Delhi’s planned development – the need of the hour
Delhi Development Authority (DDA) recently introduced the land pooling policy to facili-tate faster and efficient development.Currently, development of Delhi is being governed by the Master Plan 2021 (MPD-2021). In the 12th Five Year Plan (2012–2017), the government has allocated `90,000 crore for maintaining & developing urban infrastructure of Delhi.
One city that puts India on the world map is New Delhi and that has always beenthe case. However, Delhi has grown its branchesin the form of NCR which has turned out to be as important.One thing which is common to all the cities in the world which havebecome the powerhouse of the respected nation is how well they have been able to utilize their land.
With ever growing population and the increasing importance of its stature, time has come for Delhi to bring an extensive plan to tackle its problems pertaining to land.
A combination of funding, political will and reforms is expected to assist the city’s real estate and urban infrastructure sectors to witness an impressive medium- to long term growth.

FOR A COMMON MAN
Land Pooling Policy (LPP) is nothing but an assembly of small rural lands be-ing converted into large parcels through readjustment. The infrastructure development is planned on this large land with around half the land given back to the land owners which makes it a very fair practice.
In the new (and liberalized) land policy, DDA has enabled developers to directly acquire land from farmers or landowners through partnership in place of forceful acquisition.
What is LPP-
Simply put, in LPP, a number of small holdings are pooled together and a part of the pooled land is utilized for developing physical & social infrastructure. The remaining land is returned to original land owners with development rights.

Conclusion
Land acquisition is among the most important issue being faced by Delhi to develop urban infrastructure.
In addition to allowing private participation, the land pooling policy also includes promising features such as tradable FAR and single window clearance mechanism.
The recent land pooling policy is a welcome step toward addressing this issue and expediting the development of urban infrastructure. This policy has potential to lead to 4,357 million square feet of development across residential/commercial/public/and semi-public categories by means of private participation.
