With June declared Invasive Species Action Month, the Okanagan Basin Water Board (OBWB) has released a statement on zebra and quagga mussels.

“Awareness is great, but action is better,” said OBWB chair Doug Findlater. “� e water board is doing all it can within its mandate (but) ultimately, it is up to sen-ior levels of government to bring in the appro-priate laws and enforce them.”

A seven-point OBWB Position State-ment includes: “� e OBWB will not ac-cept responsibility for the long-term treatment, mitigation or control of zebra or quagga mus-sels if the province fails to enact appropriate pre-vention measures, and consequently the species are introduced.”

An OBWB sta� re-port outlines 45 years the OBWB has been con-ducting invasive mil-foil control for the Oka-nagan. � e program has cost local taxpayers more than $10 million, while the province has contrib-uted less than $8 mil-lion, and none in the last 15 years.

OBWB research sug-gests a mussel inva-sion in the Okanagan could have direct costs of at least $43 million a year, as well as lost rev-enue and property val-ues, added maintenance of aquatic infrastructure

and irreparable ecologic-al damage.

“In light of the cost of the milfoil program, the OBWB believes the province must accept the costly responsibilities for mitigation and control of this invasive species which we’ve been warn-ing against since 2012, and not pass them to our local property taxpayers,” said Findlater.

OBWB called upon the federal government to empower its Canada Border Services agents to inspect all incoming watercraft, something Okanagan MPs an-nounced in December.

� e boats are already coming, said Findlater. “We’re hoping for good news soon.”

In March the prov-ince promised $1.3 mil-lion for three roving in-spection stations and six conservation o� cers. For a little more fund-ing, Findlater said � ve permanent, mandatory inspection stations could be installed along the B.C.-Alberta border.

Alberta has 10 perma-nent and four roving in-spection stations, with three mussel sni� ng dogs due in July. � e � ne in B.C. for bringing in zebra or quagga mussels goes as high as $100,000.

At the end of May, the Lake Country Art Gallery got a great boost from the Investors Group Day of Caring, a community outreach program, where Invest-ors Group sta� mem-bers go out into the com-munity and volunteer their time.

“I wasn’t sure what to expect that day,” said gal-lery curator Katie Bren-nan. 

“I thought we might get the weeds tamed a bit. But instead, I was put to the test to try to think of more things that they could tackle. � ey weed-ed everything in sight. Raked the gravel be-tween the gallery and the Art House to an artis-tic perfection. And went through all the back room storage that had never really been tend-ed to.

In the end, all of our bins, garbage, recyc-ling and green bins were full to the brim and our space, in and out, looked spectacular. I can’t thank them enough.”

� e Lake Country Art Gallery sends out a huge thank you to Sue Hopkins, Nicole Roussel, Diane Townsend, Jenny Price, Richard Erickson,

Karen Erickson, Gord Sparrey, Bradley Pom-pu and Andrew Bay with Investors Group Kelow-na for all their time and energy. It was perfect-ly timed for the second Lake Country Arts Ba-zaar of the summer—an outdoor bazaar with work by local artists and artisans, collectors of vintage and purveyors of hand crafted curios-ities, which took place on June 6.

� e next Lake Coun-try Arts Bazaar happens on July 4, from 9 a.m. to 2 p.m. 

� is particular Day of Caring is the second piece of growing the sponsorship relationship between the Lake Coun-try Art Gallery and In-vestors Group. � e � rst piece is the Investors Group Satellite Gallery of the Lake Country Art Gallery.

“It has been a real-ly interesting experience to bring art work of this calibre into a space other than a gallery. I had new variables to contend with that I don’t usually en-counter in a gallery,” said Brennan. 

“But right o� the bat, the sta� were really keen to see what was coming into their space. It was such fun to try to hang things that sta� mem-bers particularly liked near their work space, which even eventually led to a sale.

“� e biggest win for me personally, was run-ning into Kelowna based artist John Hall and hav-ing him mention that when he’d been by the o� ces he had immedi-ately noticed that the artwork on display was a “cut above”. It’s great to know that people are noticing good art when they encounter it.” 

� is project continues the Lake Country Art Gallery’s track record to approach the work of a public art gallery in a way that not only enrich-es people’s lives with art, but also engages with the community in di� erent, long lasting ways.

