THE LAWS OF CRICKET
THE PREAMBLE - THE SPIRIT OF CRICKET
Cricket is a game that owes much of its unique appeal to the fact that itshould be played not only within its Laws but also with in the Spirit of theGame. Any action which is seen to abuse this spirit causes injury to thegame itself. The major responsibility for ensuring the spirit of fairplay rests with the captains.
1. There are two Laws which place the responsibility for the team’sconduct firmly on the captains.
i. Responsibility of Captains:The captains are responsible at all times for ensuring that play isconducted within the Spirit of the Game as well as within the Laws.
ii. Player’s Conduct:In the event of a player failing to comply with instructions by an umpire,or criticizing by word or action the decisions of an umpire, or showingdissent, or generally behaving in a manner which might bring the gameinto disrepute, the umpire concerned shall in the first place report thematter to the other umpire and to the player’s captain, and instruct thelatter to take action.
2. Fair and Unfair Play:According to the Laws the Umpires are the sole judges of fair andunfair play. The umpires may intervene at any time and it is theresponsibility of the captain to take action where required.
3. The Umpires are authorised to Intervene in cases of :- Time wasting.- Damaging the pitch.- Dangerous or unfair bowling.- Tampering with the ball.- Any other action that they consider to be unfair.
4. The Spirit of the Game involves RESPECT for :- Your opponents.- Your own captain and team.- Union officials.- The role of the Umpires.- The game’s traditional values.
5. It Is against the Spirit of the Game :- To dispute an umpire’s decision by word, action or gesture.

- To direct abusive language towards an opponent, umpire or an official ofthe Union.
- To indulge in cheating or any sharp practice, for instance:a) To appeal knowing that the batsman is not out.b) To advance towards an umpire in an aggressive manner when
appealing.c) To seek to distract an opponent either verbally or by harassment with
persistent clapping or unnecessary noise under the guise of enthusiasm andmotivation of one’s own side.
6. Violence:There is no place for any act of violence on the field of play.
7. Players:Captains and umpires together set the tone for the conduct of a cricket match. Everyplayer is expected to make an important contribution to this.

CODE OF BEHAVIOUR
1. RULES OF THE CODE:These rules shall be applicable to any player or person performing anyactivity within the area of operations of the KZNCU whether such activityor conduct takes place on or off the field of play.
1.1 The contravention of any of the Rules or Regulations set out hereundershall be regarded as unprofessional conduct and/or misconduct whichshall be referred to the disciplinary committee of the KZNCU.No player, official, employee, member of a club or association may: -
1.1.1 assault, attempt to assault or abuse a spectator, another player,an umpire, an Official of a club or the KZNCU.
1.1.2 dispute an Umpire’s decision, or react in an obviously provocativeor disapproving manner either towards an Umpire, his decision, orgenerally following an Umpiring decision.
1.1.3 Use crude and/or abusive language.1.1.4 Indulge in conduct detrimental to the game.1.1.5 use crude or abusive hand signals.
Notea) Players should strive to win the game within the laws and the accepted
norms of playing the game with no plans for assault or attemptedassault on other players, umpires or spectators.

b) Players should strive to live up to the standards of sportsmanship thatcricket has set over the centuries by eliminating crude and abusivebehavior and dress in accepted cricket clothing.
c) Players should show respect for fellow cricketers with the courtesy of:i) being present to start the game at the designated time.ii) abiding by the Playing Conditions, Rules and Regulations of the
Union.iii) when the need arises umpire, as an umpire, and not a member of
either side.1.2. Players must at all times abide by the playing conditions, rules and
regulations and bye laws of the KZNCU.1.3. Any player, official, administrator and/or employee of a club, who
makes statements in the public media that brings the game intodisrepute, shall be guilty of misconduct.
1.4. It is the responsibility of all players and officials to acquaintthemselves with the Constitution, Bye-Laws and Rules.
2. ELIGIBILITY TO LODGE REPORT:Procedure for reporting the breach of the codeA breach of the Code of Behavior Report Form may be submitted by: -
Sum of R500-00 referred to in clause 7 of the Administrative Conditionswith the KZNCU within 7 (seven) days.
The President of the KZNCU or any Manco member of the KZNCU, ChiefExecutive Officer of the KZNCU - where an official referred hereinwishes to report a player /person for an alleged breach of the code heshall complete the prescribed report form and submit the report form tothe KZNCU within 7 (seven) days.
3. HEARINGS:Upon receiving the report form:-3.1 The secretary of the KZNCU will promptly advise the relevant
Disciplinary Committee of the report and a hearing will bearranged within 7 days which must be attended by the player whois the subject of the report, his captain and thePresident/Manager of his club and the initiator of the report.
3.2 If the report is against the captain then the vice-captain willattend.
3.3 A copy of the report shall be immediately furnished to the playerwho is the subject of the report through the Chairman/Secretaryof the club. He shall be entitled to submit a written response tothe report within three days of the club being furnished with thereport. A copy of the responses shall be immediately furnished tothe Disciplinary Committee and the initiator of the report.
3.4 The Disciplinary Committee will hear evidence and decide on thereport and immediately a conclusion has been reached, shall

advise the player/person who is the subject of the report and theinitiator of the report of their conclusions and findings, togetherwith any decision on any penalty to be imposed by way ofsuspension, monetary fine or the like.
This notification may take place through the Chairman/Secretaryof the club within seven days.
4. APPEALS - PROCEDURE:Right of Appeal:-4.1. Any player found to be in breach of the Code, has the r ight to
appeal against the initial decision. The appeal must be lodgedtogether with a deposit of R500-00 with the Secretary of theUnion which may be forfeited at the discretion of Manco wholly orin part to the funds of the Union as prescribed below, withinthree days of the decision being communicated. Where a personwishes to lodge an appeal in relation to a decision made, thefollowing procedure shall apply:-
4.1.1 The appeal must be advised to the Secretary of the KZNCU inwriting setting out the grounds of the appeal and whether theappeal is against the findings of the Disciplinary Committeeand/or the penalty imposed by the Disciplinary Committee.
4.1.2 The Secretary of the KZNCU shall immediately advise thePresident of the KZNCU and the initiator of the report, of theappeal.
4.1.3 The Manco of the KZNCU shall appoint an Appeal Committee.4.1.4 Any appeal shall be heard within two weeks.4.1.5 The decision of any appeal shall be final.
4.2. Appeals in terms of application of Bye Laws/Laws of Cricket
If a team is not happy with the application of the bye laws and /orthe laws of cricket the club has the right to appeal against theinitial findings. The appeal must be lodged together with adeposit of R500-00 with the Secretary of the Union which may beforfeited at the discretion of Manco wholly or in part to the fundsof the Union, within three days of the decision beingcommunicated. Where a club wishes to lodge an appeal inrelation to a decision made, the following procedure shall apply: -
4.2.1 The appeal must be advised to the Secretary of the KZNCU inwriting setting out the grounds of the appeal and whether theappeal is against the findings and/or the penalty imposed.
4.2.2 The Secretary of the KZNCU shall immediately advise thePresident of the KZNCU and the initiator of the report, of theappeal.

4.2.3 The Manco of the KZNCU shall appoint an Appeal Committee.4.2.4 Any appeal shall be heard within two weeks.4.2.5 The decision of any appeal shall be final.
4.3 Further documentation pertaining to the above can be obtainedfrom the KZNCU office.
5. PENALTIES AND PAYMENT:5.1. Penalties
Subject to the offence that was committed, penalties that should beconsidered are reprimands, fines and suspensions. Suspendedsentences may also be imposed subject to the discretion of theDisciplinary Committee.
5.2 Payment of FinesAny fine imposed on a player shall be paid to the Union office by hisclub within 7 (seven) days or otherwise agreed between the club andthe disciplinary committee. Any failure to meet this requirement willrender the player ineligible to play any matches under the auspices ofthe KZNCU until such time as the fine has been paid.
6. BYLAWS:All matters relating to disciplinary rules / action are available from theKZNCU office.
6.1 Twinning of ClubsThe Manco of KZNCU shall approve application for the twinning ofclubs in a common area/zone. Only applications motivated on thegrounds of enhancing the promotion of cricket will be considered.Twinning of clubs takes place between a lower league and ahigher league club.
6.2 RacismAny player, official, administrator, spectator or any other personwho brings the game into disrepute as a result of his/her conduct,which is in conflict with the constitution of South Africa and foundguilty of such action, will have a maximum of a life ban sentenceimposed on such a person.

