Mens kan deesdae nie allesglowatmenshoornie. So, vis-vang met nette in die lagune?Wettig of onwettig? As elkeenvan ons net sy klein deeltjiedoenwat reg is, sal dit só goedgaan met ons mooie planeet,land, diere en sy mense.So gaan ek weer soos altyd

op my wandeling op diestrand in Langebaan en hiersien ek ’n pragtige blou boot-jie digby die strand naby diestrandsakke, (dis nou daarwaar jy afry in Sleighstraatnadie strand).Diebootjiemetdie twee insittendes, lyk somooi. En ek neem gou ’n paarfoto’s, want die prentjie roerregtig my hartsnare.En toe onthou ek, maar dis

mos die tweede keer dié weekwat ek hulle sien. Die bootjiemaak sirkels en daar dryf sul-

ke wit balletjies op diewater. Iemand op ’nkanowat seker gedinkhet hy is in rustigewa-ters sukkel vervaardopdie rowwebrandersom weg te kom of eer-der, om bo te bly, toedie blou bootjie vinni-ge sirkels, al in dierondte woeste golweop die lagune maak.Ons kyk bekommerdtoe. Die boot jaag sovinnig weg sy neus ligvoor op enhulle ismingepla oor die kano na-by hulle.’n Mooi prentjie of

port that the boat and persons

inquestionare legalnet fisher-men who have permission tofish in the lagoon. This islargely a traditional fisheryand SANParks supports suchtraditional community liveli-hoods. These fishermen catchharders/mullet, a well-knownfish on the West Coast. Theyhave permits to use a specificnet (keptafloatby theobservedwhite floats) to catch these fishand the actions of the skipper(as observed by the reader) aremerely an attempt to “roundup” the fish into the net.

NSRI rescuesman afterkayaking accidentFishermen on a boat cameacross an unmanned kayakon Friday morning 30 Mayand raised the alarm.At 08:05 the NSRI Mykonos

volunteer sea rescue dutycrew were activated.Their sea rescue craft

Gemini Rescuer waslaunched and the unmannedkayak was found. On investi-gation it was determined thata man on a houseboat atKraalbaai reported that hisbrother,GerhardKemp(37)ofCitrusdal, had gone paddlingintheearlyhoursof themorn-ing in a dense fog and had notreturned.The fishermen on the fish-

ing boat then reported seeinga man waving and shoutingfor help on the rocky shore onthe south side of Kraalbaai.ItwasKempandhehad suf-

fered lacerations and a sus-pected fractured leg. He re-ported that he had fallen outof the kayak while paddlingand had managed to swimashore.His brother was informed

thatKempwas found safe andthe NSRI took him to theLangebaanYacht ClubwhereAtlantic Medical Responsetook over treatment. Kempwas transported tohospital ina stable condition for furthertreatment.

Guest artist Eugene Wichtgrew up in the Saldanha Bayarea and is mainly a selftaughtartist.Hehas returnedto the West Coast where hewill be focusing on his art.

In 2013 Eugene took part inthe Sanlam Private Invest-ment National PortraitAwards and was selected asone o the top 40 finalists outof 1 078 entries. The chosenwork is currently touring thecountry as part of theSPIPor-trait Award 2013National Ex-hibition.

Mariaan is in 2011 met bors-kanker gediagnoseer en vroe-er vanjaar het sy by die doodomgedraai ná ’n operasie enkomplikasies weens haarsiektetoestand. Wonder bowonder het sy ten volle her-stel en vandag wil sy ’n bood-skap van hoop aan anderbring wat met kanker wor-stel. Sy glo kanker kán met ge-loof oorwin word!

Mariaan sukkel om weervoltyds werk te kry weenshaar siektetoestand, al ishaar kanker tans in remissie.

Sy hou haar besig met be-stellings van die mooistedoopkoeke en ander spogkoe-

ke vir spesiale geleenthede.Sy skilder ook graag en doenhandwerk. Verder word diédapper vrou gereeld genooiom as motveringspreker op tetree by plaaslike geleenthedeen sakeondernemings waarsy haar getuienis lewer.

deel van Oupa-en-Ouma-dag,’n gewilde jaarlikse geleent-heid wat Seeskulpie hou,waardie trotsegrootouers ge-

nooi word om die dag saammet hulle kleinkinders tekom geniet.Vanjaar is Oupa-en-Ouma-

dag op Woensdag 28 Mei ge-hou en nié net oupas en oum-as het dié opwindende vlugom die wêreld meegemaaknie. Tantes, ooms, mammasén pappas het almal vir diereis opgedaag. Seeskulpie sesaal was stampvolmet amper200mense.Ná ’n lang reiswasalmal honger en die oupas enoumas het die geleentheid ge-kry om saam met die klein-span koek te eet.

