There’s a lot of fun to be had up here in the Kern River Valley, but there’s also a lot of danger if you’re not thinking. First of all, if you brought personal fire- works into the valley, don’t even think of using them. If you are considering getting in the Kern River to have fun or cool off, it’s not a good idea when the water is high. The water is stronger than you think. If you must go in, go with a professional rafting outfit. If you are going to use fire, use it responsibly. OK, those are the main points. Fires and drownings are both highly preventable, and all you have to do to avoid them is be aware and be careful. Many people are loath to follow a lot of rules and regulations when they’re on vacation and all they want to do is have fun, but following rules may mean the difference between a fun weekend and one that ends in tragedy. We care about our visitors and we want you to come back, so don’t take unnecessary risks. Be safe. Rules to remember: • Personal fireworks are illegal in the entire Kern River Valley area, not just the forest. • Don’t try to float down a whitewater river on a cheap raft or an inner- tube. • If you plan to have a fire, get a campfire per- mit and follow the rules carefully. • Put lifejackets on all your kids if you’re near the water, even if you tell them not to go in. • Pack it in, pack it out. Richard Rowe Kern River Courier Columnist It’s been seven years in the making, with public meetings all along the line. Finally, it has been adopted by the Kern County Board of Supervisors. It’s the Kern River Valley Specific Plan, which sets forth guidelines and restrictions for any future commercial development that may happen in the valley over the next 20 years. The plan will take precedence over the Kern County General Plan in the Kern River Valley. In their motion to approve, the Board of Supervisors deleted the section which would have prohibited “big box” stores of over 50,000 square feet with more than 5% of the sales floor area devoted to gro- cery items. They also instructed Planning Department staff to modify the text about acquiring land to encourage conservation easements and acquisition of develop- ment rights before full acquisition by a governmental agency (which would take property off the tax rolls). The KRV Specific Plan Area encom- passes approximately 110,510 acres (173 square miles) including the communities of Alta Sierra, Bodfish, Kernville, Lake Isabella, Mountain Mesa, Onyx, Riverkern, South Lake, Squirrel Valley, Weldon and Wofford Heights. It does not include Havilah, Walker Basin or the Kelso Valley area south of where Kelso Valley and Kelso Creek Roads come together. The KRV Specific Plan takes effect immediately. Lorelei Oviatt, director of the planning department, said that any- one applying for a permit must now com- ply with the KRV Specific Plan, although it will take a couple weeks for the Planning Department to post the final document. Typically, a plan such as this takes effect after 30 days after approval, because that is the period in which the EIR can be challenged by a lawsuit. Planning staff assured the Board of Supervisors that they felt the EIR was adequate. The EIR was prepared by Northcutt & Associates of Lake Isabella. The plan's proposed architectural guidelines have to be further developed and adopted later as a zone change. As proposed, they will only apply to com- mercial and industrial zoned parcels (not residential). This Independence Day, let us cele- brate the 56 men who had the courage to declare to the world “that all men are created equal, that they are endowed by their Creator with cer- tain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” Let us also remember those who have ensured these words live on today. The members of our armed forces who have fought battles around the world to ensure that no foreign enemy could threaten our “unalienable rights” deserve our unending gratitude – as do countless Americans in every generation of our nation’s history that have stood vigi- lantly in their everyday lives against any attacks on and infringements of the rights laid out for every American in the Declaration of Independence. Pres. Ronald Reagan once called the Declaration of Independence “a document destined to be as immortal as any work of man can be.” And he was right. This document, crafted and signed in a time of great turmoil, has been a guidepost not just to our country and people, but to people around the world. The principle of a nation whose government is empow- ered by the consent of the governed has inspired democracies in every corner of the globe. It’s the Fourth of July weekend and it’s a big-gie for all of us. There’s a lot of fun to be hadup here in the Kern River Valley, but there’salso a lot of danger if you’re not thinking.

