National Public Works Week, May 15-21, 2016

The City of Castlegar’s Public Works Department is comprised of 22 outside staff who are supported by threeManagers, an Engineering Technician and an Administrative Assistant. This dynamic group looks after all facetsof the City’s infrastructure. In the summer months, four students are hired to assist in parks maintenance.

The Roads & Parks crew iscomprised of eleven individuals.The staff makeup includes a crewForeman, a journeyman Carpenter,two parks-Maintenance people, andseveral Heavy and Light EquipmentOperators. In the summer months,four college students are hired toassist the parks maintenance men.

T h e R o a d s & P a r k s c r e wresponsibility is vast and job dutiesare diverse – almost every day

holds different challenges. Pot holepatching, sign instal lat ions,sidewalk repairs, snow plowing,street sweeping, parks garbagec o l l e c t i o n , s p o r t s f i e l dm a i n t e n a n c e , p l a y g r o u n dconstruction, irrigation, specialevents preparations, and somecapital construction jobs name afew duties that the crew may carryout in any given day.

During the winter, the Roads & Parks crew builds and maintains anoutdoor ice rink at Kinnaird Parkwhich is always popular with thecommunity.

The Mechanic’s shop crew isn’tlarge with two members but thework put through is extensive andvaried.

The Mechanical Shop crew isresponsible for keeping the Cityfleet of vehicles and equipment intop running order. The Mechanics

ensure that the many pieces of equipment are always available foruse and when required, are calledupon for emergency field repairs.The crew is also used for snowclearing operations when required.

All the Operators within theUtilities crew are registered withthe BC Environmental OperatorsCertification Program (BC-EOCP).The BC Safe Water Drinking Actrequires Operators to be certified.Continuing education and a seriesof exams ensure Operators areaware of the latest guidelines and

employ the latest and bestpractices for the provision of waterservices within the city.

The Treatment crew for the Cityconsists of four Operators. TheOperators are responsible for thedisinfection and quality monitoringof dr ink ing water and thetreatment of sanitary waste. Thecrew works a rotation shift toensure operator coverage 7 days aweek.

Water is drawn from the ArrowLakes and is disinfected withchlorine and UV treatment as well.Tests of the drinking water aredone throughout the City daily.Parameters such as chlorine levels,turbidity and the absence of bacteriological counts are closelymonitored with weekly watersamples being sent away for

independent testing. A TreatmentOperator can have a very diverseday; from site inspections andequipment trouble-shooting toperforming high level tests in thelab.

Monitoring of the City’s treatment,pumping and storage facilities isaided by the City’s SCADA system(Supervisory Control and DataAcquisition), and is a system of sensors that communicate with amain computer to alert crews if

problems arise no matter the timeof day.

Five operators make up theWater/Sewer Maintenance crew.Their task is to maintain allunderground infrastructures for thedistribution of drinking water andthe collection of sanitary waste.Preventative maintenance such aswater and sewer main flushing,h y d r a n t m a i n t e n a n c e a n dinfrastructure inspection consumesmuch of the maintenance crew’stime. This crew installs newservices in the City and responds towater leaks and sewer backups.

The five person crew operates arange of equipment from backhoesand dump trucks, to large vactortrucks and mobile cranes. Thecrew is utilized to dig graves at theCity’s cemetery and supplementsthe Roads crew during the winterfor snow removal.
