Instead of spending a lot of money on electrifying the line, thought should go into using diesel-powered trains, regional council rail operations manager Angus Gabara said at a Kapiti Coast District Council meeting on Thursday. ‘‘The thing then is the carriages can be purpose-built, they would be more inter-regional units and you could go as far north as you liked. ‘‘The focus shouldn’t be on extending the electrification but on how you can extend the service.’’ He said modelling showed Otaki would only attract about 200 to 250 new passengers, yet electrifying the line would cost between $115 million and $135m including new trains. Regional council chairwoman Fran Wilde said at some stage there would be northward growth. ‘‘I think it will be from Horowhenua down, and then you’ve only got a really short skip to Palmerston North. ‘‘In the long long-term, maybe after our time, there will be a commuter route from Palmerston to Wellington on that line.’’ And investing in a Raumati railway station simply didn’t ‘‘stack up’’ but if anyone could provide ‘‘evidence to the contrary’’ then the regional council would look at the station during the refreshed rail plan submission phase. ‘‘We probably don’t think there will be enough evidence to put it back in the plan,’’ she said. Asked by Cr K Gurunathan about how long the regional council had concluded a Raumati station wouldn’t be a goer, Ms Wilde said the regional council had ‘‘always told you we didn’t think it would be a goer’’. ‘‘Unfortunately it has become less and less of a goer in recent years. ‘‘There has been an inevitability about it. We’ve never given you hope it would be high on our priority list.’’ Mr Gabara said a Raumati railway station didn’t have a good Transport Agency funding profile, the original site by the new expressway was no longer viable, modelling showed there would only be 20 new users and moving it closer Paraparaumu railway station meant slowing down other commuter times by two minutes both ways. ‘‘We don’t believe the case can be made for spending $8m to $12m on a station which has less than 300 new passengers.’’ Meanwhile, Mr Gabara said Kapiti was enjoying the strongest peak patronage growth of all the railway lines, the average on-time performance was averaging 95 per cent, it had the best overall station condition score, plans were under way to create faster journey times, and park and ride improvements at Paraparaumu and Waikanae were being investigated. Honouring fallenfrom World War 1It’s 100 years since 37 Paekakariki men went offto World War 1 — 11 of them didn’t return.

Their names are on a bronze plaque thatwas replaced by a different design a few yearsago.

In September, it will be the centrepiece of aspecial display at Paekakariki StationMuseum. The aim is to show who the menwere. Details include their jobs, families,where they lived and their war records.

When the war broke out there were 300people in Paekakariki and one in four villagemales enlisted. Some were railwaymen andsome were members of the PaekakarikiRailway Surf Lifesaving Club. When a clubmember died and another was rescued off the

beach in 1913, it inspired the village toestablish the surf club.

The rescued man must have been a luckybecause he returned safely after the war.

Not so the Lynch brothers of Emerald Glen.Both were in the Gallipoli landings. Oscar diedin a hospital in Alexandria on July 5, 1915 anda month later, on August 9, William was killedat Chunuk Bair.

Another who died was William Mira, fromthe Ngati Haumia people of Paekakariki.

Former councillor HaroldThomas has received a woodenappreciation award plaque torecognise his 31 years ofcommitment to local bodypolitics.

The special presentation wasmade by mayor Ross Churchand Waikanae CommunityBoard chairman Michael Scottat Thursday’s council meeting.

Mr Thomas said he hadalways considered it a privilegeto be involved in communityissues.

‘‘I have always enjoyeddebating with people about therights and wrongs of any issue.

‘‘There has been atremendous number ofhighlights when I was involvedand a couple of small low lights.

‘‘I’ve never personallydisliked people, I’ve arguedvery strongly with them when Ibelieved it was necessary.’’

Mr Scott said Mr Thomaswas someone who provided an‘‘honest and steady hand on thetiller’’ and gave ‘‘everyone anopportunity to be heard’’.

‘‘Those are importantqualities that come forth whendealing with Harold — qualitiesof integrity, qualities of honestyand qualities of openness.’’

Moreover he had been a‘‘positive role model’’.

Mr Church said: ‘‘It’s nowonder that in 1997 Harold wasawarded the Queen ServiceMedal for public service.

‘‘Thank you for thecontribution you have made, 31years is one hell of an innings.’’

Mr Thomas was appointed tothen Waikanae districtcommunity council in 1983 asdeputy chairman and also to theHorowhenua County Council asdeputy chairman.

Those commitments

continued until localgovernment was reorganised in1989 and Kapiti Coast DistrictCouncil was formed and MrThomas served as a councillorcontinuously until 2004.

‘‘As a councillor he chairedthe parks and reservescommittee among others,’’ MrChurch said.

‘‘Harold believes there wasalways another point of view tobe considered.

‘‘During his time as anelected member Haroldsupported the Western Link Rd,a rail free link between thetownship and the easternsection of Waikanae, andchampioned keeping ratesaffordable.’’

He was also WaikanaeCommunity Board chairmanfrom 1989 to 1992, again from1996 to 2003, and from 2003 to2010 he served as a member onthe board.

Fundraiser to help fire victimCLOEWILLETTS

Friends and neighbours of TeHoro woman Anna Stubbs,whose home was burnt down inDecember last year, destroyingits entire contents, arefundraising in a Band TogetherRebuild project to help rebuildand replace everything lost.

Among the items gutted in theblaze, which took over two hoursfor fire fighters to extinguish,was stock and marketingmaterial from Miss Stubb’ssheepskin footwear businessNuggZ, which she had spent thelast 12 years building.

Unable to receive homecontents insurance because thefire was allegedly intentionallylit while she was out, which iscurrently a case before thecourts, Miss Stubbs has beenrelying on generous donationsand support from the localcommunity.

‘‘Imagine one day you haveeverything and the next it is allgone,’’ she said.

‘‘I loved my house.‘‘It was my first home I

decorated with love only sixyears ago.’’

Having lost her father to asudden heart attack six weeksprior to the arson, Miss Stubbswas still dealing with her losswhen she heard the news.

With the Band TogetherRebuild fundraiser set for 7pm,March 29 at the Te Horo Hall,The Achievement Room co-owner Debbie Laing, a neighbourof Miss Stubbs, said the publiccan help by donating items forthe event’s silent auction.

‘‘Band Together Rebuild willhave live music from SwampDixie and friends and Hatrack,as well as food and drinkoptions,’’ Mrs Laing said.

‘‘Tickets are $25 and will beavailable from Farmlands inOtaki, Te Horo Cafe, TheAchievement Room inWaikanae, and ProfessionalsReal Estate in Paraparaumu.’’

Miss Stubbs said thecommitment from local businesshas been outstanding, with shopsdonating vouchers, clothing anda range of necessity items.