KWAZULU-NATAL CRICKET UNION
Framed under the authority conferred by the KwaZulu-Natal Cricket Union’sconstitution, and, where applicable in conjunction with the constitution of itsaffiliated Unions.
Note: In these, Administrative / playing Conditions the KZNCU shallmean KwaZulu-Natal Cricket Union.
JURISDICTIONAll Administrative Conditions and all playing conditions applicable toPremier, Challenge and Women’s Leagues competitions are under thejurisdiction of the KwaZulu-Natal Cricket Union. All other competitions areunder the jurisdiction of sub-unions within our province.
SECTION A
ADMINISTRATIVE REQUIREMENTS1. AFFILIATION OF CLUBS:
1.1 Affiliation - One Team ClubsNo affiliation of one team clubs will be accepted.
1.2 Application for AffiliationEither renewal or new, shall be submitted to the Union offices on the prescribedform on or before 30 June each year. The Union will not consider any telephonicaffiliations. The Council of the KZNCU shall have the sole discretion whether toconsider any applications for affiliation after 30 June.
1.3 Affiliation FeesKZNCU Teams - Premier, Challenge and Women’s League.Each club participating in the above leagues will pay an affiliation fee to its homesub-union as determined by the Council of KZNCU, payable by 20 September ofthe said season.(Refer to KZNCU Registration of players 2.1.)
1.4 Application FeeAny new club seeking affiliation to the Union, shall pay an application fee of R500(plus VAT) prior to its application for affiliation being considered. Should theapplication be accepted, the application fee is NOT refundable.
1.5 Payment of Affiliation FeesAny club which fails to pay the prescribed affiliation fee on time shall be liableto pay a penalty of 10%. Any club, which fails to pay its affiliation feeplus penalty in full on or before 30 November, may cease, at thediscretion of the Manco, to be aff iliated to the Union.

2. REGISTRATION OF PLAYERS:2.1 Premier, Challenge and Women’s Teams
Clubs are permitted to register a maximum of 30 players at R1500-00.Clubs who register more than 30 players are required to pay anadditional R50-00 per player.Clubs must submit player registration forms and nominal roll a weekprior to the commencement of the season. The initial registration feeof R1500-00 must be paid prior to the 1st match being played.During the season registration forms of new players must bereceived at the Union’s office by noon on Thursday, precedingthe scheduled start of the first match in which a new player takespart together with the registration fee.Registration forms for existing club members who are not registeredwith KZNCU must be submitted together with your result sheet andthe registration fee.WOMEN’S teams are Free.
2.2 Nominal RollRegistration forms are not required in respect of players,administrators and/or officials registered in the previous season BUTA NOMINAL ROLL of all such players, administrators and/or officials,giving full names and addresses, must be submitted to the Unionoffice by noon on the Thursday preceding the first league match. Aplayer will not be regarded as being registered until his details are onthe Nominal Roll and is received in the Union offices. The number ofplayers, administrators and/or officials, registered by each Club isunlimited.
NB:The nominal roll for each club for the previous season is issued bythe Union to each club before the commencement of the season.ONLY this roll must be returned to the Union duly updated i.e. namesdeleted, change of addresses etc. NEW REGISTRATIONS must NOTbe added to the roll. (See sub-clause above).The Council reserves the right to impose penalties by way ofsuspension of the player/s involved and/or the imposition of a fine onthe Club and/or forfeiture of points in the event of non-compliancewith this sub-clause.
2.3 Transfer of playersNo player may transfer from one club to another during the seasonwithout the consent of the Manco, which consent shall only be grantedin exceptional circumstances.

2.4 Un-Registered PlayersA club permitting an unregistered player to participate in any match,will result in penalties being imposed by the Union as follows: The forfeiture of all points gained in the match/es. The imposition of a monetary fine of R250.00 per offence In such a match the opposition will be awarded the match points
for a win.
2.5 Expelled PlayersNo player expelled by a club may be registered during the sameseason, by any other club, except with the permission of the relevantauthority.
2.6 Registration of SchoolboysRegistration forms ARE required in respect of schoolboys selected toplay for clubs.
3. QUALIFICATION OF PLAYERS:3.1. A player coming from another province for the first time to play
cricket in this province must be a bone fide member of a clubregistered with his home Union. A player must be available to playfor at least four consecutive scheduled matches and have beenresident in KwaZulu-Natal for at least 7 days prior to taking part inany competition. (The conditions of this sub-clause will not apply toprofessional cricket personnel who are contracted and paid by theUnion).This applies to persons playing in KZN for the first time.
3.2 Players attending Academies in other Provinces will not bepermitted to participate in KZN Leagues during their vacation.
3.3 Any misrepresentation made in regard to a players availabilityand/or residence will result in penalties being imposed by the Unionconcerned as follows: - the club forfeiting all points in a match inwhich such player appeared and the club incurring a fine ofR250.00, in such a match the opposition will be awarded the matchpoints for a win and the player being suspended for a period to bedetermined by the Union concerned.
3.4 Any dispute or query regarding the interpretation of this clauseshall be resolved by the MANCO of the Union concerned.
4. FOREIGN PLAYERSThe definition of a foreign player shall mean any person, (other than aperson who is a bona fide student at a tertiary educational institution in theRepublic of South Africa), whose normal permanent place of residence isoutside the Republic of South Africa.

The following criteria must be met:1. He/she must meet the Department of Home Affairs requirements.2. The KZNCU office must be informed in writing prior to such a player
being played.3. Such a player must play for at least four consecutive matches in the
season concerned4. No team shall field more than two foreigners per match.
5. RESULT SHEETS:BEFORE THE TOSS FOR INNINGS, EACH CAPTAIN SHALL BERESPONSIBLE FOR LISTING THE SURNAME AND FULL NAME OFEACH MEMBER OF HIS TEAM AS INDICATED ON THE REGISTRATIONFORM IN BLOCK LETTERS.
Each team competing in any competition shall deliver to the Union office,the result of each of its matches before noon on the Thursday followingsuch matches. Premier, Challenge and Women’s clubs are urged to submitresult sheet by noon on Monday following such matches) Result sheet willbe supplied to clubs by the Union and the Captain of each team shallcomplete a result sheet in all respects.
Failure to submit result sheet completed in all respects within theprescribed time will result in the forfeiture of all points earned in thatmatch. Should the defaulting team not have earned any points in thematch, such team shall forfeit two points earned by them from previousmatches. In addition a monetary penalty of R200.00 on defaulting teamsfor each transgression.
Note:i) Results may be faxed to the Union offices (Fax No. (031-
3325288 or 0866331966) provided that all the informationrequired on the result card is reflected on the fax.
ii) Result sheets with names are to be submitted even if a matchhas been cancelled by the Union/rained out.
iii) The onus is on the club to ensure that the result sheet hasbeen received by the Union.
6. UMPIRES:6.1 (In addition to the Law) Umpires shall be appointed by the Manco,
which hereby delegates this duty to the KZN Cricket UmpiresAssociation and/or its affiliates. In the event of the Umpiresappointed failing to appear or no appointments being made, eachcaptain shall appoint an umpire. If one umpire be present, heshall appoint another.

6.2 REPORT FORMSUmpires’ report forms for all matches, where umpires have beenappointed must be submitted to the Secretary of the Union beforenoon on the Thursday following the match. Failure to submit reportforms completed in all respects within the prescribed time, willresult in the forfeiture of 2 points earned in that match and amonetary penalty of R200.00 on defaulting teams for eachtransgression.
Note:i) Umpires report forms are to be faxed to the Union office (fax no.
031-3325288 or 0866331966) provided that all the informationrequired on the report form is reflected on the fax.
ii) It is essential to submit an umpire’s report form even if noofficial umpires have been appointed.
iii) The onus is on the club to ensure that the umpire’s reportform has been received by the Union.
7. PROTESTS, DISPUTES AND CODE OF BEHAVIOUR :The attention of clubs is drawn to the Laws of Cricket and the preamble.No protest of any kind shall be considered by the Manco unless the clublodging the protest shall have deposited, with the Secretary of the Union,the sum of R500.00, which sum may be forfeited at the discretion of theManco, wholly or in part, to the funds of the Union, if the protest is notsustained and/or is considered frivolous. All protests must be in writingand must be lodged with the Secretary of the Union within 7 days (Sundayincluded) of the completion of the match or occurrence to which it refers.No protests may be withdrawn without the consent of the Manco. Allprotests shall be accompanied by particulars of the grounds upon whichthey are made. The Manco (or its duly appointed sub-committee) shallhave the power to call for evidence, either in writing or by personalattendance, as it may require. Any dispute occurring between clubs shallbe referred to the arbitration of the Manco, whose decision shall bebinding.
8. TEAMS SCRATCHING:8.1. Any club wishing to scratch a team shall notify the Secretary of
the Union by no later than noon of the Friday prior to the matchbeing played. (In respect of the night games at least 24 hoursprior to the scheduled start).
8.2 No club may scratch a team when it has a lower team fulfilling afixture on the same week-end.
8.3 Any team failing to arrive to fulfill a fixture (as opposed to priorscratching) WILL result in a monetary fine of R200.00.
8.4 Failure to comply with this Bye-Law will entail the forfeiture of allpoints gained in the matches played on that day by any of itsteams lower than the one scratched.

