Positivedevelopments encourage

The festive season in Lange-baan still seems to be in fullswing. The feedback we getfrom visitors is mainly posi-tive.This isanindicationthatLangebaan is well on its wayto being a preferred touristdestination. This scenario was not the

case before May 2011. TheSaldanha Bay Municipality(SBM) has in the last twoyears made a major effort to“turn the ship around”. Fun-damental to this change wasthe restructuring of the SBMfromabloated centralised ap-proach to a decentralised or-ganisation providing servi-ces in our towns. An exampleof this is the appointment ofthe Langebaan Town Engi-neer. Restructuring is always

a difficult task and it is stillin process. The following aresome of the positive develop-ments that have happenedover the past two years or arestill in progress:• The upgrading of our in-

formal trading area.• The painting and exten-

sion of the Langebaan Li-brary.• The upgrading of the SBM

municipal maintenance yardwith paving and perimeterwall.• Paving of the main routes

toLangebaanPrimarySchoolandpavingof thecentralbusi-ness area and new parking –Main, Dwars and SuffrenStreets.• Building of a newablution

facility at “DieWatergat” andthe maintenance of all otherpublic ablutions. A new ablu-tion facility at March Streetis in process.• The erection of an en-

trance structure and gardenat the town entrance.• The extension of the Sea-

view Park stone-wall perime-ter.• Upgrading of street lights

in the town tourism area, floodlights on the beach, thetown’s electricalnetworkandthe new substation.• The development of the

Storm Water Master Plan inconjunction with the plan forthe upgrading of OostewalStreet. This is a multi-yearproject which will be imple-mented over the next fouryears.• The rehabilitation of

Sandbaai against beach ero-sion is in process.• The new “Olifantskop”

road in conjunction withProvince.• The establishment of a

boardwalkonourmainbeachis in process.• The upgrading of water

pipes in critical areas.• The final approval of the

Langebaan Skateboard Park.• The establishment of the

Langebaan Sport Forumwhich is approaching finali-sation.• The beautification of

Langebaanwith gardens is inprogress.• The maintenance and

neatnessofourroadsandsidewalks have improved.Projects in the pipeline in-

clude the rehabilitationof therefuse facility, a study to es-tablish a recycling facilityand plans to develop sportfields for Langebaan. My “champion” for this

month is the new LangebaanTown Engineer, Waldo Ju-lius.Sincehisappointment inOctober 2013 he has made amarked difference in our vil-lage.André Kruger, Councillor

‘This iswhy I left the LYCExec’JohannRüsterhadthisdreamof creating a type of ‘marina’in front of the LangebaanYacht Club (LYC).He trulywanted tomake the

LYC more of a yacht club ashe maintains it was 30 yearsago. Being the person he is,there was no time to reallythink through the completepicture. It had to be doneASAP. To this end with thehelp ofNico Jacobs andGavinGoldschmidt, they sold thisidea to certainmembers of theclub. At this stage they brought

the matter to the executivecommittee saying that theyhadpersuadedsixmembers todonate R300 000 to constructthe jetties. On further inquiryit was revealed that theamounts were not donationsbut paying up front for theirpositions at the new jetties.Onemember paid R150 000 forhis site, which gave him life-long use of the site. The otherfive paid R36 000 for the firstyear.I immediately made objec-

tions to this as these were notdonations. This made me anenemy of the development.I further enquired whether

SANParkshadbeenconsultedand was informed that they

neednotbeaswehiredthewa-ters from them and thereforecould do what we liked in thisarea.HavingbeenalecturerinEnvironmental Science, Ivery much doubted this state-ment.The extra jetties were to

come from Special Forces andI once more enquired aboutthe legality of this move andasked them to get it inwritingfromtheSpecialForcessayingthat they had donated the jet-tiestous.Thiswasneverdone.By now I was very sceptical

about the whole experience. The final nail in the coffinwaswhen the Commodore NicoJacobs informed us that hewas in charge of the projectand that George Bartie, themain sponsor, insisted thatthe work be done by JohannRüster. At this point I said that in

that case I felt it could not bea LYC project as I was respon-sible for the finances and allmonies paid out I would havetoOK.Adecisionwas takenatthismeeting(26July2013) thatNico Jacobs and JohannRüster would run this projectand only when it was comple-tedwould it be handed over tothe club.Allmoneys collected for the

project were placed in a sepa-rate account run by LYC, butwithout me having any sayhow it was to be spent.Everything continued for a

couple of months while Jo-hann Rüster cleaned the jet-ties received from the SpecialForces.Afterthisexercisewascompleted, thenext phasewasthe putting in place of the‘new’ jetties infrontof theclubhouse. To my astonishment one of

the old jetties was removedandbrought forward to a posi-tionin frontof theclubandthenew jetties were added on. Atthis stage in ameeting I askedwhat was the position of theother 754members with boatsand where were they going toland?Only then did they realise

