I. INTRODUCTION
Land O’Lakes, Inc. - International Development Division is implementing the Kenya Feed the Future
Innovation Engine (KFIE) under a hybrid fixed-price contract with the United States Agency for
International Development (USAID) Kenya Mission, awarded on 18th May 2012 for an initial three-
year period.
The KFIE contract requires Land O’Lakes to submit quarterly progress reports to USAID. This
report describes the implementation progress made towards rolling out KFIE during its fourth
calendar quarter period (1st January to 31st March 2013) following contract signature.
The overarching goal for KFIE is to harness innovation for cutting-edge results through private
sector-oriented strategies to generate significant measurable increases in household income and/or
nutrition through efforts in selected agricultural value chains - horticulture (fruits and vegetables),
maize, ruminant livestock (dairy and non-dairy) as well as staple food crops including cassava, millet,
pulses, sorghum and sweet potato.
KFIE serves as a mechanism by which innovations that support food security and
nutrition are proactively sought, incubated and scaled up for widespread impact,
particularly across target populations within the Kenya Feed the Future (FTF) focus
regions - High Rainfall Zone 1 (HR1), Semi-Arid Zone 2 (SA2) as well as the arid
counties of Garissa, Isiolo, Marsabit, Turkana and Wajir.
KFIE supports innovations through various stages from “proof of concept” (Stage 1) through “pilot
roll-out” (Stage 2) to “transition to scale-up” (Stage 3). At each stage in the innovation process,
independent review will be undertaken to verify outcomes and test reliability of results,
incorporating randomized control trial methodologies as appropriate.
Following several months of extensive stakeholder engagement within Kenya and further afield, KFIE
initiated its first solicitation wave in conjunction with the USAID/Kenya Horticulture
Competitiveness Project (KHCP) in March 2013.
This notwithstanding, owing to previous delays in determination of definitive next steps for KFIE by
USAID, several programmatic elements - particularly those activities relating to selection of
promising innovations as well as subsequent coaching/mentoring and evidence-based testing - remain
several months behind schedule. This situation is, however, expected to progressively improve and
eventually stabilize over the coming months.
II. PROGRAM MANAGEMENT
1I.1 Personnel
KFIE now has a fully constituted key personnel team after successful conclusion of a recruitment
process to fill the vacant Engagement Manager position arising from the voluntary resignation of
Carlo Chege at the end of November 2012. In this regard, USAID approval was sought and granted
for Vincent Bii to join the KFIE team from the USAID/Kenya Drylands Livestock Development
Program (KDLDP) at the beginning of March.

I1.2 Sub-Contractors
KFIE continues to maintain strong relationships with its lead implementation partners, Dalberg
Global Development Advisors and IDEO.org. To date, both partners have been instrumental in
contributing towards development of key contractual deliverables - notably the Innovation
Measurement Scale (IMS) stage progression criteria as well as the program website.
KFIE convened its second quarterly tripartite partner meeting with Dalberg and IDEO.org in early
February, in addition to engaging with each sub-contractor on an individual basis through check-in
meetings to map out mutual tasks and activities for the near future.
Additionally, Angela Hansen - Director of Dalberg’s Agriculture and Food Security practice based in
Johannesburg - was formally introduced to the USAID Contracting Officer’s Representative (COR)
for KFIE in mid-February during a visit to Nairobi.
1I.3 Work Planning
Owing to previous delays in determination of definitive next steps for KFIE by USAID, several
programmatic elements - particularly those activities relating to selection of promising innovations
as well as subsequent coaching/mentoring and evidence-based testing - remain several months
behind schedule.
This situation is expected to progressively improve over the coming months, following initiation of
KFIE’s first solicitation wave in March. Additionally, the program team will continue to review the
current annual work plan to positively reconciling variations arising from this delay, as well as
modified program implementation circumstances.
III. SELECTING PROMISING INNOVATIONS
III.1 Innovation Pipeline Building
KFIE’s extensive outreach and stakeholder engagement efforts to date have resulted in the
development of a robust pipeline of innovation prospects that are expected to convert in due
course into applications for KFIE support, as further detailed in the innovation radar screen in
Appendix A. Regularly refreshed versions of this radar screen will be incorporated in KFIE’s regular
reporting to USAID. The radar screen will also inform and guide onward stakeholder engagement in
an efficient manner.
As part of its onward opportunity pipeline development, KFIE anticipates undertaking one or two
selected "deep dive" analyses each quarter on particularly interesting radar screen prospects to
establish the nature of onward engagement that KFIE may have with the innovations and innovators
in question if selected for award, in advance of actual applications for funding support and technical
assistance being received. These deep dives would typically entail detailed desk research as well as in
situ visits, facilitating initial fact-finding towards eventual construction of feature and success stories.

