Preliminary residential lot approvals numbered 9000 lots; 9 per cent higher than the previous quarter figure of 7083 lots. Final residential lot approvals decreased marginally by 3 per cent from 4950 lots in the previous quarter to 4823 lots. By the end of March 2006, the number of proposed residential lots with current preliminary approval in the State increased by 9 per cent to 60 195 lots from 55 054 lots at the end of December 2005. The number of proposed lots in submitted applications pending a decision totalled 22 635 lots at the end of the same month. The median lot size of newly created residential lots in the Perth Metropolitan Region and Peel sector in the March quarter was estimated at 592 sq m. In the country region, the estimated median lot size was 712 sq m. Non-residential In the March quarter 2006, 186 subdivision applications were lodged to create 1540 non- residential lots in the State. Preliminary non-residential lot approvals were 5 per cent higher than those in the previous quarter with 3422 lots. Final non-residential lot approvals decreased largely by 32 per cent from 789 lots in the previous quarter to 539 lots in the March quarter. By the end of March 2006, the number of proposed non-residential lots with current preliminary approval in the State totalled 9750 lots. There were 3422 proposed lots pending a decision by the end of the same month. • During the March quarter 2006, 6855 proposed residential lots were lodged for approval in the State;4078 lots in the Perth Metropolitan Region and Peel sector and 2777 lots in the country.

• Preliminary approval was granted to 9000 proposed lots; 6618 lots in the Perth Metropolitan Region andPeel sector and 2382 lots in the country.

• Final residential lot approvals totalled 4823 lots in the State; 3787 lots in the Perth Metropolitan Regionand Peel sector and 1036 lots in the country.

• In the Perth Metropolitan Region and Peel sector, the South-West, Inner-Middle, and North-Westplanning sectors together contributed 63 per cent of regional final approvals.

• In the country, the South-West Region accounted for the highest proportion of regional final approval inthe area; with 74 per cent.

• The suburb of Ellenbrook, in the Perth Metropolitan Region, recorded the highest number of finalresidential lot approvals, with 397 lots endorsed.

• The localities of Dalyellup and Australind in the country region recorded the most final approvals, with234 lots and 227 lots respectively.

• During the March quarter, 88 per cent of final residential lot approvals in the State were green title lots.• By the end of March 2006, the number of proposed residential lots in received applications pending a

decision in the State totalled 22 635 lots .• The number of proposed residential lots with current preliminary approval in the State totalled 60 195

lots by the end of the same month; 44 235 lots in the Perth Metropolitan Region and Peel sector and 15960 lots in the country.

Final residential lot approvals - July 2005 to March 2006

• During the period July 2005 to March 2006, final approval was granted to 15 012 residential lots throughout the State; 11 897 lots in the Perth MetropolitanRegion and Peel sector and 3115 lots in the country.

• Four local government areas which had the highest number of final approvals were: City of Wanneroo, with 2927 lots; City of Rockingham, with 1295 lots; Cityof Cockburn, with 1190 lots; and City of Mandurah, with 1187 lots.

• In the country, the highest number of final approvals occurred in the following three local government areas: Harvey, with 467 lots; Greenough, with 443 lots;and Capel, with 429 lots.

• During the March quarter 2006, 701 proposed rural-residential and special residential lots werelodged for approval in the State; 206 lots in the Perth Metropolitan Region and Peel sector and 495lots in the country.

• Preliminary approval was granted to 30 proposed lots in the Perth Metropolitan Region and Peelsector and 690 proposed lots in the country, numbering 720 lots in the State.

• Final approval was granted to 84 lots in the Perth Metropolitan Region and Peel sector and 129 lotsin the country, totalling 213 lots in the State.

• The South-East sector in the Perth Metropolitan Region and Peel sector recorded 71 per cent ofregional final approvals; the highest in the region.

• Three suburbs with the majority of final approvals were: Brookdale and Serpentine, with 21 lots each;and Bedfordale, with 14 lots.

• In the country, three regions contributed 96 per cent of regional final approvals: the WheatbeltRegion, with 41 per cent; the Mid-West, with 34 per cent; and the South-West Region, with 21 percent.

