Cold Cases 10 homicide victims wait for answers

They sit in file cabinets and boxes in the Sheriffs Office and the Palestine Police Department Files

filled with information concerning the unsolved murders committed in Anderson County Although

they remain a mystery the files do not collect dust instead investigators from the PD and Sheriffs

office alike continue to search for justice for those who lost their lives in such violent acts

Anderson County puts away dozens of criminals a year but for 10 victims authorities are still searching for the answers



ldquoIts just an unfortunate part of this business that sometimes a crime happens where theres no

witnesses and theres no ability to find themrdquo Sheriff Greg Taylor of the Anderson County Sheriffs

Office said ldquoThe crooks are cold hearted enough and slick enough and shrewd enough to never

give themselves away Serial killers get away with murder sometimes for years and years before

theyre ever caught Its just a sad realityrdquo

After discussions with both the ACSO and the Palestine Police department there are 10 unsolved

cases that plague these two law offices of Anderson County a relatively small number compared to

the amount of cold cases in the state of Texas alone

ldquoTheres thousands of unsolved murders in the state of Texas since 1992rdquo Taylor said ldquoIts sad but

its a reality that all counties just about every county in the state has some casesrdquo

The Palestine PD currently has five unsolved cases since 1987 that are continually studied and

investigated

ldquoOn all these cases the cases have never closedrdquo Lt James Muniz of the Palestine Police

Department said ldquoYou might have some time that goes by that you dont physically work on the

case but from time to time you review all these casesrdquo

The Palestine PDs oldest case concerns the death of Ethel Baggett an 82shyyearshyold woman from

Palestine whose body was found inside her home on the 2700 block of North Jackson Street

According to Muniz Bagget died as a result of trauma to the body in 1987 Muniz said that an

extensive case followed the death of Bagget but no suspects were ever arrested leaving the case

as open and active to this time

Muniz described the constant review of the cases pointing out the box that held Baggets case in it

as he is the investigator in the case

ldquoI know where it is all the timerdquo Muniz said ldquoIts been awhile since weve worked on it but if

anybody comes up and says hey what can you tell us about this well Ive got the case right here

We dont have to hunt for itrdquo

The oldest case for the ACSO Taylor said involved 12shyyearshyold Brandy Thompson who

disappeared from a friends house in April of 1992 After an extensive search for the child including

multiple search ads that ran in the HeraldshyPress at the time Thompsons body was found in a

residential community called Happy Valley Lane



ldquoIt was really sad and it affected a lot of the officersrdquo Taylor said ldquoI have one or two officers that are

back here from the time that it happened and it affected them pretty drasticallyrdquo

Though investigations were performed and speculations made there was never enough evidence to

decisively arrest a suspect

ldquoThe case is still openrdquo Taylor said ldquoWe have our suspects We have looked into this case since

then just a few years ago we looked into it some more All these cold cases we try to refresh

ourselves on from time to time look at them again and see if theres anything new any new

information Unfortunately I can only speculate as to whordquo

The second case that the ACSO faced was the death of William Holiday 46 in 1996 when Taylor

was starting as a deputy

Taylor said he was the responding deputy to a call of a man who had been found lying on his back

and appeared to have several gunshot wounds off of 287 South near CR 171 Not only was this

case investigated by the ACSO but it was also brought to the attention of the Texas Rangers and

the District Attorneys office The investigation led authorities to Houston where Holiday was last

seen Holiday who was reported as a truck driver had left his vehicle in a truck stop in Houston and

made his way to Anderson County

ldquoThey were never able to quite piece together how he got up here who brought him up here why

they shot him and dumped him on the side of the road way up here when he was in Houston to

begin withrdquo Taylor said ldquoThat ones still open and its a mystery Lots of speculation but nothing

concreterdquo

It was nearly five years after the confusing case of Holiday before the ACSO faced its next open

case In what Taylor described as haunting the county saw the death of 19shyyearshyold Palestine High

School student Joshua Seales who was found in the trunk of a car on Sept 1 2001

ldquoWhen we opened the trunk his body was inside the trunk and he was burned very badly toordquo

Taylor said ldquoThe autopsy proved that he died of homicidal violence as wellrdquo

Seales had last been seen running errands with another man According to the Wanted flier created

by the ACSO ldquowitnesses stated that it appeared that Seals may have been followed by unknown

subjectsrdquo A forensic artist released a drawing of the man believed to have been accompanying

