Force management: leading Airmen through changeby Lt. Col. Michelle Tarkowski786th Force Support Squadron

If you’ve read or listened to the news any time in the past year, you’ve probably heard stories about the dire situa-

tion surrounding the Department of Defense budget. The Air Force is and will continue to be affected by the changes in funding levels that are being discussed. Many of the most visible and personal effects of these changes are likely to occur in the realm of personnel pay, reten-tion and benefits.

None of the challenges that have been announced, or those yet to be realized, change the responsibility we have to care for Airmen and to continue to strive for excellence as the world’s premier air, space and cyberspace force providing glob-al defense and security options to national leadership. If anything, the

responsibility of leaders at all lev-els to care for Airmen and nurture the core values within our ranks will increase due to the change that is sure to take place.

What are the expectations of leaders at all levels in an envi-ronment that will include multiple ongoing force management pro-grams?

Superior performers should con-tinue to be groomed and encour-aged to seek out opportunities for growth and development. With fewer people to complete a mission that isn’t dwindling, the temptation to hang on to the best and brightest will be great. Commanders must resist the urge to hoard their star performers even in the face of shrinking organizations, continued deployments and the loss of experienced professionals due to selective early retirement boards, retention boards and reductions in

force. Only by continuing to devel-op our best will the U.S. Air Force remain great.

Leaders have a responsibility to provide timely and useful feed-back to their subordinates. This means giving motivated and tal-ented Airmen ideas for improving performance. It also means deliver-ing immediate corrective feedback to members that are not meeting the standards. Annual performance reports and appraisals, likewise, should be an ongoing dialogue between superiors and subordi-nates, not a piece of paper filed in a member’s record that describes everyone as above average.

Leaders must clearly and con-sistently ensure their subordinates know and understand the expecta-tions that come with the tremen-dous opportunities the Air Force provides and then be willing to identify members who should begin

looking for opportunities outside of the Air Force if they are unable or unwilling to meet those expecta-tions. The Air Force currently has more people who want to stay and serve than it has room for and more people seeking to enlist or graduat-ing from commissioning sources than people retiring or separating. There is no room for mediocrity. There should be no tolerance for substandard performance.

Finally, leaders from all career fields need to ensure their Airmen understand the force management programs that will be a part of the overall budget plan. By develop-ing our best and brightest, pro-viding timely and accurate feed-back regularly and reinforcing that excellence is the expected stan-dard. Every Airman should have a realistic expectation of what these programs might mean for them and their future.

strong unit and a weak one. Keeping track of more than 300 military members from the 86th LRS might sound hard to some, but the UDMs assigned to the squadron get the job done. Tracking Airmen of multiple career fields from the beginning is a key to their success.

“In LRS, we have seven different (career fields), and when we receive a tasking, for example supply, we send it to the flight chief,” said Tech Sgt. Wakanda Benniefield, 86th LRS UDM. “Each per-son is assigned to a deployment band and unit type code, and based off of the band you are in, the flight chief will determine who is picked for that tasking. We are the liaisons between the flights and their flight chiefs.”

Once individuals are chosen for deployments, the UDMs can start the appropriate training that is needed. Making sure deploying individuals get the right information in a timely manner, the LRS UDMs have monthly meetings where LRS deploy-ers, leaving at the same time, can gather information and get to know each other.

“I wanted to be a UDM because I wanted to help our UDM office be better,” Benniefield said. “I helped develop our own in-house, once-a-month training so members can come and see who is deploying in the same month they are leaving and network with each other.”

During training, younger Airmen can bounce questions off their more experienced peers. The

first-time deployers can also get a grasp of deployed life from their more seasoned counterparts.

“Now if someone is uncomfortable or doesn’t ask me the right question, they can ask one of their peers,” Benniefield said. “It helps us know the right things get done because some first-time deployers might not know what to ask.”

The UDMs are not only here to make sure the Airmen are deployment ready, but also their families. Giving the loved ones back home all the right information beforehand might help make the rough times smoother.

“When you think about deploying, it’s not just the person deploying, it’s their families as well,” Benniefield said. “You want to make sure they are trained and equipped to go downrange and make sure

their families and loved ones who are left home are good to go. We try to make that transition as smooth as possible.”