� e municipalities of Kelowna, Lake Country, Coldstream and Vernon, as well as the regional districts of Central Oka-nagan and North Oka-nagan, have jointly iden-ti� ed the value the rail line could have as a con-tinuous multi-modal transportation corridor connecting all the com-munities.

“Once the sale is � nal-ized, we look forward to engaging communities about their vision for the

corridor,” said Gilchrist. “We remind residents that while the corridor will be acquired as mu-nicipal-owned land it is currently not open for public use.”

Designs, public con-sultation and operating models will be evaluated for developing the cor-ridor but it may be some time before the route is su� ciently developed and the corridor is open to the public.

“In light of the cost of the milfoil program, the OBWB believes the province must accept the costly responsibilities for mitigation and control of this invasive species which we’ve been warn-ing against since 2012, and not pass them to our local property taxpayers,” said Findlater.

OBWB called upon the federal government to empower its Canada Border Services agents to inspect all incoming watercraft, something Okanagan MPs an-nounced in December.

� e boats are already coming, said Findlater. “We’re hoping for good news soon.”

In March the prov-ince promised $1.3 mil-lion for three roving in-spection stations and six conservation o� cers. For a little more fund-ing, Findlater said � ve permanent, mandatory inspection stations could be installed along the B.C.-Alberta border.

Alberta has 10 perma-nent and four roving in-spection stations, with three mussel sni� ng dogs due in July. � e � ne in B.C. for bringing in zebra or quagga mussels goes as high as $100,000.

A few years ago, I took part in a community

survey through a process called Appreciative Inquiry.

Until then, I had never heard of Appreciative Inquiry. But the concept behind it was simple. People � nd it too easy to � nd fault. Houses are too big, too expensive. Roads are too narrow. Parking is too limited. Elected rep-resentatives are too nar-row-minded. Kids are too sassy, too preoccu-pied with their phones, too obsessed with sex….

Lists of that kind can go on and on forever.

Appreciative Inquiry tried to reverse the atti-tude, by learning what people valued and want-ed to enhance. Instead of looking at the negatives, it asked them to consider the positives.

� e process worked amazingly well. Most participants could iden-tify what they liked about living in the com-munity. Only a small number of people seemed hardwired for negatives.

I had almost forgot-ten that experience, until I heard a talk by Wendy Creelman, representing the Canadian Positive Psychology Association.

Positive Psychology? Isn’t psychology about diagnosing what’s wrong with you, so that you can be straightened out?

driveway every morning at about

5:15 a.m. Tra� c on that quiet street at that time of the morning is rare.

� is morning, just as my back bumper is meeting the curb, a little red car comes screaming around the slight bend in the street from my right side, the red car almost hugging the curb.

� e driver is not ex-pecting anyone to be backing out of their driveway so early in the morning on that quiet street.

With neither of us expecting to encoun-ter the other, it is a hor-rible coincidence of vehicle placement and movement: ‘� e wrong place at the wrong time.’  What are the odds?

When we � rst learn to drive, a parent or a professional driving in-structor teach us to ex-pect the unexpected. Each of us is an anxious hawk, watching out for anything ahead of us to go wrong.

We drive defensive-ly, eliminating the risk of such a horrible co-incidence occurring. We drive at a safe speed down residential streets, watching intently for any sign of a vehicle backing out or a child chasing a ball, even though it’s the early morning.

� e more we drive without encountering extremely low probabil-ity events like a vehicle backing out of their driveway at the exact, co-incidental moment that would result in a crash, the less anxious we be-come. More and more, our minds go to other

things like our upcom-ing day at work. � e low-er and lower our anx-iety, the lower and low-er our attentiveness. Our increasingly inatten-tive driving is reinforced every time we get behind the wheel and there is no crash.

From time to time we are snapped to atten-tion by a ‘close call.’ � e coincidence of vehicle placement and move-ment isn’t quite lined up perfectly like it was for me this morning and we are able to avoid a crash by hard braking swerv-ing.

Instead of returning us to being attentive, ‘an anxious hawk,’ though, these close calls do the opposite. Perhaps we have a brief period of hawkish anxiety but we have learned that we are able to brake hard or swerve and avoid a crash, even though we were day dreaming. We are lulled into a deeper sense of complacency.

Years of driving with-out encountering that

horrible, perfect coinci-dence of vehicle place-ment and movement that cannot be saved by hard breaking or swerv-ing lead us to that auto-pilot mode of driving where we get to our des-tination and can’t really remember the drive.

