Solution: -preparation of Waste Management Strategy-preparation of technical documentation for regionallandfills-construction of regional landfills and other supportivefacilities (for recycling, composting… )

Solution: -Strengthening inter-municipal cooperation and capacitiesand knowledge on central and local level for wastemanagement -Promote exchange and lessons learnt on wastemanagement projects-Raise awareness on waste market economy possibilities(promote possibilities for PPP)

*Proceed with development of national sub-legislation based on Environmental laws

Solution:- Technical assistance for preparation of sub legislation inhorizontals and vertical environmental issues- Training/capacity strengthening on preparation ofnational legislation in accordance to EU requirements

Solution: - Preparation of guidelines for project identification andpreparation- Defining and capacity strengthening of mostappropriate institutional set up to support projectimplementation - Training for PRAG and FIDIC procedures

Solution- Strengthening of administrative capacities on local and

central level for implementation of EIA procedure (Law on Environment)

Solution: - Adoption of the Second National Communication on Climate Change as a strategic national document - Permanent source of financing from national budget and through bilateral/multilateral agreements

*Identification of common priorities for crossborder cooperationSolution: - Organizing consultative process involving borderingmunicipalities - previous guidelines can be prepared

*Integration and connection of environmental crossborder issues into/with other common sectoralcross-border issuesSolution: - Identification of cross-cutting issues – List of possiblecross cutting issues can be prepared as a supportive tool

LEAPs) and defining themost appropriate institutional set up to support projectimplementation
