KIOCL Limited invites sealed tenders under two bid system from reputed, experienced & registered firms for “Designing and Printing of Annual Report of
KIOCL Limited for the year 2018-19”.
Bidders can collect the tender documents on all working days from the office of the
JGM (P&TS), KIOCL Limited, Bangalore from 26/02/2019 to 29/03/2019, 2.30 PM on
payment of a non-refundable tender document fee of Rs.200/- (Rupees two hundred
only) in the form of Demand Draft from any Nationalized Bank, Scheduled Bank or any
other Bank acceptable by company in favour of “KIOCL LIMITED” payable at
Bangalore.
The tender documents are also available on our website www.kioclltd.in and on
Central public procurement portal www.eprocure.gov.in. The same can be

downloaded from the website and the tender document fee has to be submitted along
with the offer.
Quotations shall be submitted in accordance with the tender terms and conditions.
The last date for submission of sealed bid is 29/03/2019, 05.00 PM. KIOCL Limited
reserves the right to reject any or all the bids without assigning any reasons
whatsoever and without any liability.
Clarification required, if any, may be forwarded in advance, i.e., three days before
the due date of submission and amendments to tender terms and conditions shall be
uploaded in the form of Bulletin on the KIOCL‟s website. Offers shall be submitted in
accordance with the tender terms and conditions and the amendments issued, if any.
Any changes will be notified only on KIOCL‟s website and same will not be published
in the Newspapers. Bidders are requested to check our website from time to time
before submitting their bids. The last date for submission of bids is xx/xx/2019, 05.00

2. Proforma for Technical evaluation of Bidders: The agencies who are submitting
their offers must furnish the following details along with documentary evidence of
their claims. However, any surrogated submission in any form will disqualify them

Necessary supporting documents should be furnished in support of the above
qualifying criteria. The offer from those bidders who do not qualify for the above
condition shall not be considered.

4. Sealed bids shall be submitted in the manner as mentioned below:
I. First sealed Envelope superscribed as: “Un priced – “Designing and
Printing of Annual Report of KIOCL Limited for the year 2018-19”,
shall contain ONE set of all the above tender documents at 3 above
including all Annexure duly filled-in and other relevant documents in
support of your bid with official seal & signature on all pages but without
any mention of rates & prices.
First envelope shall also contain “EARNEST MONEY” and “COST OF
TENDER” (if tender documents are down loaded from company web site)
in the form of Demand draft as per clause- 5 below.

II. Second sealed Envelope superscribed as: “Priced - “Designing and
Printing of Annual Report of KIOCL Limited for the year 2018-19”
shall contain prices filled in strictly as per price Bid format with official
seal & signature and no other additional papers to be enclosed there in.
III. Both the above envelopes should be kept in another cover and sealed and superscribed as: “Bid - “Designing and Printing of Annual Report
of KIOCL Limited for the year 2018-19” shall be addressed to Joint
General Manager (P & TS), KIOCL Limited, Bangalore – 560 034.
5. The bid shall be accompanied by an Earnest Money Deposit of Rs. 2,000/- (Rupees
Two Thousand only) and cost of the Tender document Rs. 200.00 (Rupees Two
hundred only) in the form of;
i. Demand draft from any Nationalized Bank / scheduled commercial bank in
favour of “KIOCL LIMITED” payable at Bengaluru.
ii. Pay Order in favour of “KIOCL LIMITED” payable at Bengaluru.

No other form of EMD will be accepted. Bids not accompanied with EMD are
liable for rejection.
6. EXEMPTION OF EMD: Exemption from submission of EMD and tender document
fee by small scale unit registered with the National Small Industries Corporation
Limited (NSIC) or affiliated to Small Industries Services Institutions, etc., shall be
governed by the guidelines issued by the statutory authorities from time to time
and those bidders seeking such exemption shall necessarily furnish requisite
documents along with the tender.
7. EMD shall be returned without interest after submission of the initial Security
Deposit in the case of successful bidder. However, the same shall be returned to
the unsuccessful bidders immediately after the award of work to the successful
bidder without interest.
8. The sealed bids shall be submitted to Technical Services Department, KIOCL
Limited, II Block, Koramangala, Bangalore – 560 034 till 05.00PM on xx/xx/2019.
Further to the submission of the bids, un-priced bids will be opened on the next
day in presence of the tenderers or their authorized representatives. After
ascertaining the techno-commercial suitability of the offers, the price bids of
techno-commercially acceptable bidders will be opened on a specified date which
will be communicated to the bidders for participation to witness the same.

