1. OVERVIEW

This interactive workshop offers an expert overview of the current issues and developing trends on LANDFILL.

Landfill remains the predominant disposal technology for waste management worldwide and is likely to do so for the foreseeable future particularly where open dumping remains current practice. It is already evident that in countries where open dumping is current practice that there are environmental pressures as well as health drivers to move towards the sanitary landfill.

This training course will take participants through the process of remediating open dumps and demonstrate how the resulting emissions can be managed. It will also address operational techniques which overcome the most legacy concerns.

There will also be a case study from locally here in Belgium which will demonstrate how a state of the art landfill can be remediated to provide for a truly sustainable landfill. Delegates will be able to see how this is achieved in practice by attending one of the technical tours to the Hooge Maey landfill.

As a delegate, you will learn about the key areas and critical issues to consider in construction, operation and maintenance of landfills.

The training course will be of benefit to delegates from economically developing countries as well as those already operating landfills in economically developed countries.

3. PROGRAMME

Closure of open dumps - Derek Greedy

Delegates will be able to learn how to move from an open dump progressively to a sanitary landfill. They will be able to see how this can be completed in a staged approach which will take account of local circumstances.

Construction of a sanitary landfill - Luís Marinheiro and James Law

Delegates will learn key components and construction of various components of a sanitary landfill, including selecting, installing, testing and implementing Quality Control/Quality Assurance Plan for geosynthetic materials.

Landfill gas collection, treatment and utilisation - James Law

This presentation is specifically designed for delegates from the developing countries who would like to control and utilize gas from dump sites or landfills. Attendees will learn how landfill gas can be collected safely while controlling gas migration to adjacent properties. They will also be able to learn how gas can be treated and utilized for gas-to-energy projects.

Leachate management - Luis Marinheiro

Leachate treatment is one of the problems of landfill management. Leachate presents high contaminant levels due to its high organic matter, nitrogen compounds and salt content. Delegates will learn how to manage leachate properly. An overview of some current leachate treatment solutions will be presented. Attendees will be able to learn about practices used for landfill leachate recirculation.

Day to day landfill operations - Derek Greedy

Landfill has over the years had a very chequered history as so many were operated poorly resulting in vermin, flies, litter and bad odours. This talk will demonstrate how these issues can be overcome using improved

operational techniques which are documented in ISWA’s Landfill operations guidelines.

Case study of Hooge Maey Landfill - Daniel Dirickx

The 'Intermunicipal Association Hooge Maey' is a joint authority created to treat non-hazardous residual waste in an environmentally and economically sound manner at its landfill site, located in Antwerp port area. This public-private partnership uses sustainability, in all its facets, as the guiding principle in all its activities. It regards corporate social responsibility as a continuous learning process where sustainability is consciously integrated into daily operations and where standards are being constantly raised. Hooge Maey closes loops and delegates will learn how this is possible.

5. LECTURERS

Luís Marinheiro

Luís Marinheiro is the Chair of the ISWA’s Working Group on Landfills and also serves ISWA as a member of the Scientific and Technical Committee. Luís Marinheiro is an environmental engineer and has worked in both the public and private sectors of the waste management for well over 15 years. At the beginning he benefited from working in a small company marketing international equipment for landfill leachate treatment and landfill gas treatment. This gave him the opportunity to be involved with the day to day activities of landfill operation. This practical experience together with his academic background and his wastewater industry knowledge gave him the skills and knowledge which is necessary to become a waste treatment and landfill project manager in one of Portugal’s largest waste management companies. In that role he had operational responsibilities in some urban services design (collection, transportation and transfer of solid waste) and in waste treatment and landfill projects, as well as providing technical input to applications for master planning, environmental assessment and site permits. Working as a consultant, advisor, coordinator and technical director, Luís was also manager and coordinator of several projects and contracts to provide services in various environmental areas such as waste management, drainage and wastewater treatment, sustainable construction, environmental impact assessment and environmental management. Luís Marinheiro holds an Environmental Engineering Degree (University of Aveiro, Portugal, 1996) and a Biological Engineering Master Science (University of Minho, Portugal, 1999).

James Law

James Law has worked in the solid waste industry and is a Project Director with SCS Engineers for 24 years. He has a total of 30 years of experience in civil/ geotechnical/landfill engineering and solid waste management on both national and international projects. James serves as the Vice-Chair of the ISWA’s Working Group on Landfill and is a member of the ISWA´s Scientific and Technical Committee. He is certified by ISWA as an International Waste Manager. James is also an active member in the Landfill Management Technical Division of the Solid Waste Association of North America where he is certified as Manager in Landfill Operations as well as Leachate Management & Bioreactor Landfills. James graduated with a Bachelor of Applied Science and Master of Engineering in Geotechnical Engineering at the University of Toronto. He is licensed as Professional Engineer in multiple states in the USA and certified as BCEE by the American Academy of Environmental Engineers with specialty in Environmental Sustainability.

Derek Greedy

Derek Greedy first worked in the waste management industry as a regulator from 1975 - 1985. Derek then held operational and technical positions for two of the major waste management companies in the UK both of whom were predominantly focused on landfill. From 2001 he worked as a Consultant before joining Warwickshire County Council in May 2005 as their Principal Waste Management Advisor. He is an industrial chemist, a Chartered Environmentalist, a Chartered Waste Manager and a Fellow of the Chartered Institution of Wastes Management (CIWM). Derek also holds the International Status of the International Solid Waste Association’s (ISWA) International Waste Manager programme. Although he retired in March 2012 he is a Past President of CIWM and the immediate past Chair of ISWA’s Working Group on Landfill.

Daniel Dirickx

Daniel Dirickx started his career in the Belgian coal mining industry where he held a management position for 19 years, the last years of which being that of site manager. Since 25 years, he has been active in the waste industry. He is the director of the Intermunicipal Association ‘Hooge Maey’, which main scope is the remediation and sustainable operation of ‘Hooge Maey’, the largest landfill in Flanders. He combines this function with that of Plant Manager of Indaver’s waste-to-energy site in Doel where state-of-the-art facilities annually turn 1 million tonnes of waste into renewable energy and raw materials. To that end, two different types of waste incineration techniques are used to treat different streams of municipal and industrial waste. Daniel Dirickx holds a Civil Electromechanical Engineering Degree (Catholic University of Leuven, Belgium, 1975) and a Master of Business Administration (Limburgs Universitair Centrum, Belgium, 1989).
