dia concern have been ex-pressed about this project’simpactontheenvironmental-ly sensitive area where themine is planned.On Facebook a petition is

doing the rounds and at lastcount it was allegedly signedby more than a thousand ob-jectors.The Elandsfontein mining

project falls within the park’sbufferzonenearHopefield,anarea of critical biodiversity,and is situated on top of twogroundwater bodies, theElandsfontein and Lange-baan aquifers, one ofwhich isbelieved to feed into Lange-baan Lagoon.Louw explained that the

mining company currentlyproposes to disturb water inthe top layer of theElandsfon-

teinaquifer for thephosphatemining procesThe Elandsfontein aquifer

consists of two layers of wa-ter, separated by a thin claylayer and feeds into theLangebaan Lagoon.Louw said the mine would

have to careful that theydon’tpenetrate the clay layer andpollute the aquifer and/orcause water levels of the la-goon to drop.HoweverSANParksappear

to be cautious to appear tooantagonistic. Louw has sincetoldWeslander that specialiststudies undertaken by re-nowned wetland expert ToniBelcher indicated that theproposed Elandsfontein min-ing activities will not nega-tively affect the LangebaanLagoon and surroundingfarms and land users. He alsohighlighted the 400 job oppor-tunities that the mine projectwould bring.Forum member Jaco Kotze

told the forumthewater issuemay be resolved should theElandsfontein mine considerusing treated sewerage.Elandsfontein Exploration

and Mining (EMM) are cur-rently in the process of apply-ing for mining rights.

The hamlet is 45 km fromLangebaan,makingpolicepatrols difficult, and it issuspected that the perpe-trators hide for severaldays in the veld, beforeand after break-ins.Low flying aerial pa-

trols is thought to bemoreeffective than land pa-trols.The airfield will obtain

permission from theLangebaanweg AirforceBase for every aerial pa-trol.

popular Beach Bar atMykonos closed its doors af-ter 13 years. Some residentsand visitors even sent out pe-titions to save the establish-ment, but all was in vain.Mykonos decided not to re-new theBeachBar’s contract.Mykonospromised thepublica similar recreational facilityin January, but after sixmonths the building is stillvacant. Mykonos director,JacVos, toldLangebaanNewsrecently that they are cur-rently negotiating with newtenants and renovation of thebuilding is expected to beginsoon.If all goes well, a new bar

and/or possibly a restaurantwill open by summer.

‘Whywerepublic participationinputs ignored?”The 2014/2015 Budgetkicked into gear on 1July 2014.

The LRRA forwarded aletter to council request-ing reasons why public par-ticipation inputs were ig-nored. We hope to report onthat in the next edition.We obtained the latest Stra-

tegic Development BudgetImplementation Plan (SD-BIP) Report from council on3 July 2014 reporting on theexpenditure of the 2013/2014budget. The SDBIP is a statu-ary requirement to measurethe performance of counciland theadministrationontheexecutionandspendingof theprevious year’s budget.Council’s ownreport, dated

11 June 2014, stated that thespendingof thecapitalbudgetand implementation plans(including orders issued) re-flects only 64,8% as at endMay 2014. This means that atleast R73 million on the capi-tal budget alone was notspent. The report stated thatthe low level of spendingcould hamper service deliv-ery. The report also statedthat the ratio of spendingshould have been at least 95%at endofMay2014.The capitalbudget mainly addresses thebuilding of bulk services ca-pacity such as sewage, roadinfrastructure and mainte-

nance, potable water distri-bution, storm water manage-ment and electricity distribu-tion and maintenance.A further concern is that

most of these projects are exe-cuted by external service pro-viders and contractors andnot municipal staff. The un-der spending of the capitalbudget could therefore not beblamed on understaffing, butrather the inefficient admin-istration thereof.As expected, it is reported

that the employee costs andspendingonsalariesarewith-in single digits of the budgetprojections.The other aspect of concern

is the R156 million rand totalgross debtors outstanding asat 31 May 2014, which is alsoon the increase. This meansmore money was lost due tobad debt than was spent onthe entire capital budget dur-ing the last budget periodalone. The R156 million ofgross debtors outstandingconsists of R4,5 million fromgovernment, R28,5 millionfrombusiness andR123,3mil-lion from households. On 31May 2014 there were 1 492summonses to the amount of

