first announced that the government would be open to find an agreement with these “owners”. There were rumors of 45 percent of the value they should receive. But then Medina backed down after heavy protests. The government would not reward land grab.Rodolfo Rincón Martínez, administrator of the National Goods under President Balaguer for four years, said there could not exist any legal real assets of anybody in this area, since it belongs to the state. President Medina is doing the right thing, by passing

the case to the courts. There is no need to negotiate something that is owned by the state anyway.Former Environment Minister Max Puig demanded legal action against the alleged owners. It is consicuous that many of the “owners” are lawyers. Therefore Rincón Martínez said that there are Dominicans who are even able to show documents for land, which is located at the Parque de la Independencia in the center of the capital Santo Domingo.

Attorney General Francisco Domínguez Brito, assured that the government would protect the integrity of the National Park Jaragua, which is a heritage of humanity. Those who cheat the state, will not be rewarded, but there would be legal action.Presidency spokesman Roberto Rodríguez Marchena said, the Presidency would await a definitive decision on the case from the courts. The Presidency accepted criticism from various sectors that rejected the government's deal with individuals who are accused of obtaining property titles fraudulently. The spokesman further said that this case has languished in the courts for 16 years, mainly as a result of post-ponements by state prosecutors.

Visitors were invited to board “La Pepa”, a replica of a 17th century Spanish galleon and trading ship, docked in Santo Domingo as part of the events marking the Bi-centennial of the 1812 Spanish Constitution. The ship docked at Sans Souci port until 3 of March. The tall ship was on the first stop of its Ibero-American Tour. It will also visit San Juan, Puerto Rico, Cartagena, Colom-bia, Veracruz, Mexico, Miami and San Agustin, Florida. This kind of ship was part of the Indies fleet that sailed from Seville to the Americas. Fitted with all modern technologies, it has three masts and seven sails. “La Pepa” was built between 2008 and 2010, is 55 meters long and has the capacity for 250 people.

The 24th Summit of Heads of State of the Caribbean Community (Caricom) was held in the Haitian capital Port-au-Prince for the first time. Haiti's President Michel Martelly took over the presidency at the meeting for the next six months. Focus of the meeting was the security in the Caribbean for the relocation of the transportation routes for the drugs with the destiny USA.Caricom is a union of 15 countries as full members, in-cluding Haiti, an-other five count-ries are associate members, eight more country attended the two-day meeting as observers, including the Dominican Republic.President Martelly called drug trafficking a threat to security in the region in his inaugural address. “The sovereignty of our countries is threatened by powerful non-state actors who trade in illicit drugs and use our territories as transportation points and put in danger our economic systems and are provoking socio-political disturban-ces.” Martelly called for instruments to combat this scourge, which draws money laundering and corruption.

After Jean-Claude “Baby Doc” Duvalier dis-respected the Haitian Court of Appeals once more on 21 February, despite the threat of arrest, he now appeared in court for the first time on 28 of February. Before, his lawyers challenged the jurisdiction of this court and said they would turn to the Court of Cassation, the highest court, whose decision is not possible to appeal.

Jean-Claude "Baby Doc" Duvalier now finally has appeared in court for a hearing to determine if he can be charged with crimes against humanity.At the hearing he denied responsibility for abuses carried out during his time as president, between 1971 and 1986.Human rights groups say hundreds of political prisoners were tortured or killed under his rule.Opponents and supporters of Duvalier turned out for the hearing, with some of his alleged victims just meters away from him in the packed courtroom.It was the first time he had faced them, having failed to attend previous hearings.Supporters dressed in the black and red colours symbolic of Duvalier's rule chanted “Long live Duvalier” as he entered the courthouse.Duvalier's lawyers had asked for the session to be held in private, arguing he was unwell. The hearing was requested by his alleged victims, who want to see him stand trial for crimes against humanity.

Although President Hugo Chávez returned to Venezuela on 18 of February and shortly before the first photographs since two months were published, together with his two daughters in the Cuban hospital, his real condition is still uncertain. Upon his arrival in Caracas, Hugo Chávez was brought to the military hospital immediately. On 22 of February, there was an official statement that his breathing problems did not develop positively.While the opposition is preparing for new elections and doubts that Chávez still is in a position to lead the government, there were manifestations of sympathy for the sick pre-sident in front of the hospital.Meanwhile, President of Parliament, Dios-dado Cabello, announced that Chávez was not on the mend, but he also didn't suffer any setback. He will swear his presidential oath in front of the Parliament as soon as thinks he is able to do so. Chávez was not fully fit yet, but he would govern from a hospital bed. Cabello: “We are obliged to tell the truth because this is what the Commander has taught us. In addition, we have nothing to hide, because it was he himself who told the people about his illness.” Chávez should have been sworn in already on January 10.

The research - made with the species “Aedes aegypti” which transmits dengue and yellow fever - reveals that the mos-quitoes ignore the substance called DEET, the most common ingredient in repellents after once been in contact with it.For years, DEET was used to ward off insects, although it is not understood yet

why it helps to keep them away. The sub-stance was initially developed by the U.S. Army, after the experience of soldiers in jungle areas during World War II.To understand their reaction, scientists in-stalled electrodes in the insects' antenna. They found that the mosquitoes tolerate the conventional mosquito repellents after being exposed to them for just one time. James Logan, one of the study's authors, said that the mosquitoes lose sensitivity to the substance due to their fast evolution.

Gabino Lazo Espinosa was born in Con-cepción, Panama, on 19 July 1949. His father was from Nicaragua and his mother from Panama. Already at the age of seven he sang with his uncles who made music. During his school years, Gabino took part in all Vals and Ranchera competitions, “which I never lost,” as he assures. At 17, he was spotted by a producer and recorded his first album. Gabino sang in three groups and came to Costa Rica. From there he went to New York with the group Caribú in 1982, to seek his fortune. In 1988 he had his first international hit, “Cuerpo de guitarra”. In the nineties, Gabino Pampini, as he called himself as an artist, went to Colombia, where he landed hits like “Mi vecina” to-gether with Grupo Galé. His tours took him mainly through South and Central America, where he got numerous awards. In 1989, Gabino Pampini was elected the best Salsa performer at a festival in Tenerife, Spain, competing with the best of the Salseros of that time. In 2007, Gabino Pampini pub-lished his most recent album.
