Quality of drinking water in the LangebergThe Langeberg Municipality aims to protect publichealth by ensuring safe drinking water for all.

The Langeberg area has five water purificationplants for drinking water and five wastewater purifi-cation plants for sewage processing.

It is important that the treated water complieswith the strict South African National Standards(SANS). Analysis reports are done on a monthlybasis at these purification plants, by an externalservice provider, the SANS accredited A.L. Abbotand Associates. These lab results indicate the quali-ty of drinking water specific to each of the five townsof the Langeberg Municipality and specify what thechemical, physical and biological characteristics ofwater are in respect to the suitability for its intendedpurpose.

These updated monthly lab results can be foundon the Langeberg Municipality website at www.langeberg.gov.za where members of the public canaccess it.

The latest report, compiled in October 2013,breaks down the five towns’ treated water resultsand indicate the water results to be safe accordingto the SANS 241 standards as indicated in thisSANS certificate of analysis report.

To further ensure sustainable water quality, theLangeberg Municipality has appointed GLS Con-sulting to provide the municipality with an extensivespecialist service related to the optimal analysis,planning and management of water distribution andsewer reticulation systems.

Strong emphasis is placed on the importance ofa scientifically developed master plan to ensure thatall communities can be provided with services thatmeet acceptable standards. Comprehensive waterand sewer master plans are also absolutely crucialin ensuring that the available capital funds are opti-mally utilised.

The master plans also provide the LangebergMunicipality with data in related areas of engineer-ing such as pipeline replacement prioritisationbased on risk analysis and evaluation of componentcriticality, utilisation and performance for the purpos-es of quality management.

All about RDP housesAre you still waiting for your RDP houseor have you already received an RDPhouse? The following information is ap-plicable to you:

It is important that the community un-derstands the process that is followedwith regards to the building of housesand the allocation of an RDP house.

The budget allocation of buildingRDP houses

The building of RDP-subsidised hous-es is a provincial function.

The money for housing is made availa-ble by the provincial government, fromwhere the Langeberg Municipality, in itsown budget capacity, implements thework to connect water service lines tothese houses or upgrade existing servic-es where the current service capacity isnot sufficient.

Requirements to apply for an RDPhouse

The general requirements for some-one to apply for an RDP-subsidisedhouse is that they:

) must be a South African citizen;) must be at least 18 years of age

and legally able to contract;) must have no criminal record re-

tained for the past five years;) must be married or single with fi-

nancial dependants permanently resid-ing with them;

) must never have received a subsi-dy before or previously owned property;

) must have a combined grossmonthly income in the applicant’s totalhousehold of no more than R3 500 per

month.Potential subsidy applicants are pre-

screened by the provincial Departmentof Housing. Those who pass are requiredto apply for a subsidy, and are then sub-ject to a full screening against the DeedsOffice, the government’s employee pay-roll (PERSAL), UIF and the Departmentof Home Affairs.

The database is regularly audited toeliminate duplicate applications and toensure that the data is valid.

The latest housing project in theLangeberg Municipality

The new housing project involves 130new houses to be built near Muiskraals-kop alongside Nkqubela, Robertson.The waiting list in Robertson is currentlystanding at 3 826 applications for RDPhouses. This backlog will take over 20years to eliminate, while there are stillmore applications received daily.

The process of allocating new RDPhouses works as follows:

) 5% of the 130 new homes beingbuilt is for those citizens who have livedon a farm more than 10 years and arenow over 55 years old.

) 5% of the 130 homes goes to thosecitizens with disabilities or who have ahandicapped dependant and currentlyreceive a disabled allowance.

) 15% is for those elderly citizens onthe waiting list who are now 60 yearsof age or older.

) The last 75% is given in the orderof the date of application, based on thefirst come first served principle.

In the event where residents are awareof someone else who might have appliedfor an RDP house after they did, but havereceived a house before them, it will bein the circumstance where that personfalls under the first 25% of the require-ments mentioned above.

