In co-operation with the central coast regional development corporation (CCRDC) Five D Pty Ltd offers its development concept for A site of state significance.
the “Kariong Trees” devel-opment shall be designed to provide a sustainable, mixed use, retail based, outdoor neighbourhood centre to match the objectives set out in the requests for propo-sals dated 17th December 2010.
The Five d project theme is to preserve as many of the existing trees as possible and to plant additional trees, where suitable, hence the name ’Kariong Trees’.

The current and future com-mercial and residential occu-pants of Mt Penant Parkland together with the residents of kariong/Mt Penang shall enjoy additional local recre-ation, medical, leisure, sport-ing, casual dining all within the confines of a lush, scenic & green estate.
By reduction in commuter shopping and commuter traf-fic let alone other energy consuming efforts, the con-venience of the facility will significantly diminish congestion to Gosford CBD and the overall carbon footprint.

Features of the development concept include:
As a state significant site we have sought to provide a low impact, highly desirable, yet commercially achievable, sustainable development con-cept by way of a non air-cond-tioned Retail open mall.
We have maintained a low scale identity within the estate, thus minimising impact of civil
works (site disturbance),preservation of most of the existing trees, use of exist-ing internal road patterns, retention/recycle water, maintain open space, maintain landscape strips, use of so-lar, sustainable design and building technologies wher-ever possible, use of recycla-ble materials, use of natural tactile finishes and materials (local sandstones,timber & masonry).
Provide a financial return to ccrdc to fund its future activities. The five D Pty Ltd RFP sets down an offer for a 99 year leasehold interest or preferably a freehold estate in fee simple.

‘Five D P/L is to provide documentation that they have sufficient financial capacity to undertake the project’.
Five D as promotor/devel-oper acts to realise develop-ments concepts, by securing a site, moving to pre-commit-ment of major end users, acting to achieve develop-ment planning consent then source finance to acquire the land and construct the improvements.
The instruments of Site Control
pre-lease agreement and de-velopment consent provide the basis for an attractive
funding proposal to tradi-tional lending institutions.
The project funding is acti-vated when the above pro-ject milestones have been reached and the above pro-ject credentials are in place.
Five D provides funding for the speculative costs for design etc. up to pre-lease documentation, planning consent applications and any appeals. Upon approval and execu-tion of pre-lease documenta-tion we then move to activate the external funding source for land acquisition, and construction of the improvements.
We have accounted for a budget of in excess of $ 350,000 for our specu-lative costs for the afore-mentioned scope of design works.
External funding for all pro-jects which we have complet-ed to date and referred to in this bid has been provided by the National Australia Bank.
The convenants of wool-worths will be instrumental to underwrite anchor tenan-cies and to be our potential joint development partner of the site after zoning and de-velopment planning consent.

The “Kariong Trees” develop-ment concept has been con-ceived with the intention to meet the objectives of the ccrdc request for proposals.
We seek to implement a development with “Green” and “Sustainable” Creden-tials, supported by Wooworths.
In order to achieve these meritorious goals we would plan for the following:
• Preservation of most of the existing trees, • Preservation of existing site infrastructure,• Minimise disturbance to park infrastructure• Compliment neighbouring uses ( High school and park land uses) • Enhance use and enjoyment etc, etc.
We consider that the devel-opment will be a catalyst to provide managed, orderly and synergic growth and expan-sion within the mount penang parklands.

In order to confirm our con-cept as proposed we have had discussion with local occu-pants of the park, the mt Pen-ang High School, Newcastle University, local residents and other groups with a vest-ed interest in the site and lo-cal community. The feedback is reflected with some issues of proposed layout and design.
Proposed uses
Supermarket,convenience stores, speciality stores, petrol sales, tourist office, drive through restaurant, medical/sports precinct, accommodation, tavern, car park.
Other professional, child care. Leisure pools to match the needs of local education, training, recreation , health and fitness lifestyles.
Stage two
This site is the western most precinct of the site and we propose to move to this com-ponent of the site once we have begun to implement stage one.
Construction materials: Use of timbers, solid and laminates, local masonry and sandstones, timber walkways, vegetation within open mall areas, pedestrian ways, shad-ed plaza and interconnecting pedestrian paths. Shaded car park. Use of recyclable natu-ral materials as described, solar harvesting for suitable services, harvesting rainwa-ter for services/ detention ( use gravitation elements available from layout sensi-tive to site AHD), pool supply and fire safety/sprinkler sup-ply, on site vegetation(tree waste) for composting and use around other parts of the park, encourage bike and pedestrian uses by design.

We have sought the design skills and philosophy of Harry Seidler Architects to set an admirable standard of design. yet match our concept for multiple residential towers for Stage two of the Five D RFP.
The Towers would face north overlook-ing the parklands, the gardens and dams. The dams provide an attractive feature and also by reflection will cause great virtue to the design. The towers are bound to the north by the gardens and dam whilst to the south and west by natural bushland.
The Towers offer immediate proximity to the Fitness & Health Club, Shopping centre and Commuter centre to take ad-vantage of pedestrian and cycle paths.

We have sought the advice of an industry expert, Mr John Alexander, MP for accurate design & layout guidance for The Health, Fitness and Leisure Centre in order to qualify our concept for this component of the Five D RFP..By increasing awareness of the location and encouraging 7 day per week , active and constant multiple customer usage of this facility it will compliment the following: • Proposed Woolworths Anchored Neighbourhood shopping centre, Medical Centre, Tavern, Hotel and services, • Service the Existing residential populace, • Service the future parklands business and residential populace. • Compliment the Kariong Towers residential precinct, Mount Penang High School, Central Coast Bears, existing/ future parklands working populace. • Compliment the proposed Commuter Centre. • Another example of a standard for non commercial development within the estate by adopting the design and philosophy of Harry Seidler Architects, as lead Architect for this component of the Five D RFP. • Reduce the carbon footprint by encouraging localised patronage.

We have been advised by the CCRDC that the RTA seek to develop a Commuter Service Centre on an irregular shaped parcel of land situated at the south western precinct of the the subject sit being bounded to the south by the Central Coast Highway, to the west by the Kangoo Road.
We have suggested a striking architectural design for the Cycle parking structure in order to establish the standard.
Our layout integrates with proposed pedestrian/cycle paths Kariong Towers, Health and Fitness Centre and the Kariong Trees Retail centre.
Our layout sets down the following:
• Short and Long Wheelbase buses transit zone • adjoining car park• 24 hour Café• waiting facility with car park• Male and Female toilets• Petrol and Diesel sales• Commuter Car park of about 100 vehicles• Bicycle and Motor Cycle commuter park for 150 vehicles.
We consider that the Five D Commuter Centre serves effectively to meet the needs for the use and yet successfully integrate with our concept as proposed in the Five D RFP.