First of all, if you brought personal fire-works into the valley, don’t even think of usingthem. If you are considering getting in theKern River to have fun or cool off, it’s not agood idea when the water is high. The water isstronger than you think. If you must go in, gowith a professional rafting outfit. If you aregoing to use fire, use it responsibly.

Forest Service waives entryfees during fireworks showKern River Courier

The U.S. Forest Service inviteseveryone to another patriotic cel-ebration at Isabella Lake thisIndependence Day weekend. TheForest Service controls the camp-ing areas around the lake.

The fireworks display organ-ized by the Kern River ValleyChamber of Commerce will takeoff as planned Saturday July 2.Fees at Auxiliary Dam, OldIsabella, and South ForkRecreation Areas will be waivedfor spectators on Saturday from 6p.m. until the end of the fireworksshow (around 10 p.m.

FS, Kern County FireDepartment and Bureau of LandManagement firefighters will beon standby during the fireworksevent. The agencies look forwardto helping the public attend awonderful show while minimizingthe risk of wildfires. To aid in thistask, fire officials ask residentsand visitors to acquire a campfirepermit and follow regulations ifthey plan to build a fire, barbeque,or operate a camp stove. No oneshould bring fireworks of any

kind, as they are illegal to dis-charge or possess in the KernRiver Valley and FS land; and lawenforcement will issue fines forany violations.

“Although we started this sum-mer season a little later than usualwe have already seen escapedcampfires and other fires spreadquickly and consume acres of tallgrass and brush. It is extremelyimportant that forest visitorsdon’t bring fireworks into theForest,” said Western DivideDistrict Ranger PriscillaSummers.

More camping areas openedDue to the lake’s high water

level (reducing the square footageof camping areas), District RangerRick Larson is allowing overnightcamping at Kissack Cove andBoulder Gulch day use areas forthe weekend (effective 6 a.m.Friday July 1 through 6 p.m.Monday July 4). Portable toiletsand Dumpsters will be available atthese sites. Public pastures will beclosed during the holiday week-end due to the marshy conditionof the land.

The California Department of Fishand Game invites anglers to celebrateIndependence Day by fishing inCalifornia’s spectacular waters.Saturday, July 2 is the first ofCalifornia’s two 2011 Free Fishing Days(the other will be Sept. 3), when peoplecan try their hand at fishing withouthaving to buy a sport fishing license.

All fishing regulations, such as bagand size limits, gear restrictions, reportcard requirements, fishing hours andstream closures remain in effect.

DFG offers two Free Fishing Dayseach year – usually in conjunction withthe Fourth of July and Labor Day week-end – when it’s legal to fish without asport fishing license. 2 cups cubed peeled ripe mango1 cup cubed pineapple1 1/2 cups orange juice, chilled1/2 cup passion fruit nectar, chilledPlace the mango cubes and pineap-ple cubes into freezer, andFreeze untilFirm (about 1 hour). Remove fromfreezer; let stand 10 minutes.

Combine mango, juice, andnectar in a blender, and processuntil smooth. With blender on,add pineapple; process untilsmooth. Serve immediately.Makes 4 servings.

Brown beef in a skillet. Oncedone, drain off any fat from themeat. Add meat back into theskillet and add the tomato sauce.Once heated through, add themustard, brown sugar, salt andpepper. At this point you canadjust the ingredients to meetyour particular taste. Some mightlike this tangier or sweeter. Onceit’s reached the desired taste youlike, let it simmer for a fewmoments to combine the flavorsthroughout. This will yieldenough mixture for about sixSloppy Jose’s, on small burgerbuns.

wonderful things to takeshape since the rise of com-puter-animated kids movies isthe notion that adultsoften must sit throughand appear to enjoythe show as well."Rango" takes controlof this idea in aninteresting way. Notmany kids movieswork in references to"Fear and Loathing inLas Vegas" or"Chinatown."

