1.0 INTRODUCTION
This is the Manager’s Report for the L6506 Ferney Road Improvement Scheme prepared pursuant to the Requirements of Section 179 of the Planning and Development Act, 2000. This report lists the names of each member of the public or organisation that made a submission and provides a response to the main issues contained in the submissions. The Manager’s Report is issued to each elected member of the Municipal District in advance of the decision being taken by the elected members on whether or not the scheme is to proceed. The location of the proposed works is on Ferney Road (local road L6506) in Carrigaline, Co. Cork, in the townland of Kilnaglery. The site of the proposed works is located in a largely residential area with a number of schools located in the vicinity. The L6506 Ferney Road acts as a link road between the town centre and a wider residential suburb to the south east of Carrigaline encompassing the White Oaks, Ashbourne Court, Fernlea, Ardcarrig and Forest Hill housing estates. The proposed works are located within the 50km/h urban speed limit. Cork County Council proposes to carry out works which include the provision of new footpaths, new uncontrolled pedestrian crossings, a new public lighting scheme, new road surface water drainage system, improved road markings, signage and carriageway resurfacing. The proposed scheme will provide the following benefits: -
• The scheme will improve road safety for all road users and in particular the safety of vulnerable road users (i.e. pedestrians).
• The proposed new energy efficient LED street lighting scheme will provide an appropriate level of lighting along the length of the scheme ensuring a safer environment for all road users.
• The proposed surface water drainage works will ensure that road surface water is adequately catered for and removed from the road surface.
The location of the proposed road improvement works are set out on the attached scheme drawing numbers FRIS-PL-P01 to FRIS-PL-P05 (all Rev. C), contained in Appendix B of this Report. The public consultation process for the scheme, which is required under Part 8 of the Planning and Development Regulations, 2001 commenced in December 2016. Details of this process are provided in Chapter 3 of this report.

2.0 PRINCIPAL FEATURES OF THE SCHEME
Transportation and road design in urban areas is a complex issue and the needs of all road-users must be recognised and accommodated in the overall design. MHL & Associates have been appointed by Cork County Council to design a road improvement scheme that achieves value for money and an acceptable standard of safety. On review of the existing road it was determined that improvements to the pedestrian facilities were desirable due to the residential nature of the area and the large number of schools in the vicinity. The scheme proposes to introduce new footpaths, uncontrolled pedestrian crossings, new public lighting, new road surface water drainage and carriageway resurfacing. The proposed scheme is designed to benefit all road users with a specific emphasis on vulnerable road users. Refer to drawings FRIS-PL-P01 to P05 (all Rev. C) for an overview of the proposed works, contained in Appendix B of this report. The following lists the principal features of the proposed scheme:
• Construction of new footpaths to ensure a continuous provision of pedestrian facilities along Ferney Road
• Installation of uncontrolled pedestrian crossings
• Installation of build outs at junctions
• Installation of a new energy efficient LED Public Lighting Scheme
• Alterations to existing road surface water drainage
• New raised speed tables at pedestrian crossings
• Installation of new road markings and signage
• Carriageway resurfacing
• Provision of new boundary walls, as required
• Alterations to existing boundary walls, as required
• All necessary accommodation works

3.0 PART 8 SUBMISSIONS AND RESPONSES
3.1 Public Consultation Process
The public consultation process under Part 8 of the Planning and Development Regulations commenced in December 2016. A Part 8 Planning Notice was placed in the Irish Examiner newspaper and a copy was erected on site on the 2nd December 2016. Plans and particulars of the proposal were made available for inspection by the public for a period commencing on the 2nd December 2016 and ending on the 27th January 2017 at County Hall, as well as the Kinsale and Carrigaline Area Engineers Offices on each day during which the office was open for the transaction of business. Submissions on the proposals had to be submitted in writing to Cork County Council on or before 3.00 pm on Friday 10th February 2017.

We are fully supportive of Cork Co Co in relation to the provision of road improvements and footpath links in this area. Following assessment of proposed works and impact on existing boundary detail I wish to comment as follows: 1. I attach copy site layout plan associated with current permission for development at Ardgower Ferney Road Ref : 08/7231 ( extended ) . It is desirable to reconstruct new boundary walls and entrance to comply with the attached layout plan (which compares favourably with your current set back alignment and details), however I await confirmation to this effect , together with specification and details in relation to new boundary wall finishes / piers and gateway . 2. The provision and constructing of new footpath adjoining existing rubble masonry boundary wall of Cilldarragh House is desirable. Excavations and works in relation to provision of new footpath however may compromise the structural integrity of the said masonry wall and it will be necessary in my opinion, to allow for mitigating works and perhaps repointing / repairs to existing wall, as part of the contract works. Again I await your proposals in this regard.
The new boundary wall, as shown in the Part 8 application, is to be set back from the existing boundary up to a maximum distance of approximately 2.1m from the existing boundary wall, in the vicinity of the new entrances. This setback complies with condition no. 8 of the granted planning application. The specification and details of the new boundary wall will be finalised at Detailed Design stage, if/when Part 8 planning is approved. This detail, including finishes, will be finalised with affected landowners by agreement. MHL will carry out an inspection of the wall at detailed design stage and determine any works that will be required to ensure the safety of the wall during construction stage. Any proposed remedial works will only be carried out with the land owners’ agreement.