Note:In the event of repeated scratching of the same team and/or in the event ofrepeated contravention of this Bye-Law the Manco may, in addition to theforfeiture of points as stated above and the imposition of the monetaryfine, also impose a further penalty which will involve the deduction ofadditional points.
9. TWO TEAM CLUBS - SCRATCHING:The Manco shall, at its discretion, cancel the affiliation of any club whichrepeatedly scratches a team. Any monies paid to the Union by a clubwhose affiliation has been cancelled, will be forfeited to the funds of theUnion.
10. SELECTION OF TEAMS:Any malpractices in the selection of league teams which are contrary tothe spirit of the game, will be dealt with by the Manco, as it deems fit.Loading of a lower division team for any reason will be severely dealtwith. No player may be nominated or play in more than one matchon the same weekend.
Note 1:Any contravention of this Rule may result in the Manco deductingall points gained in the match played by that player on theSaturday/Sunday and/or the imposition of a mandatory fine.
Note 2:A player will be permitted to play on either the Saturday or Sundaypreceding or following a provincial match. Not withstanding theforegoing a regular lower league player may play for a first division teamand his regular lower team in the same weekend in exceptionalcircumstances provided that the prior consent of the President or Vice-President or Secretary of the Union has been obtained. Exceptionalcircumstances would cover a first division player being seriously injured ona Saturday night / Sunday morning prior to the commencement of thegame. The Manco in such circumstances would agree to him beingreplaced by a regular lower league player.
Note: 3The afore going clause means that any player who withdraws from anyrepresentative match shall not be permitted to play for his club, until suchtime as his club has obtained the permission of the Manco of the KZNCU.
Note: 4Selected to ‘play’ shall include the selection of a 12th man.

11. WITHDRAWAL OF TEAMS:The Manco shall investigate the reasons for any club withdrawing a teamafter the commencement of the season. The Manco shall be empoweredto impose a monetary penalty upon a club withdrawing a team, after thecommencement of the season, without good cause and shall in addition,have the right to refuse affiliation of the club withdrawing the team in thefollowing season.
12. PITCHES:12.1 Any club/sub-union, which does not at the discretion of the
Facilities Committee appointed by the KZNCU - provide suitable,acceptable pitches, will not be permitted to stage furthermatches at its home ground for the remainder of the season .A monetary fine may also be imposed by the Manco upon theclub.
12.2 In the event of a match not being played owing to the negligenceof the home team, e.g. the pitch not having been prepared, nocovers having been placed on the pitch, etc, The Manco shallinvestigate the reason for the match not having been played. Ifnecessary the Manco shall obtain detailed reports from theUmpires.The Manco shall have the right, depending on the findings of theinvestigations, to award the average number of points gained bythe teams in that division to the visiting team and incircumstances where it deems fit, the Manco shall in addition beentitled to deduct a maximum of five points from the home team.
Note: Covers only apply to Premier LeagueIn the event of teams playing at a ground which is not the homeground for either team, the home team shall be deemed to bethe team whose name appears first in the published fixturelist, in the absence of evidence to the contrary.
13. RAIN:Premier/Challenge/Women’s Leagues
13.1 In the event of rain falling before the commencement of play onany day, teams must attend at the grounds prior to the hourlaid down for the commencement of play.
13.2 At Kingsmead only, the groundsmen (or his duly authorisedrepresentative) has been granted the discretion, by the Manco, toprohibit play on any day, within a week of the commencement ofa provincial or international match if, in his opinion the groundand pitch are unfit for play.

Note: 1A fixture will be considered to have been played if play hascommenced, even though no result can be obtained due toweather. Therefore result sheets should be submitted reflectingthe play that has taken place.
NB: Even if no play has taken place and the match has not beencancelled by the Union, a result sheet MUST be submitted.Note: 2In the event of overnight rain or if there has been rain precedingthe scheduled date of a match PLEASE PHONE 3354200 or3354252 after 16h30 on Friday preceding the match.
14. GROUND EQUIPMENT:Premier League teams, with home grounds are required to haveavailable stumps, covers, sawdust, squeegees and carpet squares forlimited over matches, in the event of rain before and during thematches.
15. CHANGE OF VENUES:15.1 For all Divisions.
In the event of the pitch or ground not being fit for play, on anyday, teams MAY NOT play such scheduled game at analternative venue. However, if clubs request change of ground,for very good reasons, such change of grounds must beapproved by the Secretariat during normal working hours, up to16h00 Friday, preceding the match. If a game has been movedwithout permission no points will be allocated.
NB. THE DECISION MAY NOT BE TAKEN BY A MANCO MEMBER15.2 Notwithstanding the above, venues for Premier and Challenge,
which are all day Sunday matches and Women may be changedunder the following conditions: -
15.2.1 Permission is given by the President or Vice President/s ofKZNCU up until 16h00 on the Saturday before the game.
16. CLUB SPONSORS:Clubs will be permitted to display their sponsors’ logo on playingshirts/jerseys provided that the prior consent of the Manco hasbeen obtained.

17. PROMOTION AND RELEGATION FOR 2012/2013 SEASON:The top team from the Challenge League Stream 1 will be promoted to thePremier league. The bottom team from the Premier League would be relegatedto the Challenge League Stream 1. In the event of African Warriors finishing lastin the Premier League then the team finishing second last will be relegated. Thetop team from the Challenge League Stream 2 will be promoted to the ChallengeLeague Stream 1, the bottom team from the Challenge League Stream 1 will berelegated to the Challenge League Stream 2.
The bottom team from the Challenge League Stream 2 will be relegated to theirrespective sub-union. Teams from the sub-union wanting promotion must apply.
The amnesty of African Warriors has been extended for the 2012/2013 season.
18. QUALIFICATION OF PREMIER/CHALLENGE STATUS:18.1 All KZNCU clubs to have a minimum of three senior teams, this
includes their first team. Teams from the Township would beexempt from this requirement provided they make writtenmotivation prior to the commencement of the season that theycannot fulfill the requirement.
All KZNCU league teams must have a Junior programme.All KZNCU teams must aspire to include a Women’s team in theirstructure. This would be compulsory in the 2011/2012 season.
18.2 In the event of Premier and Challenge league clubs, as definedin 18.1, repeatedly scratching a team, the Manco shall have theright to relegate the 1st team of such club or to refuse the clubaffiliation the following season.
18.3. All clubs must have a Linear trained scorer.18.4. All Clubs must have a Level Two Coach.18.5. All Clubs must provide an umpire.18.6. Incentive for playing a Black African player/s is R1 125-00 per
player provided the player/s plays more than 50% of thematches. (African Warriors and Umlazi are excluded).
18.7. For a club to qualify to represent KZNCU at the ClubChampionship they have to play a player of colour during theseason and that player must be included in the squad for theClub Championship. The club that is to represent KZNCU at theClub Championship is to provide their squad to the Manager ofAmateur Cricket for approval prior to the team going to thetournament. Clubs that do not fulfill the KZNCU requirements willnot represent KZNCU at the Club Championship.

PLAYING CONDITIONSExcept as varied here under the Laws of Cricket (2000 Code 4th Edition - 2010) shall apply.
Premier and Challenge leagues to play two rounds of 50 overs. A minimum of 20 overs constitute a match. Match is completed once the team batting second passes the first team's score. No
penalty will apply if the team bowling their overs at a rate less than 15 overs per hour ifthe batting side is all out.
Limited over competition - run rate would determine results. Late start to constitute a minimum of 20 overs for each team shall commence at 13h45.
1. THE PLAYERSEach captain shall provide a list of the names of the 11 players in writing to theUmpires before the toss. No player may be changed after the nomination without theconsent of the opposing captain.
2. SUBSTITUTES AND RUNNERSSubstitutes and Runners
A runner for a batsman when batting is not permitted.
The umpires shall have discretion to allow, for other wholly acceptable reasons, asubstitute fielder to act for a nominated player, at the start of the match, or at anysubsequent time.

Fielder absent or leaving the fieldIf a fielder fails to take the field with his side at the start of the match or at anylater time, or leaves the field during a session of play, the umpire shall beinformed of the reason for his absence, and he shall not thereafter come on tothe field during a session of play without the consent of the umpire. (See Law2.6 as modified). The umpire shall give such consent as soon as practicable.
If the player is absent from the field for longer than 8 minutes:
2.1. the player shall not be permitted to bowl in that innings after his return untilhe has been on the field for at least that length of playing time for which he wasabsent.
2..2 the player shall not be permitted to bat unless or until, in the aggregate, hehas returned to the field and/or his side’s innings has been in progress forat least that length of playing time for which he has been absent or, ifearlier, when his side has lost five wickets.
The restriction shall not apply if the player has suffered an external blow (asopposed to an internal injury such as a pulled muscle) whilst participating earlierin the match and consequently been forced to leave the field. Nor shall it apply ifthe player has been absent for very exceptional and wholly acceptable reasons(other than injury or illness).
In the event of a fieldsman already being off the field at the commencement of aninterruption in play through ground, weather or light conditions or for otherexceptional circumstances, he shall be allowed to count any such stoppagetime as playing time, provided that he personally informs the umpires when he isfit enough to take the field had play been in progress. Similarly, if at thecommencement of an interruption in play through ground, weather or lightconditions or for other exceptional circumstances, a player is on the field but stillhas some unexpired penalty time remaining from a previous absence, he shallautomatically be allowed to count any such stoppage time as playing time.
Substitute fielders shall only be permitted in cases of injury, illness or otherwholly acceptable reasons. ‘Wholly acceptable reasons’ should be limited toextreme circumstances and should not include what is commonly referred to as a‘comfort break’.
3. THE BALL A four piece ball must be used in all Premier and Challenge league fixtures. Teams
must play with balls supplied by KZNCU Each club to carry at least two used balls. This would alleviate time loss when ball is
lost. The captain of the fielding side SHALL NOT be permitted to take a new ball during
the innings. If the ball is to be replaced, the umpires shall inform the batsman and the fielding
captain. Either batsmen or bowler may raise the matter with the umpire and theumpires decision as to a replacement or otherwise will be final.
The umpires shall retain possession of the match ball throughout the duration of thematch when play is not actually taking place.