Using passion for helping Airmen and motivation to keep the mission going, LRS UDMs produce individuals ready to support any contin-gency operation.

A parent sets out to deploy and defend the freedom of millions. The children in these families are often left feeling alone, lost and unsure about the safety of their deployed parent. A great way to soothe the hearts and minds of the children who are left home is outreach through the Deployment Buddies program.

The Deployment Buddies program is a unique youth-to-youth partnership between the Ramstein High School and Ramstein Elementary School that allows students of deployed personnel to pair up with volunteer high school students once a month to help take their minds off the absence of their warfighting parents.

“We try to keep them busy by providing them with games, other fun activities and opportunities,” said Airman 1st Class Eric Welsh, 786th Civil Engineer Squadron emer-gency management journeymen and Deployment Buddies program direc-tor. “Our mentors help them keep a level head on their shoulders during this time of need.”

The mentors help their younger counterparts build communication skills in a group or one-on-one setting where they can voice concerns and express emotions associated with their parent’s deployment.

“It gives them the opportunity to meet with people who have experi-enced the same feelings and emo-tions,” Welsh said. “For most of these kids, it’s their first time not having their parents. They don’t really under-stand why, so we try to have the high school students keep them busy while providing them with everything they need to know.”

The discussions give younger students an idea of what to expect throughout the deployment cycle.

“The bottom line is the little kids needed someone to connect with,” said Fred Lopez, a Ramstein High School guidance counselor, in a previous article on www.af.mil. “They needed to feel like they weren’t alone in all of this.”

The program is open to chil-dren whose parents will deploy, are deployed or have recently returned. It is also available to members of the high school honor society and junior ROTC program volunteers who are

capable of providing mentorship and comfort for the younger students.

The outreach provided by the men-tors to the youth helps keep a positive outlook on a gloomy situation until

the return of their deployed parent.For more information, call the

police Soldiers from the 21st TSC’s 615th Military Police Company, 709th Military Police Battalion, 18th Military Police Brigade. The Soldiers provided security for the vehicles while they were staged at Bremerhaven, monitored their transfer to rail cars and continued to provide security for them on the train to Grafenwöhr, said Sgt. Reece A. Nortum, the mission’s NCOIC.

“Our mission was to ensure this equipment was secured all the way to Grafenwöhr,” Nortum said. “We worked in shifts to make sure that we had eyes on these vehicles 24 hours a day here in Bremerhaven. We know this equipment is important to the mission here in Europe, and we took the best possible care of it we could.”

The Soldiers from the security detail expressed their excitement and appreciation for the opportu-nity to take part in this mission.

“The chance to be a part of this mission is very exciting for me, especially since I am fairly new to the Army,” said Pvt. Cori A. Berwanger, a military police Soldier with the 615th MP Co. “I know these vehicles represent an important mission in Europe, and I am honored to be one of the Soldiers getting them to Graf.”

Upon their arrival at the GTA railhead, the vehi-cles were unloaded from the train with the assis-tance of local national mechanics from the 21st TSC’s Theater Logistics Support Center-Europe. The vehicles will also be serviced by TLSC-E per-sonnel at the EAS motor pool to ensure they are always ready for use, said Alisa Runyan, director of support operations for TLSC-E.

“This mission gives our personnel the chance to

show off their skills in maintenance,” Runyan said. “This is also a chance for our workforce to impact a mission that affects the whole of Europe.”

The 21st TSC will continue to provide any and all logistical support to the EAS mission.

“The demonstrated enabling capabilities of the 21st TSC Soldiers and civilian logistics team, from headquarters planners to forklift drivers, are helping to ensure maximum readiness in Europe by keeping

the EAS stationing on track. The Army’s target of full operational capability by April 15 and equip-ment issue to the first ERF/NRF rotational training unit May 1 will enable USAREUR and NATO to meet their theater security requirements,” said Maj. Gen. John R. O’Connor, commanding general of the 21st TSC. “We will continue to provide logisti-cal and maintenance support for this equipment in the future.”