III.2 Innovation Solicitation, Appraisal and Selection
Following several months of extensive stakeholder engagement within Kenya and further afield, KFIE
initiated its first solicitation wave in conjunction with KHCP in mid-March.
This call, focusing on the horticulture value chain, has been extensively marketed through print and
online media, targeted mailing lists and well as the Feed the Future newsletter. KFIE also employed its
extensive network of partners - including Dalberg, IDEO.org and the USAID/Kenya FTF
Communications Working Group - to reach out to agricultural and nutrition innovators within
Kenya and internationally. Initial applications in response to this solicitation wave were due by mid-
April.
After appraisal by the Innovation Screening Team (IST), shortlisted applicants will be invited to
submit in depth proposals and will receive associated support through a proposal development
seminar in June. It is expected that the first cohort of award recipients will be determined by KFIE’s
Investment Advisory Committee and USAID before the end of July, with the lessons learned from
the initial Request for Applications informing subsequent solicitation rounds.

By the end of the 2013 calendar year, KFIE expects have selected at least 18 innovations to receive
over $3 million of grant funding and short-term technical assistance (STTA) at 3 tiers as follows:
Stage 1 - Proof of Concept
Fourteen innovations each receiving on average grant funding of $50,000 and STTA worth
$25,000
Stage 2 - Pilot Roll-out
Three innovations each receiving funding support of $300,000 and STTA worth $100,000
Stage 3 - Transition to Scale
One innovation receiving funding support of $750,000 and STTA worth $150,000
IV. COACHING AND CULTIVATING SELECTED
INNOVATIONS
Alongside its initial innovation solicitation and selection process over the next quarter, KFIE will
develop a comprehensive roster of potential providers of short-term technical assistance (STTA)
and advisory support. This roster will include internal resource persons from within Land O’Lakes,
Dalberg and IDEO.org in addition to third-party service providers.
The KFIE STTA roster, which will be regularly updated and shared with USAID, will be categorized
based on the type of STTA services provided by the individuals or organizations in question, fee
structure and the referral process that can be used for procuring different STTA interventions.
In implementing STTA ordering, KFIE will work to meet the objectives and aspirations of the USAID
FORWARD procurement principles by supporting and strengthening local Kenyan program delivery
partners as much as possible.
Additionally, shortlisted KFIE finalists and successful innovators will be supported collectively as a
community of practice by KFIE and its implementing partners. KFIE, together with Dalberg and
IDEO.org, will work with this community and other stakeholders to foster learning, collaboration
and shared best practice approaches. In particular, the KFIE website will leverage IDEO.org’s Human
Centered Design (HCD) Connect online platform as a tool for networking, learning and promotion
by highlighting exciting agricultural and nutrition innovations, partnerships and successes.
V. APPLYING EVIDENCE-BASED TESTING TO
DETERMINE STAGE PROGRESSION
Once the initial cohort of KFIE award recipients has been determined, requisite reporting systems
and metrics for monitoring and evaluation (M&E) will be instituted for the duration of respective
award periods.
Award recipients will be required to report on core indicators that are relevant to their work on a
quarterly basis. The KFIE program team will track progress via quarterly collection of these
indicators as well as periodic site visitation to each award recipient. In particular, KFIE will collect

gender-disaggregated data in addition to monitoring gender and youth impacts of all supported
innovations.
Meanwhile, the KFIE program team continues to work with Dalberg, in consultation with USAID, to
finalize criteria for innovation stage progression and eventual graduation.
VI. LEVERAGING USAID RESOURCES WITH OTHER
PUBLIC AND PRIVATE RESOURCES TO GROW
INNOVATIONS TO SCALE
Further to its acceptance for membership of the East African chapter of the Aspen Network of
Development Entrepreneurs (ANDE) at the end of 2012, KFIE is presently under consideration to
join the Global Impact Investing Network (GIIN) as an additional step towards exploring channels
for leveraging USAID resources with other public and private resources to grow innovations to
scale.
Towards catalyzing and supporting agricultural and nutrition innovation in Kenya, significant progress
has been made in exploring potential co-investment and cross-referral cooperation with the Global
Alliance for Improved Nutrition (GAIN) Marketplace for Nutritious Foods, which is set to be
implemented in Kenya from May this year.
Following the conclusion of a letter of collaborative intent between KFIE and GAIN in December
2012, recent bilateral meetings have deliberated on the possibilities of parallel funding and resource
optimization through joint outreach, innovation appraisal, due diligence, technical assistance support
as well as monitoring and evaluation. It has, however, been noted that such arrangements would
need to take cognizance the respective financing, administrative and accountability/governance
structures of KFIE and GAIN, alongside their common objective to catalyze and support agricultural
and nutrition innovation in Kenya.