• Four localities which recorded the most final approvals were: White Peak, with 34 lots; Jurien Bay,with 21 lots; Lower Chittering, with 18 lots; and Karakin, with 11 lots.

• By the end of March 2006, there were 1768 proposed rural-residential and special residential lots inreceived applications pending a decision in the State.

• At the end of the same month, the number of proposed lots with current preliminary approval in theState totalled 4019; 1822 proposed lots in the Perth Metropolitan Region and Peel sector and 2197proposed lots in the country.

• During the March quarter 2006, 37 proposed commercial lots were lodged for approval in the State,of which 35 lots were proposed for subdivision in the Perth Metropolitan Region and Peel sector.

• Preliminary approval was granted to 48 proposed lots in the Perth Metropolitan Region and Peelsector and 24 lots in the country, numbering 72 proposed lots in the State.

• Final approval was granted to 20 lots in the Perth Metropolitan Region and Peel sector and only onelot in the Kimberley Region in the country, totalling 21 lots in the State.

• The Inner-Middle and North-West planning sectors in the Perth Metropolitan Region and Peel sectorrecorded 80 cent of regional final approvals.

• Between July 2005 and March 2006, 84 per cent of final commercial lot approvals in the State weregreen title lots.

• By the end of March 2006, the number of proposed commercial lots in submitted applications pendinga decision in the State totalled 126 lots; 98 lots in the Perth Metropolitan Region and Peel sector and28 lots in the country.

• At the end of the same month, the number of proposed lots with current preliminary approval in theState totalled 692 lots; 529 lots in the Perth Metropolitan Region and Peel sector and 153 lots in thecountry.

• In the March quarter 2006, 165 proposed industrial lots were received for approval in the PerthMetropolitan Region and Peel sector and 116 proposed lots in the country, numbering 281 lots inthe State.

• Preliminary approval for subdivision was granted to 93 proposed lots in the Perth MetropolitanRegion and Peel sector and 114 proposed lots in the country, numbering 207 lots in the State.

• Final approval was granted to 92 lots in the Perth Metropolitan Region and Peel sector and 60 lotsin the country, totalling 152 lots in the State.

• In the Perth Metropolitan Region and Peel sector, the South-West and Eastern planning sectorstogether contributed 95 per cent of final approvals; the highest in the region. The suburbs of BibraLake and Malaga recorded the most final approvals, with 33 lots and 31 lots respectively.

• In the country, the Gascoyne Region recorded 67 per cent of regional final approvals. The localityof North West Cape in the Shire of Exmouth had the most final approvals, with 40 lots endorsed.

• Between July 2005 and March 2006, 97 per cent of final industrial lot approvals in the State weregreen title lots.

• By the end of March 2006, the number of proposed industrial lots pending a decision in the Statetotalled 747 lots.

• At the end of the same month, there were 1964 proposed lots with current preliminary approval inthe State; 1440 proposed lots in the Perth Metropolitan Region and Peel sector and 524 proposedlots in the country.

• During the March quarter 2006, 618 applications were lodged to create 4078 residential lots and544 non-residential lots in the Perth Metropolitan Region and Peel sector, totalling 4622 proposedlots. Forty five per cent of these received lots occurred in the Inner-Middle and Eastern planningsectors.

• Two suburbs with the highest number of lots received for approval were Ellenbrook, with 545proposed lots; and Byford, with 373 proposed lots.

• In the country, 312 applications were lodged to create 2777 residential lots and 996 non-residentiallots, numbering 3773 proposed lots. The South-West, Wheatbelt, and Mid-West regions recorded 75per cent of the proposed lots.

• The localities of Jurien Bay and Dalyellup had the highest number of lots received for approval, with592 proposed lots and 477 proposed lots respectively.

• By the end of March 2006, there were 15 683 proposed lots pending a decision for residentialsubdivision and 1369 proposed lots pending a decision for non-residential subdivision in the PerthMetropolitan Region and Peel sector, numbering 17 052 lots.

• The South-West, Eastern, and North-West planning sectors together contributed 65 per cent ofproposed lots still pending a decision in the region.

• Two suburbs that had the highest total number of proposed lots pending a decision in the PerthMetropolitan Region and Peel sector were: Baldivis, with 1317 proposed lots, and Burns Beach,with 1261 proposed lots.

