Notes and Definitions

The data and definitions in this report are drawn from Statistics Canada’s 2011 National Household Survey (NHS), a voluntary survey that replaced the mandatory long-form census in 2011. Comparability between 2006 Census and 2011 NHS: The 2006 Census includes residents in collective dwellings and persons living abroad, whereas the NHS excludes them. In addition, NHS data is derived from a voluntary survey with a potentially higher non-response error than in the 2006 Census. The KPU Region data presented in the data tables and charts are an aggregate of the census subdivision data that make up the KPU Region. The KPU Region includes Delta, Langley City, Langley District Municipality (Langley DM), Richmond, Surrey, White Rock, McMillan Island Indian Reserve, Semiahmoo Indian Reserve, and Tsawwassen Indian Reserve. Labour Force: Individuals aged 15 and over who were employed or unemployed and looking for work during the week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011. Not in the labour force: Individuals who were unwilling or unable to offer or supply labour services under conditions existing in their labour markets during the week of Sunday, May 1st to Saturday, May 7th, 2011. Employed: Individuals who had a job or business during the week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011. Unemployed: Individuals who were without work, were available for work, and were actively seeking work during the week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011. Participation rate: Individuals in the labour force during the week of May 1st, 2011 to Saturday, May 7th, 2011, expressed as a percentage of the total population aged 15 years and over. Employment rate: Individuals employed during the week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011, expressed as a percentage of the total population aged 15 years and over. Unemployment rate: Individuals unemployed during the week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011, expressed as a percentage of the labour force. Random rounding and percentage distributions: The data in the various sub-categories of a data table may not add up to the total column in the same data table due to the random rounding technique used by Statistics Canada to ensure the confidentiality of responses. Each number in a dataset ends in either zero or five and the values are rounded at random, not necessarily to the closest number, to produce unbiased rounded results. Counts ending in 0 or 5 are not changed and remain as 0 or 5. Due to random rounding, percentage distributions may not add up to 100%.

Global non-response rate (GNR): The GNR indicator combines complete non-response households and partial non-response questions into a single rate. A smaller GNR indicates a lower risk of non-response bias and as a result, a lower risk of inaccuracy. Introduction

This analytical report presents Statistics Canada’s 2011 NHS results on labour for the KPU Region, often comparing it to the Greater Vancouver Regional District (GVRD), and to the province overall. The report contains the key labour market indicators such as the labour force participation, employment and unemployment rates, which provide an overall view of the state of the labour market in the KPU Region. Other topics covered include the labour force status by gender, employed labour force by age groups, total labour force by class of workers (public, private, and self-employed), by industry, and by major occupational groups, language use in the workplace, work activity (the number of weeks worked and full-time and part-time employment), employed labour force by place of work, and commute to work. The appendices of the report include detailed tables that present the NHS results on labour by the census subdivisions of the KPU Region.

Highlights

Overview of KPU Region’s Labour Force • According to the NHS, the KPU Region had 739,915 people aged 15 years and over during the

week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011, of which 446,910 had a job. The employment rate in the KPU Region was 60.4%. This compares to 61.4% in the GVRD and 59.5% in BC.

• Within the KPU Region, Langley DM had the highest employment rate at 65.6%. The lowest employment rates were observed in the McMillan Island Indian Reserve at 45.5%, the Semiahmoo Indian Reserve (50%), and the Tsawwassen Indian Reserve (51.2%), which were followed by White Rock (55.7%) and Richmond (57.3).

• The KPU Region's overall unemployment rate was 7.3%, which was 0.5 percentage points below the provincial unemployment rate (7.8%). The Tsawwassen Indian Reserve had the highest unemployment rate at 9.7% and the lowest unemployment rates were observed in Langley DM (6.1%) and Delta (6.3%).

Labour Force Statistics by Gender • In 2011, 482,095 KPU Region residents over the age of 15 were in the labour force and of those,

48% were women. Women also made up 48% of the labour force in both the GVRD and BC in 2011.