Autobahn expansionTwo more major sections of autobahn A6’s

six-lane expansion near Kaiserslautern will start this summer. Renovation of Waschmühl-talbrücke (bridge) will begin in summer. Additionally, construction of the autobahn underpass at Gersweilerweg in connection with K9 will begin. Both projects require tree cutting to be completed by the end of February. Baumholder’s Dental Clinic held its second annual open house Jan. 29 to help spotlight the clinic’s many ser-vices and opportunities for Soldiers,

family members and civilians. It’s called an open house, but it’s more of

a dental expo where community members are introduced to dental topics, such as an initia-tive called “Going First Class,” dental insur-ance and dental services for civilians and fam-ily members.

Present during the various information sessions were commanders, family readi-ness group leaders, Soldiers and family members.

“We’re really pleased that Baumholder is reaching out so well to the Baumholder com-munity. We see that happening all across our footprint,” said Col. Craig Patterson, Landstuhl Dental Activity commander. Patterson came to Smith Barracks to see fi rst-hand what the Baumholder Dental Clinic offers to its patients.

A focus of the clinic is the introduction of its “Going First Class” initiative.

“It’s a dynamic change in the business practice. The mass exams of reintegra-

tion, of deployment, which meant that you march in and wait all day, those days are over,” Patterson said. “We aren’t in that busi-ness model anymore. We’ve evolved into a much better practice and an increase in time savings for the unit and for the Soldiers them-selves.

“With this new patient treatment phi-losophy, the Soldiers can spend their time back at the unit where they need to be,” he continued.

Patterson already sees this “Going First Class” initiative making a tremendous dif-ference in the treatment of dental disease, he said.

“Right now, Europe is leaps and bounds ahead in many ways,” Patterson said. “We’re sitting with 65 percent wellness, which means that 65 percent of our Soldiers don’t have any dental care or dental treatment needs at this time. In years past, these percentages were inconceivable.

“And that’s our focus: to make sure we’re treating disease, not treating statis-tics, not just getting you in and telling you, ‘Oh yeah, you got your medical exam done,’” Patterson continued. “We’re going to make sure you’re cared for and that your treatment needs are met, so you can deploy and not worry about those issues at all.”

A voting workshop, open to unit voting offi -cers in the Kaiserslautern area, is scheduled for 8:30 a.m. Feb. 27 at the Hercules Theater on Ramstein.

The purpose of the workshop is to edu-cate voting offi cers on the processes of voting so they can pass that information on to base Airmen, ensuring they have the material need-ed.

“The Federal Voting Assistance Program puts on a workshop for all unit voting offi -cers,” said Capt. Brett Polage, 37th Airlift Squadron installation voting assistance offi cer. “It’s basically an interactive workshop on how unit voting offi cers can reach out, improve relations and better provide for the members, their squadrons and units. It edu-

cates voting offi cers on registering to vote and how to keep up with information on voting news.”

Many people don’t take the steps to reg-ister to vote for many reasons, but what they don’t understand is every vote counts.

“I am sure there are many reasons as to why people don’t vote — apathy, lack of infl uence or maybe just people don’t have the informa-tion to get registered,” Polage said. “It’s impor-tant to vote, because not only is it your right to, but you get the oppor-tunity to decide which

direction you want the country to go. Not many places in the world have the opportunity to do that.”

Editor’s note: This is the third in a six-part series about medical response capabilities of deployed service members from start to finish and the various milestones for care and transportation of combat-wounded troops throughout Afghanistan.

BAGRAM AIRFIELD, Afghanistan — When service members get sick or injured downrange, they need help not only physically but mentally. The transition from one medical treatment center to the next can be overwhelming and bring a service member’s morale down even further if not treated with care.

This transition is when the members of the Contingency Aeromedical Staging Facility are needed most. The Bagram Airfield CASF is the link between the Craig Joint Theater Hospital and aeromedical evacuation missions throughout Afghanistan.

The staging facility caters to both inbound

and outbound patients brought in by the 455th Expeditionary Aeromedical Evacuation Squadron en route to Landstuhl Regional Medical Center for an upper level of medical attention.

“All the medical teams across Bagram come together to accomplish the movement of patients,” said 1st Lt. Kathryn Ellens, CASF registered nurse. “It’s amazing to see our capabilities and how quick-ly we can get a patient in and out.”

A few weeks ago, the CASF received a critical-condition patient that the CJTH did not have the equipment to treat. Within hours, Ellens and her team had that patient on a flight to LRMC.