Seales before his death but have never been able to identify him



ldquoThis case remains openrdquo Taylor said ldquoWe do ask frequently with our local folks that come in and

out of here about this case We believe that theres one or two that come in here that do know

about it but they just wont talkrdquo

Taylor said he believes this to be a case where Seales was just in the wrong place at the wrong

time Currently CrimesStoppers is offering a $5000 for the arrest and conviction those responsible

for the death of Seales

ldquoThey all haunt us but this one haunts us a lot a 19shyyearshyold kid lost his life and were unable to

solve itrdquo

After nearly 17 years Palestine PD faced its next cold case In February 20 2004 officers

responded to a call concerning a deceased person

Muniz said that police discovered the body of 79shyyearshyold Rosemary Sarosdy at her residence on

the 1600 block of Court Drive She died of trauma to the body According to Muniz details

concerning the case were not revealed as a precaution to hindering any further investigations

Sometimes even though law enforcement believe to have their suspects the cases remain cold

such as in the case of 51shyyearshyold Melton Pariss murder Taylor said that the ACSO saw Pariss

case in 2007 when the victim was found shot to death in his home in Tennessee Colony

ldquoThe Sheriffs Office and the District Attorneys office investigated that case and its still openrdquo Taylor

said ldquoThis is one where we believe who shot this individual and that individual is now dead We will

never be able to concretely prove it Were confident Im confident of who killed this man but hes

dead now and well probably never know for surerdquo

In 2008 the ACSO saw their final cold case and one that could only be described as grizzly

ldquoThis ones really toughrdquo Taylor said while handing out a flyer for information regarding the death of

Betty Waters Waters an 81 year old woman was found dead laying in her living room not far from

her front door with a neck wound from where it had been cut

ldquoWe can speculate all day longrdquo Taylor said ldquoWe interviewed oh my gosh we interviewed so many

peoplerdquo



Taylor said that there had been multiple people around the area due from a tree trimming crew and

that every single worker was interviewed and yet all that came about was a report of an old white

vehicle leaving the area

ldquoThis ones really tragic we can only speculate what happened to herrdquo Taylor said

There is a $10000 reward for any information regarding the Waters case

ldquoFor any of these cases were asking any one that has any information they can call CrimeStoppers

and possibly receive an awardrdquo Taylor said ldquoWed certainly would welcome any tips on any of these

cases Theyre all heartbreaking in their own way No one deserves to die without justicerdquo

It was in the same year that the Palestine PD responded to a call of a discovered body Ricardo

Loaeza 29 of Palestine was found dead in a wooded area in the 1600 block of Eilenstein Street by

a passerby who then called in anonymously with information

Muniz said that Loaeza was determined to have died from trauma to the body During the

investigation several persons of interest were developed however nothing became of the

suspicions and no suspects were apprehended Currently Muniz is leading the investigation

Loaezas unsolved murder was followed in 2009 by Vergie Spurlock a 66shyyearshyold Palestine man

who was found killed in his residence at the 700 block of Head Street His body had been

discovered after a visitor came by and could not get an answer at the door The visitor looked

through the window and saw Spurlock on the floor Muniz said that an ldquoextensive investigation was

conducted and several suspects were developed in the case however the case remains open and

activerdquo

Currently Sgt Justin Willoughby along with his team are working on the case

The final case for the Palestine Police Department and the most recent in the area was from Oct

23 2013 when John Fereles 82 of Palestine was found dead inside his residence on the 100 block

of Longhorn Drive He was discovered after a family member requested that the PD check on his

welfare Reports show that Fereles died from trauma to the body and the investigation brought

several persons of interest but no arrests were made

Currently detective David Kassaw is the lead detective for this case

ldquoAll homicides in which an arrest ways not made are still considered as an open caserdquo Muniz said

ldquoThe cases will never be closed until a suspect has been brought to justice The Palestine Police

Department will continue to work these cases in order to give closure to the families of the victims

and to the communityrdquo

According to Taylor when a murder is committed law enforcement has roughly 72 hours before the

trail goes cold During that time investigators canvass the area searching for any clues they can

get from reliving the victims life

ldquoUsually you run across somebody that gives you an indicationrdquo Taylor said ldquoYou find something

that says ah that one did it this is the motive but in these we didnrsquotrdquo

Though Anderson County has only had a handful of unsolved cases they are each continually

watched and thought about by all of the officers involved

ldquoAs a law enforcement officer open homicides always haunt usrdquo Taylor said ldquoWe talk about these

cases and we look at these cases again and we put them all out on the tablerdquo

Hollywood has glamorized it Networks have made millions from its portrayal and yet it is described

as a plague in Anderson County and elsewhere across America Drugs like cocaine K2 marijuana