‘‘I have always been reallyself-sufficient, so it’s an awkwardfeeling to now suddenly be sodependent on help,’’ she said.

‘‘An event like this reallyshows what a wonderful,compassionate community I livein.’’

Revised water rate will cut costs for usersThe proposed water raterecommended by an Annual Planworkshop is lower than thefigures previously used by councilin its rates planning.

Council is changing the way itcharges for water from 1 July 2014,following the introduction ofwater meters.

Instead of paying a uniformannual charge, there will be acombination of a fixed rate and avolumetric rate based on theamount of water used.

Up to now, figures used forplanning purposes for 2015/16

were a $235 fixed charge and $1.01per cubic metre of water used.

Now the proposed amount to beincluded in the Draft Annual Planis a $188.50 fixed charge and $0.95per cubic metre of water used.

These figures compare withwhat would have been anequivalent uniform annual chargeof $377.

The Annual Plan workshopalso decided to stick with the 50/50split recommended by theCharging Regime Advisory Groupin 2012 whereby 50 percent of thecost of supplying the district’s

water is recovered through a fixedrate, with the rest being recoupedby the variable amount.

Council officers proposed thelower rates after acquiring moreprecise information on water usefollowing the start of trial meterreadings, understanding moreabout how water is used andreviewing the infrastructure costsinvolved in supplying water toend users.

Based on actual meterreadings, staff were able to showthat 65 percent of households arelikely to pay less in 2014/15 than

they would have if the uniformannual charge still applied.

Chief executive Pat Doughertyreminded the workshop that theoriginal reason for introducingwater meters was to change wateruse habits, particularly reducingconsumption.

‘‘It is inevitable there will besome people who are going to paymore for water but as part of afairer system, based on use.’’

In other areas where watermeters are used, peak demand themost water used in a single dayduring the year, has dropped by

about 25 percent.‘‘By reducing peak water

consumption council is able todefer $36 million of capitalexpenditure that would have hadto have been spent on upgradingthe water supply system to meetincreasing demand.’’

Also included in the AnnualPlan was a proposal to make up to$75,000 available to assist largefamilies with high water costs.

The public can makesubmissions on the Draft AnnualPlan between March 26 and April28.

Aero club celebrates new clubrooms

Kapiti Aero Club’s flash newheadquarters is a completeopposite to the one they used tooperate from.

The aero club, which started in1983, used to inhabit a dilapidatedbuilding off Kapiti Rd. The oldbuilding leaked, mushrooms grewin the carpet and the toilets werean eyesore.

‘‘The deterioration of thebuilding in recent years made ituninhabitable,’’ club presidentClive Stephen said.

The aero club’s future wasn’tlooking good, especially as therewasn’t a lot of money in their bankaccount.

Closure seemed inevitable.But about three years ago a new

committee was formed and one ofthe goals was to get newclubrooms.

Help was not far away.Kapiti Coast Airport co-owners

Sir Noel Robinson and ToddProperty Group were receptive tothe club’s new clubrooms plan andhelped provide some financialmuscle backed up with some clubfundraising events and clubmember donations.

A new site for the club wasidentified in an aviation hub nearthe main terminal which Air NewZealand operates from.

The old clubrooms weredemolished this year and a formerSteeline building was transported

to the new site, gutted andtransformed into the club’sstunning new headquarters.

‘‘There’s hardly any of the oldSteeline building left,’’ Mr Stephennoted.

‘‘The airport company put thefloor down and shifted the oldbuilding on top of it and we went towork on it.

‘‘We’re ripped it completely tobits, put new cladding on the

inside and outside and more.’’The clubroom comprises a

large lounge area, kitchen, toilets,reception and administration area,briefing room and chief flyinginstructor’s room.

And the club’s large hangar wastransported across to a new sitenext to the new clubrooms.

The new club base has beenwelcomed by many.

‘‘Our members are saying ‘I

can’t believe it — we’ve come fromone end of the spectrum to theother’.

‘‘Everyone has good words tosay about it especially people fromother flying clubs who say we’rethe luckiest flying club in thecountry.’’

Mr Stephen paid special tributeto Sir Noel and Todd PropertyGroup.

‘‘Noel is an extremely good man

and we’re very pleased with theway he’s helped us.

‘‘They’ve bent over backwardsto make us happy.’’

And he praised everyoneinvolved in the project.

‘‘Over the last three yearsthere’s been a lot of people whohave put in a tremendous effort,far beyond what I would ever thinkyou’d do in a club.’’

Mr Stephen said the club was inthe process of formulating a plangoing forward.

‘‘We’ve got a lot of ideas andwhere we want to be in five yearstime.’’

Some of the things that arealready paying off have includedgoing back to club members andsaying ‘we want this to be a clubfor the members’.

‘‘That has sparked up a wholelot more interest.

‘‘We’ve had club events andwe’ve made things happen whichpeople want to belong to.

‘‘Also we’ve found that there’squite a few people coming back tous who want to be professionalpilots and we’re training themhere but they’re self funding.’’

And chief flying instructorJohn Harwood had worked hardand ‘‘been one of the forces thathas helped turn the club aroundand made it a lot more viable’’.

Running from an old partstruck completely refurbished toinclude a bench top, fryer, fridges,deep top and oven, TheIndependent Burger Companyopened for service mid last month.

Parked outside PlaceMakers onKapiti Rd, from Monday toSaturday, the matte black burgertruck is a long-standing conceptbrought to life for the father of two.

‘‘It’s a dream I’ve had for yearsand I finally came across theopportunity to build it,’’ he said.

‘‘I’ve had a lot of support fromPlaceMakers and they’re lettingme see how it goes.’’

Also drawing attention becauseof weekend stints outsideParaparaumu’s The Cock, Mr

Davies has been parked at thepremises from 10.30pm until closeon Friday and Saturday nights, tohelp feed hungry bar patrons.

‘‘I’ve had consent from council,and I think it’s a good idea to befeeding people while they’re outdrinking,’’ he said.

Hoping the initiative willdecrease the amount of peoplewalking through a nearbyalleyway, which has seenconsiderable trouble, Mr Daviessaid he is still testing the waters.

Originally qualifying as a chefat Kapiti’s Whitireia campus, the32-year-old has been in theindustry 15 years, working bothlocally and in the South Island.

Making all his gourmet burgerson site, Mr Davies said TheIndependent Burger Company isset on sourcing all its ingredientsfrom the Kapiti area.

‘‘The response so far has beenreally good.’’

Wetland bird gets specialist medical care

A spotless crake’s life has beensaved thanks to the dedication ofa vet nurse.

The rare bird was discoveredin the Postie Plus shop inCoastlands on Thursday, twoweeks ago.

A Wellpet client took the birdto Wellpet Paraparaumu whothen rang Wellpet Waikanaesenior nurse team leader JennyDavis.