I am very lucky, as is the driver of the red car. Like most others, I got to that same place of autopilot driving over decades of driving. My saving grace has been my exposure, over the 20 years of my legal prac-tice, to the circumstances and aftermaths of an un-ending series of crash-es. I have seen, in vivid Technicolor, that all of those crashes occurred because of inattentive-ness that we accept as part of our driving cul-ture because it is total-ly workable most of the time.

� e growing realiza-tion that inattentiveness is the most proli� c cause of crashes has caused me to be a much, much more attentive driver

who once again expects the unexpected. My attentiveness allowed me to easily stop this mor-ning, allowing the red car to scream past the back of my bumper.

I am certainly not unique. Many others drive with the requisite level of attentiveness that would eliminate the vast majority of car crashes. How do we change our driving culture to instill that level of attentiveness into all of us?

Attentive driving takes work, and doing the ‘10 and 2’ is a tool I have come up with to help with that important job, something I advo-cate on my driver safety web site which you can � nd at OneCrashisTooMany.com.

together behind the Okanagan Indian Band and push for a resolution to the more than cen-tury-old Commonage claim.

� e argument at the time was a collaborative approach would provide certainty for commun-ities wanting to purchase the CN rail corridor and develop a recreation-al trail.

And while there was an initial sense that municipalities may back the OKIB’s land claims bid in Ottawa, that’s clearly not the case.

As soon as the B.C. Supreme Court denied the band’s application for an injunction to stop the sale of the rail corri-dor Monday, represent-atives from the victor-ious municipalities and regional districts were distancing themselves from the broader issue of First Nations rights.

“It’s a federal and

provincial issue and they need to deal with the band,” said James Baker, Lake Country’s mayor.

“We understand that they are trying to � nal-ize claims but it’s out of our jurisdiction,” add-ed Juliette Cunningham, Greater Vernon Advis-ory Committee chair-person.

Technically, the muni-cipalities and regional districts are correct when they say that aboriginal a� airs is the responsibil-ity of Ottawa. However, we should all remember that councils and boards have interfered in senior

a� airs before.As an example, muni-

cipalities pulled be-hind Cherryville in its � ght over logging in a sensitive area and con-cerns about danger-ous highways and meat regulations have been multi-jurisdictional.

And while all of those are important issues, nothing is more funda-mental than basic hu-man rights and right-ing past wrongs. � e Commonage reserve was formed in 1877 and within a decade, bureau-crats erased the bound-ary and didn’t provide compensation to the OKIB.

Members of the band are not some separate group. We play hockey with them or work be-side them. Our kids are in school together or  marriages have made us family. � ey are part of our overall community and we should be con-cerned about issues that impact them to the very root of who they are.

� ere are also pos-sible implications for the communities purchas-ing the rail corridor if the band decides to go to the next level of court.

It’s a scenario even hinted at by the consor-tium putting the pur-chase deal together.

“Our understand-ing is that the specif-ic claim over the Com-monage reserve was con-cluded. However, land claims are ongoing across Canada and the city will respect any � nal deci-sions by Canada or the courts,” said Doug Gil-christ, with the City of Kelowna’s real estate de-partment.

“We hope to continue to work with Okanagan Indian Band for the mu-tual bene� t of all our cit-izens.”

And if the jurisdic-tions are truly genuine in wanting to work with the band and develop-ing the full bene� ts a rail trail can provide social-ly and economically, then municipal councils and

regional district boards should be contacting their MPs and MLAs and demanding immedi-ate action over the Com-monage claim.

� e � nal process to purchase the rail corri-dor came at the same time that the national Truth and Reconciliation Commission released its report on the impact of residential schools.

“We need reconcili-ation so that a broken country can become whole again,” said com-missioner Marie Wilson in a CBC report.

One way for that to happen is for rank-and-� le citizens, elected o� -cials and civil servants — native and non-native — to move ahead together. � at means bringing past wrongs to a close.

Let’s hope the juris-dictions involved in pur-chasing the rail corridor look beyond boundaries or legal limitations and do what is right.

In 1998, a somewhat controversial psycholo-gist, Dr. Martin Selig-man, was elected presi-dent of the APA. In his inaugural address, he told the APA that their “psychology was half-baked, literally half-baked. We have baked the part about mental ill-ness…� e other side’s unbaked, the side of strength, the side of what we’re good at.”

