Title III Apportionments

For fiscal year (FY) 2010–11, the ninth apportionments were released in November 2012. For FY 2011–12, the sixth apportionments were released in March 2013. For FY 2012–13, the second apportionments were released in March 2013. consortia eligible LEAs. For Immigrant, LEAs generating $5,000 or more apply via CARS. Please be aware that the deadline to certify Title III CARS applications is June 30, 2013. LEAs generating less than $5,000 apply via the online consortia application process. A letter detailing application information is anticipated to be mailed early May 2013 to consortia eligible LEAs. Private Schools-Limited English Proficient On CARS, LEAs will be asked to report the private schools they will serve with Title III LEP funds in FY 2013–14 as well as the private school students they served with Title III LEP funds in FY 2012–13. LEAs will be reimbursed in FY 2013–14 based on the private school students served in FY 2012–13, as reported by the LEA on CARS. Private School Request to Participate-Immigrant Private schools in the jurisdiction of Title III-Immigrant eligible LEAs will be asked to submit a request to participate in the FY 2013–14 Title III Immigrant program via online reporting, due in late June 2013. A letter detailing the process will be mailed to eligible private school administrators in late May 2013. Language Census Language Census data are being sourced from the CALPADS, and the California Basic Educational Data System. Make sure you are familiar with the definitions and course descriptions for accurate reporting. For more details, please visit the CDE Language Census Instructional Materials Web page at http://www.cde.ca.gov/ds/dc/lc/. Immigrant Student Reporting LEAs should have certified their immigrant student information for 2012–13 via the California Longitudinal Pupil Achievement Data Systems (CALPADS). For questions pertaining to CALPADS certification of student information, please contact the CALPADS Service Desk by phone at 916-325-9210 or by e-mail at [email protected]. Private schools should have submitted immigrant student data for 2012–13 via the Student National Origin Report (SNOR). For more information regarding SNOR, please visit the CDE SNOR Web page at http://www.cde.ca.gov/sp/el/t3/snor.asp. For questions pertaining to private school SNOR submission, contact Sandra Covarrubias, Education Programs Consultant, Language Policy and Leadership Office (LPLO), by phone at 916-319-0267or by e-mail at [email protected]. State Seal of Biliteracy Update Requests for the State Seal of Biliteracy insignia are currently being processed in time for May and June graduation dates. Several new documents, including the 2013 announcement letter and a new optional data form (located on page 2 of the Insignia Request Form) have been posted on the California Department of Education (CDE) State Seal of Biliteracy Web page at http://www.cde.ca.gov/sp/el/er/sealofbiliteracy.asp. Districts are encouraged to access the Web page and complete the new optional data form even if they have already sent in their requests for insignias. For LEAs that have already submitted applications, the optional data form may be submitted to: [email protected]. Superintendent signatures are required on complete applications but not if the LEA is only submitting the optional data form on the second page. For LEAs that have already submitted applications, remember to always include the district and contact information on the first page.
