WelcomeWelcome to the consultation on theredevelopment o Keybridge House,Vauxhall.
Keybridge House is owned by BT and theplanning application process is being managedby their property partner Telereal Trillium.
The purpose o this exhibition is to show localresidents the proposals or the redevelopmento the site beore the submission o a planningapplication to Lambeth Council this summer.
This is an opportunity or residents to providecomments and eedback, which will beconsidered as the scheme is worked up in detail.
BTs intention is to leave a positive legacy orVauxhall and Lambeth. However BT is not aproperty developer, so will not be undertakingthe redevelopment itsel. Instead it is intendingto sell the site on the open market in 2014/15with the benet o detailed planning permission.
BackgroundKeybridge House is now over sized or modernrequirements and is in the process o beingdecommissioned and partly relocated.
The current building does not respond in anyway to its local context and is a monolithicstructure which presents the same exterior onevery side.

Vision | Design rationale2Keybridge House occupies a location betweentwo contexts.
1. It is located within the Vauxhall, Nine Elms,Battersea (VNEB) Opportunity Area, which has beenidentied an area o major regeneration by the GLAand Lambeth and Wandsworth Councils. It will includethe regeneration o the whole area rom Battersea toLambeth Palace and includes a cluster o tall buildingsat Vauxhall.
2. It is located adjacent to the Vauxhall ConservationArea, which includes Vauxhall Park, a number o listedbuildings, and generally a lower scale o building.
The scheme has thereore been developed to actas a link between the uture context o the VNEBOpportunity Area and the existing context o the
conservation area.

Masterplan Proposals
The current proposals are or a mix o newdwellings supported by other uses includingsmall local shops and work units.
The scheme being consulted on includes:
379 apartments & maisonettes with sizes varyingrom studio and 1 bed fats to 4 bed maisonettesacross the site
5 new shops on South Lambeth Road and26,400 sq t o new work space
As well as providing the new homes, the scheme willprovide space or approximately 250 ull time retailand oce jobs
1.12 acres o open space
The Masterplan or the site also proposes to make thearea more accessible by improving the connectionsthrough the site. It will also create greater activity onthe street, particularly along South Lambeth Road.
At the outset, consideration was given to whetherthe existing structure could be re-used. However, itsoon became clear that as Keybridge House was builtto house specialist equipment, it would be extremelydicult and expensive and would result in a verycompromised building which presents the same exterioron every side.

This part o the scheme responds to the existing localcontext o the conservation area, and in particulara number o local brick built buildings such as ParkMansions, Victoria House and Victoria Mansions alongSouth Lambeth Road, along with the surrounding shopsand Wyvil Primary School.
The proposal is thereore or mansion blocks alongSouth Lambeth Road which will complement theexisting.There will be terraced houses on Wyvil Road to respondto the school on the other side and to provide a moreappropriate context or the Grin pub.
The scheme will also include some small ground foorlevel shops and caes along South Lambeth Road, tocomplement and enhance the existing shops on theother side.

Responding to the emerging contextThe new development also needs to recognise andrespond to the emerging high rise context o the VNEBOpportunity Area.
Acting as a link between the scale o the tallestbuildings in the Vauxhall cluster, and the lower scaleo the Vauxhall Conservation Area to the East o therailway, the tallest element o the scheme will becomparable with the intermediate sized buildingsproposed at Vauxhall Sky Gardens and 30-60 SouthLambeth Road.
Employment
At ground level, the area nearest the railway archwayswill provide urther employment opportunities,responding to the commercial uses within the existing
arches. A series o two storey employment use spacesare proposed in a mews arrangement with the existingarches. These have a dual aspect into the centralgarden area o the scheme.

Central to the success o the new development willbe the new public and private outside spaces and theway they are linked internally and with the rest o thecommunity.
The site will be opened up by a series o pedestrianroutes crossing through the site with new spacescreated including:
A new public square alongsideSt Anne and All Saints Church
A new publicly accessiblegarden area through the centre o the site
Raised communal courtyard gardens and terraces orthe mansion blocks
As St Anne and All Saints Church is sometimesovershadowed by the existing building, one o theobjectives is to provide the church with its own space
in order to allow it to have a stronger presence withinthe local area.

Site or a new primary school7
The London Borough o Lambeth recently identiedin the drat Vauxhall SPD a need or a new two ormentry primary school within the local area.
As a result BT instructed the team to explore thepossibility o providing a site or the school as part othe redevelopment.
I permission is granted, a cleared site will be handedover to Lambeth Council or uture use as a primaryschool, to provide the education authority with asmuch fexibility as possible.

that will be submitted with the application are todemonstrate that a school, which meets all the spaceand design standards required, could be deliveredon the site. The images are thereore or illustrativepurposes only.

Access, Parking and Sustainability08
TransportThe impact the proposed scheme will have on transportin the local area is being careully assessed by the team.The scheme will include a new vehicular access intothe basement via a ramp o Wyvil Road, which willaccommodate both car parking spaces and delivery bays.
The basement area will also include cycle parking, aswell as 5% disabled car parking in line with the currentdesign standards. Cycle access to the basement will belocated next to the main access o Wyvil Road.
Consideration or school parking will be made once theschools requirements are known.
SustainabilityA detailed sustainability strategy is being preparedin order to make sure the proposed scheme meetsthe strict sustainability standards set out by the
Department or Communities and Local Governmentwith the support rom the Building ResearchEstablishment
Some o the main principles o the wider strategy areset out below:
Ensure a good internal environment in the residentialunits in terms o acoustics, daylight and air quality;
Follow Secured by Design and Lietime Homesprinciples, where appropriate;
Create public realm and private amenity spaces;
Provide acilities to recycle waste in line with currentlocal targets.
The proposals would include measures to reducepotable water demand and improve waterconservation.
The materials specied would be careullyconsidered to ensure that their environmental impactis as low as possible and the materials would belocally sourced, where easible.
Peregrine FalconsThe site is used by peregrine alcons and is activelymonitored by London Peregrines and the LondonPeregrine Partnership.
Key stakeholders, such as Natural England, RSPB,London Peregrines and the London Peregrine
Partnership, are being consulted in order to determinethe best way to retain the value o the site or theperegrine alcons.
As a result, replacement opportunities are beingconsidered within the new buildings, to provideperching and nesting opportunities.
Demolition works to the tower will commence outsideo the peregrine alcons breeding season (between
September and January) when the birds are unlikely tobe present.