PCP and methamphetamine have all contributed to the areas crime rate

According to Sheriff Greg Taylor of the Anderson County Sheriffrsquos Office 2014 saw a total of 287

drug related incidents in the county That averages to nearly five drug related arrests a week The

Palestine Police Department alone held 60 cases involving felony drug investigations which vary

from manufacturing and delivery of a controlled substance to just possession Lt Jeff Powell said

But there is no other drug more prevalent at home than meth While the county faces a wide range

of drugs methamphetamine accounts for nearly 60 percent of the arrests

ldquoAll drugs are bad but meth seems to be the biggest plague around hererdquo Taylor said

Methamphetamine an addictive hallucinogen made from a concoction of what you might find under

the bathroom counter and in the medicine cabinet causes long term damages that includes physical

and psychological issues The National Institute of Drug Abuse described several long term effects

such as changes in brain structure and function deficits in thinking and motor skills increased

distractibility memory loss aggressive or violent behavior mood disturbances severe dental

problems and weight loss as a result of continuous use of methamphetamine

With its highly addictive tendencies users of methamphetamine often find themselves willing to do

what they can to get a fix Allyson Mitchell district attorney for Anderson County said there is a

direct correlation between drug use and crime

ldquoThe bottom line is that they have to finance their addictionrdquo Mitchell said ldquoMost of these people

dont have eight to five jobs You see the theft and burglary and we even see prostitution here too

They stoop as low as to selling themselves to get their next fixrdquo

The combined efforts of the law enforcement agencies along with the DAs office has worked to

lower the impact of drugs on the community with their main attention at ridding the area of the

dealers that keep their customers trapped

ldquoI know for every bad person in the world theres another one waiting in line but we keep going

ofter themrdquo Mitchell said ldquoMy goal is to get the word out on the streets that were not playing with

these charges Were getting our community backrdquo



Lt James Muniz described the Palestine Police Departments efforts in cleaning the streets of the

suppliers as an on going process The department formed a drug unit nearly a little over a year ago

and since then has used it to investigate different suspects

ldquoWe work on an almost weekly basis trying to make an impact on those in the community trying to

profit from the illegal waysrdquo Muniz said ldquoSince we got a new chief hes totally supported the drug

unit and the departments efforts to do what we can to slow down the drug traderdquo

While the root of the problem is the dealers Taylor said that he hopes that those trapped in

addiction are able to get help to get out

ldquoWe have to arrest them but there needs to be more help for them especially first time offendersrdquo

Taylor said ldquoDealers however they need to gordquo

Taylor explained that the only way to truly stop drugs is to stop people from wanting them and that

starts with education at a young age The Sheriffs Office makes a point to bring education

especially to younger crowds in hopes of heading off the issue before it becomes a problem by

using their DARE program

Though law enforcement works around the clock to stop those who profit and those addicted to

controlled substances the best way for citizens to help combat the drug issue is to remain vigilant to

their surroundings Homes that seem to frequent a lot of traffic such as short visits might be related

to a distributer in the area

Citizens are encouraged to contact the law enforcement agencies or even to call CrimeStoppers at

903shy729shy8477 if they see suspicious activity in their area

ldquoIm proud of the efforts of the law enforcement are making in combating the issue and Im proud of

those willing to speak uprdquo Mitchell said ldquoThey say it takes a village to raise a kid but it takes a

village to keep the community saferdquo

For those trapped in recreational drug use there is help in the community including several areas

that have support groups such as Narcotics Anonymous Meetings can be found at the Brown

Building on Monday Wednesday and Saturday at 6 pm Palestine Unity Group holds groups on

Monday Wednesday andFriday at 8 pm and the Td County Jail Lc Powledge Unit holds theirs on

Tuesdays and Wednesdays at 3 pm

Until recently an online business Moon Rivers Naturals took up residence in a refurbished store at 265 S Broadway Ave in May

ldquoWe wanted to expand in the Tyler market and in the local community to become more of a part ofthis areardquo Stephen McNeely said ldquoThe online world the global market is awesome The worldrsquos sosmall now you can ship anywhere but really we want to start investing some in our own community shyespecially this little strip which is so cool Therersquos a really creative community happening here and wewant to be a part of thatrdquo

Offering body products such as soaps and scrubs made with local organic ingredients Moon RiversNaturals was an opportunity for the McNeelyrsquos to share their passion for healthy living The productsare made with essential oils avoiding colorants and fragrance oils that remove nutrients and candamage and bleach skin

ldquoI think people in our generation are genuinely starting to care about where their products come fromwhere the ingredients come from and things like thatrdquo Stephen McNeely said ldquoWe want to be a partof that movementrdquo