“We average five flights a week to LRMC,” Ellens said. “Some patients have to stay here over-night, so our job is to keep them happy and healthy.”

Working 12-hour shifts, the CASF team keeps the facility open 24 hours a day, like a medical USO, ready to provide its patients with not only medical treatment, but quite possibly the first bit of home accommodations they have seen since their deploy-ment.

“Every CASF I have worked at has always

been set up to provide that ‘home feeling’ for the patients,” said Tech. Sgt. Thomas Humphreys, CASF flight chief. “We got the television going, the coffee and popcorn machines ready, anything to get them comfortable and ready for that next step of care.”

U.S. Army Staff Sgt. Jason Herron from Kandahar Airfield re-injured a dislocated shoulder from his last deployment, and even though he will only be at the CASF for a couple of hours, he has already enjoyed his time there.

“It is very laid back and relaxed,” Herron said. “I thought it was going to be more hectic like piles of paperwork, but they take care of everything for us.”

The CASF team provides a vital role in getting wounded warriors back home safely to their fami-lies. It doesn’t matter where the patients are from or who they are. The CASF treats each one with the utmost care.

“Our wounded warriors are our true heroes,” Humphries said. “To get to treat them and tell them thank you is very rewarding.”

The Wounded Warrior Project teamed up with Ramstein Easy Dive Center at the

base aquatic center for an aquatic scuba therapy pro-gram to help rebuild resil-ience and confidence in wounded warriors.

While there are many pro-grams wounded warriors can participate in as a way to recover, one of the more popular means of recovery is scuba diving due to the freedom it provides to the divers.

“We focus on skill build-ing,” said Lt. Col. Sara Custer, chief senior lead management provider. “It helps with their confidence in a weightless environment, which is key in building them back up to be mission capable.”

The program consists of an hourlong class three times a month held in a 25-meter fitness pool kept at tempera-tures in the 80s, a tempera-ture that keeps things com-fortable for the divers and also allows for year-round swimming.

The lessons are taught by certified volunteer div-ers who offer their time and knowledge in scuba diving as a way to give back to military members.

“It’s nice to see these guys relax after a stressful

style of living,” Custer said. “Some of these guys come from a fast-pace or push- through-the-pain career field, and you simply cannot do that with scuba diving. That’s what makes this therapy one of the best ways to assist these warriors, because it helps to calm them down and get them out of warfighter mindset.”

The classes include activi-ties such as underwater hock-ey, disk tossing and swim-ming through hoops, all of which help the divers relax and get their minds off any-thing outside the pool.

“It’s about concentrating on what’s in front of you,” said master scuba diving instructor Mike Johnson. “We can tell when the divers aren’t focused or are distracted by outside influences, because that stress makes them burn up their oxygen reservations quickly. But when we give them simple tasks like breath-ing underwater for a period of time, they have to put all of their attention into it. It’s a great way to get their heads in the right place.”

The underwater environ-ment also allows wounded warriors to realize how capa-ble they are while allowing their disabilities to become an afterthought as they swim away their stressors and hard-ships.

The program rebuilds war-riors and gives them a new-found confidence in them-selves.

In an effort to con-front destabilizing forces and violence within the Central African Republic,

France and the African Union requested U.S. sup-port to move Rwandan forces into the region.

Airmen from the 435th Air Ground Operations Wing’s Contingency Response Group respond-ed to the request. A joint Air Force and Army team of 35 aerial porters, along with maintainers and logis-tics planners, are on the ground at Rwanda’s capital of Kigali to assist in the African mission.

“I couldn’t be prouder of what our Airmen are doing in Africa right now,” said Col. Joseph McFall, 435th AGOW commander. “The support they are providing our international partners is key to enabling African-led solutions to stabilizing the region.”

Kigali International Airport is a key staging area for transport of the Rwandan troops, supplies and equipment into the Central African Republic. The

mixture of civilian and military air transport cre-ated a unique and challenging environment to move more than 850 Rwandan troops and more than 1,000 tons of supplies and military equipment.

Several members of the CRG’s 435th Air Mobility Squadron are working with the Rwandan mechanized battalion to load personnel and equip-

ment onto U.S. aircraft by building pallets containing security equipment, clear-ing weapons and creating load plans.

