Karnataka State Police (KSP) has partnered with MyGate to launch an E PASS system for organizations to enable their employees/contractors/vendors to deliver essential and emergency services during the COVID-19 lockdown.

Resident Welfare Associations (RWAs) and Apartment Owners Associations (AOAs) can also meet the criteria for requesting for a KSP CLEAR Pass under certain conditions. No, all societies in Bangalore with valid GSTIN/Association PAN will be able to raise requests for KSP CLEAR Pass. MyGate is only providing the underlying technology.

Should our society be using MyGate Community /Security solution to be able to use KSP CLEAR Pass this?

As per guidelines from the central government, an RWA can be termed as an organisation if all the necessary society registration processes are completed and the RWA has a valid GSTIN/Association PAN.

Can a society/RWA/AOA be treated as an organisation?

You can request for a CLEAR Pass for those directly or indirectly in your employ, such as facility managers or electricians. The RWA may also request passes for those working within society premises or governed/overseen by it, such as workers at a grocery store within the complex.

As an RWA/AOA, whom can I request KSP CLEAR Passes for?

No, RWAs cannot request for a pass for residents. This will be rejected.

Can RWAs request for passes on behalf of residents?

It is the vendor’s responsibility to create the CLEAR Pass for their employees. In case of individual vendors delivering essential services, they also need to create their own CLEAR Pass for any movement.

If a society staff is coming to work from a particular vendor, should theRWA generate a pass or should the company employing him/her createa pass?

You can only apply for resources considered absolutely critical for a residential community. The decision on the total number of passes would be at the discretion of KSP authorities.

How many KSP CLEAR passes can we apply for?

The authority of accepting or rejecting a CLEAR Pass lies completely with the local police force. However, if you feel that your reason is valid, you can please go ahead and apply for a new one or contact kspclearpass@ksp.gov.in.

What if the pass is rejected but the request is genuine?

No, there is no maximum duration for which your employees can get a pass. However, approval is at the discretion of the Karnataka State Police.

Is there a maximum duration for which a CLEAR Pass can be requested?

MyGate is only providing the technology (e.g. platform, website, App) to KSP to bring KSP CLEAR Pass for the citizens. The issue of passes, as well as the number of passes, is at the discretion of KSP authorities.

Can MyGate help in getting the passes for us?

In case you plan to travel in a vehicle, the vehicle details also need to be entered while creating the request for a CLEAR Pass.

If any resident is leaving the society in his/her vehicle, will they needa vehicle pass as well or will having a pass for the person suffice theneed?

There is no specified time. It is at the discretion of the local police authority.

How long will it take for our society CLEAR Pass to be approved?

You should ask and ensure that security agencies apply for a CLEAR Pass for their security guards. Private Security falls under essential services, as per the central government decision, and approvals for their CLEAR Passes should happen faster.

Should private security agencies have a pass or are they exempt?