• In the country, there were 6952 proposed residential lots and 2053 proposed non-residential lots insubmitted applications pending a decision at the end of March 2006. The South-West Regionrecorded 43 per cent of total regional lots pending a decision which was the highest.

• Five localities that had the highest total number of proposed lots pending a decision were Dalyellup,with 698 lots; Jurien Bay, with 592 lots; Glenfield, with 542 lots; Australind, with 517 lots; andYalyalup, with 512 proposed lots.

Four planning sectors contributed 82 per cent of regional preliminary approvals:the South-East, with 22 per cent; the North-West, with 20 per cent; the South-West and Eastern,with 19 per cent each.

• Three suburbs with the highest total number of preliminary approvals were Butler, with 990proposed lots; Forrestdale, with 967 proposed lots; and Ellenbrook, with 760 proposed lots.

• In the country, preliminary approval was granted to 1966 proposed residential lots and 582proposed non-residential lots, numbering 2548 lots. The South-West Region recorded 55 per cent ofthese proposed lots which was the highest.

• Three localities that had the highest total number of preliminary approvals in the country wereBridgetown, with 320 proposed lots; Margaret River, with 279 proposed lots; and Cowaramup, with246 proposed lots.

• By the end of March 2006, the number of proposed lots with current preliminary approvals in thePerth Metropolitan Region and Peel sector totalled 48 677 lots; 44 235 lots were proposed forresidential and 4442 proposed lots implied non-residential subdivision.

• Three planning sectors contributed 59 per cent of all regional current preliminary lot approvals: theNorth-West, with 22 per cent; the South-West, with 19 per cent; and the Inner-Middle, with 18 percent.

• The suburb of Forrestdale recorded the highest total number of all current preliminary approvals bythe end of March, with 2158 proposed lots.

• In the country, the number of proposed lots with current preliminary approval totalled 21 268 lots; 15960 lots were proposed for residential use and 5308 lots for non-residential use. The South-WestRegion recorded 45 per cent of all current preliminary approvals which was the highest.

• The locality of Australind continued to record the highest number of all regional current preliminaryapprovals, with 1335 proposed lots.

• During the March quarter 2006, final approval was granted to 3787 residential lots and 221 non-residential lots throughout the Perth Metropolitan Region and Peel sector, totalling 4008 lots.

• Three planning sectors contributed 62 per cent of total regional final approvals: the South-West,with 25 per cent; the Inner-Middle, with 19 per cent; and the North-West, with 18 per cent.

• The suburb of Ellenbrook recorded the highest total number of final lot approvals, with 399 lots.

• In the country, final approval was granted to 1036 residential lots and 318 non-residential lots,totalling 1354 lots in the March quarter. The South-West Region continued to contribute the mostfinal approvals, with 61 per cent of total regional final approvals.

• The suburbs of Dalyellup in the Shire of Capel and Australind in the Shire of Harvey recorded thehighest total number of final approvals, with 234 lots and 228 lots respectively.

The suburb of Byford is situated approximately 40 km south-east of Perth, within the Shire of Serpentine-Jarrahdale. The name is

believed to have been chosen because it is 'by a ford' on Beenyup Brook. Byford has mostly been known as a small townsite along the

South Western Highway, until recently when more intensive residential development has started to occur. With the extension of the

Tonkin Highway and city facilities conveniently close by, Byford enables residents to access all major services, but still maintain a

peaceful lifestyle.The residential estate being developed in Byford consists of four precincts offering different types of home sites and

different lifestyles. The precincts are Byford by the Scarp, Byford by the Brook, Byford by the Glade and Byford by the Stables. The

estate is expected to be fully developed within the next 10 years.

During the March quarter, applications for 371 residential lots were received. This meant an increase in the total number of lots

pending a decision to 443, as at 31 March 2006. Preliminary approval for subdivision was granted to 373 residential lots during the

March quarter, bringing the total number of lots with current preliminary approval to 833 lots. This strong trend looks to continue with

the Draft Metropolitan Development Program 0506 identifying 2699 lots to be developed over the next five years.