R13 million to be proc-essed, of which the courtscould only deal with 400permonth. Therewere 200cases attributed to theamount of R2,02 million

untraceable debtors. The rec-ommendations of the reportonly state that directorsbe re-quested to implement controlonovertimespending.Norec-ommendations were madehow to rectify the under-spending of the capital budg-et.The suspension of theward

committee has became a con-tentious issue. Initially thespeaker, Olwene Daniels,stated that thecommitteewasplaced in suspension on re-quest of the ward councillor,Kruger, due to a lack of a quo-rum. This reason was reject-edby themembers.Onlyafterit was established that a quo-rumstillexists,anothermem-ber, Charlton Nieuwoudt,suddenly resigned. It is welldocumented that both thespeaker and councillor wereon numerous occasions re-quested to fill the vacancies,but failed to do so over a peri-od of almost a year. I receiveda letter from the speaker dat-ed 28May 2014 that all furthercommunication would soonfollowviathecouncillortoen-able the committee to contin-ue its work. Committeemem-bers were yet again stunned

less than a week later by thecreative actions of both theseworthieswhen the councillorannounced in his last editionof Councillors Town Talk,that the matter is now beingdealt with in terms of section20 of the SBM Ward Commit-tee Policy dealing with dis-pute resolution. I mean, real-ly? What dispute? A disputebetween whom? Who de-clared the dispute? Not one ofthe committee members northe officials from province“assisting” council are awareofanydispute.MrCouncillor,wouldyoupleaseenlightenuson this matter. Do us all a fa-vour and start to practicewhat you preach. A petitionwith 86 signatures of regis-teredvoterswasservedontheMunicipal Manager forcingcouncil to have an ordinarypublic meeting. At least foursuch meetings are requiredper annum in terms of theSBMpolicy. None have takenplace so far.The LRRA and Langebaan

LCE launchesgolf initiative forkidsLangebaan CountryEstate’s Junior Golf Acad-emy has launched a newinitiative to make golf anaccessible sport for chil-dren around the WestCoast.

The Grass Roots Initiativewas launched on Friday 20June with a visit to Steen-berg’s Cove Primary in StHelena Bay, where childrenaged between 7 and 9 had theopportunity to play withSNAG equipment, aided byBob Parry and GavinVorster from the LangebaanCountry Estate (LCE).SNAGequipment is specif-

ically designed to simplifylearning to play golf byusingbigger clubs, balls and alaunching pad.Parry confirmed LCE’s en-

thusiasmregarding the initi-ative.“We want to foster an in-

terest in the game.“These children don’t

have the infrastructure oraccess to equipment to play

golf and that is what we’retrying to give them,” Parrysaid.“Wehopewecanmake this

a long-termprojectwherewecan teach the kids some lifeskills.

“Who knows, maybe oneday some of them will comeplay at the academy or ac-quire the skills to work at agolf club.”Parry and his team plan to

visit 15 schools along the

West Coast at least once amonth.“We want to foster the tal-

ented children and, if neces-sary, sponsor them to play atthe academy,” Parry said.

Is galjoenpoachinganydifferentfromrhinopoaching?We seem to be in for a thirdabove-rainfall year and thefarmers and the Mercedesdealers are smiling.

The normal pattern ofshowers every six to ten daysis holding true.

On the angling front thereis absolutely nothing to re-port.

The snoek have not reallymade an appearance off ourcoast and most of us havebought snoek from the “lan-gaans”. As I write they arestill being caught in theElands Bay area.

During the last month ourlittle village has been bom-barded by every possible per-son trying to tell us tobemoreethical. It started with ourdeputy president, filtereddown to our local councillor,

then to theYachtClubactuallyputting itin theirconstitu-tion!

The cherry on the top waswhenSANParksalsocameupwith the problem of peoplenot showing the same ethicalimportance to marine pro-tectedareasas theydoto land-based protected areas.

This made me think aboutthe situation of our sea-re-source users along our coast.

Many people seem to thinkthat sea-resource protectionlaws are really only applica-ble to other people and if youcan get away with it thenthat’s fine.

This is especially true withthecatchingofunder-size fish

and exceeding the bag limits.There are even stories beingtold that when confronted bythe rangers of SANParks,they will pull a knife andthreaten them.

There is simply no adher-ence to the rulespertaining tosea resources.

Our national fish, the gal-joen, is caught in gill nets bythe hundreds and then sold tothe general public who seemto think this is fine.

Is this so different from thepoaching of rhino in theKruger? Only the scale seemsto differ.

A further problemwith our

sea resources is what isknown as the law of the com-mon which simply meansthat the resource belongs toeverybodyandtonobody.Theresult is that it is not in yourinterest to protect it as it doesnot really belong to you.

It is thereforenowonder allour resources are under suchhuge pressure of over exploi-tation.

Letushope thatall thewrit-ing and appealing to our citi-zens to act in a more ethicalway will make a difference tothe protection of our marineresources.

All you anglers, there isstill a month ahead before itbecomes a little warmer andthe first stumpnose come onthe bite. Learn to play bridgein the meantime.– Vincent Taylor
