KATHLEEN N. LOHR Summary of Professional Experience Kathleen N. Lohr brings to RTI International more than 40 years of experience in health care and health care policy research. Now a Distinguished Fellow at RTI, for several years she was Chief Scientist and a senior program director for a portfolio of projects in health services and health policy, with emphasis on evidence-based practice. She was the founding director of the RTIUniversity of North Carolina (UNC) Evidence-based Practice Center (EPC) and is now senior advisor to the EPC. Dr. Lohr was the founding editor-in-chief of RTI Press, a corporate-wide initiative, and in 2007, RTI honored her with the Margaret Elliott Knox Excellence Award. Before coming to RTI, she spent 9 years at the Institute of Medicine (IOM), National Academy of Sciences, where she was director of the Division of Health Care Services. At the IOM (now the National Academy of Medicine), she had overall responsibility for administrative, personnel, and substantive tasks related to the divisions portfolio of studies in health care delivery, organization, financing, quality of care and clinical evaluation, practice guidelines, health workforce, public health, and related topics. She directed studies undertaken by IOM expert committees and served as author or editor on many publications from these studies. During her 12 years at the RAND Corporation, she served as lead analyst, coprincipal investigator or project leader, lead author, analyst, coordinator of staff activities, or senior editor on a variety of health care projects for the U.S. Department of Health and Human Services, Department of Defense, and Office of Technology Assessment. For several years at UNCChapel Hill, Dr. Lohr held the rank of Research Professor, Health Policy and Administration; she remains an adjunct professor in Health Policy and Management in the Gillings School of Global Public Health and Senior Research Fellow at the UNC Cecil G. Summary of Professional Experience

Kathleen N. Lohr brings to RTI International more than 40 years of experience in health care and health

care policy research. Now a Distinguished Fellow at RTI, for several years she was Chief Scientist and a

senior program director for a portfolio of projects in health services and health policy, with emphasis on

evidence-based practice. She was the founding director of the RTI–University of North Carolina (UNC)

Selected Project Experience

Force (USPSTF), and evidence-based methods reports from many cross-EPC program work groups. It has

also created materials on preventive care for the elderly and produced continuing medical education

(CME)-level educational materials on systematic review methods. Under EPC-II and III, Dr. Lohr co-led

a project to develop guidance for grading strength of evidence; she continues to contribute to developing

original (or updated) chapters on other methods issues and participates in other methods research

activities. Dr. Lohr led a project to establish guidance for the structure and content of comparative

effectiveness reviews and created a readability guide for AHRQ (later updated for RTI and other

audiences). In EPC-III. IV, and V, she has been an EPC program associate editor for AHRQ.

Environment Scan of Communication around Patient Roles and Responsibilities (2009)―Senior

Scientific Advisor. IOM formed the Evidence Communication Innovation Collaborative to develop a

communication program to foster broader public understanding, appreciation, and discussion about the

nature of evidence to guide clinical choices, the limits and evolution of the evidence base for any given

condition, and the importance of support and involvement in the evidence development process. The

project involved conducting a literature review, doing key informant interviews, and developing a

communication initiative and strategy to promote the use of evidence in health care decisionmaking.

RTI DEcIDE Center (2005 to 2010)—Director (2005 to 2008); Senior Advisor (2008 to 2010). For

AHRQ, our DEcIDE projects entailed developing methods to detect adverse drug events from Medicaid

claims data; convening a 2006 symposium on emerging methods for comparative effectiveness and safety

research (2007 supplement to Medical Care); convening a 2009 symposium on methods for clinical and

comparative effectiveness research (2010 Medical Care supplement); participating in a trial of

pharmacist-based medication therapy management interventions; and developing a report on monitoring

outcomes and utilization of gene-based therapies.