In line with KFIE’s exploration of avenues through which to incorporate grassroots innovation within
its pipeline building, and further to an initial SA2 field visit to Makueni and Taita Taveta counties at
the end of 2012, the KFIE team visited Nzangathi in Kitui county for on-site interaction with
smallholder farmers that are using an aflatoxin control device developed by Michael Makuthu, a local
grassroots innovator. This innovation users’ forum was also attended by the Nzambani Deputy
District Agricultural Officer, Cyrus Muli.

Makuthu has been widely featured in the Kenyan print media over the past year, with his innovation
being showcased by the National Council for Science and Technology (NCST) at several national

shows of the Agricultural Society of Kenya (ASK). This aflatoxin control device has elicited interest
from KFIE as it is user-led and has already achieved local-level adoption by a significant number of
farmers. Makuthu has already filed for intellectual property protection at the Kenya Industrial
Property Institute (KIPI) - the national patent and trade mark office - and has sought guidance on
product standardization from the Kenya Bureau of Standards (KEBS).
The innovation, however, requires efficacy validation and may be a candidate for design
improvement - presenting a potential window for KFIE to employ IDEO.org's HCD approach - as
well as commercialization partner identification prior to exploring possible wider use, mass
production and scale up. The latter activity could present a potential opportunity for collaborative
partnership between KFIE and the Storage and Drying for Aflatoxin Prevention (AflaSTOP) initiative.
While in the SA2 zone, members of the KFIE team were also able to visit the following organizations

In the forthcoming quarter, KFIE will build and strengthen its networks of key stakeholders and
strategic partners within both public and private sectors, with a key consideration being
implementation of the USAID FORWARD principles to support and strengthen local Kenyan
program delivery partners as much as possible.
Towards stronger embedding of farmer-led innovation with KFIE program implementation activities,
KFIE is currently working out modalities towards sponsorship of the forthcoming Eastern Africa
Farmer-Led Innovation Fair (EAFIF) to be held in Nairobi on Tuesday 28th and Wednesday 29th May
this year, as part of the Week on Agricultural Innovations in Africa (WAIA) from 25th to 31st May.
To date, KFIE has participated as a member of the EAFIF Steering Committee through Pauline
Mugendi (Agricultural Innovation Specialist).
Following recent discussions with representatives from the Kenya chapter of the Prolinnova
(PROmoting Local INNOVAtion in ecologically oriented agriculture and resource management)
international network, KFIE has agreed in principle to support the EAFIF’s documentation of farmer-
led innovations and proposes to utilize program budget allocations previously designated for
USAID Kenya Feed the Future Innovation Engine - 623-C-12-00001

convening an Innovation Stakeholders Forum ($15,000) in mid-2012 as well as a Solution Seeking
Event ($5,000) in early 2013.
Additionally, KFIE is considering a number of mechanisms to cultivate and broadly disseminate
innovative practices within the FTF zones of influence in Kenya. As an initial step towards road-
testing county-level engagement, KFIE plans to convene several inter-county agriculture innovation
forums from July this year, using a regional cluster approach. These forums are likely to be organized
in conjunction with other programs under the aegis of the USAID/Kenya ABEO, the Agricultural
Sector Coordination Unit (ASCU), the soon-to-be-established Kenya National Innovation Agency
(KENIA), local higher education institutions as well as existing regional development authorities.
VII.2 Communication Strategy
During the past quarter, a Communications Specialist from Land O’Lakes - International
Development headquarters communications team - Sarah Leppert - travelled to Kenya and provided
communications orientation to the KFIE program team.
Over this period, KFIE was also able to launch its website as an online source of program-related
information as well as a means of announcing and managing its initial innovation solicitation
announced in March.
In the near future, the website will also offer a platform for exchange amongst agriculture and
nutrition innovators, in addition to showcasing innovations under development in furtherance of FTF
goals.
Additionally, the KFIE program team will prepare and disseminate initial public information products
on the program to include regular bulletins and newsletters and feature stories, amongst others.
KFIE is also working in conjunction with other members of the USAID/Kenya FTF Communications
Working Group to use the media in creating broader awareness and understanding regarding FTF
initiatives in Kenya, other African countries and internationally.