that this position was untena-bleandthe ‘outside’of thenewjetties were set open for all touse.Becauseof this, twomem-ber ‘contracts’ were cancelledandthe threeremainingmem-bers were asked to each pay afurther R15 000. For thisamount theywould now be al-lowed to use the sites for threeyears.Thenextproblemthatarose

was that the ‘sausages’ had tobe moved further out into the

channel as there wasn’tenough space for all the newjetties. At this stage SANParks

wrote a letter to the LYC ask-ing what was happening andwhy they were not notifiedabout these changes.Nowthepressbecameinter-

ested and started asking ques-tions.I understand that ameeting

was held with SANParkswhere LYC president KoosLouw was involved? None ofthis has ever been reported toanexecutivemeetingand Iamnot sure whether the SAN-Parks were ever told that thismeeting was their own initia-tive.At the last executive meet-

ingof theLYCIsaidweshouldadmit that we should relookthe whole matter and try tosolve it for the good of all ourmembers. I even suggestedthat we ‘buy back’ the jettiesfrom three of the members asit was really a bargain at R153000.At this stage I can now no

longer keep quiet as it wouldnot be in the interest of theLYC. Furthermore, my per-sonal integrity is being affect-ed by all this.

DR VINCENT TAYLOR

In response to Mr Taylor’sletter to themedia, wewouldlike to say that the matterwas brought up at the execu-tivemeetingandtheonlyop-position was from him.The whole project was

managed from a fund whichwasraisedbythefourpeoplewho would be hiring theberths. One of these for a pe-riod of ten years and the oth-er three for a period of threeyears. On completion of this

project it would be handedover to the club to be man-aged. These people donot in-tend to use these berths forthewholeyearbutonlyperi-

odically, therefore theseberths are open to all mem-bers to hire as well as visit-ing yachts. The funds generated from

this would go into jettymaintenance and wouldtherefore save the club ahuge expense.Where the old jetties were

situated in the shallow wa-ter, they were not usable atlow tide and furthermorethey were being destroyedby the sand.Wewould againlike to stress that these jet-tieswerenotsoldtoanybodybut merely rented to mem-berswhoprovided the fundsfor this project.

Regarding the notifica-tion of the parks board, wewere wrong in this matter, but have had ameetingwiththem and will be having afollow-up meeting later thismonth. We have also en-gaged with environmentalgroups and are in the proc-ess of having all structureslegalised. The membershave more jetty space thanbefore and we can now alsoaccommodate deep keel ves-sels. We would also like tostress that Adm Louw wasinvolved in the meetingmerely as an observer andhas no input in LYC deci-sions.

I would also like to men-tion that all executive mem-bers have signed a code ofconduct and that also coversthe confidentiality of meet-ingsheld by the executive. Ithasalsocometo the fore thatit is much easier to criticisepeople negatively than it isto contribute positively.Wewould also like towish

ourmanager,MrJanniePie-tersen, well as he is retiringat the end of the month andwill be moving to Bettie’sBay. We would like to thankhim for many years of faith-ful service.

Betekenis in ’n skulpmandjieVerlede Vrydag kry ek ’nkelpmossel voor my deur.Binnedieperskelpmossel lê’n verskeidenheid kleinskulpies, elkeen mooi inpienk en persuitgevat. Diekelpmossel issoos ’n mand-jie waarin dieskulpies rus.

As jy ’n flaminkmens is, het

jy meerendeels mense om jou, maar jou kern is sterk genoegomteweeswiejyisenniemak-lik te verander nie.Vandag bestudeer ek die

skulpies in die mandjie, metmy seeskulp-veldgids en dieboek,A gift from the sea, langsmy.

Elkekeer as jy hierdie skulp optelen in jou handhou, moet jy virdaardie oomblik jouself ver-

my is die Argonautskulp. Dis’n pragtige glanswit bootvor-mige skulp.

For those of you who loveor care for animals,Weslander has very kindlyoffered to sponsor Lange-baan Animal Care (LAC)with a monthly column tokeep youupdated on our re-quirements or simply tothank you for yoursupport. We know there

are many of youwho absolutelylove animals andwould like to help, but either don’thave the time, income orheart of steel that is re-quired to deal “hands on”with traumatic situations.Fortunately there are

many ways that you canhelp. The cost of running LAC

amounts to thousands ofrands every month. The

money is spent on vet bills, cellphone accounts, de-worming pills, tick and flearemedies, sterilisation, food, blankets, bones, cleaning aids, petrol, bak-kie services, collars, leash-es and feeding bowls – to

name, hopefully, most ofthem. On top of this, the volun-

teers at LAC are so busywith emergency calls, de-ticking, de-fleaing and de-worming. It would there-fore bemuch appreciated ifpeople could assist withfetching and carrying