Oupas en oumas word deur Langebaanweg se lugmagoffisie­re na die konsertvliegtuig vergesel.

Daarom het die WeskusJeugorkes (WCYO) en PhaxTrio ’n konsert vir alle moe-ders op Sondag 11 Mei by Cur-ro in Langebaan gehou. Daarwasookbederfiesvirdiema’sin die vorm van ’n gelukkigetrekking.

WCYO bedank al hul borgewat die geleentheid moontlikgemaak het. WCYO is ’n nie-winsgewende organisasiewat hom beywer om talent-

volle jeug te onderrig in mu-siekopleiding. Met die nodigefinansiering kan meer min-derbevoorregte musici oplei-ding kry.

ThePurposeofWardCommittees

It is the time of the yearwhen Langebaners can en-joy their village and expe-rience the wonder of thechanging of the environ-ment into a spectacular flo-ral display.We all have theresponsibility to be posi-tive in our approach andcontribute where we can.In this regard I would liketo thankall those organisa-tions who pro-activelyserve our community.

The LangebaanWard Com-mittee has been extensivelydiscussed in the media, in-cluding the social media,thesepastweeks.Thisalso in-cluded attacks on me person-ally. The SBM speaker hassuspended theCommitteeun-

a committee of the communi-ty.•It must be impartial and

performits functionswithoutfear, favour or prejudice.The Ward Councillor acts

as chairperson with 10 mem-bersof thecommunityelectedfor five years.•Sixmembers representing

geographicalareas,sectorsorinterest groups and fournominated by registered vot-ers in the Ward. The purposeof the Committee is to makerecommendations throughthe Ward Councillor and ithas no executive powers. Itserves as a public participa-tory structure of the SBM to.•Assist the Councillor to

identify needs of the resi-dents.

•Disseminate informationconcerningmunicipal affairssuch as the budget.•Obtain inputs from resi-

dents regarding service deli-very including complaintsand interact with organisa-tions on matters of the Ward.There have been resigna-

tions from theWard Commit-tee that I felt have renderedit dysfunctional to act effec-tively. I am not at liberty todiscuss the reasons stated forresignation by individualmembers as I feel that thiswould be unethical. The situ-ation was reported to thespeaker and the dispute reso-lution process, as describedin paragraph 20 of the SBMWard Committee Policy, isnow in process.The Council approved the

Budget for 2014/15 and outeryears to 2016/17 on 29 May.SBM is financially sound andin a position to serve the com-

munity in the execution of itsbudget. I intend discussingthe projects approved in thebudget forLangebaan,as theywere identified in the IDPprocess by the community, inmy next article in July.My “Champions” for the

month are the LangebaanClinic Staff under the leader-ship of Sister Karlienke Ter-blanche. They managed tocontinue with their medicalservice to the communitywhilst establishing a tempo-rary clinic under difficult cir-cumstancesso that theLange-baanClinic can be renovated.The contact number for thetemporary clinic is076 755 5341. tee opgeskort omdat dit vol-gens haar disfunksioneelwas en daar nie ’n kworumwas nie, weens bedankingsdie afgelope jaar.Jaco Kotze, lid van dié

wykskomitee en voorsittervan die Langebaan-belas-tingbetalers en -inwoners-vereniging (LBBIV) sêbywo-ning van vergaderings wasvolgens hom die afgelopejaarbo 75%endaarwas “nognooitnié ’nkworumnie”.Hyhet ook gesê die enigste “dis-funksionele” deel vandie ko-mitee is ‘die voorsitter,