During play the umpires shall periodically and regularly inspect the condition of the balland shall retain possession of it at the fall of a wicket, a drinks interval, or any otherdisruption in play.
4. Ball lost or becoming unfit for playLaw 5.5 shall be replaced by the following:
In the event of a ball during play being lost or in the opinion of the umpires, being unfit forplay through normal use, the umpires shall allow it to be replaced by one that in theiropinion has had a similar amount of wear.
In the event of the ball becoming wet and soggy as a result of play continuing in inclementweather or in the opinion of the umpires being unfit for play, the ball may be replaced for aball that has similar amount of wear, even though it has not gone out of shape.
If the ball is to be replaced, the umpire shall inform the batsman.
5. THE PITCHIf, in the opinion of the umpires, a pitch is considered too dangerous for play or unfit tocontinue, they shall stop play immediately.
All covers (including 'hessian' or 'scrimp' covers used to protect the pitch against thesun) shall be removed not later than two and half hours before the scheduled start ofplay provided it is not raining at the time, but the pitch will be covered again if rainfalls prior to the commencement of play.
6. INNINGSAll matches will consist of one innings per side, each innings being limited to amaximum of 50 overs.
Length of Innings6.1. Uninterrupted Matches
(a) Each team shall bat for 50 overs unless all out earlier.(b) If the team fielding first fails to bowl the required number of overs by the
scheduled time for cessation of the first innings, play shall continue untilthe required number of overs has been bowled. The interval shall bereduced to enable the second innings to commence at the rescheduledtime, subject to there being a minimum interval of 20 minutes. The teambatting second shall receive its full quota of 50 overs irrespective of thenumber of overs it bowled in the scheduled time for the cessation of thefirst innings.
(c) If the team batting first is dismissed in less than 50 overs, the teambatting second shall be entitled to bat for 50 overs.
(d) If the team fielding second fails to bowl 50 overs by the scheduledcessation time, the hours of play shall be extended until the requirednumber of overs has been bowled or a result is achieved.
(e) In the event of the umpires having determined the over rate being belowthat's required, the umpires shall inform the Union who will impose thepenalty. The penalty for slow over rate is R150-00 per over.

6.2. Delayed or Interrupted Matches
(a) Delay or Interruption to the Innings of the Team Batting First
If up to 30 minutes of playing time is lost then the intervals willbe reduced by playing time lost.
(i) Thereafter when playing time has been lost the revised number of oversto be bowled in the match shall be based on a rate of 15 overs per hour,which is exclusive of the provision of the drinks interval, in the totalremaining time available for play.
(ii) The revision of the number of overs should ensure, whenever possible,that both teams have the opportunity of batting for the same number ofovers. The team batting second shall not bat for a greater number ofovers than the first team unless the latter completed its innings in lessthan its allocated overs. To constitute a match, a minimum of 20 overshave to be bowled to the side batting second, subject to a result not beingachieved earlier.
(iii) A fixed time will be specified for the commencement of theinterval, and also the close of play for the match, by applying a rate of 15overs per hour. When calculating the length of playing time availablefor the match, or the length of either innings, the timing and duration ofall relative delays, extensions in playing hours, interruptions in play, andintervals, excluding those for drinks, will be taken into consideration.This calculation must not cause the match to finish earlier than theoriginal time for cessation of play on the final scheduled day for play. Ifrequired the original time shall be extended to allow for one extra overfor each team.
(iv) If the team fielding first fails to bowl the revised number of overs by thespecified time, play shall continue until the required number of overs havebeen bowled or the innings is completed. The interval shall be reduced toenable the second innings to commence at the rescheduled time, subjectto there being a minimum interval of 20 minutes.
(v) In the event of the umpires having determined the over rate being belowthat's required, the umpires shall inform the Union who will impose thepenalty. The penalty for slow over rate is R150-00 per over.
(b) Delay or Interruption to the innings of the Team Batting Second
(i) When playing time has been lost and, as a result, it is notpossible for the team batting second to have the opportunity ofreceiving its allocated, or revised allocation of overs in the playing timeavailable, the number of overs shall be reduced at a rate of 15 overs perhour, which is exclusive of the provision of drinks intervals, in respect ofthe lost playing time. Should the calculations result in a fraction of an overthe fraction shall be ignored.

(ii) In addition, should the innings of the team batting first have beencompleted prior to the scheduled, or re-scheduled time for thecommencement of the interval, then any calculation relating to therevision of overs shall not be effective until an amount of time equivalentto that by which the second innings started early has elapsed.
(iii) To constitute a match, a minimum of 20 overs have to be bowled to theteam batting second subject to a result not being achieved earlier.
(iv) The team batting second shall not bat for a greater number of overs thanthe first team unless the latter completed its innings in less than itsallocated overs.

In a delayed or interrupted match where the overs are reduced for both teams or for theteam bowling second, no bowler may bowl more than one-fifth of the total oversallowed.
Where the total overs are not divisible by 5, one additional over shall be allowed to themaximum number per bowler necessary to make up the balance.
In the event of a bowler breaking down and being unable to complete an over, theremaining balls will be allowed by another bowler. Such part of an over will count as afull over only in so far as each bowler’s limit is concerned.
8. Minimum number of overs required to be bowled8.1 The minimum number of overs to be bowled to be achieved by the fielding team
shall be 15 overs per hour.
8..2 In calculating the minimum number of overs required to be bowled, the followingtime allowances shall be made:
(a) the actual time taken where treatment is given to a player on thefield of play;
(b) the actual time taken for a player to leave the field of play in the event of aserious injury;
(c) the actual time lost due to any other circumstances beyond the control ofthe players.
8.3 The minimum number of overs required to be bowled will be calculated at the endof the match by the umpires. If the overs is calculated as being under theminimum number of overs required to be bowled the hour, the following shallapply:
(a) As soon as reasonably practicable the umpires shall inform the teamcaptain and / or team manager of the relevant fielding team that theregulations have been breached and that the prescribed sanction inaccordance shall be applied.
(b) If, the umpires are of the opinion that the minimum number of oversrequired was not achieved by the fielding team by reason of eventsbeyond its control, including (but not limited to) time wasting by thebatting team, the umpires shall be entitled to amend the over ratecalculation as they deem appropriate.
(c) In the event of the umpires being of the opinion that the conduct of thebatting team has prevented the fielding team from bowling the minimumrequired number of overs, the umpires shall submit a report andappropriate sanction shall be applied.

8.4 SanctionNo sanction may be imposed in respect of minimum over rates in the event of thebatting team being bowled out, or when a result is achieved.
In the event of the umpires having determined the over rate being below that'srequired, the umpires shall inform the Union who will impose the penalty. Thepenalty for slow over rate is R150-00 per over.
9. Changing agreed times for intervals - Interval between Innings9.1. The innings of the team batting second shall not commence before the
scheduled time for commencement of the second session unless theteam batting first has completed its innings at least 30 minutes prior tothe scheduled interval, in which case a ten minute break will occur andthe team batting second will commence its innings and the interval willoccur as scheduled.
9.2. If the innings of the team batting first is completed in less than 30 minutes prior tothe scheduled interval, the interval shall take place immediately and the innings ofthe team batting second will commence correspondingly earlier.
10. Intervals for drinksTwo drinks break of 5 minutes duration per session is permitted, except that underconditions of extreme heat the umpires may permit an extra interval for drinks.
An individual player may be given a drink either on the boundary edge or at the fall of awicket, on the field, provided that no playing time is wasted. No other drinks shall be takenonto the field without the permission of the umpires. Any player taking drinks onto thefield shall be dressed in proper cricket attire.