• In the KPU Region, the labour force participation rate for men was 70.4%, compared to 60.3% among women. During the same period, the labour force participation rates for women in the GVRD and BC were 61.7% and 60.4%, respectively.

• In 2011, the unemployment rate for the KPU Region’s women, at 7.7%, was 0.7 percentage points higher than the unemployment rate for men of the Region.

• Within the KPU Region, Langley DM’s women participation rate was 64.7%, the highest among women in all census subdivisions. The participation rate for men was highest in Langley DM at 75.2%.

• The employment rate for women was highest in Langley DM at 60.7%, which was followed by Delta (58.1%). The employment rate for men was also highest in Langley DM (70.7%), which was once again followed by Delta (66%).

• Within the KPU Region, the unemployment rate for women was highest in the Tsawwassen Indian Reserve at 10.5% and lowest in Langley DM at 6.2%. Similarly, the unemployment rate for men was highest in the Tsawwassen Indian Reserve at 11.8% and lowest in Langley DM at 6%.

Employed Labour Force by Age Group • In 2011, individuals between 35 to 54 made up the largest age group in the employed labour

force in the KPU Region (48.3%), the GVRD (47.8%), and BC (47.2%), which was followed by the 25 to 34 age group.

• Within the KPU Region, 12.7% of the employed labour force was aged 15 to 24 and 15.7% was aged 55 to 64. This compares to 11.8% and 15.1% respectively for the GVRD, and 12.4% and 16.5% respectively for BC.

• Within the KPU Region, Langley City had the highest proportion of youths (people between the age of 15 and 24 years) in the employed labour force (14.4%), which was followed by Langley DM (13.6%) and Surrey (13%). White Rock had the lowest proportion of youths in the employed

labour force at 8.9% and the highest proportion of 55 to 64 year olds and 65 years and over in its employed labour force.

Labour Force by Class of Workers • In 2011, the number of self-employed persons in the KPU Region amounted to 55,915 or 11.6%

of the total labour force of the region. Within the region, only 35.4% of the self-employed were women in 2011. This compares to 36.7% in the GVRD and 37.3% in BC.

• The proportion of paid workers was 86.1% in the KPU Region, 85.6% in the GVRD, and 84.8% in BC.

• Within the KPU Region, the highest proportion of self-employed persons was observed in the Tsawwassen Indian Reserve (20.8%), followed by White Rock (17.4%) and Langley DM (13.9%).

• The highest proportion of paid workers was in the Semiahmoo Indian Reserve at 90.9%, followed by Langley City (89.9%).

Labour Force by Industrial Sector

• In 2011, the retail trade sector ranked first among all industrial sectors in terms of its share of the total labour force in the KPU Region (11.8%), the GVRD (10.9%), and BC (11.6%).

• The health care and social assistance sector had the second highest share of the total labour force in the KPU region (9.5%), the GVRD (10.1%), and BC (10.8%).

• In the KPU region, the manufacturing sector had the third highest share with 8.3%. However, in the GVRD and BC, professional, scientific, and technical services and construction, respectively, accounted for the third highest share of the total labour force in 2011.

Top Occupational Groups in the KPU Region

• In 2011, the top three occupational groups in the KPU Region, the GVRD, and BC were sales and service occupations, business, finance and administration occupations, and trades, transports and equipment operators and related occupations. These three groups accounted for 58.1% of the total labour force in the KPU Region. This compares to 54.3% for the GVRD and 54.6% for BC.

• Within the KPU region, the sales and service occupations had the highest share of the total labour force in all census subdivisions.

Top Occupational Groups among Men and Women

• In 2011, women comprised 48.6% of the total labour force in the KPU Region. The women in the labour force were more likely to be employed in sales and service occupations (30.1%), business, finance, and administration occupations (25.2%) and occupations in education, law and social, community and government services (14.1%)

• In comparison, the men in the labour force were likely to be employed in trades, transport and equipment operators and related occupations (28.6%), sales and service occupations (20.3%), and management occupations (14%)

Work Activity in 2010

• The 2011 NHS provides information on the work activity of the labour force for the 2010 calendar year, which includes the number of weeks worked and whether these weeks were mostly full-time or mostly part-time.

