No quick solution for Sandriver BridgeMONIQUE VERMEULEN

RESIDENTS and tourists travel-ling between St Francis Bay andHumansdorp will have to be con-tent with the narrow and bumpytemporary bridge for a long time tocome.

According to Marius Keyser, seniorRoads Engineer with the ProvincialDepartment of Roads, there is noquick fix for the Sand River Bridgethat was washed away twice in twoweeks during July this year.

This delay is due to the Environ-mental Impact Assessment (EIA)process, which is going to take a longtime. Keyser said: “The EIA will be atime-consuming effort. There are toomany factors involved and owing tothe sensitivity of these there is noeasy remedy or solution of a perma-nent bridge being built soon.”

When asked about the current poorstatus of the second temporary bridgeand the increase of tourist expectedover the holiday season, municipalspokesperson, Mfundo Sobele, saidthat the causeway should be able todeal with the influx of visitors.

“The provincial Department ofRoads and Transport are doing con-stant supervision of the causeway andare responsible for maintaining andstrengthening it for further flooding. We would still be able to arrange forpedestrian crossing should any seri-ous flooding happen. There is unfor-tunately only one road at this stage formotorists.

Consultants have been appointedfor designs and the sketches are ready. We are waiting for the department tocall us for presentations of these andonly then will we be able to tell whatit will consist of,” said Sobele.

EMERGENCY rescue gear worth R650 000 wasdelivered to Kouga last week.

Red Cross training for Kougavolunteers

THE South African Red Cross So-ciety has prioritised Kouga fordisaster management courses fol-lowing the collapse of the SandRiver bridge at St Francis Bay ear-lier this year.

Coralie Peo-Swartz, Red Crossbranch manager in Port Elizabeth, said the collapse of the bridge hadhighlighted how vulnerable the areais to disasters.

“Consequently, we decided to in-clude Kouga in a series of disastermanagement courses we’re present-ing in the Eastern Cape,” she said.

Some 28 volunteers, registeredwith the Disaster Management Unitof the Kouga Municipality, attendedthe first part of the course at Hu-mansdorp last week.

“The volunteers are mainly fromthose areas considered to be disaster‘hot spots’ – the St Francis area, Jef-freys Bay, Humansdorp andHankey,” said Kouga ExecutiveMayor Booi Koerat.

He said Kouga was very fortunate

to have been included in the RedCross programme.

“It’s important that communitiesare empowered so that they can helpto identify and prevent potential di-sasters or assist emergency servicespersonnel effectively in the event ofa disaster,” he explained. “These di-sasters range from floods and fires todrought when food security may bethreatened.”

Peo-Swartz said the course wouldalso include training on the RedCross Restoring of Family Life (RFL)programme.

“The RFL programme is a serviceweprovidemainly to refugees, espe-cially from war-torn areas. Fami-lies who flee strife easily lose con-tact with one another and we try tohelp them trace and make contactwith family members,” she ex-plained.

The course is funded by mining gi-ant BHP Billiton. Two local munici-palities in the Cacadu district, Kougaand Makana, are included on the pro-gramme.

Pikkewyngetalle daal drastiesMONIQUE VERMEULEN

HOE KAN JY HELP?Sowat 20 vrywilligers helpPenguins Eastern Cape ge-reeld.

Drug rehab opens inHumansdorpMONIQUE VERMEULEN

GONE are the days when cocaine and heroinwere used mainly by the upper classes.

Now they are used across the board by theworking and middle classes, ruining the livesof thousands of people. But it is not just co-caine, heroin or marijuana that are takingover people’s lives - tik and alcohol are beingused freely by children as young as 7-years-old.

With drug addiction a rising problem in theKouga region, members of Teen ChallengeEnon Tabernacle Baptist Church, a drug reha-bilitation centre in Cape Town since 1997 un-der the leadership of Rev Jacobus Nomdoe, have decided to open a centre in Humansdorp- enabling youth from disadvantaged commu-nities, who are addicted to drugs, to now haveaccess to treatment.

Teen Challenge is a non-profit and non-gov-ernmental organisation registered by the De-partment of Social Services as an NPO.

“Humansdorp is facing the serious problemof drug addictions, gangsterism and manyother life-threatening problems. These pro-blems are escalating at an alarming rate. Thescary thing though, our children and youthhas become the primary target of late, if weloose our children to these destructive cul-tures, we loose the fibres of our communi-ties,” said Pastor Bentley Roman of Teen Chal-lenge.

“Teen Challenge has a history of contribut-ing effectively towards the combating of theseproblems and the rescuing of those caught upin these cultures. We are also effective in pre-vention programs.”

According to Roman, the centre’s vision isto facilitate life transformation for peoplewith life-controlling problems, one person ata time.

“Since 1997 to date we’ve been working inthe streets, prisons and also in schools. It isour goal to implement the program and useit to its fullest. From what we’ve experiencedsince the commencement of the program, it isvery effective and address the needs of those

we ministered to. We are confident that wecan play a significant role in contributing to-wards combating the current gang, drug, prostitution and other life threatening prob-lems our country is facing,” said Roman.

Teen Challenge offers an in-house 12-monthprogramme for persons between the ages of 13- over 40, with life controlling problems suchas drugs, gangs, prostitution, inter alia whodesires to be helped.