12. THE RESULTa. A result can be achieved only if both teams have had the opportunity of
batting for at least 20 overs, unless one team has been all out in less than20 overs or unless the team batting second scores enough runs to win inless than 20 overs.
b. All matches in which both teams have not had an opportunity of batting for aminimum of 20 overs, shall be declared no result.
A Tie : If the scores are equal, the result shall be a tie and no account shall be takenof the number of wickets, which have fallen.
In the event of teams finishing on equal points in their sections, the winner will bedetermined in the following order of priority:
The team with the most number of wins;

The team which was the winner of the head to head match played between themwill be placed in the higher position;
If still equal, the team with the highest number of bonus points; If still equal, the team with the highest run rate; The team that have scored the most number of runs in its matches throughout
the tournament and The team losing the lesser number of wickets throughout the tournament;
Note:Where a team scratches, or has deemed to have scratched aleague fixture, its opponents shall be awarded the averagenumber of points as that obtained by the teams winning onthe same day.
12.1. Delayed or Interrupted Matches – calculation of the Target Score
If, due to suspension of play after the start of the match, the number of overs inthe innings of either team has to be revised to a lesser number thanoriginally allotted (minimum of 20 overs), then a revised target score (to win)should be set for the number of overs which the team batting second will havethe opportunity of facing. This revised target is to be calculated using the currentRun Rate method.
12.2. Correctness of resultAny query on the result of the match shall be resolved as soon aspossible and a final decision made by the umpires at close of play.
12.3. PointsThe points system is as follows:

12.4. Run RateA team’s run rate is calculated by dividing the total runs by the number of oversbowled.
In the event of a team being all out in less than its full quota of overs, the calculationof its run rate shall be based on the full quota of overs to which it would have beenentitled and not on the number of overs in which the team was dismissed. Onlythose matches where results are achieved will count for the purpose of run ratecalculation.

13 Bonus Points .
If no result is achieved on the day, the match shall be declared a "No Result" match.
The team that achieves a run rate of 1.25 times that of the oppositionshall be awarded one bonus point. A team's run rate will be calculated byreference to the runs scored in an innings divided by the number ofovers faced.
In line with National and International competitions the winning team canearn a maximum of 1(one) bonus point in a league match. The losingteam cannot earn a bonus point.
“In a full game a side batting second can gain a bonus point by reachingtheir target within 40 overs” or “the side bowling second can gain abonus point by restricting the opposition to a score of less than 80% ofthe target and win the match”, e.g. Team batting first scores 240, teambowling second must restrict the opposition to 191 or less to qualify forthe bonus point. (240 – 20% = 192)
In reduced games the target/overs will be adjusted proportionally.
Reduced Games
1 Bonus point for any team that achieves victory with a run rate 1.25times that of the opposition. (Target x100/125)
14. Mode of deliveryLaw 24.1 (b) shall be replaced by the following:
The bowler may not deliver the ball underarm. If a bowler bowls a ball underarmthe umpire shall call and signal no ball, and the ball is to be re-bowled overarm.
14.1 Free Hit after a foot-fault no ball
A no ball called for a foot fault (Law 24.5) shall be a free hit for whicheverbatsman is facing it. If the delivery for the free hit is not a legitimate delivery (anykind of no ball or a wide ball) then the next delivery will become a free hit forwhichever batsman is facing it.
For any free hit, the striker can be dismissed only under the circumstances thatapply for a no ball, even if the delivery for the free hit is called wide ball.
Field changes are not permitted for free hit deliveries unless there is a change ofstriker.
The umpires will signal a free hit by (after the normal No Ball signal) extendingone arm straight upwards and moving it in a circular motion.
14.2 . WIDE BALLLaw 25 shall apply with the following addition to Law 25.1:

Umpires are instructed to apply very strict and consistent interpretation in regardto this Law in order to prevent negative bowling wide of the wicket.
Any offside or leg side delivery which in the opinion of the umpire does notgive the batsman a reasonable opportunity to score shall be called a wide.
15. BATSMAN OUT OF HIS GROUND:If the running batsman has grounded any part of his foot behind the popping crease, thenany subsequent loss of contact with the ground of his person or bat, during his continuingforward momentum, should not be interpreted as being ‘out of his ground’.
.16. OBSTRUCTING THE FIELD:
Law 37 shall apply. For the avoidance of doubt, if an umpire feels that a batsman,in running between the wickets, has significantly changed his direction withoutprobable cause and thereby obstructed a fielder’s attempt to effect a run out, thebatsman should, on appeal, be given out, obstructing the field. It shall not berelevant whether a run out would have occurred or not.If the change of direction involves the batsman crossing the pitch, Law 42.14 shall alsoapply.
17. RESTRICTIONS ON THE PLACEMENT OF FIELDSMEN17.1. At the instant of delivery, there may not be more than 5 fieldsmen on the leg side.17.2. In addition further fielding restrictions shall apply to certain overs in each innings.
The following fielding restrictions shall apply:a) Two semi-circles shall be drawn on the field of play. The semi-
circle shall have as their centre the middle stump at either end ofthe pitch. The radius of each of the semi-circles shall be 30 yards(27.43 metres). The semi-circles shall be linked by two parallelstraight lines drawn on the field. The fielding restriction areasshould be marked by continuous painted white lines or ‘dots’ at 5yard (4.57 metres) intervals, each ‘dot’ to be covered by a whiteplastic or rubber (but not metal) disc measuring 7 inches (18 cm) indiameter.
During the first block of Powerplay Overs only two fieldsmen shall bepermitted outside the fielding restriction area at the instant of delivery.
During the second Powerplay blocks only three fieldsmen shall bepermitted outside the fielding restriction area at the instant of delivery.
b) Two inner circles shall be drawn on the field of play. The circles shallhave as their centres the centre point of the popping crease at either endof the pitch. The radius of each of the circles shall be 15 yards (13.72metres). These fielding restriction areas should be marked by ‘dots’. Thesegment of the circles reserved for the slip positions shall not bedemarcated.
During the first block of Powerplay Overs (in an uninterruptedinnings, the first 10), there must be a minimum of two stationary fieldsmen

within the applicable fielding restriction area measured from the striker’send at the instant of delivery.
17.3. During the non Powerplay Overs, no more than 4 fieldsmen shall be permittedoutside the fielding restriction area. .
17.4. Powerplay Overs for an uninterrupted match shall be 15 overs per innings to betaken as follows:
(a) The first block of Powerplay Overs (block of 10 overs for an uninterruptedmatch) shall be at the commencement of the innings.
(b) The second block of Powerplay Overs (block of 5 overs for anuninterrupted match) shall be taken at the discretion of the of the batsmenat the wicket. In an innings of scheduled duration between 41 and 50overs, it may not be completed later than the 40th over. (No equivalentrestriction apply to innings of shorter scheduled duration).
(c) A batsman must nominate his team’s Powerplay no later than themoment at which the umpire reaches the stumps at the bowler’s end forthe start of the next over.
(d) Once a batsman has nominated a Powerplay, the decision cannot bereversed.
(e) Should the batting side choose not to exercise their discretion, theirPowerplay Overs will automatically commence at the latest available pointin the innings (e.g. in a 50 over innings, this will begin at the start of the36th over).
17.5. In circumstances when the number of overs of the batting team is reduced, thenumber of Powerplay Overs shall be reduced in accordance with the tablebelow. For the sake of clarity, it should be noted that the table shall apply to boththe 1st and 2nd innings of the match.

17.6. Each block of Powerplay Overs must commence at the start of an over.

17.6.1. If play is interrupted not during the Powerplay overs, then on resumption, itis necessary to determine how any remaining Powerplay overs should beallocated. The total number of Powerplay overs for the innings is derivedfrom the table above. Any Powerplay overs already taken prior to theinterruption will be deemed to have been from the initial allocation followedby the batting sides allocation.
Illustrations:
(a) A match starts as 50 overs, is interrupted after 12 overs andreduced to 43 overs. (The first 10 overs have beenPowerplays (PP); the next two were not.) The new PPallocation is 9+4, 3 overs of batting side selection left and becompleted by the 40th over.
(b) If play is interrupted during the first Power play and on resumptionthe overs required to be bowled in that Power play have alreadybeen exceeded, then the second Power play will be assumed tohave been taken immediately and will continue as completed
(c) If following an interruption, on resumption the total number ofPower play overs for the innings has already been exceeded, thenthere will be no further Power play deliveries bowled in theinnings.
17.7 At the commencement of each discretionary block of Powerplay Overs, theumpire shall signal such commencement to the scorers by rotating his arm ina large circle.
17.8 In the event of an infringement of any of the above fielding restrictions, thesquare leg umpire shall call and signal ‘No Ball’.
NOTE: When there is no demarcation of the restricted areas mentioned above,the Umpires’ shall be the sole judges of these imaginary areas.
18. FAIR AND UNFAIR PLAYDangerous and Unfair Bowling
18.1. The Bowling of Fast Short Pitched Balls(a) A bowler shall be limited to two fast short-pitched delivery per over.
(b) A fast short-pitched ball is defined as a ball which passes or would havepassed above the shoulder height of the striker standing upright at thecrease.
(c) The umpire at the bowlers end shall advise the bowler and thebatsman on strike when each fast short pitched delivery has beenbowled.

