The state apparatus is a concentrated form, or a support structure, of a system of power that goes much beyond it and far deeper.

Rather they are multiplier-relays of power within a society where the state-like structure remains the functional condition of these institutions.

It is not a state apparatus. It is an apparatus enmeshed in the state-like knot. An intra-state-like system.