Everything is made locally with a basic batch of soap taking roughly two weeks to complete before itrsquos ready for shipping

ldquoWe keep everything smallshybatch to ensure that it still has that human touchrdquo he said ldquoA lot of companies go out and have labs do their stuff and thenjust put their name on it but we really want to produce everything hererdquo

The company named after their firstborn son Rivers originated in their home in Hawkins dubbed the Moon Rivers Homestead Soon after starting thecompany the couple decided to sell some of the soaps Stefanie had been making at a music festival

After the success of the festival Stephen and Stefanie McNeely began meeting with retailers andresearching product ideas Their business took them from San Francisco to New York with over 100retailers nationwide and a few in Canada selling Moon Rivers Naturals products

ldquoStarting out especially when yoursquore working out of your home you never get away from itrdquo StephenMcNeely said ldquoSo wersquore making soap at midnight because with the chemicals and stuff we tried not todo it around our son since he was so young and it could be very dangerous You just work 15shyhourdays weekends and all that and if yoursquore not working itrsquos on your mindrdquo

Now that the company has a few years behind it Stephen said they hope to expand into other fieldsone day under the same umbrella of Moon Rivers Naturals

Regardless of what hersquos photographing shy whether itrsquos aperson an object or a landscape shy freelancephotographer Robert Langham III said every subjecthas a story to tell

For the next two weeks Langham hopes to find thosestories on the North Rim of the Grand Canyon

ldquoWhen you see the canyon itrsquos hard to comprehend itssizerdquo Langham said ldquoWe tend to measure the canyonagainst our own body Itrsquos how we can process it Irsquodlike to capture that momentrdquo

Langham was selected for the third year in a row toparticipate in the ArtistshyinshyResidence program throughthe US National Parks Service This time he and hiswife Katie will spend two weeks at the canyon

Langham was previously assigned to photographHubbell Trading Post National Historic Site in GanadoArizona in 2014 and the Petrified Forest PetrifiedForest National Park in 2015

According to the National Park Service the program invites artists to stay in a historic area to share their view of the parkrsquos interpretive themes such asecology the environment park advocacy and conservation

Langham hopes to capture the moment when a person crests the top of the rim returning from a hikeinto the canyon Langham said he will focus on landscapes But beyond those specific imagesLangham hopes to surprise himself with what he captures He looks forward to the images he doesnrsquotanticipate on the outset of the trip

ldquoWhen Irsquom photographing I always keep in mind that most of the time Irsquom just guessingrdquo Langhamsaid ldquoNow I have a lot of confidence in my guessing but I just keep it open that therersquos somethingthat I donrsquot know Even if Irsquom just looking at dirt therersquos something I donrsquot know so Irsquom going to bewilling to guessrdquo

When not behind the camera Langham instructs future photographers as an adjunct teacher at TylerJunior College One of the first lessons his students learn is what itrsquos like to see as a camera sees

ldquoWhen you get a new student no matter what their age is the problem is learning to see whatrsquos infront of your own eyes and then to see like a camerardquo Langham said ldquoItrsquos simple but itrsquos kind of aradical shift People donrsquot understand that itrsquos going to happen So I have to say when people walk intomy class they quickly find out that itrsquos a collegeshylevel class and itrsquos full immersion and yoursquore going todo unusual thingsrdquo

While his lessons focus on expanding his studentsrsquo perspective Langham is constantly challenginghimself to expand

ldquoTeaching is a passion of mine just dealing with human consciousness and trying to get them toexpand a little bitrdquo Langham said ldquoOf course I use these same lessons on myself and my artwork Inever count on the fact that what Irsquom looking at is all there is to see Therersquos more therersquos alwaysmorerdquo

Langham said one lesson he uses regularly is ldquoAnything worth doing is worth doing badly at firstrdquo

He explained that intense focus to capture one specific image or perfect idea sometimes can keep him from beginning at all

ldquoI probably canrsquot hit genius at first but I can start with a stupid idea and then improve a little bit at a timerdquo Langham saidldquoThe point is if yoursquore trying for a genius idea yoursquoll never get started but if you start with a stupid idea yoursquoll get startedand the point is to get started

ldquoItrsquos not the quality of the idea itrsquos just to get goingrdquo he added ldquoOnce you get started everything in the world is asfascinating as chairs and you start walking into rooms and you see things that nobody else has seenrdquo

Langhamrsquos most recent work includes his ldquoBlackfork Bestiary projectrdquo an exhibition of photographs depicting rescued oradopted wild animals and other creatures found near his home in Tyler

Westwood takes on cybershybullying

This year Westwood Junior High has taken an initiative to thwart cybershybullying before it happens