(d) In addition, for the purpose of this regulation a ball that passes abovehead height of the batsman, that prevents him from being able to hit itwith his bat by means of a normal cricket stroke shall be called a wide.
(e) For the avoidance of doubt any fast short pitched delivery that is called awide under this playing condition shall also count as one of the allowableshort pitched deliveries in that over
(f) In the event of a bowler bowling more than one fast short-pitcheddeliveries in an over the umpire at the bowlers end shall call and signal noball on each occasion. A differential signal shall be used to signify a fastshort pitched delivery. The umpire shall call and signal "no ball" and thentap the head with the other hand.
(g) If a bowler delivers a third fast short pitched ball in an over, the umpire,after the call of no ball and when the ball is dead, shall caution thebowler, inform the other umpire, the captain of the fielding side andthe batsmen at the wicket of what has occurred. This caution shallapply throughout the innings.
(h) If there is a second instance of the bowler being no balled in theinnings for bowling more than two fast short pitched deliveries inan over, the umpire shall advise the bowler that this is his finalwarning for the innings.
(i) Should there be any further instance by the same bowler in that Iinnings, the umpire shall call and signal no ball and when the ball is deaddirect the captain to take the bowler off forthwith. If necessary, the overshall be completed by another bowler, who shall neither have bowled theprevious over, or part thereof, nor be allowed to bowl the next over, orpart thereof.
(j) The bowler thus taken off shall not be allowed to bowl again in thatinnings.
(k) The umpire will report the occurrence to the other umpire, thebatsmen at the wicket and as soon as possible to the captain of thebatting side.
(l) The umpires will report the matter to the Union who shall take such actionas is considered appropriate against the captain and the bowlerconcerned. (Refer also to Law 42.1 Fair and Unfair Play – Responsibilityof the Captains.)
18.2. Bowling of High Full Pitched BallsLaw 42.6 (b) shall be replaced by the following:
(a) Any delivery, which passes or would have passed on the full above waistheight or shoulder height of the striker standing upright at the crease isdeemed unfair, whether or not is it likely to inflict physical injury on thestriker.

(b) In the event of a bowler bowling a high full pitched ball (i.e. abeamer), the umpire at the bowler’s end shall, in the first instance, calland signal no ball.
In the event of a bowler bowling a high full pitched ball the umpire at thebowler's end shall call and signal no ball.
If, in the opinion of the umpire, such a delivery is considered likely toinflict physical injury on the batsman, the umpire at the bowler’s endshall, in addition to calling and signaling no ball, when the ball is dead,caution the bowler and issue a first and final warning. The umpire shallinform the other umpire, the captain of the fielding side and the batsmenat the wicket of what has occurred.
(c) Should there be any further instance (where a high full pitched ball isbowled and is considered likely to inflict physical injury on the batsman)by the same bowler in that innings, the umpireshall, in addition to calling and signaling no ball, when the ball is dead,direct the captain to take the bowler off forthwith. If necessary, the overshall be completed by another bowler, who shall neither have bowled theprevious over, or part thereof, nor be allowed to bowl the next over, orpart thereof.
(d) The bowler thus taken off shall not be allowed to bowl again in thatinnings.
(e) The umpire will report the occurrence to the other umpire, thebatsman at the wicket and as soon as possible to the captain of thebatting side.
(f) The umpires will report the matter to the Union who shall take such actionas is considered appropriate against the captain and the bowlerconcerned. (Refer also to Law 42.1 Fair and Unfair Play –Responsibility of the Captains.)
18.3. Dangerous and Unfair Bowling – Action by the umpireLaw 42.7 shall be replaced by the following:
18.3.1. The bowling of fast short pitched balls is unfair if in the opinionof the umpire at the bowler’s end he considers that by theirrepetition and taking into account their length, height anddirection, they are likely to inflict physical injury on the striker,irrespective of the protective clothing and equipment he maybe wearing. The relative skill of the striker shall also be takeninto consideration.
18.3.2. In the event of such unfair bowling, the umpire at the bowler’send shall adopt the following procedure:

(a) In the first instance the umpire shall call and signal no ball,caution the bowler and inform the other umpire, the captainof the fielding side and the batsmen of what has occurred.
(b) If this caution is ineffective, he shall repeat the aboveprocedure and indicate to the bowler that this is a finalwarning.
(c) Both the above caution and final warning shall continue toapply even though the bowler may later change ends.
(d) Should there be any further instance by the same bowler inthat innings, the umpire shall call and signal no ball and when theball is dead direct the captain to take the bowler off forthwith.If necessary, the over shall be completed by another bowler,who shall neither have bowled the previous over, or part thereof,nor be allowed to bowl the next over, or part thereof. See Law22.8. (Bowler Incapacitated or Suspended during an Over).
(e) The bowler thus taken off shall not be able to bowl again inthat innings.
(f) The umpire will report the occurrence to the other umpire, thebatsmen at the wicket and as soon as possible to the captainof the batting side.
(g) The umpires will report the matter to the Tournament Directorwho shall take such action as is considered appropriateagainst the captain and the bowler concerned. (Refer also toLaw 42.1 Fair and Unfair Play – Responsibility of the captains.)
18.4. Deliberate bowling of High Full Pitched BallsLaw 42.8 shall be replaced with the following:
If the umpire considers that a high full pitch, which is deemed unfairwas deliberately bowled, then the caution and warning process shallbe dispensed with.
The umpire at the bowlers end shall:
18.4.1. Call and signal no ball.
18.4.2. When the ball is dead, direct the captain to take the bowler offforthwith.
18.4.3. Not allow the bowler to bowl again in that innings.
18.4.4. Ensure that the over is completed by another bowler,provided that the bowler does not bowl two overs or partthereof consecutively.

18.4.5. Report the occurrence to the other umpire, to the captain ofthe batting side and the Tournament Director who shalltake such action as is considered appropriate against thecaptain and the bowler concerned. (Refer also to Law 42.1Fair and Unfair Play – Responsibility of the Captains).
19. BOWLER ATTEMPTING TO RUN OUT NON-STRIKER BEFORE DELIVERY
The bowler is permitted before releasing the ball and provided he has not completedhis usual delivery swing, to attempt to run out the non-striker. Whether the attempt issuccessful or not, the ball shall not count as one of the over. If the bowler fails toattempt to run out the non-striker, the umpire shall call and signal Dead ball as soon aspossible.

3 PLAYING CONDITIONS:
3.1. Each League will comprise of TWO groups.3.2. The competition would be played on a league basis. The winners of each group
from the Premier and Women's league will proceed to the final to decide thewinner of the respective Leagues.
3.3. In the Challenge League the winners of Stream 1A and 1B will play in the firstsemi-final and the second semi-final will be played between the winners ofStream 2A and 2B.
3.4. The winner of Stream 1 will play the winner of Stream 2 to decide the winner ofthe Challenge competition.
3.5. In the event of teams finishing on equal points, the right to play in the semi-finaland or final will be determined in the following order of priority:3.5.1. The team with the most number of wins.3.5.2. If still equal, the team that won against the other team who are equal on
points and have the same number of wins.3.5.3. If still equal, the team with the best run rate throughout the season.
3.6. Matches shall consist of ONE innings per team of 20 Overs each.3.7. A minimum of 5 overs per team shall constitute a match.3.8. In the event of a match being delayed or interrupted RUN RATE would be used
to determine the winner based on a maximum of 20 overs and a minimum of 5overs.
3.9. Each bowler shall be allowed a maximum of four (4) overs.In a delayed or interrupted match where the overs are reduced for both teams orthe team batting second - no bowler may bowl more than one-fifth of the totalovers allowed. Where the total is not divisible by 5, one additional over shall beallowed to the maximum number per bowler necessary to make up the balance.
3.10. In the event of a tie – the “One Over Per Side Eliminator” procedure will apply.(Appendix)
3.11. In the event of a match not being played (washed out or incomplete) the resultwould be a “no result match”.

5 UNINTERRUPTED MATCHES
5.1. Each team shall bat for 20 overs unless all out in fewer overs.5.2. If the team fielding first fails to bowl the required number of overs by
the scheduled time for cessation of the first session, play shallcontinue until the required number of overs has been bowled. Theinterval shall not be extended and the second session shall commenceat the scheduled time.The team batting second shall receive its full quota of 20 oversirrespective of the number of overs it bowled in the scheduled time forthe cessation of the first innings.
5.3. If the team batting first is dismissed in less than 20 overs, the teambatting second shall be entitled to bat for 20 overs.
5.4. If the team fielding second fails to bowl 20 overs by the scheduledcessation time, the hours of play shall be extended until the requirednumbers of overs has been bowled or a result achieved.
5.5. Sanction - No sanction may be imposed in respect of minimum over rates in theevent of the batting team being bowled out, or when a result is achieved.
5.6. In the event of the umpires having determined the over rate being below that'srequired, the umpires shall inform the Union who will impose the penalty.The penalty for slow over rate is R150-00 per over.
6 DELAYED or INTERRUPTED MATCHES
6.1. Generala. The object shall be to rearrange the number of overs so that both
teams have the opportunity of batting for the same number of overs.A minimum of 5 overs have to be bowled to the side batting secondto constitute a match.The calculation of the number of overs to be bowled shall be basedon an average rate of 15 overs per hour in the total t ime availableto play. (One (1) over for every four (4) minutes)
b. If the team fielding second fails to bowl the required number ofovers by the scheduled cessation time, the hours of play shall beextended until the overs have been bowled or a result achieved.
In the event of the umpires having determined the over rate being below that'srequired, the umpires shall inform the Union who will impose the penalty.The penalty for slow over rate is R150-00 per over.
c. The team batting second shall not bat for a greater number of oversthan the first team unless the latter has been all out in less than theagreed number of overs.
d. Fractions are to be ignored in all calculations pertaining to thenumber of overs bowled - round up to the next whole number.
6.2. Delay or Interruption of the Innings to the Team Batting FirstIf the number of overs of the team batting first is reduced, a fixed timewill be specified for the completion of the first session, as calculatedby applying the provision of Clause 6.1.