• In 2010, the labour force in the KPU Region worked an average of 44.4 weeks. This compares to 44.3 weeks for the GVRD and 43.9 weeks for BC.

• Within the KPU Region, the number of weeks worked varied between 39 weeks in the Tsawwassen Indian Reserve and 45.3 weeks in Langley City.

• Men of the KPU Region labour force worked an average of 45 weeks whereas the women worked an average of 43.6 weeks in 2010.

• In 2010, 21.9% of the KPU Region labour force worked part-time, whereas 78.1% worked full-time. In comparison, 78.2% of the labour force in the GVRD and 76.8% of the labour force in BC worked full-time in 2010.

Language Use in the Workplace

• In the KPU Region, 91.7% of the population aged 15 years and over reported English only as the language used most often at work, 0.1% reported French only and 0.1% said they used both official languages. 5.9% of the population aged 15 years and over reported using a non-official language at work and another 2.2% reported using English and a non-official language.

• Within the KPU Region, of all the languages other than English and French, Chinese languages and Punjabi were the most often non-official languages used at work.

Employed Labour Force by Place of Work Status

• In the KPU Region, 77.5% of the employed labour force aged 15 years and over worked at their usual place, 7% worked at home, and 14.7% did not have a fixed workplace address.

• In the KPU Region, the proportion of employed women who worked at home was slightly higher than that of men, 7.7% versus 6.3%. Almost 72% of the employed men and 84% of the employed women worked at their usual places in 2011.

Commute to Work

• In the KPU Region, private vehicles (car, truck, or van) were by far the most common mode of transportation, used by 82.8% of the commuters in the KPU Region. This compares to the GVRD at 70.8% and BC at 76.8%.

• In 2011, 12.1% of commuters within the KPU Region used public transit to get to work. The percentage of the GVRD and BC commuters who used public transit was 19.7% and 12.6%, respectively.

• In 2011, commuters in the KPU Region spent an average of 26.9 minutes to get to work, the same amount of time on average as in the GVRD (25.6 minutes). However, the average commuting time in the KPU Region was 6.5 minutes longer than the provincial average of 20.4 minutes.

Overview of KPU Region’s Labour Force

According to the NHS, the KPU Region had 739,915 people aged 15 years and over during the week of Sunday, May 1st, 2011 to Saturday, May 7th, 2011. Almost 50.6% of the KPU Region’s labour force lived in Surrey and another 21.9% resided in Richmond. At the time of the survey, the KPU Region was home to 38.4% of the GVRD's and 20.3% of BC's labour force. Of the 739,915 labour force participants in the KPU Region, 482,090 (65.2%) were in the labour force. KPU Region's labour force participation rate fell from 66.7% in 2006 to 65.2% in 2011. The labour force participation rate has also declined slightly in the GVRD (from 66.8% in 2006 to 66.1% in 2011) and BC (from 65.6% in 2006 to 64.6% in 2011). Of the 739,915 labour force participants in the KPU Region, 446,910 were employed and the employment rate was 60.4%. In comparison, at the time of the 2006 Census, the employment rate in the KPU Region was 63.2%. In 2011, the employment rates for the GVRD and BC were 61.4% and 59.5%, respectively. In 2006, 63% of the GVRD’s and 61.6% of BC’s labour force were employed. BC’s employment rate was the fifth lowest rate in the thirteen provinces and territories in 2011 and it was 1.4 percentage points lower than the national employment rate of 60.9%. In 2011, Yukon and Alberta had the highest employment rates in Canada (see Figure 1).

The lowest employment rates were observed in the McMillan Island Indian Reserve at 45.5%, the Semiahmoo Indian Reserve (50%), and the Tsawwassen Indian Reserve (51.2%), which were followed by White Rock (55.7%) and Richmond (57.3%) (see Figure 2).

