National Rail Safety Data Strategy
Issued by NTC on behalf of the ATC in Oct 08
About to be revised
• The strategy articulated a need to:
• deliver better focused national data,
• bring about better data quality, and
• result in better data consistency and comparability.
• Eleven recommendations between Regulators and the Rail
Industry - Industry has five
Very Relevant to derailment investigations
• No national database = no national derailment data
![Page 13: Kevin Taylor & Laurie Wilson - RISSB - Derailments in Australia – why developing your knowledge base is imperative](https://reader030.vdocuments.mx/reader030/viewer/2022032503/55c0fa55bb61eba36d8b4583/html5/thumbnails/13.jpg)
Industry Actions – Data Strategy• Action 3.1 - Develop uniform definitions or ‘data dictionary’
» ONS1
• Action 3.2 – Revise normalisers for national rail safety data
» OCG1
• Action 3.3 – Develop standardised educational requirements for
classifying, recording and reporting rail safety data.
» Guideline developed in 2014
• Action 3.4 – Improve rail safety data reporting for industry
» Guideline developed in 2014
• Action 3.5 – Better rail safety data for industry
» Not addressed

Options Available to Improve the
Knowledge Base
Action 3.5 – Better rail safety data for industry
Explore National Rail Safety Database Options
• Lloyds Report in 2009 identified 7 database options
• New hosted database through to modifying existing database
• All involve significant costs
• RISSB Board decision in 2013 to work with ATSB and
NRSR Office
• Third Party Database option to be pursued
![Page 16: Kevin Taylor & Laurie Wilson - RISSB - Derailments in Australia – why developing your knowledge base is imperative](https://reader030.vdocuments.mx/reader030/viewer/2022032503/55c0fa55bb61eba36d8b4583/html5/thumbnails/16.jpg)
Database and Risk Model
• The Taig Review
• Recommendations supported by both Rail Industry and
Governments
• Project for acquiring a Safety Information System for Australasian
Rail (Project SISAR)
• Commenced in 2013
• UK’s Safety Risk Model (SRM) and Safety Management Information
System (SMIS) – essentially a 3rd party database
• Project failed in June 2014
• Concept of Operations
• Almost finished
![Page 17: Kevin Taylor & Laurie Wilson - RISSB - Derailments in Australia – why developing your knowledge base is imperative](https://reader030.vdocuments.mx/reader030/viewer/2022032503/55c0fa55bb61eba36d8b4583/html5/thumbnails/17.jpg)
Project ARRM
• ARRM = Australasian Rail Risk Model
• 120 hazardous event including derailments
• Focus on derailments using ARTC dataset
• Develop a rudimentary risk model as a proof of concept
• Develop it further once Industry becomes comfortable with
concept
• A complimentary rail safety database will be acquired
![Page 18: Kevin Taylor & Laurie Wilson - RISSB - Derailments in Australia – why developing your knowledge base is imperative](https://reader030.vdocuments.mx/reader030/viewer/2022032503/55c0fa55bb61eba36d8b4583/html5/thumbnails/18.jpg)

The Future
• More national derailment and analysis courses
• National Rail Safety Database
• Absolute must have
• In meantime develop better ability to share data and
experiences
• RISSB website is a start

Conclusion
Highlighted a number of problems WRT derailment knowledge
including:
• Lack of derailment training for the Industry
• Greying workforce makes course vital
• No national database for derailment (and other safety) data capture.
Provided a number of solutions
• Importantly a national rail safety database is essential