Jenny collected the bird andthen tried to identify whatspecies it was.

Initially it was thought thebird was a wading bird becauseof its distinctive red eye andwide feet but a Google searchpinpointed the bird as a spotlesscrake.

She took the bird to NgaManu Nature Reserve where theidentification was confirmed.

Jenny decided to look after

the bird as it was so unwell —dehydration and starvationwere the two key healthconcerns. It weighed a mere 35grams.

The spotless crake neededhourly care so Jenny lookedafter him at work and at home.

It needed fluids under its skinvia a small needle as well ascritical care food via a syringe.

A few days later, on theSunday evening, the birdstarting showing signs ofimprovement when it took akeen interest in a worm.

On Thursday last week Jennytook the bird to Nga Manu whereit went into a specially designedenclosure and buddied up with akereru.

‘‘He seemed a bit stunned atfirst then started eating the foodthey put down for him.

‘‘Hopefully he will get outinto the wild eventually.’’

Jenny didn’t know how the

bird ended up in a Coastlandsshop.

She suspects the birdwandered away from a creekarea near Coastlands or had

been forced away from itshabitat from drought.

‘‘They are a wetland bird andneed shallow, marshy water.’’

Jenny said the bird was great

to handle but was quite jumpy.‘‘They have amazing take off

speed.‘‘He wasn’t frightened of me.’’Unfortunately the habitat for

birds such as the spotless crakewas being destroyed bydevelopment, she said.

‘‘Kapiti used to be full ofswampland.

‘‘Ninety per cent of its habitathas gone.’’

Jenny has a special interestin wildlife, especially birds —both native and non native.

‘‘Clients do bring birds in forus.

‘‘It’s quite expensive lookingafter some of the birds especiallyseabirds.

‘‘It didn’t cost much to lookafter the spotless crake.

‘‘Only time, stress andsleepless nights.’’

She thanked Wellpet whowere very supportive of herwork with birds.

MacKays to Peka PekaWellington Northern Corridor

Over 43 hectares and 1.3 millionplants will be planted once theExpressway is complete.

Southern Zone - MacKays Crossing to Kapiti Road

Earthworks have started in the area of Poplar and LeinsterAvenues (remember that Leinster is now closed permanently).We are removing and stockpiling peat and replacing it withgravel to form the Expressway’s foundation. For the next coupleof months you’ll seemore trucks on State Highway 1 and PoplarAvenue. To keep traffic disruption to aminimum, trucks will onlyturn left into and out of Poplar Avenue from State Highway 1.And fromMarch 17 a 70km/h speed restriction will be on StateHighway for approx. 500m either side of this intersection.

We’ll be moving a 50 tonne piling rig into the Leinster Avenuearea to start work on a large retaining wall. This will happenoff to the side of the road and won’t affect traffic. We’ll alsobe removing houses (and in some cases asbestos) from StateHighway 1. All asbestos and house removal is done by expertcontractors in line with national health and safety standards.

Vegetation to the north of Leinster Avenue and south ofRaumati Road will be cleared later this month, so the areawill look quite different.

Central Zone - Kapiti Road to Te Moana Road

The job of clearing pine trees between Mazengarb andOtaihanga Roads will be done by the end of March.

Otaihanga roundabout is now operating with two lanes ofnorth and south bound traffic at peak times and weekends.From 23 March we will start night works to complete thingslike the final pavements and curbs. This means we will haveStop/Go traffic management happening for about two weeksbetween 7.00pm and 5.00am. The roundabout constructionwill be finished and opened before Easter. Things havechanged so please drive with care, remember to indicate, giveway to the right and help keep traffic flowing. We apologisefor any inconvenience and thank you for your patience.

TheWaikanae River walkway has been diverted and the firsttest pile for the newWaikanae Bridge is finished. As worksgear up to construct the real piles you’ll see more activity andmachinery in this area. Diversions are clearly marked and theconstruction area has been fenced off for public safety butplease be aware that loud machines are working in this area.

Northern Zone - Te Moana Road to Peka Peka

Earthworks continue in the Northern Zone, including the removalof a large sand dune north of TeMoana Road at the end ofMarch.

Earthworks also continue at the Peka Peka end of theExpressway, near Smithfield and Greenhill Roads. Here we areremoving peat, stockpiling it and then replacing it with sandto form the Expressway’s foundation. Next week we startbuilding a haul road to connect the construction area betweenSmithfield and Ngarara Road.

Coastal line stirsup hornet’s nestA defining identity of the Kapiti Coast hasbeen its recognition as a retirementhaven. Located just outside the nation’scapital, with a better climate and the firstreal stretch of sandy coastline, Kapiti hasattracted the attention of many ofWellington’s movers and shakers. Overdecades, these people who worked andlived in Wellington have also had holidayretreats on the coast. Eventually, theyretired here. Beach front properties andlifestyle blocks were a popular choice.

They enjoyed their lifestyle and, apartfrom paying their rates, took littleinterest in local politics.

All that changed when, back in earlySeptember, KCDC staff unilaterallyimposed coastal hazard lines across 1800coastal properties. While council’sintention in protecting the ‘common good’of a future community was commendablethe manner it trampled over privateproperty rights set off a politicalbombshell. I had warned then that councilhad stirred up a hornet’s nest resulting ina network of retired economists,planners, lawyers, judges and businessmen and women organising themselvesagainst the council move. It rapidlydeveloped into a general revolt againstthe Proposed District Plan.

So far, the acrimonious war of attritionhas cost council a conservative $2m inlegal and other costs (that’s a 4 percentrise in rates). Secondly, it proved a publicrelations disaster for council. Thirdly, ithas undermined the credibility of staffadvice to its elected members. There is afourth significant development. This isthe growth of a citizen-based watchdognetwork. The intelligentsia who locked

horns with council over the coastalhazard matter, and rural mattersassociated with the PDP, have beenradicalised. Because of their success intaking on the council over the coastalhazard and PDP matters, individualcitizens having their own problems withcouncil are going to this intelligentsia foradvice and support. Given their ownperceived experience, the intelligentsiahave an empathy for others they believehave been given a rough deal by thecouncil machine.

The elderly Otaki couple, theStandens, are such case. An even biggerissue with the potential to seriously bleedcouncil is the Collmog Bridge matter.Again, the intelligentsia have backed theHertnons who are preparing a legal caseagainst council over this bridge. Whatshould worry council’s own politicalstrategists (if they have any) is the factthat these citizens are preferring tobypass elected members to go directly tothis intelligentsia. What should alsoworry council is that this intelligentsia —connected to the coastal hazard linecampaigners — is not the only group.There are two other intelligentsia groupsready to form. We may be seeing thebeginnings of a new level of local politicalengagement where citizens are betterresourced to seek accountability fromcouncil and councillors.