The townsite of Busselton is located 229 km south of Perth, with the Busselton suburb of Geographe situated north of thetownsite on Geographe Bay. Busselton is one of the fastest growing regions in Western Australia with its population growingover five per cent per year for the past decade. This can be linked to the holiday lifestyle offered by the area including shelteredpristine beaches, excellent marina facilities, diving, boat hire and large environmental reserves. The significant growth inpopulation in the region has opened the market for some larger housing estates to cope with the demand. Port Geographe,which is an integrated residential and waterway development, is one of these major residential developments. When thedevelopment is completed it will comprise 1200 residential home sites including a retirement village and resort hotel.

During the March quarter, applications for 15 special residential and special rural lots were received, with 29 residential lotspending as at March 31 2006. Preliminary approvals were granted to 610 lots and final approval was granted to 4 lots. A total of759 residential lots have current preliminary approval. The growth of this area is expected to continue at a steady rate with theWestern Australian Planning Commission’s Draft Country Land Development Program 2005 indicating a further 486 residentiallots are proposed for development over the next five years.

Introduction

This publication contains statisticaldetails of subdivision activity in WesternAustralia.

Coverage

1. Lot creation statistics are compiledfrom subdivision (including surveystrata and ‘vacant’ strata)applications lodged with theWestern Australian PlanningCommission (WAPC) for approval.

2. These statistics relate to lots forresidential and non-residentialpurposes; for urban residential lotsless than 3000 sqm, and all non-residential and residential stratalots irrespective of size. The non-residential component of thesestatistics includes counts of rural-residential and special residentiallots.

3. Strata lot statistics provided includeall survey strata lots, and vacantstrata lots that require determinationby the WAPC. Some categories of‘built’ strata lots may be createdwithout WAPC endorsementpursuant to the Strata Titles GeneralRegulations 1996 (requiring onlylocal government approval), andsuch lots are beyond the scope ofthese statistics.

4. From March 1998, country regionstatistics include lots produced bythe Land Asset ManagementServices of the Department forPlanning and Infrastructure(formerly done by the Departmentof Land Information).

Definitions

Applications received refers to thoseapplications received by the WAPC forthe purpose of subdivision.

Applications pending is the number ofapplications under assessment forpreliminary approval by the WAPC andincludes those, which have beendeferred.

Preliminary approval is conditionalapproval granted by the WAPC forsubdivision development to begin. Theapproval is preceded by an assessmentof the proposed subdivision plan inconsultation with servicing agencies. Onreceipt of preliminary approval, theproponent may commence subdivisiondevelopment in accordance with theconditions of approval within threeyears of the approval date. Theseapproval conditions are based onoutcomes from the consultativeassessment.

Current preliminary approvals areALL those approvals not older thanthree years from the date of preliminaryapproval not having proceeded to finalapproval. Preliminary approvals olderthan three years have expired and areno longer valid.

Final approval is the WAPCendorsement of the proponent’ssubmitted deposited plan orstrata/survey strata plan describing thenow complete subdivision constructedin accordance with the conditions setdown in the preliminary approval.Finally approved deposited plans/strataplans then are registered with theDepartment of Land Information wherecertificates of titles for the newlycreated lots can be issued. Thecharacteristic difference in lot numbersseen between preliminary and finalapprovals arises from proponentschoosing not to proceed with thesubdivision in the specified three -yearperiod in accordance with theconditions of the preliminary approval;either at all, only in part, or via anotherpreliminary approval incorporating anew plan for the subject land.

‘Green Title’ lot is a conventional landparcel shown on a Deposited Planregistered with the Department of LandInformation. The purpose of the lot isdetermined by an appropriate zoningunder the relevant local governmenttown planning scheme.

Strata lots are created under theStrata Titles Act 1985. In a strata plan,each owner holds some of the propertyindividually (a strata lot), and theremainder is held jointly by all owners(common property) although in a surveystrata scheme, common property is notnecessary. By their nature, all lots in astrata plan share responsibilities andbenefits through an ongoingrelationship with each other.

Estimated median lot size iscalculated from a count of created lotsgrouped within lot size intervals thathave become standards of theDepartment's application processing.Thus this remains an estimate only, asan accurate median needs to becalculated from counts using thespecific size of each created lot.
