FEDERAL BUREAU OF INVESTIGATION , Date 12/2/63 1 At approximately 1:33 PM, November 22, 1933, a person who identified himself as SHORTY telephonically contacted. the FBI Office in Chicago. SHORTY stated that he is a porter in the "PM Club" on Howard Street, telephone HO 5-9311, HO 5-9795. SHORTY stated that on Monday, November 18, 1963, while in the Wayside Inn, Lawrence and Clark Streets, he overheard a conversation between three Puerto Rican looking persons. These persons were discussing "how to overthrow the President of the United States and the President of the Dominican Rebublic. SHORTY engaged the three individuals in conversation and they told him that they were from the Dominican Republic. SHORTY could give no further background information concerning the three unknown persons and stated that he had never seen them before or since. On November 22, 1963, an individual who would identify himself only as "SHORTY", but who was later identified as RICHARD VINCENT LOEBSACH, was interviewed in Simon's Tavern, Clark and Foster, Chicago, Illinois. LOEBSACH stated on Monday night, November 18, 1963, while drinking in the Wayside Inn, Lawrence and Clark Street, he observed three individuals who were speaking in Spanish discussing plans to assassinate the President .of the United States, JOHN F. KENNEDY, and the Governor of Texas. LOEBSACH said he cannot speak Spanish but can understand enough Spanish to know that this is what they were discussing.

According to LOEBSACH, tho throe mon wore later joined by two women all of whom continued to talk in Spanish. LOEBSACH said he engaged the five in cenver8ation at which time they said they were from the Dominidan Republic and then called him "a sawed off runt". LOEBSACH stid he then called the FBI in Chicago and that the FBI sent two Agents to the Wayside Inn who arrested two of the men and one woman but that the other man and woman escaped.

LOEBSACH was unable to furnish a description of any of the three men or two women.

LOEBSACH said that the one individual who appeared to be the leader could speak, Russian, German, French, English, Spanish and a little Italian.

LOEBSACH said he has no address or telephone number and can only be contacted through the PM Club, 2049 West Howard Street, telephone HO 5-9311 or HO 5-9795. LOEBSACH said two days a week he acts as a porter at the PM Club and , the remainder of time he spends as a private detective and is on surveillance almost constantly. LOEBSACH was under the- influence of liquor when interviewed and appeared to be unstable.
