Theamazing travelsof Fester the catTheCapeWestCoast iswell-known across South Africafor its friendly and helpfulpeople. This was proventrue over the past sevenweeks as the community ofLangebaan joined hands –many without even know-ing just how big the “net”was that they were helpingto weave.

All this to find a lost cat andin the process confirming thekindandgenerous spirit of thepeople of this land.“Fester”hadarrivedinVeld-

progress was tracked with thehelp of Antjie, an animal com-municator from Cape Town(www.petpsychic.co.za ). Fes-ter’sowners followedheraccu-rate leads across the hills andfarms around Langebaan, dis-tributed flyers, put up postersand most importantly, put aweekly ad in theWeslander toalertthepublic.LizettevanderWesthuizen and Ally GerickeofLangebaanAnimalCare im-mediately joined in the searchtogether with local veterinari-ans Drs Derette Kotzé andGonda Melck and especiallythe incredibly dedicated staffof LongacresAnimalHospital. The response was huge as

dozens of people phoned to in-form“TeamFester”ofpossiblesightings. Unfortunately to noavail . . . until last Saturdaywhen local Langebaan artist

LangebaanLagoonCelebration funLangebaan was abuzz on the lastweekend in April as the seasidetown successfully hosted the thirdLangebaan Lagoon Celebration.

Lorika Malan, marketing managerof the Saldanha Bay Tourism Organi-sation (SBTO), said the event was agreat success and is growing everyyear. The SBTO, Local Tourism Asso-ciation of Langebaan, many eager vol-unteers and businesses worked hardto make this impressive event happen.

The weather played along all week-end except for a light downpour of afew minutes on Saturday morningwhile the military was doing a dogdemonstration on the beach. But justas sudden as it started, the rainstopped and it was fun and sunshine

all the way.The celebrations started on Friday

afternoon with a march by the 4 Spe-cial Forces, Langebaan and the SA Ar-my Marching Band from Youngsfield. On Saturday morning deputy mayor,Rosil Jager officially opened the eventwith a short speech before the MC,Steyn Fourie took to the stage.Weslander held their popular touch

rugby tournament on Main Beach. Some of the activities over the twodays included a cake bakingcompetition, craftbeer festival, classiccar and tractor display and the HobieTiger Nationals and stalls galore.

Malan thanks all their sponsors.Without their valuable donations, sponsorships and assistance, all theseevents would not have been possible.

‘Budget doesn’t reflect thewishes of the people’

This month we report on the2014/2015 Saldanha Bay Mu-nicipal budget, progress onimplementation of tourisminfrastructure projects,Transnet dust issues.

The due date for publiccomment on the draft2014/2015 municipal budgetwas 22 April 2014. Again thecouncil failed to engage thegeneral public/ratepayers ef-fectively to constructivelycomment on the budget.

The Ward 6 committee wasdenied the opportunity to ad-vise the ward councillor onthe Draft Budget and theLRRA twice had to insist onan opportunity to get clarityon a rather opaque draft docu-ment. The lack of IntegratedDevelopment Plan (IDP) in-puts fromthecommunityalsoshone in its absence. The

LRRAcompiledacomprehen-sive comment on the DraftBudget and submitted it tocouncil on the due date. Thesecomments were circulated inour first Newsletter to all LR-RA members.

We are of the opinion thatthis Draft Budget does not re-flect the wishes of the people. No provision was made forany road maintenance or forthe expansion of the CBD.Loads of money was allocatedto financially unsustainableand costly resorts and better-ing of staff amenities. Thebudget included a R600 000 ul-tra violet screen to kill bacte-ria and a R300 000 develop-ment of the water-retentiondam just north of the waste-water treatment plant, withthe primary purpose of bet-tering the treatment of sew-age water before dischargingit for irrigation purposes.

Theretention-damdevelop-ment should also contributeto the betterment of the es-

thetics before entering town.We just hope council does notthink this is going to givethem our thumbs up for thecontinuous discharge thereofinto the lagoon.

The Uitsig Street stairsproject seems to be finally onits way. The contractors seemto have found a resting placeon the Dutch ReformedChurch grounds. Just hopethis is not going to drive theabutting neighbours nutsover the next few months.

The commenting period onthe Bree Street boardwalkproject closed on 14 April. Be-sides the opposition from afew individual Schapensichtproperty owners, with a fewsmall adjustments it receivedthumbs up from Tourism, theLRRA and SANParks.