“Our methods in rehabilitation are unique, designed over a twelve- month period, whichis a residential programme that offers the to-tal cure for the total person. A minimum of86% of those completing our program nevergoes back to substances. Many become pro-ductive citizens of society contributing to-wards the uplifting and building of communi-ties,” said Roman.

They, furthermore, offer a S.T.A.R.S (Stu-dents Taking A Right Stand) programme, de-signed for schools. It is both a prevention andintervention programme. It assist learners totake ownership of their school campuses, totake a right stand against drugs, gangs, vio-lence, abuses, inter alia and to make rightchoices in life with regards to career, tempta-tion, peer pressure and much more.

Artist inspired by magic of natureMONIQUE VERMEULEN

WHEN you first enter Xavier TinusGalant exhibit at the Cultural Cen-tre in Humansdorp, he appears tobe a photographer with an uncan-ny eye for capturing nature in itsmost striking moments.

But then you look a little bit closer,

and before long, the pieces in his col-lection reveal themselves not to bephotographs, but rather paintings.

Tinus’ gift for near-duplication ofnatural wonder - not only in appear-ance but emotional feeling as well - iswhat first draw the attention to hiswork.

“Nature is far more inspiring to methan looking at the lines and grids ofbuildings,” said Tinus. “Nature is al-

ways the source for getting shapes. IfI tried to make up a leaf, I could nevermake one as amazing as nature. So, Imight as well go directly to nature.”

At the tender age of 10, Tinus al-ready showed his love and passion forart when he made his first water co-lour painting. From there on therewas no stopping this talented artistand his paintbrush from winning theone award after the other while stillat school.

He had his first formal art exhibi-tion on December 21, 2002 at thelaunch of the Kouga Cultural Centrein Humansdorp. Six months later Ti-nus got nominated for an exhibitionat the Directorate Arts and Culture’sannual visual arts exhibitions. He al-so had a permanent exhibition at theTsitsikamma Khoi San Village.

Awards he accumulated over theyears include an award by the KougaCultural Festival in 2004 in recogni-tion of outstanding organisation, as-sistance and participation; in 2008 hewon the Kouga Mayoral Ward for ArtsandCulture and in 2009hewasanomi-nee in the same category. He is alsothe proud winner of the Brett KebbleArt Awards (BKAA) in 2004.

“My biggest dream is to one day -hopefully in the near future - to ownmy own gallery,” said Thinus.

If Tinus is not painting, he enjoysto write. Tinus can be contacted at0 084 341 4790.

THE BIGGEST EVENT OF THE YEAR.

CENSUS 201110 - 31 OCTOBER

What to do?

Get ready to be counted. Census 2011. You count.

Laerskool Stulting Super-12kampioeneneem. 12 Skole ding in twee groepe

teen mekaar mee.

YOUR PROPERTY QUESTIONS ANSWERED

Dead end in estate transferPROPERTY POSER - ASK THE EXPERTS

PURCHASING a property from adeceased estate is often fraughtwith problems. The question be-fore the panel this week relates toa transfer that appears to have hita dead end.

Some time ago, a reader signed anoffer to purchase on a property thatformed part of a deceased estate. Theprevious owner had passed away twoyears before and the deceased’s sis-ter appeared to be dealing with theproperty.

The reader explains that the sisterwas in fact the beneficiary of theproperty, but decided to sell it out ofthe estate.

Although the reader understandsthat this transaction may be slightlydifferent from a normal propertytransfer, she feels there are certainaspects that are cause for concern.

Firstly, she asks whether she is en-

titled to a copy of the offer to pur-chase.

Secondly, the reader would like toknow what her daughter’s legal posi-tion would be should anything hap-pen to her before the transfer is com-pleted.

According to her, she has alreadypaid the full purchase price and allrelated costs to the transferring at-torney. Lastly, the reader questionswhether the attorney is allowed to“hold back double his fee and that ofthe agent”.

Herman Pieterse from Jan VisserAttorneys in Jeffreys Bay says a pur-chaser is most certainly entitled to acopy of the offer to purchase. “Theagent or transferring attorneyshould be in possession of the docu-ments.”

The purchaser is, after all, a partyto the agreement, says Pieterse, andthere is nothing untoward about sup-

plying him or her with the relevantdocument.

“Without more detailed informa-tion regarding the transaction, it’sdifficult to determine why the trans-fer has taken such a long time to befinalised.”

Regardless of the circumstances,Pieterse saysanoffer topurchasehasbeen signed and presumably accep-ted, because a conveyancer was ap-pointed and the purchase price paid.

If anything were to happen to thereader, and assuming that the saleagreementwas final andbindingat thetime, Pieterse says the executor of herestate would be obliged to complete thetransaction and take transfer.

Typically, the property wouldform one of the assets in the deceasedestate of the reader and her heirswould eventually become owners ofthe property, says Wanda Hayesfrom Huizemark Jeffreys Bay.

“If her daughter is her only heir, she will become the sole owner.”

Hayes says the final matter of themonies being held back by the attor-ney does seem strange.

“If the purchaser has paid thetransfer costs and agent’s commis-sion, there seems to be no logical ex-planation for the attorney wanting tosecure further funds.”

According to Hayes, the purchaseris entitled to a statement of accountregarding themoniespaidbyherandany unorthodox actions by the trans-ferring attorney should be ques-tioned.

“It may be wise to address formalcorrespondence to the firm con-cerned, requesting a full explanationfor the transaction and the appropri-ation of funds.”

Send your property-related ques-tions to [email protected] or joinProperty Poser on Facebook.