6.3. Delay or Interruption to the Innings of the Team Batting SecondIf there is a suspension in play during the second innings, the oversshall be reduced at a rate of one (1) overs for every full four (4)minutes of time lost, except where the innings of the team batting firstends prior to the scheduled time for the interval between innings.
7 FIELD MARKINGS
7.1 Two (2) semi-circles shall be drawn on the field of play.7.2 They have as their centre the middle stump on either end of the pitch.7.3 The radius of each of the semi-circles is 30 yards (27.43m)7.4 The semi circles shall be linked by two parallel straight lines drawn on the field.
These fielding restriction areas should be marked by continuous painted whitelines or dots.
7.5 As a guide for “wide” deliveries 750mm markings on the bowling crease must beshown on either side of the stumps and at both ends.
8 FIELDING RESTRICTION
8.1. At any instant of delivery, there may not be more than Five (5)fielders on the leg side.
8.2 In addition to the above further f ielding restrictions shall apply tocertain overs in each innings:
a. In the first six (6) overs of each innings only Two (2)fieldsmen shall be permitted outside the fielding restriction areaat the instance of delivery.
b. During the non fielding restriction overs, no more than five (5)fieldsmen shall be permitted outside the fielding restrictionarea.
8.3. In circumstances when the number of overs of the batting team isreduced, the number of Fielding Restriction Overs shall be reduced inaccordance with the Table Below.For the sake of clarity, it should be noted that the table shall apply toboth the 1st and 2nd innings of the match.

9.1. SUBSTITUTES AND RUNNERSSubstitutes and Runners
A runner for a batsman when batting is not permitted.
The umpires shall have discretion to allow, for other wholly acceptable reasons, asubstitute fielder to act for a nominated player at the start of the match, or at anysubsequent time.
Fielder absent or leaving the fieldIf a fielder fails to take the field with his side at the start of the match or at anylater time, or leaves the field during a session of play, the umpire shall beinformed of the reason for his absence, and he shall not thereafter come on tothe field during a session of play without the consent of the umpire. (See Law2.6 as modified). The umpire shall give such consent as soon as practicable.
If the player is absent from the field for longer than 8 minutes:
9.1.1. the player shall not be permitted to bowl in that innings after his return until hehas been on the field for at least that length of playing time for which he wasabsent.
9.1.2. the player shall not be permitted to bat unless or until, in the aggregate, hehas returned to the field and/or his side’s innings has been in progress for atleast that length of playing time for which he has been absent or, if earlier, whenhis side has lost five wickets.
The restriction shall not apply if the player has suffered an external blow (asopposed to an internal injury such as a pulled muscle) whilst participating earlierin the match and consequently been forced to leave the field. Nor shall it apply ifthe player has been absent for very exceptional and wholly acceptable reasons(other than injury or illness).
In the event of a fieldsman already being off the field at thecommencement of an interruption in play through ground, weather or lightconditions or for other exceptional circumstances, he shall be allowed to countany such stoppage time as playing time, provided that he personally informs theumpires when he is fit enough to take the field had play been in progress.Similarly, if at the commencement of an interruption in play through ground,weather or light conditions or for other exceptional circumstances, a player is onthe field but still has some unexpired penalty time remaining from a previousabsence, he shall automatically be allowed to count any such stoppage time asplaying time.
Substitute fielders shall only be permitted in cases of injury, illness or otherwholly acceptable reasons. ‘Wholly acceptable reasons’ should be limited toextreme circumstances and should not include what is commonly referred to as a‘comfort break’.

10. FAIR AND UNFAIR PLAY - Dangerous and Unfair Bowling
10.1. The Bowling of Fast Short Pitched Balls(a) A bowler shall be limited to two fast short-pitched delivery per over.
(b) A fast short-pitched ball is defined as a ball which passes or would havepassed above the shoulder height of the striker standing upright at thecrease.
(c) The umpire at the bowlers end shall advise the bowler and the batsmanon strike when each fast short pitched delivery has been bowled.
(d) In addition, for the purpose of this regulation a ball that passes abovehead height of the batsman, that prevents him from being able to hit itwith his bat by means of a normal cricket stroke shall be called a wide.
(e) For the avoidance of doubt any fast short pitched delivery that is calleda wide under this playing condition shall also count as the allowableshort pitched delivery in that over
(f) In the event of a bowler bowling more than one fast short- pitcheddelivery in an over the umpire at the bowlers end shall call and signal noball on each occasion. A differential signal shall be used to signify a fastshort pitched delivery. The umpire shall call and signal "no ball" and thentap the head with the other hand.
(g) If a bowler delivers a third fast short pitched ball in an over, theumpire, after the call of no ball and when the ball is dead, shallcaution the bowler, inform the other umpire, the captain of the fieldingside and the batsmen at the wicket of what has occurred. This cautionshall apply throughout the innings.
(h) If there is a second instance of the bowler being no balled in theinnings for bowling more than one fast short pitched delivery in anover, the umpire shall advise the bowler that this is his final warning forthe innings.
(i) Should there be any further instance by the same bowler in that Iinnings, the umpire shall call and signal no ball and when the ball isdead direct the captain to take the bowler off forthwith. If necessary,the over shall be completed by another bowler, who shall neitherhave bowled the previous over, or part thereof, nor be allowed tobowl the next over, or part thereof.
(j) The bowler thus taken off shall not be allowed to bowl again in thatinnings.
(k) The umpire will report the occurrence to the other umpire, thebatsmen at the wicket and as soon as possible to the captain ofthe batting side.

(l) The umpires will report the matter to the Union who shall take such actionas is considered appropriate against the captain and the bowlerconcerned. (Refer also to Law 42.1 Fair and Unfair Play – Responsibilityof the Captains.)
10.2. Bowling of High Full Pitched BallsLaw 42.6 (b) shall be replaced by the following:
(a) Any delivery, which passes or would have passed on the fullabove waist height or shoulder height of the striker standingupright at the crease is deemed unfair, whether or not is itlikely to inflict physical injury on the striker.
(b) In the event of a bowler bowling a high full pitched ball (i.e. abeamer), the umpire at the bowler’s end shall, in the firstinstance, call and signal no ball.
In the event of a bowler bowling a high full pitched ball the umpire at thebowler’s end shall call and signal no ball.
If, in the opinion of the umpire, such a delivery is considered likely toinflict physical injury on the batsman, the umpire at the bowler’s endshall, in addition to calling and signaling no ball, when the ball is dead,caution the bowler and issue a first and final warning. The umpire shallinform the other umpire, the captain of the fielding side and the batsmenat the wicket of what has occurred.
(c) Should there be any further instance (where a high full pitched ball isbowled and is considered likely to inflict physical injury on the batsman)by the same bowler in that innings, the umpire shall, in addition to callingand signaling no ball, when the ball is dead, direct the captain to take thebowler off forthwith. If necessary, the over shall be completed by anotherbowler, who shall neither have bowled the previous over, or part thereof,nor be allowed to bowl the next over, or part thereof.
(d) The bowler thus taken off shall not be allowed to bowl again in thatinnings.
(e) The umpire will report the occurrence to the other umpire, thebatsman at the wicket and as soon as possible to the captain of thebatting side.
(f) The umpires will report the matter to the Union who shall take such actionas is considered appropriate against the captain and the bowlerconcerned. (Refer also to Law 42.1 Fair and Unfair Play –Responsibility of the Captains.)
10.3. Dangerous and Unfair Bowling – Action by the umpireLaw 42.7 shall be replaced by the following:
10.3.1. The bowling of fast short pitched balls is unfair if in the opinionof the umpire at the bowler’s end he considers that by their

repetition and taking into account their length, height anddirection, they are likely to inflict physical injury on the striker,irrespective of the protective clothing and equipment he may bewearing. The relative skill of the striker shall also be taken intoconsideration.
10.3.2. In the event of such unfair bowling, the umpire at the bowler’s endshall adopt the following procedure:
(a) In the first instance the umpire shall call and signal no ball, cautionthe bowler and inform the other umpire, the captain of the fieldingside and the batsmen of what has occurred.
(b) If this caution is ineffective, he shall repeat the above procedureand indicate to the bowler that this is a final warning.
(c) Both the above caution and final warning shall continue to applyeven though the bowler may later change ends.
(d) Should there be any further instance by the same bowler inthat innings, the umpire shall call and signal no ball and when theball is dead direct the captain to take the bowler off forthwith. Ifnecessary, the over shall be completed by another bowler, whoshall neither have bowled the previous over, or part thereof, norbe allowed to bowl the next over, or part thereof. See Law22.8. (Bowler Incapacitated or Suspended during an Over).
(e) The bowler thus taken off shall not be able to bowl again in thatinnings.
(f) The umpire will report the occurrence to the other umpire, thebatsmen at the wicket and as soon as possible to the captain ofthe batting side.
(g) The umpires will report the matter to the Union who shall takesuch action as is considered appropriate against the captain andthe bowler concerned. (Refer also to Law 42.1 Fair and UnfairPlay – Responsibility of the captains.)
10.4. Deliberate bowling of High Full Pitched BallsLaw 42.8 shall be replaced with the following:
If the umpire considers that a high full pitch, which is deemed unfair wasdeliberately bowled, then the caution and warning process shall bedispensed with.
The umpire at the bowlers end shall:
10.4.1. Call and signal no ball.10.4.2. When the ball is dead, direct the captain to take the
bowler off forthwith.