Bidders are advised to participate in the opening of Technical Bid and also price
Bid. In the event, bidders or their authorised representatives are unable to witness
the same, shall have to inform KIOCL in advance by letter / mail.
In case the date of opening of tender becomes a holiday, the Tenders will be
opened on the next working day.
9. Acceptance of the bid will be intimated to successful bidder through a Letter of
Intent (LOI) and this letter will be treated as authorization for award of work. The
bidder shall sign with seal the said copy of LOI and send to KIOCL Ltd., within five
days (5) from the date of receipt of the same.
10. Bidders shall abide by all the details of “Instruction to Tenderers” enclosed with
the tender documents.
11. The detailed work order shall be issued after the acceptance of the Letter of Intent.
12. KIOCL reserves the right to reject any or all the tenders without assigning any
reason.

TERMS AND CONDITIONS OF CONTRACT
No. KIOCL/TS/CS-AGM/F- 447/235 Date: 26/02/2019
Sub: Designing and Printing of the Annual Report of KIOCL Limited for the year
2018-19.

1. Tenderers shall furnish their quotation in the schedule enclosed to the bid
documents. Quotations should be written in both words and figures.
2. KIOCL reserves the right to award part of the work or the whole, as may be
considered necessary.
3. Tenders received late are liable for rejection.
4. SECURITY DEPOSIT:
i. 10% of the value of work shall be paid to KIOCL Limited before the start of the
work by way of Demand Draft/Pay order drawn in favor of KIOCL Limited”
(issued by any Nationalized /Scheduled Bank payable at Bangalore).
ii. In case of NSIC registered agencies, these agencies shall also pay 10% of the
value of work to KIOCL Limited before the start of the work in the form of
Demand draft/Bank Guarantee from a Nationlised Bank /a Scheduled
Commercial Bank.
iii. The Security Deposit shall bear no interest and refund will be on successful
completion of work.
iv. The security money so deposited will be liable to be forfeited or appropriated
in the event of unsatisfactory performance of the contract, if any, and retained
by the Company on account of failure or negligence on the part of successful
tenderer. The same would be released on expiry/termination of the contract
after adjustment of dues, if any.
5. Evaluation and Comparison of Bids: The detailed process for BID Evaluation
is as follows:
a) First Stage : Techno-Commercial Bid Evaluation :
The techno-commercial offers received from the bidders will be
evaluated as per the tender terms and conditions of the NIT. The Tender
Committee may call the bidders/bidders representatives for detailed
techno-commercial discussions, clarifications, presentation if required.

The names of techno-commercially qualified vendors will be intimated for
participation in the Opening Price bids (i.e., sealed price bid received
along with the bid).
b) Second Stage : The sealed price bids of all the Techno-commercially
acceptable tenderers will be opened within 2 to 4 working days.
Price bids would be evaluated to arrive at the lower of the sealed price
bid prices of all the tenderers. Placement of the order shall be considered
on the L1 price so arrived.
ALL PRICE BIDS WILL BE EVALUATED BASED ON THE TOTAL RATE
QUOTED BY THE BIDDER IN SCHEDULE OF WORK – PRICE BID AT
SL. NO. 6 EXCLUDING APPLICABLE GST. ONLY LOWEST BIDDER WOULD
BE CONSIDERED FOR AWARD OF WORK.
Note:
a) The sealed price bids of those bidders who are techno-commercial qualified
will be opened for evaluation.
b) In case of offers which contain price details / partial price details of the prices
in the Techno-Commercial bid, sealed price offer only shall be considered for
evaluation.
6. There will be no negotiation and only L1 will be considered for award of work.
Hence, bidders are requested to quote competitive rate against schedule of
works.
7. Statutory deduction towards all applicable taxes shall be made as per rules.
8. Fraud Prevention Policy of KIOCL Limited: Fraud Prevention Policy is being
followed at KIOCL, which provides a system for prevention / detection /
reporting of any fraud. It also forbids everyone from involvement in any
fraudulent activity and that where any fraudulent activity is suspected by
anyone, the matter must be reported to the „Nodal Officer‟ (Chief Vigilance
Officer) as soon as he / she comes to know of any fraud or suspected fraud.
9. The bids shall be valid for a period of three months from the due date of
submission of the bid.
10. No additional conditions shall be inserted in „Price Bid‟, while submitting the
tender.
11. Bidders not properly filled, over-written or with arithmetical mistakes, delayed
or generally not complying with the conditions are liable to be rejected.
12. Bidders shall make no alterations in the tender documents.
13. The validity of the bid is 3 months from the due date of submission of the bid.