We are currently busy withasimilarplanningprocess forthe upgrading of AlabamaStreet tourism node, inclu-ding a proper pedestrianwalkway, paved parking and

complementing street furni-ture.

Transnet was caught outwith not being serious abouttheir plans to allow all affec-ted parties to register for pos-sible compensation due tostaining of private proper-ties. The LRRA insisted thatallpropertyownersbeofferedthe fairandreasonableoppor-tunity to be invited to registershould properties be stained. This plea was initially reject-ed by Transnet and we took itupon ourselves to notify allproperty owners with suchproblems to register with Re-jean Viljoen at [email protected] or 083 2753140. Please CC your registra-tion to [email protected]

The Cape High Court hear-ing on the “Shark Bay devel-opment” between the LRRAand Dormell Properties 391(Pty) Ltd starts on 12 May2014. Till next time, Jaco Kot-ze, Chairperson LRRA.

Dit is alweer tyd om uitte kyk vir die Koekema-kranka in die veld! So sêPhilbert Melck van Wa-terboerskraal, nouwoonagtig inLangebaan.

Langebaan impressesministerLangebaan has been blessedby wonderful weather thesepast months resulting in abumper season for tourismand businesses in general. We now enter the period of

the year that locals refer to asour “secret season” where wehave perfect wind-free daysand our environment is reju-venated by rain.Iwould like to acknowledge

the organisers of the Lange-baan Lagoon Celebration fora highly successful event heldover the weekend of 26/27April.Theysucceededintheiraimof bringing the communi-ty together and showcasingour wonderful village and la-goon. The event attracted ap-proximately 10 000 visitorswhile also serving and enter-taining the local community.4 Special Forces Regiment

has been an integral part ofthe community of Langebaansince 1978.

On Friday 25 April they ex-ercised their right ofFreedomoftheTown, presentedtothemby the Saldanha Bay Munici-pality (SBM) in 2003, by pre-senting a parade and march-ing through the streets ofLangebaanbearingarmswithflags flying. The Vikings, as they are

fondly referred to, are one ofSouthAfrica’scrackunitsandweareprivileged tohost themin our town. It is time Lange-baners accepted that theRegi-ment has an important role toplay in the defence of ourcountry and that they mustprepare for operations ac-cordingly.The MEC for Finance, Eco-

of finalisingthe2014-15budgetfor implementation on 1 July.I would like to thank all thosewho participated in the proc-ess. Balancing the budget toensure service deliverythroughout the SBM’s area ofresponsibility and maintain-ing and providing infrastruc-ture is no mean feat. There will not be enough

Last lagooncatchbeforewinterThe days are really start-ingtoshrinkandthemorn-ingsarecold,whichmakesearly morning angling areal effort.

OnEasterweekendIdecid-ed to go and try for somestumpnose, so I toldmy crewto be at my home at 06:15 sowe could avoid the crowdlaunching at the yacht club.Guesswhat?Wewere the on-ly boat launching.

By 08:00 we knew why aswehadnothadabite.Cominghome at 11:00 our total catchforthedaywasfourrockfish, three steentjies, two sharksand only one stumpnose.

April was a better monththan March, especially overthe first couple of weeks.

The stumpnose bit as ifthere were no tomorrow andmost of our shore anglerscaught their quota and had

enough fish for the traditio-nal Easter pickled fish.

There was no large elf runthis year but quite a few ofover three kilogrammeswere caught.

Two exceptional catcheswere a steenbras of 15 kgcaught by Dirk Visser and ageelbekof8 kgcaughtbyJacoCoetzee.

This last fishwas landed inspite of the attentions of alarge seal who thought itwould make a lovely meal.

And then arrived Easterweekend arrived!

The fish simply knowwhentogooff thebite, literal-ly hundreds of anglers andhardly a fish caught!

TheonlydecentfishIknowofwascaughtbyanoldfriendMalcolm Paul on the Fridayand that was a yellowtailweighing 6 kg.

I was fortunate enough to

beinvitedbylong-timefriendColin Attwood to go alongwithhimandhissecond-yearstudents fromUCTonaday’sangling onthe lagoon.

Whatmade this sointerestingwas thatthey are ex-perimenting using camerasto photograph the fisharound a bucket full of pil-chards.

