The Officers meeting was held in the Conference Hall of LabourDepartment under the Chairmanship of the Labour Commissioner on 16th January,2010 (Tuesday) at 10.30 A.M .. The meeting was attended by the officers as perAnnexure-I. Different points/ subjects were discussed in detail and the followingdecisions were taken:-

1. Labour Commissioner reiterated his direction for implementation of Biometricattendance system at Headquarters and district offices. He asked JLC(Admn.) to expedite the same and take appropriate steps in this regard.

2. To facilitate online submission of reports in prescribed format, data card maybe provided to all district offices. Labour Commissioner also desired thatcomputerization of South, North West and North district be taken up in 1stphase in coordination with DOEACC, NIC and Information TechnologyDepartment. Scope of Work for computerization of BOCWW Board, DelhiLabour Welfare Board, Electrical Inspectorate, Factories Inspectorate,Industrial Disputes Act, Workman Compensation Act, Minimum Wages Act bedefined in coordination with DOEACC & NIC to create Information

Technology enabled environment.Action: JLC (Amn.), OLC (South), OLC ( NW), EI

3. It is informed by Shri Rajinder Dhar, DLC (South) that discussions have beenheld with DSIIDC and applications relating to Shops & Establishment,Industrial Disputes Act, Factories Act, Electrical/Boiler Inspectorate, clustermapping of child labour prone areas, DLC's offices on GIS platform would becompleted within a month.

4. DLCs was asked to enhance the enrollment drive under BOCWW Board incoordination with principal employers and contractors / sub-contractors incoordination with Central Labour Commissioner Office. Registration ofconstruction labourers identified by Education Department and verified byRevenue Department be expedited. Working group be constituted forstreamlining collection of cess and working of Board. IEC campaign fordissemination of information on enrollment and benefits be taken up at theearliest.

5. Enrollment under Rashtriya Swasthya Bima Yojna has increased to 2.65lakhs. IEC campaign be taken fgr dissemination of information regardingbenefits to enrolled beneficiaries and whether construction workers registeredunder the Board can be extended Rashtriya Swasthya Bima Yojna benefitsneeds to be explored. It should be ensured that Smart Cards are issued to allbeneficiarie~ and effective rollout of benefits by insurance company and TPA.

6. Services Department has informed that Employment Department hasproposed to surrender 250 posts along with staff. Joint LabourCommissioner (Admn.) to take up the issue with Additional Director(Employment) for diverting the staff from Employment to Labour Departmentand working group with Employment Department be formed so thatnecessary steps on the issue are taken in a time bound manner.