Merck Childhood Asthma Network (MCAN) (2004 to 2011)—Senior Advisor. For projects to design a

national multisite, multiyear grant program for the Merck Company Foundation and to conduct the cross-

site evaluation. The first MCAN project activities included many steps to design and implement the topic

and process for soliciting and awarding grants to implement projects to address myriad aspects of

managing childhood asthma (2004 to 2006). The second set of MCAN activities involved a multiyear

(2006–2011) cross-site evaluation culminating in a special issue of The Journal of Health Promotion

Practice.

Community-based Experiment to Test Interventions related to Informed Decisionmaking about

Prostate-Specific Antigen (PSA) Testing for Prostate Cancer (2004 to 2008)—Senior Advisor. For a

controlled trial sponsored by the Centers for Disease Control and Prevention in three communities to test

health informational messages delivered through a multimedia intervention about prostate cancer

screening in two communities, framed in a prostate-cancer (PSA)-only context or a men’s health context

(two communities), with data collection in a third control community.

Guidelines for Clinical Practice (1990 to 1992)—Study Co-Director. Coordinated work of expert

committee and served as co-editor of the published reports for two IOM studies. The first study,

Directions for a New Program, focused on guideline development, stressing the need for systematic,

science-based processes for developing guidelines; careful documentation of assumptions, evidence, and

rationale for recommendations; and explicit projections of health and cost outcomes expected from

specific procedures or services. The second study, From Development to Use, described existing

initiatives to develop, use, evaluate, and improve guidelines for clinical practice; assessed the strengths

and limitations of these initiatives; and recommended a conceptual and practical framework for the future

development, use, and evaluation of guidelines. It also produced a provisional instrument for assessing

guidelines that, in revised form, continues to be used to date.

Effectiveness and Outcomes in Health Care (1988 to 1990)—Study Co-Director. Organized a series of

conferences and workshops for the IOM and co-edited the proceedings of these meetings (supported by

the now-named Centers for Medicare & Medicaid Services). The series began with a clinical workshop to

recommend clinical conditions to receive highest priority comparative effectiveness research and three

condition-specific workshops (hip fracture, breast cancer, and acute myocardial infarction) that identified

critical patient care topics deserving further investigation and proposed appropriate research strategies and

methods. A concluding conference explored the social, clinical, and legislative environment for research

on the topic of what works in the practice of medicine and highlighted four issues for this area of

research: use of administrative databases, collection of primary data, development and use of outcome

measures, and applications in clinical practice.

A Strategy for Quality Review and Assurance for Medicare (1987 to 1990)—Study Director.

Coordinated work of expert committee and served as editor of the published reports for this

congressionally mandated study by the IOM—Medicare: A Strategy for Quality Assurance (volumes I

and II). This study considered quality issues related to elderly Medicare beneficiaries with respect to

inpatient hospital care, outpatient physician care, and home health care. Major project activities involved

focus groups, site visits, public hearings, and review of technical documents and background papers; the

committee developed a widely used definition of quality of health care.

more than 35 research professionals conducting projects about planning, access,

utilization, quality, outcomes, costs, and financing of health care for both the

public and private sector. Responsibilities included developing the program’s

strategic plan, marketing activities, maintaining relationships with clients and

collaborators, budget development, and staff hiring and performance appraisal.

Co-Principal Investigator on the Nonintrusive Outcomes Measures Study, a

HCFA-supported multiyear study to develop and validate patient outcome

measures defined from Medicare insurance claims data. Project leader for a

HCFA-sponsored project to review study designs for measuring patient outcomes

and quality of care in three “competition” demonstrations (Medicare, Medicaid,

and the Arizona Health Care Cost Containment System; lead analyst on

developing a research agenda to assess the impact of the Prospective Payment

System on quality of care in Medicare; and collaborated in developing an

analytic plan and survey instrument to determine Medicare beneficiaries’

preferences for covered services, benefits, and copayment or premiums in

alternative health plans.

Analyst for Department of Defense studies on quality of care in military

treatment facilities in a proposed “health enrollment system” and analyst on
