The $80 million cost overrun of the EcoCare sewage project saw rates rise across the Kaipara, and included marked rises in Mangawhai.

Now the Kaipara District Council commissioners have rejected a suggestion from the MRRA which would

see it's members “exclusively being exempted from paying certain rates.”

The council says the proposal was included in the associations formal response to a council initiative to try and end the legal action taken by the MRRA against the council.

Chair of commissioners, John Robertson, said the legal action had already cost ratepayers “tens of thousands of dollars” and was getting the district nowhere.

p Te Kopuru School students experienced the thrill of performing when the curtain rose on their pantomime Haki and the Kumara Vine. The pantomime was a rendition of Jack and the Beanstalk, with a local flavour. A strong cast was supported by the school choir and ukulele band. Principal Lee Anderson says the children will bring Haki and the Kumara Vine to Dargaville, although a date has yet to be set. Pictured are Kees McCahon (left) who plays Simple Simon and Gizelle Ironside discussing whether to milk Pohutukawa the cow (right).

The Northern Wairoa Hotel was the scene of frenetic rodeo action last week, as the much-feared mechanical bull rode into town to test the skills of Dargaville’s cowboy elite. With many strong men thrown by the bovine beast, it was good to know that a consolatory pint was on hand, and prospective riders are even now sharpening up their skills for another round when the bull returns.

p The Maungaturoto Hotel’s ‘On Screen’ party was all about impersonating famous actors and actresses — but one guest didn’t have to wear a special costume to resemble a star of the screen. Kiwi actress Jacqueline Nairn, best known for her role as ‘Wendy Cooper’ on Shortland Street was there to join in the fun, joining a crowd of locals for a night of Oscar-worthy glamour.

In a result that might surprise many, Kaipara’s economy has grown faster than the Northland region and the country as a whole.

Most of us know what a kiwi looks like. But very few have ever seen one in the wild.

Being nocturnal animals they are seldom around when we want to see them and being fairly timid they tend to scurry away whenever anyone gets too close.

Kiwi are still endangered and too many are victims of predators such as weasels, cats and dogs. Almost 95% of kiwi die before reaching adulthood.

So, if you thought you’d never get to see a kiwi up close, think again.

The Department of Conservation is holding night walks at Trounson Kauri Park on Saturday October 12. Walks begin from the car park at 7pm, with

the last walk at 10.30pm. The walks aim to get the community involved in helping to save New Zealand’s national bird.

Anyone five and over is welcome. However, because of limited numbers registrations are required. To register call DoC’s Dargaville office on 09 439 3450 or email [email protected]. Wear strong footwear and bring a torch.

He said a response from the MRRA to council’s settlement offer was ‘totally unacceptable’.

“The MRRA has proposed that members of their association — exclusively — be exempted from paying certain rates. Commissioners will simply not entertain any side deal with the MRRA that favours a group of around 600 people over more than 13,000 other ratepayers in the district. That is simply not fair.

“Frankly, given the MRRA’s suggestion that their legal action was

being taken ‘on behalf’ of the district, I am astounded at their suggestion,” he said. In reply, The chairman of the MRRA, Bruce Rogan, said that ‘broadly speaking’ the association had sought the suspension of penalties on unpaid ‘illegally imposed rates and some sort of compensation, perhaps by credits or other mechanism’.

“But it's a bit like the big corporation taking on the little corn farmer. We take the view that council has an infinite amount of money to continue their legal action.” ¢

A report prepared by Infometrics for the Kaipara District Council, says the district’s economy grew by 3.4% in the year to March 2013, faster than the national rate of 2.8%. Kaipara also grew faster than the Far North and Whangarei districts (3.1% each).

Chief executive Steve Ruru told last week’s council meeting that the figures were almost entirely attributable to good world prices received for agricultural and forestry products.

Conditions in other industries remain less than ideal. Retail sales are 14% below their March 2010 level, while car registrations dropped by 10% during the year. Unemployment rose by 1.1%, a smaller rise than for the region (1.3%) but bigger than the national increase (0.5%).

The high rate of economic growth has not fed down into the housing market. House prices are 23% below their December 2008 peak, while the annual total of residential buildings consents was 44% below the level achieved in March 2007. However, the number of house sales rose by 37.5% in the last year, although prices decreased by 2.7% to an average of $187,000. The average price was well below the Northland average ($295,000) and the national average ($376,000).