Need more information?It is envisioned to hold informational

meetings with the community to givemore information on the housing proce-dure in the new year. But in the meantimeeveryone is welcome to visit the housingdepartment of the Langeberg Municipali-ty for more information regarding theirpersonal queries.

When erecting a shack in the Lange-berg Municipality

There is now law enforcement unitsin place to implement the necessary by-laws to stop the uncontrolled influx ofresidents to the Langeberg area who ille-gally build shacks in the informal settle-ments.

The Langeberg Municipality will putstrict measures in place to exercise con-trol around the erecting of shacks by allo-cating plots to make it possible to providebasic municipal services.

For example: if a fire occurs at a shackthat was illegally built on an unapprovedplot, the Fire Department cannot be ofassistance if that shack is outside thebounds of a waterline.

The correct procedure should be fol-lowed when allocating a plot for buildinga home where the municipality may wellbe of service.

Conditions attached to selling RDP housesIt is illegal to sell an RDP house or tosublet it. There is a right procedure tofollow, so make sure you stay withinthe rules and get the legal title of owner-ship, that only the Langeberg Munici-pality can assign to you, otherwise itis not legally your property.

RDP-subsidised home applicants orowners should bear in mind that theywill only be able to get one housingsubsidy ever and will never be grantedanother one.

Therefore RDP houses cannot besold or rented out, as it is free andshould accommodate the title ownerand his or her family.

During the past decade 1 226 fami-lies have been handed over an RDP

house in the Langeberg Municipality.With this handover the title owner ofthe RDP house signs a contract withthe Langeberg Municipality that in-cludes the mutual agreement on theterms and conditions of owning a gov-ernment-subsidised house.

This agreement holds special condi-tions where the buyer states that heis aware of the provisions of Section10A of Act 107 of 1997, which readsas follows:

Notwithstanding anything containedin any other law, it is a condition of everyhousing subsidy, as in the code definedin terms of any national housing pro-gramme for the construction or pur-chase of a home or serviced plot to

a natural granted person, that such per-son within a period of eight (8) years,from the date that the property has beenacquired by that person, may not sellhis/her home or yard or withdraw fromit – unless the home or yard is present-ed back to the relevant provincial de-partment of housing.

Any RDP owner wanting to extendor renovate their house before eightyears of ownership will need to obtainpermission from their local municipality.

The property must therefore be phys-ically occupied by the legal owner orhis family and the renting out of theproperty is not allowed.

The provincial department of housingby whom the home or yard was offered,

should note in his records that a personof his or her property will evacuate torelocate to another property and areentitled to stay on a waiting list as abeneficiary who need subsidised hous-ing.

If the person does not follow the cor-rect procedure when the family mightmove or find a job in another town, ormaybe sell the house for illegal income,that person will not be able to applyfor any future subsidy.

When the property is vacated by theowner, the relevant provincialdepartment ofhousingredeemsownership

of the property and the provincial de-partment of housing must apply to theRegistrar of Deeds that it be noted onthe deed of the property that the depart-ment is the owner of that property. Nopurchase price or other considerationis paid to the person who vacated theproperty.

That house will again come into cir-culation for allocation to those qualifiedapplicants on the waiting list.

Therefore it is your responsibility toreport illegal dealings in connectionwith the sub-letting or selling of an RDPhouse so the correct procedure can befollowed and the next person awaitingan RDP house can have a fair chanceto receive a subsidised home.

Dit is belangrik dat die gemeenskapdie proses verstaan wat gevolg word virdie begroting en die toekenning vanHOP-huise.

Die begrotingstoewysing vir diebou van HOP-huise

Die bou van ’n HOP-gesubsidieerdehuis is ’n provinsiale funksie.

Die geld vir behuising word deur dieprovinsiale regering beskikbaar gestel,vanwaar die Langeberg Munisipaliteit, insy eie begrotingskapasiteit, die imple-menteringswerk doen om waterpyplei-dings na hierdie huise aan te lê, of diedienste op te gradeer waar die huidigedienste nie voldoende is nie.