The 435th Security Forces Squadron is also on the ground. The defenders perform airport security sur-veys and are working with the embassy to conduct route surveillance. An inde-pendent duty medical tech-nician is also assigned to the team and is responsible for providing limited medical care to the expeditionary team.

Rwandan military per-sonnel are expected to remain in the Central African Republic for one year.

“What the Rwandans are doing in Central Africa is a key component of help-ing stabilize the region,” said Tech. Sgt. Carnard Drayton, 435th AMS

NCO in charge of aerial port operations. The 435th AGOW is located at Ramstein and

has about 1,500 Airmen, civilians, contractors and local nationals ready to deploy and support a wide variety of contingency operations while enabling U.S. Africa Command and U.S. European Command goals throughout the region.

WASHINGTON — The Air Force’s high-est ranking uniformed Airman released anoth-er edition of “Airman to Airman” — a video series designed to highlight important topics to the force.

In his latest message, Air Force Chief of Staff Gen. Mark A. Welsh III acknowledges the many concerns facing the service, and stresses the importance of staying focused on its primary job of fighting and winning the nation’s wars.

“As we look to the future, declining bud-gets, concerns about resources, the one thing we cannot lower on the priority list is the way

we push our Airmen to learn and improve in their warfighting skills,” Welsh says in the video.

“You do the nation’s business in a phenom-enal way each and every day,” he said. “The reason you do it so well is because we have always been the best trained Air Force on the planet, and it can’t change, we have to stay that way.”

Evelyn Meaker, the chief of information systems division for the Civilian Human Resources Agency Northeast/Europe Region, received the William H. Kushnick Award during an awards presenta-tion Jan. 27 on Panzer Kaserne in Kaiserslautern.

The William H. Kushnick Award is a Department of the Army-level award approved by the secretary of the Army. The award recognizes achievement by Army civilian employees engaged in the administration of civilian person-nel programs. These achievements must result in material improve-ment in service, fi nancial savings or signifi cant social or techno-logical progress, said Sally Smoot, deputy director of CHRA-NE/EU.

“I was very surprised, and I am very excited to receive this award,” said Meaker, a native of Osthofen, Germany. “I found out I was going to receive it in October, and I got to meet the secretary of the Army in Washington, D.C.”

Maj. Gen. John R. O’Connor, commanding gen-

eral of the 21st Theater Sustainment Command, presented the award while the CHRA director and the CHRA-NE/EU regional director participated via video-teleconference. Meaker was presented with the award for her superior achievement in civilian human resources technical programs, which

improved productivity throughout the European region and were implemented worldwide. She also received the award for her inge-nuity in automating several pro-cesses in civilian human resourc-es, saving both time and money, said Erin Freitag, CHRA-NE/EU regional director.

“I love to automate,” Meaker said after receiving the award. “Whenever I see a process, I try to fi gure out a way to make it go quicker and make it easier for everyone.”

Meaker received this award for her combined 30 years of service to the U.S. military and Department of Defense. Her cita-tion mentioned nearly 25 different projects she worked on to improve processes in Europe and through-out her organization. She is also the fi rst local national to receive this award, said CHRA Director Barbara Panther.

“You should feel very proud, and we are very proud of you for this outstanding achievement,” O’Connor said. “It is because of dedicated people like yourself that the military and all of its informa-tion technology and human resource systems are constantly improving to better serve our Soldiers.”

DIRECTIONS:• Soak the rolls, or brötchen, in a bowl of water for about 10 minutes. Squeeze the water from the rolls.• Mix together the salt, pepper, parsley, diced onion, egg, rolls and mushrooms.• Lay each slice of Rinderrouladen on a fl at surface. Spread each with mustard and sprinkle

with salt and pepper.• Lay a slice of bacon on each piece. Spread the bread/onion mixture onto each of the meat slices.• Roll up tightly and stick a toothpick into each end and through the middle.• Heat oil in a pan, add the Rinderrouladen, and brown well on all sides, about 10 minutes.• Pour the beef broth and bay leaf into the pan and simmer, covered, for about 1 to 1 1/2 hours.• Remove the Rouladen from the pan and arrange on a warm platter.• Stir the Sossenbinder (dark sauce thickener) and the bay leaf into the pan and boil until sauce is thick and bubbly. Stir in the Schlagsahne (heavy whipping cream) and mix thoroughly.• Carefully place the Rouladen back into the pan.• This sauce or gravy will also be used to pour over the Klösse (dumplings).