In 2011, the Tsawwassen Indian Reserve had the highest unemployment rate (9.7%) in the KPU Region1. The lowest unemployment rates were observed in Langley DM (6.1%) and Delta (6.3%). The KPU Region's overall unemployment rate was 7.3%, which was 0.5 percentage points below the provincial unemployment rate of 7.8%. Within the KPU Region, only the Tsawwassen Indian Reserve and Surrey had unemployment rates that were higher than the provincial rate of 7.8% (see Figure 2).

In 2011, Alberta and Saskatchewan had the lowest unemployment rates in Canada (see Figure 3).

Labour Force Statistics by Gender

In 2011, 482,095 KPU Region residents over the age of 15 were in the labour force and of those, 48% were women. Similarly, in 2011, women made up 48% of the labour force in both the GVRD and BC. Labour force participation rates are generally higher among men than women. In the KPU Region, in 2011, the labour force participation rate for men was 70.4%, compared to 60.3% among women. During the same period, the labour force participation rates for women in the GVRD and BC were 61.7% and 60.4%, respectively (see Figure 4). In 2011, the employment rate for men in the KPU Region was also higher than the employment rate for women by 9.8 percentage points. The difference in the GVRD and BC was 8.5 percentage points and 7.4 percentage points, respectively (see Figure 4). In 2011, 50% of the KPU Region’s unemployed were men and 50% were women. The unemployment rate for the KPU Region’s women, at 7.7%, was 0.7 percentage points higher than the unemployment rate for men of the region and 0.8 percentage points higher than the provincial average unemployment rate of 7.8% for all British Columbians.

Within the KPU Region, Langley DM’s participation rate for women was 64.7%, the highest among women in all census subdivisions of the region. This rate was 4.4 percentage points higher than the KPU Region’s participation rate for women of 60.3% and 4.3 percentage points higher than BC’s participation rate for women of 60.4%. The participation rate for women was the second highest in Delta at 62%. Labour force participation rates for women were lower than those for men in all census subdivisions of the KPU Region except the Tsawwassen Indian Reserve. The largest difference of 16.7 percentage points

occured in the Semiahmoo Indian Reserve2, which was followed by Surrey (10.7 percentage points) and White Rock (10.5 percentage points). The employment rates for women were below the rates for men in all census subdivisions of the region except the McMillan Island Indian Reserve and the Tsawwassen Indian Reserve. The largest difference of 20.8 percentage points occurred in the Semiahmoo Indian Reserve, which was followed by Surrey (10.7 percentage points) and Langley DM (10 percentage points). The employment rate for women was highest in Langley DM at 60.7%, which was followed by Delta (58.1%). The employment rate for men was also highest in Langley DM (70.7%), which was once again followed by Delta (66%). Within the KPU Region, the unemployment rate for women was highest in the Tsawwassen Indian Reserve at 10.5% and lowest in Langley DM at 6.2%. Similarly, the unemployment rate for men was highest in the Tsawwassen Indian Reserve at 11.8% and lowest in Langley DM at 6%. Employed Labour Force by Age Group In 2011, the age distribution of the employed labour force in the KPU region, the GVRD, and BC was very similar (see Figure 5). Individuals between 35 to 54 made up the largest age group in the employed labour force in the KPU Region (48.3%), the GVRD (47.8%), and BC (47.2%), which was followed by the 25 to 34 age group. Within the KPU Region, 12.7% of the employed labour force was aged 15 to 24 and 15.7% was aged 55 to 64. This compares to 11.8% and 15.1% respectively for the GVRD, and 12.4% and 16.5% respectively for BC. Within the census subdivisions of the KPU Region, the proportion of youths (people between the age of 15 and 24 years) in the employed labour force ranged from 8.9% to 14.4% of the total employed labour force. Within the KPU Region, Langley City had the highest proportion of youths in the employed labour force (14.4%), which was followed by Langley DM (13.6%) and Surrey (13%). White Rock had the lowest proportion of youths in the employed labour force at 8.9% and the highest proportion of 55 to 64 year olds and 65 years and over in its employed labour force (see Figure 5). KPU Region’s percentage of youth in the employed labour force exceeded the provincial percentage by 0.3 percentage points and the GVRD percentage by 0.9 percentage points.