Vereistes om vir ’n HOP-huis te kanaansoek doen

Die algemene vereistes om aansoekte doen vir ’n HOP-huis is dat jy:

) ’n Suid-Afrikaanse burger moetwees;

) geen kriminele rekord vir die afge-lope vyf jaar behou nie;

) 18 jaar of ouer moet wees om ’nkontrak te kan onderteken;

) getroud of enkellopend moet weesmet een of meer finansieel afhanklikeswat permanent by jou woon;

) nooit voorheen ’n subsidie ontvanghet of eiendom besit het nie;

) ’n totale gesamentlike inkomste injou huishouding het wat nie meer is nieas R3 500 per maand.

Potensiële aansoekers om subsidiesse rekords word vooraf deur die provinsi-ale departement van behuising nage-gaan. Dié wat slaag, moet vir ’n subsidieaansoek doen, en ondergaan dan ’n volleagtergrond-ondersoek deur die Aktekan-

toor, die regering se betaalrol (PERSAL),WVF en die departement van binneland-se sake.

Die databasis word gereeld geouditom die duplisering van aansoeke uit teskakel en om seker te maak data is gel-dig.

Die mees onlangse behuisingspro-jek in die Langeberg Munisipaliteit

Die volgende behuisingsprojek behels130 nuwe huise wat by Muiskraalskoplangs Nkqubela, Robertson gebou salword. Die waglys staan dus op 3 826aansoeke om HOP-huise. Hierdie agter-stand sal meer as 20 jaar neem om inte haal, terwyl daar steeds daagliks nogmeer aansoeke gekry word.

Die toekenning van hierdie HOP-huisegeskied as volg:

) 5% van die 130 huise wat gebouword moet aan mense gaan wat al langeras 10 jaar op ’n plaas bly en ouer as

55 jaar is.) 5% van die 130 huise moet aan

mense gaan met gestremdhede of ’n ge-tremde afhanklike wat ’n gestremde toe-lae ontvang.

) 15% gaan aan die mense op diewaglys wat ouer as 60 jaar is.

) Die ander 75% word dan volgensdie volgorde van die datum van aansoektoegeken.

In die geval waar jy iemand ken watdalk na jou aansoek gedoen het, maarvoor jou ’n huis kry, is dit dus waar daar-die persoon in die eerste 25% van diebogenoemde kategorieë val.

Meer inligting nodig?Daar word beoog om in die nuwe jaar

inligtingsvergaderings te hou om die ge-meenskap meer ingelig te hou oor hier-die prosedure. Maar intussen is elkeenwelkom om die behuisingsdepartementvan die Langeberg Munisipaliteit te be-

soek vir meer inligting met betrekking totjou persoonlike navrae.

Wanneer ’n informele struktuur op-gerig word

Daar is nou ’n wetstoepassingseen-heid om die nodige wette in plek te kryom die onbeheersde onwettige opsit vaninformele strukture, deur mense wat in-stroom na ons gebied, stop te sit. DieLangeberg Munisipaliteit sal dus strengmaatreëls instel om kontrole en beheeruit te oefen oor die oprig van informelestrukture om so erwe te orden en ditmoontlik te maak om dienste te voorsien.Byvoorbeeld: Indien daar ’n brand souontstaan by ’n struktuur wat onwettig op’n stuk grond opgerig is, sal die brand-weer nie van hulp kan wees as dit buitedie grense van ’n waterlyn val nie. Dusmoet daar grond deur die regte prosedu-re toegeken word waar die munisipaliteitwel van diens kan wees.

Voorwaardes verbonde aandie verkoop van ’n HOP-huisDit is onwettig om ’n HOP-huis te verkoop of uitte verhuur. Daar is ’n regte prosedure om te volg,so maak seker jy bly binne die reëls en kry diewettige transportakte van eienaarskap, wat slegsdie Langeberg Munisipaliteit aan jou kan gee, an-ders besit jy nie wettig jou eiendom nie.