Bore water flowingWith the river level falling faster thanexpected, bore water is again beingadded to river water for supplyingWaikanae, Paraparaumu and Raumati.

Waikanae River is flowing at 850litres per second and the council issupplementing river water with borewater at a ratio of 50 per cent, water andwastewater treatment plants managerDave Bassett said.

‘‘With no rain predicted for the restof this week, the flow will drop to 750litres per second and we will be at 100per cent bore supply in a few days.

‘‘Demand for water is about 17million litres a day, so current water

conservation efforts are working well.‘‘We know this is challenging for

local people and council greatlyappreciates their efforts over the verydry summer.’’

Construction has begun on council’sriver recharge scheme and, once it isoperating in 2015, bore water will notbe needed to supplement river water intimes of drought.

Instead, the scheme will enablegroundwater to be put into WaikanaeRiver below the treatment plant tomaintain river levels and will meanthat, unlike the present situation, borewater will not enter water supply.

Lower rates forwise water usersIt was reassuring to take part in thewater rate discussion withcouncillors at an Annual Planworkshop last week that led to theproposal of a water rate that was lessthan anticipated.

The lower rate was proposed afteracquiring more precise informationon water use following the start of trialmeter readings.

The proposed fixed charge drops to$188.50 and the volumetric charge (theamount you pay based on how much youuse) is 95¢ for 1000 litres of water.

Think of 1000 cartons of milk stackedtogether and you can get an idea of justhow much water you are getting for 95¢.

Projections by officers suggestnearly two thirds of households in thedistrict will have an annual water bill of$200-$400. If we had stayed with a fixedcharge only, it would have been justunder $400 this year.

But here’s the difference — we can allsave money under the new system bylearning to use less water.

By doing things like using a wateringcan or drip-feed irrigation instead of ahose, we will reduce our consumption

and reduce our bill.We could not do that under the

current system. We paid the sameregardless. There was no incentive tochange.

Meters will give us a tool to help usmonitor our water use.

On the subject of meters, let me statemy position clearly. I didn’t want themand voted against them.

I was outvoted. Council as a wholesaid yes to them. I accepted the majoritydecision. That’s democracy.

Now, the reality is we have them andcommon sense drives me not tosquander the $8 million spent on them.We all have to move on.

So let’s learn how to use watermeters for our own good, and let’s workout ways in which we can use less waterand save money.

Why women must strength trainLet’s dispel a gymmyth so you can readthis article with anopen mind.1. Women won’t getbulky from liftingweights three times aweek.

I often talk to women in the gym who aredoing steady state cardiovascular exerciseabout why they don’t lift weight.

They always answer because they don’twant to get big muscles.

It’s not going to happen.You’d have to be some genetic protein

munching freak to start getting big musclesfrom lifting weights three times a week. Thenext question I ask women, is what do youwant to achieve from working out?

Generally they answer they would like to

lose some weight,drop a dress size, orjust get smaller.

By doing thestate cardiovasculartraining liketreadmill walking,stationary bike or

elliptical trainer, initially if someone isgoing from doing nothing to doingsomething then they should get some weightloss results, often losing muscle mass (this isnot good) if they make a change to their diet.

After a few weeks they will hit a plateauand the weight loss will stop, if the steadystate cardiovascular training stays the samethey can often put on weight because the lossof lean muscle tissue slows their restingmetabolism. Lean muscle tissue is vital formaintaining a strong metabolism.

When you strength train/resistancetrain/lift weights (all these mean the samething) you help to build lean muscle tissue.

Building lean muscle tissue improvesyour resting metabolism (the rate you burncalories throughout the day) and helps burnthe dreaded body fat.

The other benefits for women to dostrength training are improved posture,balance, injury prevention, strength andmore notably confidence.

Building lean muscle tissue throughstrength training will help women trim upand get smaller because lean muscle tissue

takes up less space than body fat.Studies show putting on 900gm of lean

muscle will burn 1.5kg of fat.So while the scales may not change a

massive amount, you will drop dress sizes asyou lose unwanted body fat.

Like any training programme there mustbe change.

It’s recommended training parameterschange every three to six weeks as this willstop the body from reaching plateaus thathalt progress.

End to deadly SH1 crashesFROMMY DIARY

A coroner report has reinforced the safetybenefits of the Kapiti Expressway.

The coroner says the Mackays to PekaPeka expressway will help preventcrashes on a deadly corner of SH1.

The Expressway is a crucial part of theRoad of National Significance (RONS)from Levin to Wellington airport andrepresents another big step forward inimproving our region’s infrastructure.

The expressway will increase roadsafety for all travellers because it hasseparated directional lanes.

I visited the site where work is underway on the new Waikanae Bridge, as partof the expressway. This is great news forour region, which many have beenwanting for decades.

It was pleasing to finally see progressat the site.

Last month also saw the final greenlight for the Otaki to Peka PekaExpressway, with consent granted by the

independent Board of Inquiry.Construction is expected to start in 2016.

The Otaki roundabout is among theNorth Island’s worst choke points,especially at weekends and holidays.

I am confident Otaki’s retail shoppingstrip will continue to thrive with thearrival of the expressway. Ease of accesswill be guaranteed with on and off rampseasily connecting the retail shopping stripand local residences. Otaki has become apopular destination in its own right andI’m sure that will continue.

The productivity gains will be major,with an estimated 40 minute journeysaving time from Levin to Wellingtonairport once the entire route is completed.

A new trestle bridge over theManawatu River is also on the cards.

Policy nightmareIt is a sad day for Kapiti when onlythree elected councillors show asense of civic duty. The eco policyis a bureaucratic nightmare. Itneeds reform.

Its interpretation andimplementation is unfair andunjust. It was drafted by policyplanners supported by informa-tion from their selected experts.

It is obvious they had littleunderstanding of how New Zea-land bush works or consideredpractical application or possibleconsequences.

With good intent KCDCimposed legislation on individualsand land owners who not only lostthe right to manage native treesand shrubs on their own privateproperty but the right to selectnative species suitable for shortterm purpose to be pruned orremoved for long term gain.

In Kapiti we should now all fearplanting native trees and shrubs. Ifthey cause a nuisance and need tobe pruned or removed they willincur unrealistic resource man-agement fees or penalties. In ourexperience native bush restorationshould evolve instead of KCDCusing officious bullying tactics toimplement an ill-conceived policy.A change in attitude that is non-threatening encourages dialogue.Giving verbal approval and advicemost situations would be resolvedachieving a better result, meetingenvironmental objectives and theneeds of those concerned.

roundabout at Otaihanga and carsoverflowing the station car parksat Paraparaumu and Waikanae.

Isn’t it about time our politi-cians stood up and endorsed theproposal for continuing the electri-fication of the railway to Otaki?