"Rango" tells thestory of a neurotic petchameleon dropped into theWild West. Johnny Depp doesa good job giving voice to thescrawny green hero, and actu-ally gives some depth to thelizard's shaky bravado. In fact,all of the characters look andsound interesting -- some-thing I didn't think possibleconsidering the steady cas-cade of talking CG animalsthat's been coming out ofHollywood year after year.The action, visuals, jokes andscruffy little animals rank highamong what the genre has tooffer.

Like the little town housingthe characters, the wholemovie seems crafted out of lit-tle pieces of other, more rec-ognizable efforts. This alsomight be the movie's largestdrawback. While grownups

can appreciate the littlehomages, many of Rango'squips could go right over theheads of younger viewers. Themovie's attention to detailmakes for a well-crafted ani-mated adventure that nobodyis too big to enjoy.

"Brazil" (R) [Blu-ray] -- This1985 absurdist science-fictionfilm is one of those movies the

Here we go, another week ofpositive fishing on Isabella Lake.

The bass tournament this pastSaturday waswon with a 20-pound limit. Myneighbors, Bradthe Pizza Manand PastorJames, bothcaught lots ofbass this week.That’s two weeksin a row for the“Fishing Father.”I guess praying helps.

Another angler was telling methat the area between Lime Dykeand Jouguin’s Cove was holdinglarge schools of shad. Other bassfisher-menhavetold methatthereare alot ofbass inthepre-spawnareas or the secondary areas justprior to moving on to the beds.There also a lot of bucks (bucksare juvenile males) being caught.

With the lake level around360,000 acre-feet the North Forkfrom the cemetery to the airportmust be producing some crap-pie, as I saw quite a few floattubes and boats sitting on theflooded willows and cotton-woods.

I also spotted several boats atRabbit Island (which, by the way,is truly surrounded by waternow.

The word from the hatchery isthe Upper and Lower Kern willbe stocked this week with itsregular poundage and an extrabonus of lots of trophy trout.Thanks, Marvin, Danny and Bret.

The water temp in the lake isnew at the point that sustainsactivity of all species in the lakeand we should start to see thealgae bloom.

DEAR DR. DONOHUE: Afteran endoscopy, the doctor toldme I have a hiatal hernia. Hesaid nothing could be done forit and that I will have to livewith it the rest of my life. Hegave me no medicines oradvice. I am anxious about thisand would appreciate any infoyou can give me. -- Anon.

ANSWER: The swallowing tube-- the esophagus -- begins at thethroat, travels down the chest andfinally ends by attaching to thestomach. To reach the stomach, itmust go through an opening in thediaphragm, the muscle that sepa-rates the chest from the abdominalcavity. That opening is the hiatus. Ahiatal hernia is a bulging of part ofthe stomach through the hiatus andinto the chest cavity. Many times, ahiatal hernia causes no symptomsand needs no treatment.

At other times, a hiatal herniaproduces GERD -- gastroe-sophageal reflux -- an upwardspurting of acid and digestive juicesfrom the stomach into the esopha-gus. That brings on heartburn, acommon problem with many treat-ments. People without such a her-nia also develop GERD.

Here are some tips to handleheartburn. Lose weight, if need be.Don't eat within three hours ofgoing to bed. Elevate the head ofyour bed using blocks that are 6 to8 inches tall and placed under thebedposts. This keeps stomach juicesin the stomach while you sleep.Sleep on your left side for the samereason. Don't wear constrictinggarments around the abdomen or

too tight a belt. Take antacids asneeded -- Tums, Rolaids, Mylantaand Maalox. Eliminate any foodthat gives you heartburn. Usualoffenders are citrus fruits, toma-toes, onions, spicy foods, fatty andfried foods, chocolate, carbonatedbeverages, mints and caffeinateddrinks.

If these steps don't solve theheartburn problem, try medicinescalled acid blockers: Tagamet (cime-tidine), Zantac (ranitidine), Pepcid(famotidine) and Axid (nizatidine).In low doses, all of these can bepurchased without a prescription.