Seligman focused his own studies on the strengths that enable in-dividuals and commun-ities to thrive, on what can go right, instead of what can go wrong. � us was born Positive Psych-ology. Its theme—like Appreciative Inquiry—is that attitude is every-thing. We are what and how we think.

So if we think we’re helpless, we will be. Seligman’s experiments

on dogs would probably not be allowed today. But his learnings helped military personnel resist torture if captured. His work with severely de-pressed patients enabled them to break the spiral of sinking into hopeless-ness.

I was intrigued by

Positive Psychology’s division of people into two classes—Judgers and Learners.

Judgers, accord-ing to these categor-ies, have a � xed mind-set; when their views are challenged, they get de-fensive. � ey � nd fault. Blaming someone else

protects them from hav-ing to change.

Learners, by contrast, have an open mindset; when their existing views are challenged, they wel-come the chance to learn. When things go wrong, they ask, “What actual-ly happened here? What can we learn from this?”

But no one is locked into those categor-ies. People can choose to change. My friends include a Judger who moved (if hesitantly) to being a Learner, and a formerly avid Learn-er who hardened into a Judger.

Don’t think it’s all “in your mind.” Physic-al, mental, and emotion-

al health work together to create our well-being. But all three fall within our own control. Nutri-tion, sleep, and avoidance of harmful habits in� u-ence physical health. So-cial relationships shape emotional health. One of the mantras of Positive Psychology is that self-care is not sel� sh.

Like Appreciative In-quiry, Positive Psychol-ogy starts with choosing an attitude. And that at-titude determines what we will become.

the direction of CEO Nancy Cameron, has al-ways done an incredible job of working with lo-

cal municipalities and Chambers of Commerce to market and promote the Central Okanagan as a premier destination for travellers.

na, for instance, provides would-be travelers with a sense of the wide range of activities and sights that would make a trip here worthwhile, wheth-er it’s outdoor yoga fol-lowed by a glass of wine at one of our beauti-ful vineyards, or a pub-lic beach where you can kick o� your shoes and enjoy the sun. 

According to a 2015 Destination BC Region-al Tourism Pro� le of the � ompson-Okanagan, in 2012, overnight tour-ism in the region gen-erated 3.8 million visits and $1.1 billion in relat-ed spending.

Of those travel-ers, Canadians visiting

the � ompson-Oka-nagan stayed 3.3 nights and spent $119 per night during their trip. 

In comparison, US travel parties stayed 3.5 nights and spent $193 per night during their trip. 

Yet, while they stayed longer and spent more, US visitors represent only about six per cent of all overnight travelers who visit the Okanagan.

It’s clear that attract-ing more US visitors to our region would gener-ate more business for our local economy.

To this end, I was pleased to learn that on May 22, Prime Minis-ter Stephen Harper an-nounced $30 million over three years for a ma-

jor new tourism cam-paign entitled Con-necting America, the idea behind it being to attract more American visitors to destinations across Canada.

� e initiative will en-able the Canadian Tour-ism Commission to collaborate with part-ners in the private sec-tor, international travel trade (e.g., travel agents, tour operators) and the provinces and territories to promote Canada as a premier tourism destin-ation, creating exciting new opportunities for the sector.

Connecting America has already met with fa-vourable feedback from organizations like the Hotel Association of Canada.

� e federal govern-ment has long recog-nized the importance of our cultural and tourism sectors to the economy and is committed to sup-porting them.

Gardening is one of Canada’s most popular forms of

leisurely exercise. Here are some tips to avoid in-jury from yard work.

1 Ease yourself into it. Start with 20-30 min-utes, multiple days of the week instead of eight hours straight away.

2 Limit the bending. If you are going to do a lot of ground work, kneel down.

3 Stretch before you begin. � is will warm you up to help prevent pulling or straining a muscle.

4 Switch up your ac-tivities often. Do 15

minutes of pruning, 15 minutes of ground work and 15 minutes of weed-ing. � is will limit the repetitive activity and spreads the work load over di� erent muscle

Oyama Road will be closed for the Oyama Fun Day Parade (from Oyama General Store to Oyama Traditional School) on Sunday, June 7, 2015 from 10:45 to 11:45 a.m. The day kicks off with an 8:00 a.m. Pancake Breakfast and continues until 3:00 p.m. with a farmers’ market, displays, food, games and activities for everyone in the family. If you are the registered owner of property within the District of Lake Country and have not received your Property Tax Notice for 2015, please contact the Finance Department at (250) 766-5650. The office will be closed Wednesday, July 1st for Canada Day. There is a drop slot available after business hours at the north entrance to the Municipal Hall.

