Public Body: Kearns Metro Township Mayor Meeting Date: July 9, 2018 Parcel ID: 20-13-402-068-0000 Current Zone: R-1-6 Property Address: 5928 S. Park Wood Drive Request: Exception to allow Park Wood Drive to terminate without a cul-de-sac Planner: David White Planning Commission Recommendation: Approval, subject to pedestrian access being preserved from Park Wood Drive to Oquirrh Park Planning Staff Recommendation: Approval as recommended by the planning commission Applicant Name: Dan Cloward

PROJECT DESCRIPTION

This is an exception request in conjunction with the Cloward subdivision application on the surplus Kearns Oquirrh Park Service District parcel. Community members did not want Park Wood Drive to be a through-street, nor be extended to create a cul-de-sac. The proposed design with the requested exception satisfies that request.

ISSUES OF CONCERN/PROPOSED MITIGATION

One issue of concern is that County Parks and Recreation has expressed that they are not interested in the parcel shown on the subdivision plat to be dedicated to them. The subdivision proposal may therefore change in terms of total number of lots or final configuration.

PLANNING COMMISSIONS’ RESPONSE

The Kearns Metro Township Planning Commission recommended approval of the exception request, subject to pedestrian access from Park Wood Drive to Oquirrh Park being preserved.

PLANNING STAFF RECOMMENDATION

Staff recommends approval of the exception request, subject to the following conditions: 1. Pedestrian access from Park Wood Drive to Oquirrh Park is to be preserved. 2. The exception is for the termination of Park Wood Drive in a dead-end with no cul-de-sac. Should future

re-design of the subdivision necessitate other exception requests, those will be heard separately.