The next step is medicines thatturn off acid production. Prilosec(omeprazole) doesn't require a pre-scription. The prescription drugsare Prevacid, Nexium, Aciphex,Protonix and Dexilant.

If necessary, surgical procedurescan correct hiatal hernias.

The annual fireworks show over thelake, sponsored by the Kern River ValleyChamber of Commerce, is free and canbe seen from many points along thelakeshore. You can park at AuxiliaryDam Campground with no entry feesafter 6 p.m., but you must leave soonafter the show. And please donate if youliked it.

The Genesis account providesthe blueprint for humanity'sDivinely created order, and givesrecord of what transpired in thefall from that created order. Theremainder of Scripture is redemp-tions story, the commitment ofGod and the capacity of God todraw fallen humanity back into thepossibility of relationship withHim. I say possibility because ofthe need for a faith filled responseto His gracious gift through Jesusthe Lord on Calvary's cross. ThatGod has procured this gift andfreely offers it to all is apparent.That there is not universal accept-ance of this gift is also painfullyapparent - thanks be to God thatyou and I have been graciouslysaved!

Therefore, a re-read of theGenesis account points the wayfor us to understand where thetransforming work of God is tak-ing us. We will never again knowthe wonders of Eden's garden, but

on a slow and steady journey offaith we will re-experience meas-ures of what Adam and Eve knewto be the wonders of life lived inperfection. Yes, your experienceand mine may seem to be Eden'scomplete antithesis, but the hopeof the redeemed is that there is aperfect work begun in us that willcontinue to be worked until JesusChrist comes to take us as Hisown. In this hope is the realizationthat perfectly created, humanityhad a capacity to walk and talkwith the Eternal God that haslargely been lost - the capacityremains, but without the ongoingtransformative work by the HolySpirit, it remains largely unused.What Adam & Eve enjoyed as amatter of course - walking andtalking with God in the cool of theevening - you and I must relearnthrough the working of the HolySpirit. Notice the differencebetween Adam and Eve's experi-ence, and the Apostle Paul's con-fession that at present "we seethrough a glass darkly" in issues ofthe Spirit.

What is at stake in embracingwhat God has clearly offered is thecommitment to being set free atany and every level of His choos-ing that will bring us back Hisoriginal design. The remarkabledescription of Genesis 3 that waslost at the fall, is available to thosewho set their hearts on being"filled with the Holy Spirit." Let'sstick with this for a few moreweeks - I'll meet you here nextweek and we can continue to seekthe Father's outpouring together.

Among the most wearisomechanges of this world is theresult of human efforts toensure freedom to dissent.Allowing anoth-er to voice dis-agreement with-out fear of retri-bution is consis-tent withRomans 12:18:“If possible, sofar as it dependson you, livepeaceably withall.”Unfortunately,those with little understandingclaim that giving up my rightto free speech and freedom ofreligion is required to allowfreedom for the dissenter. Godand the U. S. Constitution per-mit me to post public noticesannouncing Christian worship.These same authorities alsopermit non-Christians thesame freedom. (I am deliber-ately avoiding the errors madeby modern Supreme Courts.They have power to force andtheir oppression is not advanc-ing freedom.)

The will of God is that, “Youshall do no injustice in court.You shall not be partial to thepoor or defer to the great, butin righteousness shall you

judge your neighbor.” Leviticus19:15. Honest efforts to ensurefreedoms have failed becausethose with the power to makepolicy turned backs to God’sword. So I turned to James foradvice. What am I to do?