Tourism continued to be a success story for the region, with guest nights in the year to March 2013 rising by 4.3% compared with the previous 12 months. That increase was higher than for the Northland region (-3.1%) and for the country (0.2%). ¢

Kaipara band home for gigMangawhai’s labour weekend feast of arts A band with real Kaipara roots is coming back to play at the

Mangawhai Tavern later in the month as part of a national tour launching their new album.

More than 40 artists from the greater Kaipara region will be displaying their art at 12 different venues in and around Mangawhai this Labour Weekend when the Mangawhai Artists Association host their annual arts trail.

The five piece group now largely based in Auckland, are led by Ben Ratima from Maungaturoto while the other members hail from Kaiwaka.

Their new album ‘Aotearoa’ showcases the extraordinary skills of lead vocalist and guitarist Ben Ratima, with Les Watene also lead guitar, Tawhiri Littlejohn on drums, bassist Raniera Littlejohn and on keyboards Jacob Nansen.

Ben says the album is an amalgam of blues/funk, R&B, reggae, soul and rock. “It’s a mix of influences including reggae, jazz and distorted guitar which gives a fairly unique and funky  sound.”

He says he and Les, as well as brothers, Tawhiri and Raniera grew up on the Kaipara and formed the band in 2009.

“We’ve been friends for a long time and some of us went to the same school, so the band grew out of that.”

While on the hunt for a keyboarder, they found fellow Northlander Jacob Nansen working in a music shop in Auckland and brought him on board.

The album has taken two years to produce and Ben says it’s their biggest achievement to  date.

They’ll be at the Mangawhai Tavern with Blacklistt on October 19th. ¢

Mangawhai Artists Association president Jan Grover says all the venues are fully accessible, entry is free and all are open from 10am to 5pm. “Work on show from our pool of talented artists

will include painting, photography, sculpture, ceramics, woodwork, copper work, crafts, glassware and it’s pretty much guaranteed there will be something for everyone from oil paintings, mixed media, beautiful handcrafted furniture, jewellery, ceramics, photography, metal sculpture and much more.”

Ms Grover says all that is needed is a free map of the venues and artists, which will be available from the new museum, the old Anglican church or from any venue displaying the pink flag showing it is an art venue.

The Mangawhai Artists Association, established in 2002, has more than 90 members and along with an arts trail around the April walking weekend, holds independent art exhibitions around the Kaipara, where members regularly sell their craft.

In conjunction with the Kauri Museum and the Dargaville Arts Association,the Mangawhai Artists Associationis also one of the hosts for the annual Kaipara Art Awards. ¢

The annual Pahi Regatta, an anniversary weekend fixture for more than a century, has its base at the Pahi Regatta Club, and with a membership drive on, the club is re-introducing afishing contest.

The day-long event will be held on October 12, and there’s plenty of fun organised for fishers, and land-lubbers, according to club treasurer, Leah Greenall.

“We are looking forward to getting the club moving again with both boating and social memberships. We have a delightful new clubrooms right at the water’s edge by the wharf and of course we are the base for the regatta weekend which attracts huge attention every summer.” Tickets for fishing contestants, who will vie for a wide range of prizes over several species of fish, will be available at $10 for adults and $5 for children at the clubrooms from 7am on the day of competition, with the weigh-in at 4pm.

“For supporters, we will be having quick fire raffles, a sheep on the spit, a kids colouring competition, and lots more,” said Leah.

”Everyone is welcome — you don’t have to be a member but it would be great if you joined up.”

The club is already preparing for the two-day regatta in January, which has run for 123 years, barring wartimes. The event includes a Miss Pahi contest — open to all ages and genders too — in a marquee also offering hospitality and entertainment, while on the water, launches, canoes, outboard-powered bathtubs and runabouts, all race for prize money.

“Watch this space,” adds Leah. “The next event will be better than ever.” ¢

Council has adopted its Annual Report for the year ending 30 June 2013. A net surplus of $982,000 has been generated. This compares with deficits of $10.6 million in 2012 and $5.7 million in 2011.

Getting the Council into the black quickly was a key goal of Commissioners. Council is now a sustainable organisation, where expenditure is covered by revenue. From a ratepayer’s perspective, this means that the high rate increases struck over the past two years will come to an end. Rate increases from 1 July 2014 should closely reflect inflationary movements.

Ending the growth of debt was also a key goal of Commissioners. Council debt has dropped by $1.5 million over the year to 30 June 2013, to a level of $77.5 million. It will move down to $50 million over the next ten years if future Councils maintain the plans now being implemented by the Commissioners.