Each weekday morning I drivefrom Te Horo to the station at NZ’sbest little town.

I am usually amongst the last toget a parking space in the main carpark at around 6am.

It is not unusual to see up to 40cars parked on the state highway

because the main cark park is full.Te Horo already has double

tracking where the old stationused to be and a regular trainservice would certainly be a tre-mendous benefit to the two thou-sand strong communities includ-ing Otaki Forks.

Apparently for as little as $13million the electrification could beextended north taking some of theburden off our roads.

I don’t know how Joanna Trollope does it. Her novels arebased around the minutiae of family life in which nothing verymuch happens. You wouldn’t think that would be the basis fora riveting read but somehow, she makes her books relevant andvery readable. In Balancing Act, three sisters are working for theirmother in her highly successful homewares company. Cara, theeldest sister, wants the company to expand and develop – butSusie, the mum and founder of Susie Sullivan Pottery, wants thecompany to stay true to her vision. Ashley, the second sister,is trying to work for the company as well as be a mum and a

wife and she’s beginning to realise she can’t do it all. Grace,the youngest, is drifting. She has a thoroughly inappropriateboyfriend but can’t seem to find the will to ditch him. And thegirls’ father, Jasper, is having a mid life crisis – for years he’s beencontent to go along with Susie, raise the girls and play a bit ofmusic in his home studio with his old band mates – but now hewants more. Then Susie’s own father, a wastrel who abandonedSusie when she was a baby, turns up out of the blue lookingfor his family to take care of him in his dotage. If you like gentleobservations of family life, you’ll love Balancing Act.

Easter Quillby’s a survivor. Features of the show include coolcars from the Wellington area andbeyond, drag car fire ups, live music,fire engine rides, rocker cover racing,rock ‘n roll dancers, activities for thekids and more. Entry is by gold coindonation.

‘‘Rocker cover racing originated inthe United States and is a regularfeature at many of their car shows,where hot rodders, as a bit of fun, wouldbuild a small trolley-style cart out of anengine rocker cover and compete inclubrooms, bars, shows etc for a bit oflighthearted fun,’’ show co-organiserRichard Foote said.

‘‘Competitors must construct avehicle using a valve cover from a car’sengine.

‘‘Usually it must have four wheels.‘‘It can be decorated or modified

within the rules set by the organisingbody. The valve cover is powered bygravity. In a valve cover race tworacing valve covers are placed at the topof a specially constructed incline.

‘‘They are released at the same timeand the first to cross a finish line at thebottom of the incline wins the race.

‘‘It seems to be making a bit of acomeback around the world at themoment, so we have decided to have theself proclaimed New Zealand nationalsat our show this weekend.’’

‘‘This is the sixth show we have runand it is getting bigger every year. It’s agreat day out for car enthusiasts andfamilies alike.’’

Performing in Paekakariki aspart of their North Island tour,Deconstruction, it will be the firsttime appearance on the coast forthe band.

The tour is named after theirsong, Deconstruction WillContinue, which lead vocalist andguitarist Paul Gurney wrotefollowing the recentChristchurch and Wellingtonearthquakes.

The DeSotos have beendescribed as an authentic liveexperience boasting specialcolour and texture, whichGurney said steers away frommusical drop ins, loops andelectronics.

Accompanied by bass playerStuart McIntyre, keyboardist RonStevens, Auckland-baseddrummer Mike Burrows, andtouring drummer Vic Singe,Gurney said the band has built aloyal following since establishingregular gigs in 2006.

‘‘It seems appropriate to beperforming in Kapiti,particularly Paekakariki, givenits history as a stronghold of theroots music scene, dating back tothe old hotel days,’’ he said.

‘‘St Peters Hall is the ideallocation for a musically-literateaudience, who can absorb ourmusic style over a glass of wine.’’

Planning to play some of theiryet to be released tracks, in theprocess of recording for a thirdalbum release, The DeSotos arelooking forward to getting localsoff their seats with band originalsand their favourite covers.

‘‘Our inspiration comes from avariety of artists, including TomPetty, Neil Young, Ryan Adams,John Fogerty and JohnMellencamp,’’ Gurney said.

‘‘We also like a bit of JimmyPage and Led Zeppelin.’’

Having released their firstalbum, Cross Your Heart, in 2008,which was selected as Album ofthe Year by then National Radiomusic reviewer, Manu Taylor,The DeSotos also receivedpositive feedback for their secondalbum, Your Highway ForTonight, in 2011.

Gurney, who sings in NewZealand’s leading acapella choirJubilation and is a music tutor atToi Ora Live Arts Trust inAuckland, said as well as havingtoured most of New Zealand andplayed at a range of festivals, park

concerts and wineries, TheDeSotos performed in Samoa, Fijiand Rarotonga.

Band members are also proudto have their albums distributedin the US.

Inviting the public to get on board, MsBull is still accepting cast members for the20-minute site specific work, Reflection,which is set to turn heads on April 12 and 13.

Funded by Kapiti Coast DistrictCouncil’s Creative Communities Schemeand Wellington Community Trust,Reflection will include depictions of men

leaving for war, battlefield scenes andpersonal family experiences.

Ms Bull, also a professional director andcontemporary dance tutor, said she offeredto choreograph the piece because of itsinteresting performance location.

‘‘I thought I’d love to do a communitywork, after living in Otaki 10 years,’’ shesaid.

‘‘While I take an exercise class for elderlytwice a week and contribute in other ways,this is the first time I’ve given creatively tothe community, as I’d wanted to become partof it first.’’

As well as movement and drama,Reflection will incorporate voice andpercussion from Otaki and Waikanaechoirs, with musical direction by FrancesTull, and will serve as a prelude to TheArmed Man (A Mass for Peace), created by

Crows Feet Collective and directed by localwriter, dancer and teacher Jan Bolwell. MsBull said no previous experience isnecessary, and people are welcome tocontact her on 06 364 0550 or 0274449995.

The costs of building not buyingSome recent Reserve Bank LVR changesmean it’s now possible to obtain finance tobuild a home with as little as 5 percentdeposit.

Financing a build project tends to be forthe more mature market.

By that I mean people on their second orthird home and with a large deposit ofequity or cash.

This is backed up by the fact that mostnew homes built in Wellington/Kapiti are inthat $500k plus bracket. High land prices,increased build costs and council fees/requirements can all make it an expensiveexercise to build a new home.

Here are some things to be wary of ifconsidering a construction loan with lessthan 20 percent deposit.

Firstly it’s a proven fact that most buildprojects go over budget, even if by a smallamount. This is often due to clients

changing plans or adding specifications intothe build during the process. So the banks’will want a full ‘turn-key’ contract with areputable firm with relevant industrymemberships.