HOP-gesubsidieerde huisaansoekers of eie-naars moet in gedagte hou dat hulle slegs een be-huisingsubsidie ooit sal kan kry en nooit weer ’nander een toegestaan sal word nie.

Daarom kan HOP-huise nie verkoop of verhuurword nie, omdat dit gratis is en die transportakte-eie-naar en sy of haar familie moet huisves.

Tydens die afgelope dekade is HOP-huise aan1 226 gesinne in die Langeberg Munisipaliteit oor-handig.

Met hierdie oorhandiging teken die transportakte-eienaar van die HOP-huis ’n kontrak met die Lange-berg Munisipaliteit wat die wedersydse ooreenkomsop die terme en voorwaardes van eienaarskap van’n regeringsgesubsidieerde huis uiteensit.

Hierdie ooreenkoms hou spesiale voorwaardesvoor waar die koper verklaar dat hy bewus is vandie voorsienings van Seksie 10A van Wet 107 van1997, wat as volg lui:

Ondanks enige andersluidende bepalings in eni-ge ander wet is dit ’n voorwaarde van elke behui-singsubsidie soos in die Kode omskryf, wat ingevol-ge enige nasionale behuisingsprogram vir die oprig-ting of aankoop van ’n woning of gedienste erf aan’n natuurlike persoon toegestaan word, dat sodani-ge persoon nie binne ’n tydperk van agt (8) jaarvanaf die datum waarop die eiendom deur daardiepersoon verkry is, sy of haar woning of erf magverkoop of andersins mag vervreem nie, tensy die

woning of erf eers aan die tersaaklike provinsialedepartement van behuising aangebied is.

Dus moet die koper of sy huisgesin die eiendomfisies self bewoon en nie toelaat dat dit onderver-huur word nie.

Die provinsiale departement van behuising watdie woning of erf aangebied het, moet in sy rekordsaanteken dat die persoon sy of haar eiendom wilontruim en hom of haar op ’n ander eiendom wilhervestig en daarop geregtig is om op ’n waglyste bly van begunstigdes wat gesubsidieerde behui-sing benodig.

Indien die persoon nie die regte stappe volg wan-neer die familie dalk trek of werk vind op ’n anderdorp nie, of dalk onwettig die huis verkoop vir ’nvinnnige inkomste, sal daardie persoon nie weervir staatsubsidie kan aansoek doen nie.

Wanneer die persoon sy of haar eiendom ontruim,word die tersaaklike provinsiale departement vanbehuising geag die eienaar van die eiendom te weesen die provinsiale departement van behuising moetdan by die Registrateur van Aktes aansoek doendat daar op die transportakte van die eiendom aan-geteken word dat die departement die eienaar vandaardie eiendom is. Geen koopprys of ander ver-goeding word betaal aan die persoon wat die eien-dom ontruim nie.

Daardie huis sal dan weer in sirkulasie kan komvir toekenning aan iemand op die waglys.

Dit is daarom jou verantwoordelikheid om onwet-tinge handel of uitverhuring van ’n HOP-huis te rap-porteer sodat die regte prosedure gevolg kan worden die volgende persoon wat vir ’n HOP-huis wag,’n regverdige kans kan hê om ’n gesubsidieerdehuis te ontvang.

Dit is gehou op 10 Oktober in Happy Valley,Bonnievale.

Miljoene mense wêreldwyd leef met die uitda-gings van geestesiektes saam en voel dikwelsalleen en verstoot deur die samelewing.

Die Oktober-geestesgesondheidsbewusma-kingsmaand het groepe in die Langeberg muni-sipale area bymekaar gebring om die gemeen-skap in te lig oor die simptome, beskikbare dien-ste en behandeling van geestesiektes.

So is mense wat aan geestesiektes ly, opnuutaangemoedig om die uitdagings in verband methulle toestande positief te hanteer, en hulle isverseker dat hulle nie alleen is nie.