As a fundraiser for the student council the school is encouraging a new software that stops bullying

with an app

ldquoIts designed to help parents be more aware of how their children are using social mediardquo

Westwood Junior High Principal Julana Harmon said ldquoIts easy to hide behind your device and say

mean thingsrdquo

My Social Sitter is a new program developed to encourage positive communication between

students With the software parents are able to view any messages that hold key phrases that

could be seen as offensive or selfshyharming So far the program covers text messaging and Twitter

but is growing to include other platforms as well

ldquoBasically I was a child that experienced bullying before social media existedrdquo founder Michele Joel

said ldquoMany times when I moved around for my dads job I experienced the cruelty of kids being

the new kid everywhere I moved Through the years I was able to overcome it but I still as an adult

had some little anxiety issues I finally overcame that and my career brought me into technology and

marketing and product development I was on the forefront of building communities and creating

programs where people can interact with each other and then I started reading on the news where

kids were using social media in a way that I never even thought Not to bring people together but to

really harm each otherrdquo

Joel developed the program to keep parents aware of whats happening in their childrens world

According to a release My Social Sitter uses a realshytime filter that rejects harmful content using an

algorithm based on customized user settings and filters including slang and sentiment in six

languages

ldquoTodayrsquos world of social media gives kids the opportunity to say whatever theyrsquore thinking whenever

they think it ndash sometimes to their own detrimentrdquo Joel said ldquoBut My Social Sitter instantly prevents

users from posting negative social media posts protecting them and others from harmful contentrdquo

The app connects to a userrsquos Twitter account so that when messages are sent they go through

multiple layers of the My Social Sitter algorithms to decide if it is appropriate based on an

individualrsquos custom settings Appropriate messages are posted or sent If appropriate it is

immediately posted If inappropriate the parents are notified

ldquoIt gave us a way to provide something to parents and at the same time a tool to encourage

students as wellrdquo Harmon said ldquoThe other side to the software is that theres options for the kids to

earn points for the positive things they say We thought what a great opportunity for kids to say

positive thingsrdquo

Palestine looking to the future with Vision 2020

HALEY HOAR | HeraldshyPressStudents at Northside Primary participate in a districtshywide endeavor called Daily Five They can read or work on exercises for 20minutes at the start of the day to ldquobuild staminardquo Daily Five also encourages and improves reading skills This program is an exampleof improving academics part of the Vision 2020 plan



Palestine Independent School District has begun preparing for its next stage of education The

program known as Vision 2020 is a fiveshyyear strategic plan to enhance the six campuses and the

district as a whole

Vision 2020 is broken into seven key objectives according to Superintendent Jason Marshall The

objectives are academics human resources college and career readiness technology community

relationships extracurriculars and business services

Marshall said the district finished its previous fiveshyyear plan started in 2010 which focused mainly

on facility enhancements and upgrades due to a $64 million school bond that was passed in 2009

ldquoWhile were going to stay with pretty much the same format as from the 2010 to 2015 planrdquo

Marshall said ldquoHowever that plan was a strategic plan only and this time were going to add some

systems to it and make it a little bit more broad range comprehensive planrdquo

The first segment of Vision 2020 was the gathering of comments from both the community and

faculty Meetings were held throughout September to bring attention to the new plan and surveys

are still available on the districts website at wwwpalestineschoolsorg

ldquoWere asking them on the surveys to look at each of the seven components and from your

perspective which one should we prioritize as No 1 and which one should we prioritize as No 7rdquo

Marshall said ldquoAt the same time with the survey there are a couple of openedshyended questions

and were saying Whats most important to you and What type of district do you want Palestine to

be in 2020

Ill be honest with you I wrote that question on purposewe dont know what kind of answers were

going to get All of the questions that were asking and all of the work that were doing thats the

central question What do we want to be in 2020rdquo

The Vision 2020 plan will have committees covering each objective with representatives from the

community as well as the campuses Marshall said that roughly 10 people will be on each

committee and will meet to review each years progress as the plan moves forward Each survey

has the option of being filled out anonymously or parents or community members can enter their

information or apply to serve on the committees

Larissa Loveless public relations director for Palestine school district said the object of the

committees is not just work harder but also work smarter

We could have very quickly produced a document on paper but were taking very meticulous steps

to get inputrdquo Loveless said

Marshall said that tentatively the timeline is set to have a final draft of Vision 2020 by the January

2016 board meeting After a month focused on parent and community input the district is focusing

on faculty and board input before forming committees in midshyOctober The committees for each

objective will meet to lay out plans for a rough draft of Vision 2020 to present to the board before