those drop-offs of old dogbaskets, toys, food or blan-kets at a drop off zone rath-er than expecting volun-teers to come and collectthese kind offers. For those with the cash,

sponsorships of eg. a bag ofMontego are alsowelcome. Dogive LAC chair-man Charmian acall to see whatthey need most. For those of us

who have timebut notmoney there are thefollowing options: offer towash a load of pet blankets, take a dog for a walk, helpwith maintenance of ken-nels or collect and drop aload of blankets off at thelaunderette after yourmorning school run.A donation of marrow

bones will be most wel-come.Maybe there is someone

who can help with car serv-icing? Any launderetteswho can donate a few loadsof laundry a month? Petstores, can you help withanything? Most of us love to give

and to help, we sometimesjust need a little reminderor a nudge in the right di-rection. No offer of help ordonation is too small. Let’smake a difference startingnow. For any queries, please

email [email protected] or callCharmian on 082 410 3762or Lizette on 084 244 6414.To arrange a drop off at Jac-quie’s house, please callher on 072 959 7059.The animals thank you!

Red-eye sardine in the lagoon

A good friend of mine hasa saying “you think youknow everything but I tellyou, you know nothing”. Istarted fishing at the age offive some 63 years ago andinall these years it is reallyall I wanted to do. Further-more, I had an excellentmemory and often thoughtIunderstoodmost things.Oboy, do I know nothing.

Our lagoon has really triedits best to do things it hasnev-er donebefore. Theyellowtailrun has continued throughthemonth of February, not asplentiful as January but stillplenty by normal standards. Then arrived shoals of baitfish, mackerel and what I

thought was an-chovy but whichturned out to bered-eye sardine. Ihave never seenthe red-eyes in

the lagoon before and themackerel have been absentfor a number of years. It wasquite incredible to see suchhuge shoals of bait fish.Speaking to my anglingfriends along the rest of thecoast, mackerelhavemadeanappearance all along thecoast. False Bay has hugeshoals for the first time inmore than 10 years.Someof thebest fish caught

this month were a geelbek ofover 8 kg and a fine stump-nose of over 1,9 kg, caught byour ace lady angler MadelizeVisser. All the yellowtail arestill in the 4 to 5 kg class.AgainIwasbaffledbythelackof stumpnose. There weresimply none to be found any-

where in the lagoon. The onlyonesthatwerecaughtwerebythe shore anglers. It is possi-ble that because of the yellow-tail, very few kob were re-corded as it is the same an-glers catching the yellowtailwho usually catch the kob.March is generally our best

month for fishing, so let’shope it is the same this year.It is especially the large elfthat makes an appearancenow. To end with this month, a

strange story. As a child Iwasfascinated by the storiesabout mermaids. Many per-sonsarrivinghomewell-oiledwith brandy told storiesabout them. Now it would ap-pear that they may exist! There are more and more“sightings” being reportedfrom around the world andeven from our own waters. The creature being reportedis not the romantic one from

past stories but seems to havehuman characteristics. So allanglers beware that strangecreature sitting on the edge ofyour boat! – Vincent Taylor.

MykonosOffshoreRegattaasuccessThe 24th Mykonos Off-shore Regatta that tookplace last weekend im-pressed once again withover 80 entries andwasoneof the best attended eventsto grace the shores ofLangebaan.

The overall winner of theprestigious regatta, based onthe Royal Cape Yacht Club’s(RCYC)handicap, was the tal-ented Patrick Holloway andhis team from the yacht Jaca-na.The 65 nautical mile race

took sailors from the RoyalCape Yacht Club start line in

TableBayall thewaythroughto Club Mykonos. The race began with a light

10 knot North West wind, which allowed the first boatsto get off the line into an up-wind race.As the fleet headedup to Dassen Island the windpicked up for the front run-ners, giving the first half ofthe fleet really good sailingconditions.Later in the day, with wind

slowly disappearing andmistarriving, it was very difficultfor most of the fleet to finish. The first yachts started arri-ving at ClubMykonos at 19:00on Friday evening and the

last yacht only made its ap-pearance on Saturday mor-ning.The RCYC had entered

their Sailing Academy intothe regatta for the first timethis year. At times they weresailing neck and neck withworldclassskipper,JJProvo-yeur, which was indeed aproud moment for HarryBrehm, who represented theacademy. The Pursuit Bay race,

which followed on Saturday, was equally remarkable. Many yachts took part in thisfun race around SaldanhaBay and spectators enjoying

the spirited competitivenessof the sailors. The prize-giving and din-

ner was held on Saturdayevening at Bouzouki restau-rant. There were trophiesawarded for the IRC Class,Multihull Class, Division 1, 2,3 Fleet, and the RCYC Handi-cap Overall.
