Lecture program on “Urban Governance in Bengaluru”

A talk on “Urban Governance in Bengaluru” was arranged by the thArchitectural Engineering Division of IEI, KSC on 9 March, 2017 by Sri

Sridhar Pabbisetty, CEO, Namma Bengaluru Foundation, Bengaluru .

Er. Jasmail Singh, Hon. Secretary welcomed the invitees and also

introduced the speaker.

Dr. A. S. Kodanda Pani, Convener introduced the subject. It was thmentioned that Bengaluru ranks 16 among the Cities in India.

Trivandrum, Pune and Kolkatta are in the first, second and third

positions. The city is facing acute problems like heavy traffic congestion

due to late introduction of Metro Rail, inconvenient City bus service,

garbage and potholes everywhere, sewage flow to the lakes, too many

unauthorized constructions without control by BBMP, etc.

Sri Sridhar Pabbisetty, a well known citizen activist in his lecture

mentioned about the good work done by Sir. M. Visvesvaraya during

Maharajas rule with good urban governance. At that time before

independence, they suggested introduction of Suburban Railway for

Bengaluru. He insisted that Government and the public agencies

should involve citizens for new projects and improvement of the City.

Environment degradation due to pollution of lakes,

atmospheric pollution due to too many vehicles, not

delegating required powers to local bodies for quick

implementation of projects, etc were mentioned. Finally, he

requested the citizens for active participation in improving

the City.

During the interaction, suggestions were made like

introduction of only small BMTC buses instead of large buses

which are not able to move about in the congested roads.

Dr. N. Chikkanna, in his concluding opinion felt that Suburban

Railway should have been introduced in the City 30 years

back. Commuters should be attracted to use buses with lower

ticket rates, cleanliness of buses, etc. He suggested

under/over bridges at convenient points on the Outer Ring

Roads for convenience of commuters between the Suburbs.

jurisdiction is BDA area and 25 kms all-round to cover the

transport needs of suburban areas. Intelligent Transport

System (ITS) was introduced one year back to monitor the

performance of 10,000 drivers of buses. Details are available

in the Control Room about movement of buses in different

routes, breakdown of buses to arrange spare buses, mistakes

of drivers, etc. It was informed that BMTC has plans to provide

12,000 buses. Consultants are entrusted by BMTC to work out

proposals to improve City bus services.

There were many comments/suggestions made by the