“Be patient, therefore, broth-ers, until the coming of theLord. See how the farmerwaits for the precious fruit ofthe earth, being patient aboutit, until it receives the earlyand the late rains." James 5:7.And, “You also, be patient.Establish your hearts, for thecoming of the Lord is at hand.Do not grumble against oneanother, brothers, so that youmay not be judged; behold, theJudge is standing at the door.”James 5:8-9. Therefore, “As anexample of suffering andpatience, brothers, take theprophets who spoke in thename of the Lord.” James 5:10.And, “they who wait for theLORD shall renew theirstrength.” Isaiah 40:31.

have to be worked out after future public hearings involv-ing the Kern Valley community.

Nine residents of the Kern Valley spoke at the publichearing but many others sent in comments, which wereconsidered by the Board of Supervisors prior to theiraction. Many more valley residents also participated pre-viously in more than a half-dozen public meetings held bythe Planning Department. At the May 2 meeting, the mostrecent one, as many as 100 residents participated.

Some residents spoke from the Kern River Valley viateleconference. Erie Johnson, Jon Ream and this writerspoke in favor of adopting the plan, citing economicdevelopment among other reasons. The KRV Specific Planis the first in the county to have an EconomicDevelopment Element and Dark Sky protection.

The six individuals who spoke in Bakersfield at theBoard of Supervisors meeting were not in favor of adopt-ing the plan at this point, instead wanting further revi-sions to the plan and EIR. Most were opposed to theWeldon solar project, which is being considered in a sep-arate approval process and was not addressed in the KRVSpecific Plan. They included Bakersfield residentsMarjorie and Evan Bell and Weldon residents BimmyKeene and Jody Steel. Both in extensive written com-ments and testimony, Sequoia ForestKeeper's AraMarderosian questioned the adequacy of the EIR relatedto Global Warming and commented on the Weldon Solarproject as well.

The Kern River Valley Specific Plan establishes planning policies and implementa-tion measures to guide future development of the Valley communities for the next 20years. This vision is intended to balance the natural character of the Valley with futuregrowth, and promote a rural lifestyle while protecting the solitude and privacy of res-idents living in this mountain community.

The following objectives identify general concepts and ideas, which provided theguidance for the development of this plan.

• Ensure that development is managed to conserve the scenic, biolog-ical, watershed and other features of the natural environment.

• Manage future growth responsibly, and encourage an appropriatebalance among private property rights, community development, thenatural environment, and social objectives.

At 16, Charles Marion Russell(1864-1926) announced boldly thathe would have no more schooling.He wanted to be a cowboy.

His first realjob was as anight wrangler,overseeing acouple of hun-dred horsesand whateverelse happenedto be on thehoof. He spenthis workinghours under amillion stars that shone over a verywild country. When relief came atdawn, Charley Russell would sleep afew hours, and then spend the restof the daylight drawing and paint-ing.

Russell’s cowboying lasted 11years. During that time, he saw achanging West and he recordedevery detail – if not on paper, at leastin his memory. He experienced first-hand the twilight of the era, as thelast roundups drew nearer and near-er.

By 1895, Charley figured out thathe might be able to earn a livingfrom his art. Saloon owners and oth-ers had commissioned work fromhim. He had received as much as$50 for a painting.

That year he visited Ben Robertsin Cascade, Mont. Staying with thefamily was a lovely young girlnamed Nancy Cooper. Charley was

smitten. A year later they were mar-ried. She was 18 and he was 32.Nancy believed he was theRembrandt of the American West.She took over his business opera-tions.

Russell’s artistic output wassteady and always improving.“Roundup on the Musselshell”showed a cowboy coming off hishorse to rope a stray, framed by aprairie rainbow in the late afternoonlight. “The Buffalo Hunter” shows ayoung brave astride a gallopinghorse, slightly obscured by the greatbuffalo he is about to send an arrowinto.

In his later years, CharleyRussell’s palette grew more colorful,and his production remained steady.When he died of a heart attack in1926, he was widely mourned.