While theydid this,wehadtofishclosetothissitetocom-pare our angling results towhatwasseenonthecamera.

While up in the restrictedarea, the camera photo-graphed a kob and a yellow-tail, but the anglerswere on-ly catching steentjies.

Researchers are hopingthat by using cameras theywill in fact have a better

record of fish stocks andwillno longer need experimentalangling trips.

We are hoping to convince

Colin tocomeupandshowussome of this footage taken bythe cameras.

We should all try to catchour last lagoon fish beforethey stop feeding. On the o-ther hand the snoek can ar-rive anydaynowwhich is al-so great fun.

For the more hardy ang-lers, you can still catchstumpnose even during thecoldestmonths ifyouarepre-pared to run down to theSaldanha harbour area.

Teenbeats topSAswimmersTwenty-two swimmers, ofthe99entrantswhopartici-pated in this year’s annualIsland Swim, were aged 16and younger and a seven-teen-year-old set a newcourse record of 35:28.

Freezingwater,93finishersand a 10-year-old completingthe long course swim in a cos-tume!

That, in a nutshell, waswhat the fifth annual Aroundthe Island Swim in the Lange-baan Lagoon on Monday 28April was all about.

Theswimwasoriginallyor-ganised by a group of Lange-baan locals as an open wateradventure swim that wouldalso cater for all levels ofswimmers such as the 1,6 km(one mile) event and the3,2 km Around the Islandevent for more advancedswimmers. Swimmers par-ticipate inwetsuit or “naked”categories, with Guppie (13and under), Junior (14-16),Open, Vet (40-49) and Masters(over 50) age groups.

Swimmers in the flagship3,2km“naked”swimcompetefor the prestigious Pearly’s/Strandloper men’s and wom-en’s floating trophies.

Past winners include PhilEmslie, former SA junior andcurrent SA master’s swim-ming champion and holder ofthe world record for the fast-est Ice Mile. Phil was unableto defend his title this yearand with another past win-

ner, Danie Marais, a formerwinner of the 2,5 km CadizHuman Rights day swim, theYouth Day swim and SA rep-resentative at the FINAWorld Champs in Italy andShanghai also unable to at-tend, the event was lookingfor a new champion.

Phil and Danie have ruledthe event for the past threeyears, but the organisersthought this year’s victorwould be either the EnglishChannel swimmer AntonBotha, who lost narrowly toPhil in a sprint up the beachlast year, or Lisa Cowling, winner of the 2012 Deep BlueInvitational Swim at St Hele-na Bay and third last year bya small margin.

But it was 17-year-old Ru-dolf Visser who showed his

formandclass to lead the fieldhome by over three minutesand claim the trophy fromfirst lady Lisa in second andAnton in third.

Rudolf has been anSAopenwater swimming representa-tive since 2012 and as a first-time entrant in this event, hisentry slipped in under the ra-dar. He broke the previousrecord convincingly by morethan two minutes in a time of35 minutes and 28 seconds.

Three 10-year-olds also par-ticipated in the races. ErinMaltby and Luke Cloete-Hop-kins finished the mile eventand Michael Levitt amazing-ly swam the 3,2 km event ina costume.

Organisers were reluctantto accept his entry at first asthey had not even catered for

an u. 13 age category in thelong swim, but his dadshowed them his pedigreeand his results showed whyhe is good enough to start andfinish this event.

Curro Langebaan walkedawaywith theR2 000 prize forthe first four-member schoolteam.

More local flavourwas add-ed with the participation ofthe fourFloatingDucks ledbyLynne Pearson of P.L.A.Y.

The water temperature onthe day was measured at achilly 14°C, but there weremuch colder upwellings ofwater, particularly on thesouthernandwesternsidesofSchaapen Island. There weresome very cold swimmers ex-iting the water but with Der-rickFrazerandhis teamfromBig Bay Events on hand tomonitor safety, and blanketsandhotchocolateprovidedbyPearly’s Restaurant, they allrecovered well.

The event also provided anideal tune-up for the cold wa-ter swimmerswhoparticipat-ed intheFreedomSwim fromRobben Island to Big Bay on3 May.

Full results are available atwww.langebaanevents.co.za.The event was also filmed forthe SuperSwimmer pro-gramme. The organiserswould like to thank all thesponsors and congratulate allthe swimmers who made theevent possible.– DavidWarmerdam, event organiser.