Municipal budget doesn’t reflect wishes of publicIt is regrettable that com-ments by the public, includ-ing the LRRA, on the munici-pal budget seem to have beenignored by the council.This is especially regretta-

ble since in the last edition ofLangebaan News the council-lor profusely thanked thepublic for their participation.At a special council budget

meeting on 29 May, the coun-cil’s originaldraftwasrubberstamped – without accommo-dating any of the suggestionsthat the council was requiredto obtain, and did so, from af-fectedpeople,andwhichitdidat great cost in time and trou-ble.It is also regrettable that

this isnonewoccurrence.Butwhatisanewworryisthattheward committee was deniedthe opportunity to advise onthedraftbudgetbefore itwentto the council on 28 March.TheLRRA,asusual, provideddetailed suggestions and re-questsonthecapitalandoper-ating budgets.Ironically at last week’s

special meeting the mayor

gave honourable mention tothe public and ward commit-tee inputs. But the only vaguesign that anyone had evenread the LRRA inputs camefrom a minority party repre-sentativewho used the LRRAinputs as his ownbutwithoutgiving us any credit. We aregrateful that he at least madetheeffort to readandembraceour submission. To confirmour suspicion, a ruling partyrepresentative commendedthis chap for his inputs andstated that they would be ta-ken into account next year. Itis also a worry that the list ofthe capital projects publishedin theDraft Budget as comingfrom the public were not a re-flection of public wishes.Thelatestmovebythesame

council worthies to muzzletheLangebaanWard commit-tee after previous unsuccess-ful attempts through the ban-ning of meeting recordings,manipulating of minutes andrejection of agenda points, isan all-time low. The patentlyflawed stunt by the speaker,at the request of the Lange-

baan councillor, to suspendthe ward committee, was an-other pathetic attempt to gagparticipatory democracy.The suspension of the com-mittee for supposedly lackinga quorum is revealed as a des-perate measure by the sup-posedly unbiased speaker be-cause the shortage of mem-bers had to be artificiallycreated. A petition by 50 eligi-ble voters will force an ordi-nary public meeting to becalled, with the councillor aschairman.Meanwhile, a notice by the

NationalDepartmentofEnvi-ronmentalAffairswas servedon the municipal manager tocease discharge of effluent in-to the lagoon from 20 May.This followed a complaint bythe LRRA last year about thedischarge of “treated” efflu-ent and storm water justnorth of Seabreeze Park,which resulted in a directivebeing issued by the depart-ment in December. The finefor such offences is up to R5million. Yet the dischargecontinues.

The Uitsig street stair re-pair project was halted bySANParks last month be-cause of alleged contraven-tion of environmental law ornon-compliance with, or ab-sence of, environmentalman-agement plans. SANParksacted correctly after the mu-nicipality’s failuretoabidebyenvironmental best practice.The LRRA has agitated forthis tourism infrastructureinitiative for the past sixyears, initiatedandpresentedthe design plan. It also helpedthecontractors to findasuita-ble construction site afterlack of one delayed the startof the project. Boat-repair season approaches

At last we are seeing the sunagain. This is turning into areal misty winter. The wash-ing does not want to dry andmywife is threatening to buya dryer again.May was a quiet month

with the exception of AllanDuffel-Camham’s exceptio-nalwhite steenbras of 16,6 kg.I have seldom seen a fish inbetter condition than thatone. In the end Allan says hefilleted it and cut it up into 43portions which were sharedwith all the neighbours in hisstreet. The best way to pre-pare this fish according to Al-lan is in akettle braai. Simplybuy thebasting sauce for fish,apply lightly and after 10 to 15minutes, take off and enjoy.A couple more steenbras

were taken by the hardy ang-lers who were prepared to sit

out there for hoursfor a single bite. Thelarge elf never madea real appearanceand the yellowtailhave called it a day.Theyweredefinitelythe highlight of theyear with in excessof 1 000 having beencaught.The next two

months are boat-re-pair months, for inall my years of fish-ing the lagoon, Ihavehardlycaughtafish during thesetwo months. Snoekshould be arrivingduring the next cou-ple of weeks. Theyhave been as farsouth as St HelenaBay,butarestillabitsporadic and far sothat it has beenmostly the large pro-boatsthathavebeencatchingthem.I believe that they usually

arrive around the middle ofJune and then stay for abouta month. I find fishing for

snoek from ourlaunching in Lange-baan rather difficultas you never knowwhere they are. Atmost other groundsyou run to a fixed areawhere they are found,here however, theycould literally be any-where within 20 km ofopen sea. The bestwaytofindthemistowatchthe gannets as theywill be feeding on thesame fish as the snoek.It is also a good idea totry to find at least fiveboats to cooperate inthe search. However,it is my experiencethat fishermen seldomcooperate!Nextmonthitwillbe

difficult to report onthe angling. But whoknows, we may have a

strangewinter and those illu-sive winter kobmaymake anappearance.