This contract needs to includeeverything right down to the letterbox,landscaping and even window dressings.

The banks’ will often factor in a buffer inthe servicing calculation in the event of abudget over run that cannot be avoided.

Financing relocatable buildings can bedifficult and often requires a far larger

deposit than 20 percent. This is because thebanks’ will not normally advance anyborrowing on the house till it’s all hooked upto services and been signed off by thecouncil. Buying land and putting arelocatable home on it can be a cost effectiveoption and creates equity quickly. But thedownside is that it requires a bigger cashoutlay.

For construction loans with less than15-20 percent deposit the easiest scenariowill be a ‘House & Land’ package whereby 5percent deposit is paid up front with thebalance paid on the issue of the CouncilCode of Compliance Certificate.

Health boardsshould decidefluoride issueLocal Authorities in the Wellingtonregion have resolved to take a remit tothe Local Government New Zealand(LGNZ) national conference proposingto make health authorities, ratherthan local councils, responsible fordeciding whether fluoride is put intolocal water supplies.

Kapiti Coast District Council sentthe remit to the group of councils,known as the Zone 4 group, whichsupported the need for a debate andresolved to take the Kapiti remit to the(LGNZ) Conference in July.

The remit reads: ‘‘That LocalGovernment New Zealand urge theGovernment to amend the appropriatelegislation so that the addition offluoride to drinking water supplies isnot a decision that is left to the LocalAuthority.’’

Kapiti Coast District Council isabout to consult with its communityabout whether to continue addingfluoride to the water supplies ofParaparaumu, Raumati andWaikanae, as part of Annual Plandeliberations.

Council resolved late last year toseek support from LGNZ to shift thedecision making to national healthauthorities.

Mayor Ross Church said ‘‘As longas councils are involved, decision-making falls to lay people withoutscientific knowledge, who are open tobeing influenced by strong lobbygroups.

‘‘We believe the appropriategovernment agency should ultimatelybe responsible for any decisionassociated with the use of fluoride inthe public water supply.

‘‘It’s hard to see any localgovernment decision-making isneeded in what is clearly a nationalhealth issue.

‘‘As long as councils are left to dealwith fluoride, they will continuallycome under pressure to review thepolicy and potentially have to spendratepayers’ money fighting judicialreviews and legal responses to anydecision they make.’’

Spotlight oneffects ofeuthanasiaThe speaker at the annual meeting ofKapiti Voice for Life at Scots Hall,Weka Rd, Raumati Beach on Tuesdayfrom 7pm is Renee Joubert.

She will give a first-hand account ofwhat she learned about the effects ofeuthanasia laws in a recent visit toBelgium and the Netherlands.

‘‘I was appalled at the impact theselaws have had on medicalprofessionals and public opinion, overthe last 10 years,’’ she says.

She will present a summary ofinterviews with an oncologist, achaplain counselling euthanasiapatients, and a member of the regionaleuthanasia commission whichinvestigates euthanasia cases andcomplaints.

‘‘I shall be sharing information thatdemonstrates a cultural shift and a‘slippery slope’ in attitudes towardeuthanasia.’’

Joubert grew up in South Africaand immigrated to New Zealand in1993. From 1998 to 2008 she was amember and later national presidentof Students Organised to Uphold Life(SOUL), which aimed to bring the pro-life message to students on universitycampuses.

Her main focus now is her role ascommittee member of Euthanasia FreeNZ, which is based in Auckland. Theorganisation aims to educate thepublic about the dangers of legalisingeuthanasia and assisted suicide.

Dissension a healthy signThe importance of the dissidentvoice to a thriving democracycannot be underestimated.

In Kapiti we have plenty whoqualify in the role and it seemswe have political structuresthat actively encourage them.

Issues such as the coastalhazard lines, the proposedDistrict Plan, the planneddemolition of the kiosk atParaparaumu Beach, theimpending prosecution of twoOtaki pensioners who trimmedsome trees on their ownproperty — these are all fodderfor dissension and they producecharacters ready to take on cityhall which is a natural Davidand Goliath scenario.

I argue these characters arevital to the preservation of ahealthy local democracy —characters such as Dale Evans,Salima Padamsey, ChristopherRuthe, Gavin Bradley, MikeAlexander, Michelle Laurensenand others — Betty van Gaalen(who has been on both sides as aformer regional councillor), JillStansfield, Trevor Daniell,Peter Daniel, Mike Woods — allof these people have kept thecouncil on its toes. Of course,not all of these are dissidentvoices and most often they

primarily represent knowledgeand understanding that is notcommon currency at thedecision-making table.

Some of these people may notbe pleased to see themselves inthe company of each other andthey may have entirelyseparate lives but they do havethis in common.

It is my contention that suchbastions of free speech, whodemand a fair hearing forthemselves and the community,are vital to the decision-makingprocess.

It is important for politiciansto realise that just gettingelected doesn’t give them anyspecial abilities they didn’tpreviously have.

In fact, it is possible to getelected with limited or noability at all. The onlyqualification is to get one morevote than your opponent.

Free speech is crucial and ata council that is essential.Politicians may not like oragree with what they hear but it

is part of their job to listen.What was once considered

dissident or even revolutionaryis now often mainstream —women getting the vote forinstance.

One day someone decidedgetting hanged for nicking asheep was a bit strong and saidso out loud — eventually itchanged.

There was a time in NewZealand (amazingly not thatlong ago) when people could besent to prison for being gay —again the dissident voices of theday said enough of thisnonsense and eventually thegeneral population agreed.

When considering andstating policy councils could doa lot worse than measure itagainst the Rotary ‘‘Four WayTest’’. Is it the truth; Is it fair;Will it build goodwill and betterfriendships; Will it bebeneficial to all.

Councils will have their owncriteria but if they stray too farfrom fairness, honesty, open-mindedness and creativethinking, they can expectregular visits from those whowill only too willingly remindthem where and how they aregetting it wrong.

Can Funerals be Eco friendly?Funeral rituals and practices were Eco friendly since timebegan, but modern society has changed some of thesepractices. More and more people are now becoming at leasta little bit eco focused and so too are many of the funeraloptions being made available.

The first of 3 quick examples are Natural Burials. Wehave a Natural Burial section now on the Kapiti coast at theOtaki Cemetery. This is a special area where graves are dugshallow and filled with organic soil to return the deceased tothe elements. A tree is planted on the grave and no lastingmemorial is allowed. Eventually the area will return to nativebush. The casket must be a natural product (not man-made)such as pine.

Have you ever wonderedwhat a communityboard is and whatshould it do?

A community boardis a strange creature.

The LocalGovernment Act ishighly prescriptiveabout many things but is quite theopposite when it comes tocommunity boards.

The Local Government Actavoids giving the boards specificpowers but they they havestatutory roles.