10.4.3. Not allow the bowler to bowl again in that innings.
10.4.4. Ensure that the over is completed by another bowler, providedthat the bowler does not bowl two overs or partthereof consecutively.
10.4.5. Report the occurrence to the other umpire, to the captainof the batting side and the Tournament Director who shall takesuch action as is considered appropriate against the captain andthe bowler concerned. (Refer also to Law 42.1 Fair and UnfairPlay – Responsibility of the Captains).
10.5. Bowler attempting to run non-striker before delivery
The bowler is permitted before releasing the ball and provided he hasnot completed his usual delivery swing, to attempt to run out the non-striker. Whether the attempt is successful or not, the ball shall not countas one of the over. If the bowler fails to attempt to run out the non-striker,the umpire shall call and signal Dead ball as soon as possible.
11. MODE OF DELIVERYLaw 24.1 (b) shall be replaced by the following:
The bowler may not deliver the ball underarm. If a bowler bowls a ball underarmthe umpire shall call and signal no ball, and the ball is to be re-bowled overarm.
11.1 Free Hit after a foot-fault no ball
A no ball called for a foot fault (Law 24.5) shall be a free hit for whicheverbatsman is facing it. If the delivery for the free hit is not a legitimate delivery (anykind of no ball or a wide ball) then the next delivery will become a free hit forwhichever batsman is facing it.
For any free hit, the striker can be dismissed only under the circumstances thatapply for a no ball, even if the delivery for the free hit is called wide ball.
Field changes are not permitted for free hit deliveries unless there is a change ofstriker.
The umpires will signal a free hit by (after the normal No Ball signal) extendingone arm straight upwards and moving it in a circular motion.
11.2. Wide Bowling - Judging a wide
11.2.1. Umpires are instructed to apply a very strict and consistentinterpretation in regard to this Law in order to preventnegative bowling wide of the wicket.
11.2.2. Any offside delivery, which in the opinion of the Umpire doesnot give the batsman a reasonable opportunity to score, shallbe called a wide. (Note: Wide Marking)

11.2.3. Any delivery pitched on leg stump and going further down legshall be called “wide”.
12. THE BALL12.1. Only balls supplied by KZNCU are to be used during the
competition.12.2. Each club to carry at least two used balls. This would alleviate time loss when the
ball is lost.
APPENDIX: “One Over Eliminator Procedure”
PROCEDURE FOR THE ONE OVER PER SIDE ELIMANATOR
The following procedure will apply should the provision for a Super Over per side eliminatorbe adopted in any match:
1.1. Subject to weather conditions the Super Over will take place on the scheduledday of the match at a time to be determined by the Umpires. In normalcircumstances it shall commence 5 minutes after the conclusion of the match.
1.2. The Super Over will take place on the same pitch allocated for the match (thedesignated pitch) unless otherwise determined by the umpires in consultationwith the ground authority.
1.3. The umpires shall stand at the same end as that in which they finished thematch.
1.4. The umpires shall choose which end will be used for bowling and both teams willbowl from the same end.
1.5. Prior to the commencement of the Super Over each team elects three batsmenand one bowler.
1.6. The nominated players are given in writing to the Umpires, both teams requiredto submit their choice simultaneously.
1.7. Each team’s over is played with the same fielding restrictions as apply for the lastover in a normal T20 match.
1.8. The team batting second in the match will bat first in the Super Over.1.9. The same ball (or a ball of a similar age if the original ball is out of shape or lost)
as used at the end of the team’s innings shall be used for the Super Over.1.10. The loss of two wickets in the over ends the team’s Super Over
innings.1.11. The team that scores the most runs from the Super Over will be declared the
winner.1.12. In the event of the teams having the same score after the Super Over has been
completed, the team that hit the most number of boundary sixes combined fromits two innings in both the main match and the Super Over shall be the winner.For clarity, a six scored which includes a boundary four overthrow will not countin this total.
1.13 If the number of boundary sixes hit by both teams is equal, the team that hit themost number of boundary fours combined from its two innings in both the mainmatch and Super Over shall be the winner. For clarity, a four scored whichincludes a boundary four overthrow will not count in the total.
1.14 If the number of boundary fours hit by both teams is also equal, the winner will bedecided by the toss of a coin.

4. INTERVALSThe interval shall fall between innings for all limited over matches. Thisinterval shall not be dispensed with.

7. WIDE BALLThere shall be no other additional restrictions as regards wide ball other thanthose in the Laws of Cricket.In addition to the penalty run for bowling a wide ball, any other runs resultingshall be scored as wide runs.
NO BALLLaw 24.1 shall apply.
No-Ball foot faultA free hit will be allowed
In addition to the penalty run for bowling a no ball, any other runs resultingshall be scored as runs to the batsman if hit, or as extras, as the case maybe.
8. PLAY SUSPENDED DUE TO WEATHER OR LIGHTIf due to weather or light, the starting time of a match is delayed, orsuspended, the object shall always be to re-arrange the number of overs sothat both teams have the opportunity to bat for an equal number of overs. The

calculation of the number of overs to be bowled shall be based on the rate ofone (1) over for every 3.5 minutes or part thereof, in the time remainingbefore the close of play.A minimum of Fifteen (15) overs per team will be necessary for a result to beobtained unless a team is bowled out in fewer than fifteen (15) overs or ateam reaches its target in less than fifteen (15) overs.If a side, batting first, is bowled out within the number of overs scheduled oragreed to be faced, its run rate shall be calculated on that number of oversscheduled or agreed to be faced, and not the overs actually faced.
NOTEPenalty runs will apply if teams fail to bowl their overs in the time allotted i.e.(10 runs per over).The team batting second shall not bat for a greater number of overs than theteam batting first, unless the latter have been bowled out in less than theagreed number of overs.
9. FITNESS OF GROUND, WEATHER AND LIGHTLaw 3.7, 3.8 & 3.9 of the laws of cricket 2000 code 4th Edition –2010 shallapply. If no official Umpires are officiating in the match the fitness of theground, weather and light shall rest in the hands of the Captains.If no official ground authority is available not later than a half hour prior to thescheduled commencement of the match, the ground shall be considered tohave been automatically handed over to the Umpires/Captains as from thattime.
If an officially appointed Umpire arrives at the ground later than fifteen (15)minutes from the scheduled commencement of the match, the decisionregarding the fitness of the ground for play BEFORE commencement of thematch shall rest in the hands of the Captains.
In order to facilitate play at the earliest possible moment after rain, theUmpires and the Captains shall see that all necessary steps are taken toimprove the playing area, other than the pitch. The home team shall useevery practicable means to remove water from the covers on the pitch andany other water surrounding the pitch or elsewhere on the playing area.
10. ABANDONED MATCHESMatches abandoned due to ground, weather or light conditions before adecision has been reached, shall not be regarded as postponed fixtures. Insuch cases the match would be treated as a draw and points shall be awardedas laid down according to the state of the match and the time it wasabandoned.

In the event of no official Umpire being present, the respective Captains shalldecide in this regard. Result sheets shall be forwarded to the Union in theprescribed manner.Matches abandoned for any other reason other than ground, weather and lightwill be viewed in a serious light. The team causing the abandonment of amatch, by leaving the field or failing to resume play after an interruption or aninterval shall be deemed to have lost the match. The Manco of the KZNCU willrefer the matter to the DC for investigation.
11. COVERING OF PITCHESIt is not a requirement for teams playing in these leagues to have covers.
12. SCORING SYSTEMIn matches where no playing time is lost after the start, the side scoring thegreater number of runs shall be the winner. When a match remains unfinished,due to unfavourable conditions, the winner shall be determined by thecalculation of net run rate, provided a minimum of fifteen (15) overs has beencompleted by each side. If sides score the same number of runs per overoverall, then the result shall be determined by the higher number of runs perover in the first fifteen (15) overs. It shall be the responsibility of both Captainsthat the score is recorded after fifteen (15) overs.
Note 1a. The calculation of the result when a match remains unfinished due to
unfavourable conditions shall be based upon the following formula:Total runsTotal overs faced = runs per over.
b. The winner shall be the side with the highest runs per over taken correct totwo (2) decimal points.