2. Design and Layout of Annual report:
a. Each tenderer should submit 2 designs and layouts (both for cover/inside).
A tentative contents of the Annual report of KIOCL is provided as ANNEXURE-I.
b. Out of two designs submitted by L1 agency, a suitable design will be selected
by KIOCL and ownership of selected designs rests with KIOCL.
c. KIOCL shall be free to use the design in electronic, print or any other medium.
All Rights of reproduction, editing, publicity and future use shall rests with
KIOCL unless otherwise stated explicitly and agreed at the time of acceptance
of design.
VII) Work/Time Schedule:
a) English Single Colour :- Design, typesetting and submission of proof material:
Within 7 days of providing test material in English. Printing, binding and
delivery of Annual report: within 7 days of final approval of proof material.
b) English Multi Colour:- Design, typesetting and submission of proof material:
Within 7 days of delivery of English multi-colour annual report. Printing,
binding and delivery of Annual report: within 7 days of final approval of proof
material.
c) Hindi Annual Report:-Design, typesetting and submission of proof material:
Within 10 days of providing of soft copy of Hindi translation (Hindi text will be
provided in “Unicode” format only). Printing, binding and delivery of Annual
report: Within 7 days of final approval of proof material.
VIII) Terms of Payment:
Lump sum (Full and Final) payment shall be made after completion of all the
works and deliveries as per the scope of work & specifications and upon
certification by Company Secretary or his authorized representative.

IX) Other Points:
a) Designing and conceptualization of the Annual Report to be done by the
printer himself. Manuscript to be supplied by KIOCL to printer.
b) The Agency shall be provided text material in English and Hindi.
c) The Agency is required to provide proof and upon approval of the same by
KIOCL, final printing shall be carried.
d) The work done in slipshod manner will not be accepted.
e) Soft copies of Annual Report in English (both single colour & multi colour)
and Hindi in PDF and Corel draw) in CD are to be provided without any
extra cost along with printed report.
X) Paying Authority: Paying authority shall be Jt. General Manager (Finance I/c),
KIOCL Limited, Bengaluru.
XI) Executing Officer: This contract will be operated by Company Secretary or his
authorised representative of KIOCL Limited, Bengaluru.
XII) Security Deposit:
i) The Agency shall deposit an amount equivalent to 10% of the total value
towards Security Deposit before the start of the work by way of Demand
Draft/Pay Order drawn in favour of „KIOCL Limited‟ (issued by any
Nationalized/Scheduled Bank payable at Bengaluru).
ii) The Security Deposit shall bear no interest and refund will be on
successful completion of work.
iii) The security money so deposited will be liable to be forfeited or
appropriated in the event of unsatisfactory performance of the contract, if
any, and retained by the Company on account of failure or negligence on
the part of the Agency. The same would be released on
expiry/termination of the contract after adjustment of dues, if any.
3. Preparation and submission of tender documents:
(a) The tenderer has to submit the tender document duly signed on all pages by an
authorized person and his/her full name and status is indicated below the
signature along with official stamp of the firm. Submission of wrong/ forged
information/document will be liable to legal action, forfeiture of EMD and
rejection of tender submitted by the firm.
(b) The tenderer shall enclose the following along with the Technical Bid. Any
tender documents without these shall be invalid and rejected.

i. List of Organizations/ Customer dealt by the tenderer.
ii. Copy of registration certificates, Viz. GST Registration, TIN number, PAN
Card etc.
iii. Sample papers, with the description of the paper viz. brand, make, GSM
etc.,
iv. Sample copies of Annual Reports printed along with work order for
quantity of minimum 5 numbers of Annual Reports having printed during
the last 5 years and submit proof of work order for the same. The samples
provided must be satisfactory both in terms of printing quality and
editorial work.
(c) Tender received without required EMD or lesser amount will be summarily
rejected.
(d) The tenders not in possession of valid statutory license/registrations are liable
for rejections.
(e) The tender submitted by the firm/agency shall remain valid for 90 days from
the date of opening Tender for the purpose of acceptance and award of work.
Validity beyond 90 days from the date of opening shall be by mutual consent.
(f) No tendered will be allowed to withdraw/alter/modify after submission of
tenders within the bid validity period otherwise the EMD submitted by the
tendered would stand forfeited.
(g) EMD will be liable to be forfeited if the tendered selected for the work fail to
accept, execute and complete the work on the date stipulated in the work
order.
4. Rights of KIOCL:
a) KIOCL reserves the right to withdraw/relax any of the terms and conditions
mentioned above so as to overcome the problem encountered by contracting
parties.
b) KIOCL reserves the rights to increase/reduce the scope of work put to this
contract. In case of any ambiguity in the interpretation of any of the clause of the
tender document or the contract document, interpretation of the clauses by the
KIOCL shall be final and binding on all parties.
5) Breach of Terms and Conditions:
a) The Work Order can be terminated by KIOCL if it is felt that the work
carried by contractor is not satisfactory. The contract shall not be entitled
for any compensation on account of such force closure/termination of
contract.
b) In case of breach of any terms and conditions as mentioned above, KIOCL
shall have the right to cancel the work order without assigning any reason

thereof and nothing will be payable by KIOCL in that event the security
deposit shall also stands forfeited.
6) Jurisdiction:
Only courts in Bengaluru shall have jurisdiction regarding the matters relating
to this Contract.