Doors opened at tax centers across the KMC after a ribbon-cutting event Jan. 28 on Kleber Kaserne.

Flanked by tax preparers from the 21st Theater Sustainment Command and Kaiserslautern Legal Services Center per-sonnel, Col. Bryan DeCoster, command-er of the U.S. Army Garrison Rheinland-Pfalz, had the honor of snipping the cer-emonial dollar bill ribbon in front of the tax center office in Bldg. 3210. It was an appropriate prop to set the stage for this year’s tax filing season.

“We save people a lot of money,” said Mark Christensen, counselor at law at the Legal Services Center. “Last year, we saved people over $700,000 in filing fees, because everything we do is free.”

Despite announcing their official grand open-ing, tax preparers in the KMC have already been assisting a steady wave of customers since W-2s and 1099s were released in January. There are two tax centers available on Kleber Kaserne and the Landstuhl Military Installation that offer walk-in and drop-off services.

Christensen said refund dollars generated last

year out of these two KMC tax centers topped near-ly $7 million. That number is expected to be even higher this year, as the 21st TSC works to expand its tax services base by opening a drop-off-only satel-lite office on Pulaski Barracks.

“We have the space,” said Capt. Chris Leighton, 21st TSC officer in charge of the Kaiserslautern Tax Center. “We’re just waiting for the material — com-puters, printers, hardware — to arrive.”

Christensen said community members who are ready to file should come pre-pared with their personal documents, including W-2s, 1099s, bank direct deposit information, prior-year returns, mortgage statements and any other forms related to rental property or self employ-ment.

“Some people have foreign spouses, they do child care out of their home, or they have rental property back in the states,” Christensen said, “so of course some returns can get complicated.”

The traditional deadline for federal and state tax returns is April 15. However, military and civilian members serving overseas have a two-month automatic extension, pushing their filing due date to June 15. Despite the couple of months of breathing room, it’s still best not to wait until the last minute.

This year, the Internal Revenue Service announced the new W-2 health insurance reporting requirement as part of the Affordable Care Act. According to an IRS release, employers are now required to report the aggregate cost of certain types of employer-provided health coverage on an employee’s W-2.

Three downed American pilots assigned to U.S. Air Forces in Europe were honored Feb. 2 during the 50th anniversary memorial ceremony in Vogelsberg, Germany.

In 1998, when the current monument was unveiled at the crash site, Lt. Col. Monty Hand was asked to represent USAFE at the ceremo-ny. Almost 16 years later, Hand, a program analyst for USAFE operations who is now retired, traveled back to the historic site to pay respect to the fallen American Airmen and to lay a wreath commemorating the event.

The history of the downed pilots and the subsequent monument has been 50 years in the making and is an important part of USAFE and Cold War history. It was a typical cloudy German winter afternoon Jan. 29, 1964, when three pilots took off on a routine training mis-sion in a T-39 Sabreliner executive jet from Wiesbaden Air Base, West Germany. Shortly after take-off, ground control noticed the jet was off course and headed toward East Germany, which was considered enemy air space. After numerous failed attempts by controllers to redi-rect the aircraft, they were over East Germany.

In a report released by the Soviet Union, the pilots ignored their requests to turn around or land. They also disregarded warning shots by the Soviets, who were “compelled to take measures that brought down the aircraft.” The three pilots on board, Lt. Col. Gerald Hannaford, Capt. John Lorraine and Capt. Donald Millard were all killed when the plane crash landed near Vogelsberg, Germany.

It is unclear to anyone involved in the inves-tigation why the pilots flew into East German

air space or why they ignored radio communi-cation directing them to turn around.

When the plane crashed into the rural coun-tryside of the quiet village, it caught the atten-tion of two brothers, Manfred and Dieter Grosch, as well as their cousin, Gerhard Rothe. The boys were in school at the time but rushed to the crash site as quickly as possible.

Seeing the wreckage of the airplane left a lasting impression on the boys, who built a monument to the pilots shortly after the crash. It was a white cross with pieces of the wreck-age at its base. More than 30 years later, in 1998, the brothers wanted to honor the pilots with a more permanent monument, sparking USAFE’s initial involvement in the memorial.