Lots of self-made artists still fre-quent these hills! Our very goodfriend, Carol Bradshaw, practicestwo careers. Most days she’s a nurseat the hospital. And twice a weekshe’s off in Bakersfield teaching atthe Bakersfield Art Assoc. ArtGallery in downtown Bakersfield.One day she teaches a class inbeginning drawing and the otherday a classes in watercolor.

She also can create a mean soupfor a Sunday evening dinner!

In this current real estate marketwhen considering selling or pur-chasing a home it is extremelyimportant to consider all forms offinancing. Eventhough there hasbeen some easingof credit restric-tions on mort-gages during thepast year or so itstill remains quitetough to get amortgage thesedays without sub-stantial moneydown and good credit. Things havekind of gone back to the way theyused to be – you either had 20%down to buy a house or you got anFHA or VA loan which bothrequire little or no down. I talked acouple of weeks ago about USDA,or Rural Housing loans; they are agreat option as well but just likeany other loan program they haveincome and credit guidelines.

There is one other option con-cerning financing that is importantto think about, and that is askingthe owner of a property to carry aNote and Deed of Trust. In the realestate industry this is commonlycalled "Seller Financing" and it is agreat option both for the buyerand the seller. The buyer does nothave to worry about lender feesand credit issues that would com-monly cause problems for a regu-lar mortgage, and the seller makes

money in the long run because ofinterest on the note and ultimatelysells their property, which in thismarket can be somewhat hard todo.

I personally carry a Note andDeed of Trust and am very happywith it. You get a monthly incomefrom the property but you do nothave to be a landlord; you are thebank and that is it. You make surethe property is properly insured,the taxes are paid, and of coursethe payments are made. Taxes,insurance, interest and principalare all paid by the buyer. The buyeris the registered owner, and theseller is the legal owner just likewith a regular mortgage.

Seller financing is a great optionfor buyers who have some moneydown. Usually sellers like to see atleast 20% down and good credit,although oftentimes a seller is opento a buyer's individual situation –for example if they have had aforeclosure and are unable to get anew mortgage but have good cred-it otherwise. Each seller financingsituation is different.

So if you are a buyer who has alarge chunk of money to put downbut for some reason can't getfinancing think about asking forSeller Financing. A lot of sellers arewilling to at least entertain the pos-sibility.

The Fourth of July comes everyyear on July 4th. (No argumentthere!) But lately I've noticed thatbecause it doesn'talways fall on aday that's conven-ient, the “powersthat be” ask us towatch the fire-works displays onanother day. Itsomehow doesn'tfeel right to watcha fireworks showon the Second ofJuly. In fact, it almost seems un-American.

Looking back, the Fourth of Julycelebrations when I was a youngsterwere always held on July fourth andnot some other day. As a matter ofhistory, lots of things were differentback then. We could buy firecrack-ers and rockets and sparklers. Wecould buy Piccolo Petes that woulddart around the ground, whistle, andend their existence with a loud bang.

When we had the money wewould buy the loudest and mostpotent of firecrackers, the CherryBomb. It was the size of a largecherry (hence the name) and wasloaded with power and “bangabili-ty.” Properly attached you couldblow a wooden mailbox tosmithereens. And several mailboxeseach year did fall prey to a few

future ordnance soldiers. We had carbide cannons that

used water and carbide which,when mixed properly and lit, wouldmake one heck of a boom. But bet-ter yet, if mixed in a little spice canand lit through a small hole, the cancould rise in the air 20 feet and dis-appear with a bang (to be foundlater in someone’s rosebushes).

One of the most potent of thesmall firecrackers was the BlackPanther. It had twice the power andtwice the bang, and of course, costtwice as much as other firecrackers.We would build miniature roads andbridges in an empty lot and thendestroy them with the Panthers. Inmy time and in my neighborhoodno one got hurt, except when wetried to play catch with sparklers. Ittook a brave kid to catch a whirlingsparkler without grabbing the burn-ing end.

Yes, things were different and notas safe as things are today. Andthat’s to the good. But even so, I lookback with nostalgia on some of theold days.