Total Labour Force by Class of Workers In 2011, the number of self-employed persons in the KPU Region amounted to 55,915 or 11.6% of the total labour force of the region. The proportion of self-employed in the GVRD and BC was 12.2% and 13.1%, respectively. The proportion of paid workers was 86.1% in the KPU Region, 85.6% in the GVRD, and 84.8% in BC (see Table 1). Within the KPU Region, the highest proportion of self-employed persons was observed in the Tsawwassen Indian Reserve (20.8%), followed by White Rock (17.4%) and Langley DM (13.9%). The highest proportion of paid workers was in the Semiahmoo Indian Reserve at 90.9%, followed by Langley City (89.9%). Compared with males, KPU Region females were more likely to be paid workers. In the KPU Region, only 35.4% of the self-employed were women in 2011. This compares to the GVRD at 36.7% and BC at 37.3%. In 2011, the Tsawwassen Indian Reserve had the highest proportion of self-employed women (20.5%), followed by White Rock (15.7%), and Langley DM (10.4%). The proportion of self-employed men was highest in the Tsawwassen Indian Reserve (20.6%), which was followed by White Rock (19.3%), and Langley DM (16.9%). Total Labour Force by Industrial Sector In 2011, the retail trade sector ranked first among all industrial sectors in terms of its share of the total labour force in the KPU Region (11.8%), the GVRD (10.9%), and BC (11.6%). The health care and social assistance sector had the second highest share of the total labour force in the KPU region (9.5%), the GVRD (10.1%), and BC (10.8%). In the KPU region, the manufacturing sector had the third highest share with 8.3%. However, in the GVRD and BC, professional, scientific, and technical services and construction, respectively, accounted for the third highest share of the total labour force in 2011. Figure 6 presents the distribution of the KPU Region labour force by industrial sectors. In 2011, the share of the goods-producing sector of the total labour force was 19% in the KPU Region, 15.4% in the GVRD, and 18.7% in BC.

Top Occupational Groups

In 2011, the top three occupational groups in the KPU Region, the GVRD, and BC were sales and service occupations, business, finance and administration occupations, and trades, transports and equipment operators and related occupations. These top three groups accounted for 58.1% of the total labour force in the KPU Region (see Figure 7). This compares to 54.3% for the GVRD and 54.6% for BC. The least common occupational groups in the KPU Region, the GVRD, and BC were natural resources, agriculture and related production occupations, occupations in art, culture, recreation and sport, and occupations in manufacturing and utilities. These bottom three groups accounted for 8.7% of the total labour force in the KPU Region (see Figure 7). This compares to 8.6% for the GVRD and 9.2% for BC.

Top Occupational Groups Among Men and Women In 2011, women comprised 48.6% of the total labour force in the KPU Region. The women in the labour force were more likely to be employed in sales and service occupations (30.1%), business, finance, and administration occupations (25.2%) and occupations in education, law and social, community and government services (14.1%) (see Figure 8). These three major occupational groups were the top three occupational groups for women in all census subdivisions of the KPU Region (excluding the Indian Reserves), the GVRD, and BC. In comparison, the men in the labour force were likely to be employed in trades, transport and equipment operators and related occupations (28.6%), sales and service occupations (20.3%), and management occupations (14%) (see Figure 8). These three major occupational groups were the top three occupational groups for men in all census subdivisions of the KPU Region (excluding the Indian Reserves), the GVRD, and BC.