A board’s statuary role isgoverned by Section 52 of the localGovernment Act. Specifically acommunity board’s role is to:A) Represent, and act as anadvocate for the interests of thecommunity.B) Consider and report on allmatters referred to it by thecouncil, or any matter of interestor concern to the board.C) Maintain an overview ofservices provided by the councilwithin the community.

D) Prepare an annual submissionto the council for expenditurewithin the community.E) Communicate with communityorganisations and special interestgroups within the community.F) Undertake any otherresponsibilities delegated to it bycouncil.

The lack of prescription interms of powers, or roles, hasmeant boards throughout thecountry have developed inmarkedly varying ways.

Some boards are proactiveleaders in their communities withextensive delegated powers fromcouncil.

Some manage the day-to-dayrunning of most, if not all,community assets and projects

but others, such as inWaikanae, have limitedpowers, or delegations.

Locally, this needs tochange, as often council giveslittle conscious thought, letalone consultation anddiscussion, to the rolecommunity boards will play.This is evident in the Council

Code of Conduct, and a morerecent and important example iswhere council has deniedWaikanae Community Boardmembers the opportunity to inputinto a recent tender forconsultancy services for theredevelopment of Waikanae,indicating it is only to assist withengagement post award.

The decision proposed processon a topic of such enduring andimmediate interest to the citizensand ratepayers of Waikanae as thestart up for town centre planningreinforces the weak position ofour community and its board. It isdefinitely dismissive anddisappointing and needs tochange.

STUDY TIME: Michelle Laurenson and her three boys from left Jack, Benand Mark.

When she was holding her oldest son,Jack, and looking out from thebedroom of her Kelburn Paradehome, Michelle Laurenson wouldlook across to Victoria University andwonder if she would get theopportunity to study.

Just over two decades on, Michelleis in her third year of study toward aBachelor of Arts and looking forwardto her third son, Ben, 18, joining hisbrothers Mark, 19, and Jack, now 21,who also study at Victoria.

‘‘The boys were really proud whenI said I was going to university — itwas something I had always wantedto do,’’ says Michelle.

Mark, who is in his second year ofstudy toward a Bachelor ofCommerce, says seeing his mum go touniversity was good motivation.

‘‘Seeing mum doing well made merealise that I could do it too.’’

Victoria has become the family’ssecond home. All four members of thefamily live separately in Wellingtonbut regularly catch up on campus,with Michelle often buying lunch.

‘‘Whenever we meet up for lunch,Mum pays for it, even though she’s apoor student too,’’ says Jack, who is inhis final year of a Bachelor of Science.

When Michelle started at Victoria,Jack told a group of fellow first yearstudents that she was looking for aninvitation to the Orientation togaparty.

‘‘He was finally able to pay meback for all those times I tried toembarrass him at school when he was

younger and would say ‘give me akiss, Jack’,’’ says Michelle.

Ben, who is about to start aBachelor of Commerce, knows whatis expected of him at university, andhis older brothers hope he will learnfrom their mistakes.

‘‘I’ve heard about their late nightcramming and I’m hoping I won’thave to do that. They’ve all given me alecture about what not to do — notjust Mum.’’

Jack says the biggest challengetransitioning from college touniversity is learning to plan andadjusting to the more independentlifestyle.

‘‘I’m going to be helping Ben withthat,’’ says Jack.

‘‘I’ve told him to put himself outthere as much as he can and to meetas many people as possible.

‘‘But to not fall behind with all hiscourse work,’’ reminds Mark.

Growing close friendshipsTwo community gardens in aPaekakariki neighbourhood arebringing residents closer together.

As part of the 2013/14 round ofKapiti Coast’s GreenestNeighbourhood competition, inwhich participants are challenged tospend nine months reducing theirenvironmental impact and buildingcommunity, Ames Street ofPaekakariki has created twocommunity gardens.

Garden beds have been dug intothe berm outside co-ordinator of theAmes St Greenest NeighbourhoodVicky Noon’s property.

They boast rhubarb, zucchini,corn, parsley and magenta spreen.

Using waste pallets to edge thebeds, Vicky has turned a blank pieceof lawn into a productive spacecomplete with a sign inviting passers-by to ‘please help yourself’. And in anovel response to a perennialproblem, a box of recycled plasticbags attached to the fence remindsdog walkers to clean up after theirfour-legged friends.

Across the road, the

neighbourhood has set aboutconverting part of a resident’s sectioninto a community allotment.

‘‘As Les has gotten older, the steepaccess to this part of his garden hasmade it difficult to tend, so he’s happyto see his neighbours take on theweeds,’’ says Stacey Gasson, council’ssustainable communities co-ordinator.

The emphasis is on growing low-maintenance plants, presentlypotatoes and pumpkins alongsideseveral currant bushes relocated tomake way for Vicky’s new rainwatertanks. A couple of neglected fruittrees have been given one morechance. ‘‘This competition is a greatway for communities to get togetherwith a focus on sustainability,’’ sayscouncillor Janet Holborow.

‘‘There are all sorts of otherbenefits as well, from communityresilience to forming friendships.’’

’With a month of the competition

left, the push is on to get the gardenready to show the widerneighbourhood. Vicky says it may

provide an opportunity for residentswho have struggled for years to growvegetables in exposed, salty sites.

But their activities won’t beending with the competition. Thegroup had planned to plant fruit treeson their berms with the support of thelocal community board, but hit a snagwith the underground utilities.They’re now aiming for an autumnplanting in other public spaces.

Ben Ruback of Capital SwimClub has broken the race recordto retain his Kapiti Island toMainland swim title on Sunday.

Ruback’s time for the 5.6kmswim of 1h 4m 19s was just shortof three minutes faster than theprevious record held by six timeswinner Casey Glover.

faster than he did last year.Fellow Raumati member and

youngest competitor in thisyear’s event, Renee Lawton,finishing in 1h 22m 54s broke thewomen’s race record by 41seconds.

Raumati resident and mastersswimmer, Ian MacDonald wasthird, and first male veteran. Thefirst women’s veteran wasGabrielle Gunn completing theevent for the first time in 41

conditions were idyllic but thesoutherly storm that battered thecountry during the previousweek had reduced the watertemperature to only just abovethe allowable 16 degrees.

The event is run under FINArules, which do not allow the useof wetsuits but event organiserPaul Matson had allowedcompetitors the option to wear

wetsuits for safety reasons giventhe cooler water temperature.

Seventeen swimmers startedand completed the swim. Eachswimmer has their own supportboat and the event could not takeplace if there was no supportfrom Kapiti Boating Club inproviding these boats.

Youth Quest is the mainbeneficiary of this event and ithas received a $10,000 paymentthat it will put to good userunning its local boys charactermentoring programme.

