Solution: -preparation of Waste Management Strategy-preparation of technical documentation for regionallandfills-construction of regional landfills and other supportivefacilities (for recycling, composting… )

Solution: -Strengthening inter-municipal cooperation and capacitiesand knowledge on central and local level for wastemanagement -Promote exchange and lessons learnt on wastemanagement projects-Raise awareness on waste market economy possibilities(promote possibilities for PPP)

*Incorporation of climate change policy into otherrelevant policies (energy, water, agriculture,forestry, transport …)

Solution: - Adoption of the Second National Communication on Climate Change as a strategic national document - Permanent source of financing from national budget and through bilateral/multilateral agreements
