Role of Bureau of Energy Efficiency The Government of India has set up Bureau of Energy Efficiency

(BEE) on 1st March 2002 under the provision of the Energy Conservation Act, 2001. The mission of Bureau of Energy Efficiency is to assist in developing policies and strategies with a thrust on self-regulation and market principles with the primary objective of reducing energy intensity of the Indian economy within the overall framework of the Energy Conservation Act, 2001. This will be achieved with active participation of all stakeholders, resulting into accelerated and sustained adoption of energy efficiency in all sectors

Functions of BureauFunctions of the Bureau are as follows: The process and energy consumption standards required to be notified; The labeling of certain equipment requiring some input of energy, along with

the prescription about the display of standards upon such labels; To notify users or class of users as ‘designated consumers’ under this law.

In addition to these, the Bureau according to its functions under the law has to take suitable steps to: create awareness and disseminate information for efficient use of energy and

conservation training of personnel; strengthen consultancy services; promote research and development in the field of energy efficiency to develop good testing and certification procedure promote use of energy efficient process, equipment, devices and systems promote innovative financing of energy efficiency projects etc.

Why Star Labeling?• Wide variation in energy consumption by products of manufacturers is

observed.

• Information on energy consumption is often not easily available, sufficient or easy to understand from the nameplate.

• Lead to continued manufacture and purchase of inefficient equipment and appliances.

History and Success

• Started in Poland way back in 1962

• Worldwide 65 countries implemented including California USA in 1976

• Australia, Canada, China, Brazil, Thailand, Japan, and the United Kingdom (U.K.)

For an instance, we consider comparison of energy consumption of a 48” (1200mm) sweep ceiling fan of two different brands.

Average normal power consumption of 48” AC ceiling fan is about 80W (for a branded make).

In case of non-branded AC ceiling fan of 48” sweep, the power consumption would be double the branded make i.e 160W.

Now, we calculate energy consumption charges of each fan for a given month.

Branded Fan:-

Power consumption = 80w

Energy consumption for a month (considering 12 working

hours in a day) = 80w X 12h X 30 days = 28.800Kwh

Non-Branded Fan:-

Power consumption = 160w

Energy consumption for a month (considering 12 working

hours in a day) = 160w X 12h X 30 days = 57.600Kwh

Energy consumption charges for a month considering Rs. 2.50 per Kwh.(unit)

For a branded fan

28.800 X Rs. 2.50 = Rs. 72/- per month for Fan

For a non-branded fan

57.600 X Rs. 2.50 = Rs. 144/- per month for Fan

Extra amount paid on non-branded fan per year

12months X 72 = Rs. 864/-

Note:- more energy consumption in case of non-branded fan is due to usage of re-rolled (cheap in cost due to impurities present) copper winding whose conductor resistance is very high when compared to pure copper.

• Voluntary labels for refrigerators and air conditioners introduced in December 2006

• Aggressive advertising and outreach promoted labels as a brand of superior products – manufacturers piggybacked on label advertising

• Labeled products bought for check testing

• Labeling seldom works if payback period is more than 4-5 years; maximum sales is of products with 2-3 years payback

What is standard or label?What is Standards? Prescribe limits on the energy consumption (or minimum levels of the energy efficiency) of

manufactured products. “Standards” commonly encompasses two possible meanings:

well-defined test protocols to obtain a sufficiently accurate estimate target limits on energy performance

What is Label? Describes energy performance (in the form of energy use, efficiency or energy cost) “Labels” mainly give consumers the necessary information to make informed purchase.

There are two types of labels:

Comparative Label Endorsement Label

Allow consumers to compare the energy consumption of similar products, and factor lifetime running cost into their purchasing decision

Provide a ‘certification’ to inform prospective purchasers that the product is highly energy efficient for its category.

Voluntary to Mandatory Labeling

After regulation is notified in the official gazette,

it becomes mandatory to display the star rating label on the appliance from the date of

commencement of the regulation in the public domain.

Mandatory Phase

For transition:

BEE sends draft proposal to Ministry of Power.

Once approved by MoP, proposal is forwarded to Ministry of Law for legal

vetting.

Draft approved by MoL sent back to MoP.

Draft regulations published in official gazette for seeking public comments

Draft regulations, modified if required and again sent to MoP and MoL.

Once approved, regulation is notified in official gazette

Transition Phase

After 2-3 years of the launch of the voluntary scheme,

Goals of the Energy Conservation Lighting accounts for about 1/3 of the electric energy use and 25-40% of electricity

costs.It is estimated that between 8 to 20% of lighting costs can be reduced by simply turning off lighting when rooms are vacant.

Electrical loads from plug-in equipment can account for between 20 - 25% of a building’s total energy usage in office spaces or about Rs: 7,000/- per employee per year. Directors, managers and staff will be held accountable for the way energy is consumed.

PCs account for the majority (more than half) of the plug load electrical use in an office environment. An estimated Rs: 2800/- per PC per year can be saved if computers are turned off when not in use.

Turn off your computer monitor when you are away from your desk for more than 15 minutes and at the end of the day. Most monitors now come with power management, standby and shut down features which the Information Technology Department should activate.

Note: Screen savers don't save energy; complex screen savers actually increase energy use.16

Immediate Energy Conservation

Opportunities De-lamp common use (offices) and corridor (hallways) spaces by

30% -40%, respectively, wherever possible.

Recommend Lighting Standards should not be exceeded, wherever possible.

Turn off all lights at night, including task, office and restroom lights, when they are not in use.

Replace interior and exterior conventional filament/ fluorescent lights by LED lights to reduce energy use by upto 70%.

Utilisation of Solar Power Plants in

Buildings State Govt. has announced it’s policy for encouraging solar power production in the state

during the year 2012. (Go MS No’s: 39, 44 & 46 of Energy (RES-A1) Dept.) Subsequently net metering facility for solar grid interactive roof-top and small SPV

power plants was announced during the year 2013. (Go MS No’s: 22 of Energy (RES-A1) Dept.)

SALIENT FEATURES OF SOLAR NET METERING consumers will generate solar power for self consumption and feed excess power in the

grid. Net metering is the concept which records net energy between export of generated

energy and import of DISCOM energy for a billing month. Net metering facility shall be allowed only for 3-phase service consumers. SPV modules shall meet the requirements of Indian as well as IEC standards. The area required for installation of SPV modules is 10 Sq m for each KWp capacity.

Ministry of New and Renewable Energy Department (MNRE) Govt. of India is authority to provide subsidy as per the prescribed eligibility criteria after submitting proposals through New and Renewable Energy Development Corporation of Andhra Pradesh (NREDCAP).

Prior permission is to be taken from DISCOM to install SPV system based on net metering.