“They realized that while living under the rule of the Soviets that there were other people out there,” Hand said. “It wasn’t a good guy-bad guy thing to them. They just felt that it was very important to commemorate the loss of life as the result of the Cold War.”

Besides this being the 50th anniversary, this day was special due to the fact that the brothers reached out and invited the family members of the downed pilots to the ceremony.

“They contacted the family,” Hand said, “because not only haven’t the Americans for-gotten, but the Germans haven’t either. It is important to them that the families know that not everybody on the other side of the wall was a bad guy. People cared and felt their loss. There was an impact to their family. Three husbands and fathers were killed.”

This is the first time any of the family mem-bers traveled to Germany, and it was their first time meeting the brothers who cared so much about those three Airmen they never met.

The 21st Theater Sustain-ment Command and U.S. Army Garrison Rheinland-Pfalz hosted postal training for Army Soldiers Jan. 13 to 30 on Panzer Kaserne in Kaiserslautern.

The 10 Soldiers attend-ing training came from the National Guard units at Fort Hood, Texas; Fort Bragg, N.C.; and Kansas City, Mo., National Guard. The trainees will deploy in the near future in support of U.S. Forces Kosovo and will be respon-sible for managing Army post offices in their respec-tive areas, said Master Sgt. Theresa R. Lee-Love, senior human resources NCO for the 21st TSC’s 1st Human Resources Sustainment Center postal division.

“We provided the Soldiers with extensive classroom and hands-on training in all aspects of postal services,” Lee-Love said. “We want them to go into country with a very thor-ough understanding of postal operations, because mail is an important mission. When a Soldier gets a package from back home or a letter, that is an important thing to them.”

The first week of training was held in a classroom. The trainees learned about the reg-ulations and forms involved in managing a post office. They

also learned how to fill out customs forms, how to use the point of sale system to accept money from their clients, how to manage postal personnel and how to manage unit mail rooms, said Spc. Malcolm L. Massey, an assistant custodian of postal effects assigned to the 18th Human Resources Company, 1st Special Troops Battalion, 82nd Sustainment Brigade.

“We got some very detailed classes on everything involved with postal operations, which will make our mission in Kosovo a lot easier,” Massey said. “This training will also benefit us if we ever leave the Army. It will make it easier to possibly get a job with the postal service.”

For the last two weeks of

their training, the Soldiers did hands-on training with the U.S. Army Garrison Rheinland-Pfalz Post Office on Kleber Kaserne and the Mail Distribution Node on Panzer Kaserne. There they helped manage all aspects of postal operations to solidify what they learned in class, said Sgt. Victor Rincon, post-al NCO assigned to the 35th Infantry Division.

“The hands-on training in the post office and mail distribution node was very beneficial, because we got to observe all the processes and get involved with them ourselves,” Rincon said. “I feel confident in what I have learned here and am excited about performing this mission in country.”

Legend says Valentine of Terni, a friendly priest who married young couples in love, died Feb. 14, 269. For this reason, Valentine’s Day is observed Feb. 14.

In many countries all over the world, Feb. 14 is the day when hus-bands and wives, girl-friends and boyfriends have romantic dinners and give gifts of candy, cards and fl owers to show their love and affection.

The custom of giving fl owers dates back to ancient Rome, where Valentine gave marriage advice to young peo-ple. He did this despite Emperor Claudius’ prohibition, who did not approve of his legionnaires becom-ing accustomed to having wives and homes.

But Valentine was looking for lov-ers, and when he found them he mar-ried them. Valentine would pass out fl owers to young couples who were walking by the garden of his monas-tery, asking the men to stay at home and not go to battle.

One day, Emperor Claudius wanted to meet Valentine to fi nd out about his wisdom. The emperor said they could be friends again if Valentine started to believe in Roman gods once again. But the priest told the emperor he never would ask him to do so if he knew about the glory of God and his son Christ; Valentine believed the Roman gods to be demons.