In 2013 other fundraisingpartners also had theopportunity to participate inKapiti Run for Youth, with 40 percent of funds raised by eachpartner going to Youth Quest, 40per cent going back to thepartner and 20 per cent retainedto cover event logistics.

Last year saw 11 fundraisingpartners registering to take partincluding Kapiti Youth Support,Air Training Corps, ActivateYouth, Kapiti Hockey P2 Men’sTeam, Kapiti BasketballAssociation, Monisha’s OutwardBound Fund, ParaparaumuCollege Parent Group, KapitiBoxing Club, Kenakena SchoolBoys Mentoring Group, Challenge2000 and Paraparaumu Brownies.

Kapiti Youth Support wasanother significant beneficiaryfrom 2013 and it has received morethan $1000 towards the freeconfidential health and supportservice it runs for people aged 10 to24 living in Kapiti.

Meanwhile, the Web GeniusKapiti Run for Youth committee isseeking volunteer ambassadors tosupport teams that enter in itsfundraising efforts.

There will be a tool kitprovided, along with committeesupport. The ideal backgroundfor these roles is the motivationto make a difference in thecommunity, while having fun.

Regular meetings will be heldto help with goal setting andvolunteers are likely to beworking with five to six teams.

3ON3 FAST PACEDGAMEKapiti Basketball Associationentered two teams in the first 3on 3 national tournament heldat Mana College on Saturday,March 1.

This form of basketball islike street basketball, playedon an outside court.

The players had to quicklylearn new rules, play with sunin their eyes and adapt to howbest to shoot baskets in thewind.

The 3 on 3 game consists of10 minute games on a halfcourt, with 3 players per team,3 on the court with a rotatingsub. It is a fast paced game andallows for a lot of flair and fastball movement.

The two Kapiti teamscomprised boys from the U15boys rep squad, coached byKeir Maxwell.

‘‘They all really enjoyed thechallenge of the quick form ofthe game, and playing all thedifferent teams that came indifferent shapes, sizes andability from all around thegreater Wellington region,’’Kapiti Basketball Associationdirector of coaching AngeloRobinson said.

‘‘The two teams didextremely well especiallyplaying in the U16 grade.

‘‘One team came third andone fourth — great effort forfirst time playing 3 on 3.

13-year-old tops fieldParaparaumu Croquet Club hosted theArthur Ross Memorial Trophy challengeover three days from February 28.

The competition is aimed atencouraging croquet at the grass-rootslevel and brings the top association playersfrom 20 regions to compete for theprestigious trophy.

Wellington’s representative was GregBryant, New Zealand’s number one playerand ranked sixth in the world.

Participants ranged in handicap fromminus 4 to 18 and included 13-year-oldEdmund Fordyce from South Canterbury.

Fordyce won his semi-final, beatingOwen Evans (Christchurch) and GregBryant beat Margaret Heaney(Marlborough) to ensure an exciting finallasting nearly three hours. Fordyce won 26to 15, making him the youngest winner ofthe trophy.

Fordyce was introduced to croquetthree years ago by his father and althoughcricket is his most favoured sport he hasexcelled at croquet, his mathematicalexpertise being invaluable in masteringthe intricacies and complexities of thegame.

High costs cancel rideThe Kapiti Cycle Challenge scheduled forSunday has been cancelled.

‘‘The escalating costs of organising thisevent, mainly around traffic management,which are double last year, are becomingtoo high to enable the event to continuethis year,’’ event organiser Bob Pratt said.

‘‘We are working on upgrading the racenext year which will involve high endcyclists.

‘‘We are talking about an elite race inconjunction with a fun race.

‘‘That’s always been the long-termplan.’’

ElectricitybillingtransparencyneededThe Electricity Authority hasbeen asked to make itmandatory that all power billsset out the three main costs —including the retailer share —to stamp out misleadingadvertising by the big retailersand provide for billingtransparency.

In a submission, the ElectraTrust, which owns the companywhich distributes power to42,800 consumers across Kapitiand Horowhenua, says theretail sector is allowed ameasure of secrecy which is atthe root cause of consumerdistrust.

The three main costsinvolved in a power bill aresupply from the national grid,distribution to consumers bylines companies and a range ofretailer costs.

Electra Trust chairmanChris Turver says a currentadvertising campaign by the bigretailers, blaming linescompanies for small ‘‘passthrough’’ price increases (1.9per cent by Electra)conveniently overlooks wherethe real costs lie.

‘‘The total average retailershare of a consumer power bill

is a huge 70 per cent andcurrently the retailers aregetting away with it becausethere are few regulatory teeth toforce disclosure.’’

Analysis by the Electracompany for Kapiti-Horowhenua puts the cost ofnational grid supply at 8 percent, lines distribution over1,400 square kilometres at 21 percent after discount, and the totalretailer share at 71 per cent.

‘‘The retail costs are wayover the top and explain whythe retail companies haveconsistently refused to disclosetheir share of the costs on powerbills and try to shed the blameelsewhere.’’

Electra’s analysis is broadlysupported by a nationwidePricewaterhousecooper studywhich last year put the nationalgrid cost at 8 per cent, linesdistribution at 23 per cent, andretail costs at 55 per cent.

The Electra Trust has calledin its submission for theestablishment of a RetailRegulatory Tribunal to providean independent overview ofretail pricing and stopovercharging.

Beach clean up rewardingEverything from cigarette buttsand fishing line to discardedclothing and plastic bottles.

These were the finds of KapitiCollege’s Eco Action Groupwhen, on Saturday March 1, theyspent the day at the beachcollecting rubbish for Sea Week.

The group of 11 students wereaccompanied by teachers MariaKalashi and Nicola Easthope,leader of the Eco Action Group.

The group met at 2pm andspent two hours combing thewaterfront, between TheEsplanade and ParaparaumuBeach.

‘‘We managed to fill two large

black rubbish bags and had someinteresting finds along the way— a headless seahorse, fivedollar note and distendedsnapper,’’ head girl BonnieHayvice said.

The students agreed it was a‘‘feel good’’ way of spending theirSaturday afternoon and werepleased with their efforts to helpcreate a sustainableenvironment for the present andfuture generations of Kapiti.

‘‘It s a great feeling knowingthat this rubbish isn’t going toend up killing an animal orhaving a further negative impactupon the waterways and

coastline,’’ Year 13 studentChristey Blythen said.

The Eco Action group’s nextmain focus is the SustainableHome and Garden Show onMarch 22-23, where they havefabricated a multi faceted, cross-curriculum display.

‘‘A simple action of taking abag to the beach to pick up looserubbish, especially after a storm,is a great way to secure ourbeaches for a clean future,’’Christey said.

The group wanted to thankthe Kapiti Coast District Councilfor supplying gloves and rubbishbags for the cleanup.