Work Activity in 2010 The 2011 NHS provides information on the work activity of the labour force for the 2010 calendar year, which includes the number of weeks worked and whether these weeks were mostly full-time or mostly part-time. In 2010, the labour force in the KPU Region worked an average of 44.4 weeks. This compares to 44.3 weeks for the GVRD and 43.9 weeks for BC. Within the KPU Region, the number of weeks worked varied between 39 weeks in the Tsawwassen Indian Reserve and 45.3 weeks in Langley City. Men of the KPU Region labour force worked an average of 45 weeks whereas the women worked an average of 43.6 weeks in 2010. For men, the number of weeks worked varied between 41.6 weeks in the the Tsawwassen Indian Reserve and 46.1 weeks in Langley City. For women, the number of weeks worked in 2010 ranged from 36.9 weeks in the Tsawwassen Indian Reserve to 44.5 in Langley City and Langley DM. In 2010, 21.9% of the KPU Region labour force worked part-time, whereas 78.1% worked full-time. In comparison, 78.2% of the labour force in the GVRD and 76.8% of the labour force in BC worked full-time in 2010. Within the KPU Region, the proportion of the labour force who worked full-time in 2010 was highest at 79.5% in Langley City and Surrey and lowest in White Rock (74.9%). In the KPU Region, a higher proportion of men (86.1%) worked full-time compared to women (69.2%). Among the census subdivisions of the KPU Region, the highest proportion of full-time employment for women was observed in the Tsawwassen Indian Reserve (75%), followed by Richmond (71.2%) and Langley City (71%). The proportion of the KPU Region men who worked full-time in 2010 was highest in Langley City (87.9%), followed by Surrey (87.4%).

Language Use in the Workplace

In the KPU Region, 91.7% of the population aged 15 years and over reported English as the language used most often at work, 0.1% reported French and 0.1% said they used both official languages. In 2011, 5.9% of the KPU Region population aged 15 years and over reported using a non-official language at work and another 2.2% reported using English and a non-official language. In the GVRD, 92.9% of the population aged 15 years and over reported English as the language used most often at work, 5% reported using a non-official language and another 1.7% reported using English and a non-official language. In BC, a higher percentage of the population aged 15 years and over, 95.5%, reported English as the language used most often at work, a lower percentage, 3%, reported using a non-official language at work and another 1.1% reported using English and a non-official language. Within the KPU Region, of all the languages other than English and French, Chinese languages and Punjabi were the most often non-official languages used at work. The proportion of the population aged 15 years and over who mentioned the use of a Chinese language most often at work was highest in Richmond at 11%3. The proportion of the population aged 15 years and over who mentioned the use of Punjabi most often at work was highest in Surrey at 3.9%4. In 2011, within the KPU Region, 77.5% of the employed labour force aged 15 years and over worked at their usual place, 7% worked at home, and 14.7% did not have a fixed workplace address. The highest proportion of the employed labour force who worked at their usual place was observed in Richmond (80%), followed by Langley City (79.2%), and Delta (79%). In the KPU Region, the proportion of the employed women who worked at home was slightly higher than that of men, 7.7% versus 6.3%. Almost 72% of the employed men and 84% of the employed women worked at their usual places in 2011. White Rock had the highest proportion of men (12.2%) and women (12.4%) who worked at home and it was followed by Langley DM. In 2011, 8.4% of the employed men and 10.4% of the employed women in Langley DM worked at home. Commute to Work

In 2011, of the 412,365 KPU residents who commuted to work, 77.5% went to a usual place of work and 14.7% travelled to a location that varied from day to day. Private vehicles (car, truck, or van) were by far the most common mode of transportation, used by 82.8% of the commuters in the KPU Region. This compares to the GVRD at 70.8% and BC at 76.8%. In 2011, 12.1% of commuters within the KPU Region used public transit to get to work. The percentage of the GVRD and BC commuters who used public transit was 19.7% and 12.6%, respectively. Within the KPU Region, Richmond had the highest share of public transit users at 18%, followed by Surrey (12.8%), and Delta (10.4%). In 2011, commuters in the KPU Region spent an average of 26.9 minutes to get to work, the same amount of time on average as in the GVRD (25.6 minutes). However, the average commuting time in the KPU Region was 6.5 minutes longer than the provincial average of 20.4 minutes. At 40.8 minutes, commuters of the McMillan Island Indian Reserve had the longest average commuting time in the KPU Region, which was 20.4 minutes longer than the provincial average of 20.4 minutes. The average commuting time to work in Surrey was the second longest in the KPU Region, with 30.2 minutes. The shortest average commute to work within the KPU Region was in Tsawwassen Indian Reserve (20.4 minutes).