Because of his beliefs, Valentine was considered to be a blasphem-er and was sentenced to death. During a delay in the punishment, Valentine impressed the emperor with the truth of Christian belief. The emperor was deeply touched, but when Rome’s governor said Valentine was a magician, the emperor feared a revolt by his people and passed Valentine on to Asterius, a judge, to decide his fate. While standing in front of the judge, Valentine per-

formed a miracle. He made the judge’s

blind daughter see again by praying and laying

his hands on her. Asterius and his family got baptized after that. But because their new Christian belief was counter to Roman religion, they were tortured and killed.

Rome’s governor decided to tor-ture Valentine and behead him on Feb. 14, 269.

Before he was killed, many young people visited him in jail. One jail

guard’s daughter came to see him several times. She helped him keep

his spirits up and told him he did the right thing by ignoring the

emperor and preaching his belief in Christianity.

On the day he was to die, he left a note thank-ing the girl for her friend-ship and loyalty. He signed it with, “Love, from your Valentine.” That might have started the custom of exchang-ing love messages on

Feb. 14. One hundred years after Valentine’s

death, he was canonized. In 1550, in memory of Valentine, a memorial cha-

pel was built in St. Valentin in South Tyrol, Austria. Here,

visitors can admire a wooden statue of the saint.

Since Valentine’s martyr death, Feb. 14 has been observed as a day of love. In former times on the night before Feb. 14, women tied laurel leaves to the four tips of their pillows.

This was supposed to be a guar-antee for dreaming of their true love. People also believed a woman would marry the fi rst man she saw outside her house on Valentine’s Day. This was enough reason for a young man to be out early in the morning and to reas-sure the feeling of his beloved one with a bouquet of fl owers.

In the 18th century, people in love started to send romantic greeting cards. In Germany, recognition of Valentine’s Day started in the 1950s when American Soldiers brought the British tradition to Germany.

The activities were divided into 30-minute time blocks and were aimed at educating the students on all aspects of health, wellness, � tness and lifestyle improvements. The 86th Dental Squadron’s mission is to keep active-duty members fi t to fi ght and to ensure the dental health of their family members. This February, however, the spotlight is on the pediat-ric patient pool during the 65th annual National Children’s Dental Health Month.

Pediatric patients and parents generally have numerous questions when it comes to their child’s dental care. Common areas of concern are the fi rst dental visit, dental home care, and how a child’s diet impacts their dental health.

According to the American Dental Association, “It is advantageous for the fi rst (dental) visit to occur within six months of eruption of the fi rst tooth and no later than 12 months of age.” This little tidbit of information is astounding to most parents.

However, the American Academy of Pediatric Dentistry fi rmly believes “one dental visit when there’s one tooth can equal zero cavities.”

The critical, fi rst well baby dental visit and lap

exam is important to enhance a child’s dental famil-iarity, and it’s also a forum for parents to ask ques-tions about nutrition, bottle and sippy cup feeding, breast-feeding, fl uoride intake, pacifi er use, reduc-ing the risk of dental cavities, and dental home care. If your child has yet to have their fi rst dental visit, do not worry. It’s never too late to promote dental health and prevent dental cavities.

A great way to start preventing dental cavities is to teach your child good dental health habits. While it can be challenging at times, dental home care is important. The best approach to maintaining dental health is to brush twice a day, two minutes each time, and fl oss at least once per day (as soon as your child has two teeth that touch). While a morning or an evening brushing should never be skipped, the night time brushing and fl ossing is most important. Plaque (that fi lmy white substance that forms on the teeth) removal is critical before bed because during the day saliva production helps naturally cleanse the mouth. However, at night, salivary fl ow decreases and residual plaque left on the teeth becomes good fuel for cavity-producing bacteria.

Another piece of information that may be surpris-ing to parents is that children need help brushing and fl ossing until about age 10 simply because they lack manual dexterity. Until a child can adequately brush and fl oss their parent’s teeth, they probably still need assistance.

Lastly, it is important to think about nutrition and the role it plays in dental health. As the AAPD points out, “It’s not what the children eat, but how often.”

Of course, some food and drinks benefi t dental health more than others. Ideal snacks for teeth are things like fresh fruits, vegetables, nuts and cheeses, while the best liquids for teeth are milk and water. Keep in mind that juice should be given in modera-tion, not to exceed four to six ounces a day. It all boils down to reducing the frequency of food and drink exposure and being conscientious about how your child’s diet impacts their dental health.