Any current taxes and rates remaining unpaid at the close of business on July 2nd will be subject to a ten (10%) percent late penalty. A tax payment does not have to be made for eligible property owners to claim their 2015 Provincial Home Owner Grant. Home Owner Grants must be claimed every year and must be claimed by July 2nd to avoid a 10% penalty on the grant amount. CN RAIL CORRIDORAs I am sure you have

heard, the courts dis-missed the Okanagan Indian Band’s injunction

on the purchase.With the injunction

dismissed, the purchase has been � nalized and the CN corridor now be-

longs to Lake Coun-try, Kelowna and North Okanagan Regional Dis-trict. Removal of the rails and other mitigation is

expected to take a year.While the corridor is

district property, it is an undeveloped trail. � ere are risks and dangers to

using the area and people are advised to use at their own risk. As well, over-night camping, camp � res and motorized ve-hicles are not allowed on the corridor.

Public consultations will be taking place re-garding the future design of the trail and the use of lands along the corri-dor. No dates are set but watch for notices in the paper.

SNOW PACK/WATER LEVELS� e 2014/2015 snow

pack was below aver-age. On March 1 sta� completed the Oyama Lake snow course and the snow pack was 65 per cent of average. Al-though this number looks poor, in actual-ity we did receive close to the normal amount of snow fall, but due to the unseasonably warm tem-peratures a signi� cant amount of the snow pack had already melted.

Above normal tem-peratures in February and March caused both Oyama and Beaver Lake to � ll earlier than usual. Oyama Lake reached full pool by late February, and Beaver Lake reached full pool by mid-March.

Typically both lakes � ll by mid-April, and this may result in draw-ing from water storage earlier than normal. It is not anticipate there will be any problems with water supply this year.

From what I under-stand, the “global warm-ing pro� le” for the Oka-nagan is that there may not be a signi� cant re-duction in the amount of precipitation but, like this year, the heat will come sooner and stay longer. So our challenges will lay in both conserva-tion and storage capacity as the season lengthens and the snow pack melts sooner.

I'm the stereotypical starving student. My teeth are just 'OK', and I'm worried that even a simple dental emergency is going to blow my living budget out the window. What are the simplest things I can do to get through this period?

I suggest you brush after anything except water has passed your lips. We have turned into a nation of 'grazers' who munch on food at our desks, while we drive, and even shop. The gunk that comes out of some people's automobiles could feed a third world village for a week. Ditto for computer keyboards. Besides being a source of untold amounts of bacteria, the food crumbs simply gum up the works. I say brush after anything, because much of the liquid we drink has sugars in it. The energy drinks are probably the worst, and I see those in cup holders in vehicles everywhere. We see patients coming into the waiting room with a 24 ounce pop container. People make an effort to fool their dentist when it came to regular brushing and flossing, by making a herculean effort the morning of the checkup. When gums bleed to the touch of our instruments it is a sure fire guarantee this flossing isn't occurring at home. The role of the floss is to disturb the bacteria so it doesn't turn into plaque and decay.

Some patients have very tight nooks and crannies in their mouth that the regular brush won't clean on its own – hence flossing is mandatory. Your dentist or hygienist isn't scolding you if you miss this step, but they know about it in 2 seconds flat.

Another overlooked issue is your toothbrush. Change it every few months – more often if you have had a cold or the flu. I'm not so concerned about whether you prefer a 'hard' or a 'soft' brush as I am with it being comfortable enough that you use it often. Look at the place you store your brush between uses. Many people have a toothbrush holder that is frequently central in their bathroom. Every time you flush you release millions of bacteria that surge out of that toilet like an invisible waterfall. It coats everything within 6 feet, including the toothbrushes. You use your brush, and place it in the holder while wet – correct? Wet brushes attract bacteria and hold on to it, providing a 'nest' in your toothbrush. An expert in bathroom sanitation (yes, they exist) tells me that wet hands touching a bathroom door knob transmit 87% of bacteria, whereas dry hands transfer only 13% from that same doorknob. Your wet toothbrush behaves similarly. Finally, rinse often. You need to restore the pH balance in your mouth. Don't ever underestimate the healing properties of drinking water.