As a resident of Ferney road I am interested in these badly needed improvements. Of particular interest to me is the surface water drainage scheme. It has being an ongoing problem for me with a continuing flow of water from the roadway onto my property which has caused a considerable amount of damage over the years. I have viewed the proposal drawings and would like to see an elevation drawing to see what the solution to water flowing onto my property is. According to your letter your design team are going to contact property owners to explain the details, do you know when that might be and what location?
A central element of the scheme is the new drainage system. It is planned to construct a new road surface water system along Ferney Road. This system will take the road surface water off the road by way of gulleys and will be designed to address issues such as ingress of water to adjoining properties. MHL confirmed by email (during the Part 8 process) that a cross-section drawing will be presented to the property owner showing the proposed design of the roads, footpaths and gulleys in the vicinity of the property at detailed design stage.

On review of the planning documents prepared by MHL I have the following queries that you might be able to answer or clarify: 1. The documents makes reference to new surface water drainage but the drawings attached to the planning proposal do not indicate any drainage. However the lists indicates alterations to existing surface water drainage. Is it new or alterations and where can the details be seen? The documents state that existing surface water drains running through the site MAY connect directly into the harbour. Has this not been part of the design or is the design yet to be finalised?
The design proposes a new road surface water system on L6506 Ferney Road which is to tie-in to an existing storm pipe in the vicinity of the Forest Hill Roundabout. The new pipe network will result in localised alterations to the existing by way of relocated gulleys. The road surface water system has been fully assessed to ensure an appropriate design. The surface water drainage details will be compiled at Detailed Design Stage. The preliminary surface water drainage design proposes to attenuate run-off flows prior to entering the existing storm network. This existing storm sewer network outfalls to the harbour.

2. The documents refer to a new 2 m wide footpath. As a new footpath is being installed would it not make more sense to install a cycleway to give students an opportunity of cycling to school in a safe way? There is already a cycleway on the bypass road that passes the Educate Together School. 3. The documents makes reference to new LED public lighting scheme but does not specify the lighting level. Lighting levels are always displayed in Lux but no levels are specified. Can you clarify what the proposed Lux level design will be? Will any of the existing lighting be retained? 4. I note that there are four speed tables with tactile paving to allow pedestrian access. Surely it makes sense to provide additional lighting at these points to allow safe road crossing as is done with pedestrian crossings. There should also be road markings before this speed tables from both approached. None are indicated on the design drawings. 5. The proposed works are located within an existing 50 Km/h speed limit. As this area is being improved to accommodate pedestrian access and especially access to schools then surely it makes good sense and in the interest of safety to reduce the speed limit to 30Km/h (The Transport authority in UK 2007 states that if a pedestrian is hit by a car at 50Km/H then 5 out of 10 will be killed whereas if it is 30 ~k / H then it reduces to 1 in 10 Source RoSPA UK)
The provision of safe pedestrian facilities is the most important aspect of the design, to accommodate the high volumes of pedestrians in the vicinity. There is no available width to provide a shared cycle and pedestrian facility. Provision of a cycle lane, in place of a footpath, is not deemed to be appropriate. A preliminary design has been carried out on the proposed public lighting scheme. The design complies with the appropriate standards. The new scheme will replace the existing public lighting along the extents of the scheme. The public lighting design will be finalised at detailed design stage. All pedestrian crossings included in the scheme are un-controlled type crossings. These crossings do not incorporate any road markings. The raised tables incorporate the required road markings. There are no proposals to reduce the posted speed limit from the existing 50km/h speed limit.

6. It might also be appropriate to put signs up to indicate schools in the area as the proposal does not have any signs except 2 road bump signs W 130. 7. The road markings proposed indicate broken white lines. This indicates that it is safe to overtake. I would have thought that continuous single white line should be used. 8. There is also an absence of double yellow lines on any part of the proposal. These are usually installed to prohibit parking. 9. I note that there are road markings at the two bus stops but there is no provision for waste bins. Is this an oversight? 10. Where is the site office to be located as the documents state that certain construction documents will be kept on site?
11. Where will the washing out area be located? This is stipulated in the documents. 12. What is the proposed timeline for the project? 13. What are the proposed temporary works and road diversions for the duration of the construction project? 14. What is the proposed schedule for the above works?
Given that no schools are located along the L6506 Ferney Road such signage is not deemed to be appropriate. Existing signage will be upgraded if/where required. 15. The general site description refers to intertidal mudflats on the site. This is an existing road. Has this been a misprint? 16. The list of waterfowl species is extensive but I do not believe that any of these species winter on this road.

4.0 CONCLUSIONS
Having considered all submissions and subsequent responses pertaining to the Part 8 Process the Design Team conclude that the proposed design, as displayed, is the optimal design solution for this road improvement project. The proposed works are consistent with the proper planning and sustainable development of the area to which it relates. Cork County Council proposes to carry out works which include the provision of new footpaths, uncontrolled pedestrian crossings, new public lighting and new road surface water drainage system. The proposed scheme will provide the following benefits: -
• The scheme will improve road safety for all road users and, in particular, the safety of vulnerable road users (i.e. pedestrians) through the provision of new footpaths and raised pedestrian crossings.
• The proposed new energy efficient LED public lighting scheme will provide an appropriate level of lighting along the length of the scheme ensuring a safer environment for all road users.