Deloitte is now Council’s Auditor. Their Audit Report, together with the full Annual Report is available on the Council’s web site, www.kaipara.govt.nz.

Setting good standards.While getting the Council finances back into shape has been a key year one priority for Commissioners, many other matters that assist good governance will be a focus of our work over the next year. At the September Council meeting, policies were put in place surrounding a “Code of Conduct” for staff, a “Conflict of Interest” for staff and how the organisation needs to take measures to prevent fraud – a “Fraud Policy”.

The Code of Conduct policy will assist staff to determine the appropriate way to conduct themselves when dealing with the public or with their colleagues.

The Conflict of Interest policy will assist staff to determine how to act should they be faced with undertaking a duty when they also have a personal interest or association

relating to the matter which might influence, or be perceived to influence their actions.

The Council’s Fraud policy is important. Fraud can be very difficult to identify. Thus, when there is suspicion of fraud by any member of staff, a Council contractor, or an elected member, there needs to be a clear mechanism to bring this to the surface and ensure that appropriate follow-up action is taken.

Water and Wastewater actions in the District.The bulk of Council expenditure is on the development and maintenance of key infrastructure – including roads, stormwater, wastewater and water. The range of activities that have recently been actioned include the desludging of the Te Kopuru oxidation pond, preparing for the Dargaville water supply to have a UV Treatment Unit installed, and the calling for expressions of interest to explore treated wastewater disposal options for the Mangawhai Wastewater Scheme.

The invitation to settle.In my last column, I advised that the Council had invited the Mangawhai Ratepayers and Residents Association to come to the table to settle the issues that they have with the Council. The Association has responded in a way that makes it inevitable that the Court proceedings will continue, at a hearing date set down for 3 February 2014. One of the conditions that the Association responded with for settlement was that their members, exclusively, be exempted from certain rates. This is totally unacceptable to Council. The Commissioners will not entertain a side deal with the Association that favours the members of this group of approximately 600 property owners over the interests of more than 13,000 other property owners in the District.

Those seeking to insulate their homes and benefit from improved health will be able to explore funding opportunities on Thursday, with a visiting representative from Manaia Public Health Organisation.

The Whangarei based PHO co-ordinates services, resources and expertise and delivers specialised primary healthcare services across Northland.

The Regional health coordinator, healthy homes Tai Tokerau, Melanie Dalziel, will be at the Early Years Hub in Hokianga Street in Dargaville from 10.30 am to 1 pm on Thursday to discuss home insulation eligibility.

She says to qualify for a home insulation subsidy, applicants must have or be eligible for a community services card and must also have a health referral.

“We give priority for free house insulation to families that have children aged 0 to 15 years and those 65 and over who suffer from respiratory conditions contributed to by living in cold, damp houses.”

Ms Dalziel says the programme has been running since 2008 and uses only qualified technicians to install insulation.

A community meeting of disabled, mainly young people and service providers held in Dargaville to explore needs, concerns and ideas has come up with some positive outcomes, including hosting a major social event prior to Christmas.

Representatives from nine groups providing social and recreational services for the disabled, met with about forty people to pinpoint needs and problems.

CEO of the umbrella YES Disability Resource Centre, Sonia Thursby, said one of the aims was to set up a local version of the very successful CUBE in Dargaville.

“The CUBE is a multi-layered initiative for young disabled people so they can access drama, sport and leadership programmes, come together socially and it also provides a voice so they can say

what they have been up to, exchange news and just socialise.”

Ms Thursby says a key finding of the meeting was that a lot of young disabled people have little or nothing to do and many simply sit at home all day.

The meeting resolved that prior to Christmas, Dargaville would host a major social event for disabled people.

“The exciting part is that Dargaville will host it and invite people from Whangarei, instead of the other way around, and that has to be a major first.” ¢

Dargaville is a town with history — from our pioneering roots in the age of kauri logging and tall ships come stories of heroism, enterprise and triumph over adversity.

But it’s not just written history which survives. Many of the machines and tools which were used by settlers to tame the Kaipara are still with us, and many of the finest examples are kept by the Kaipara Vintage Machinery Club, at Dargaville’s Harding Park.

The members of this enthusiastic group don’t just collect these heritage exhibits, either — they keep them working, offering a chance to enjoy a hands-on experience of the past.

The Vintage Machinery Club’s ‘crank up’ days are enjoyed by all comers, and the exhibition of early technology planned for Saturday October 19th is sure to be no exception. As well as the

chugging, whirring and roaring engines there’ll be a chance to experience some realities of settler’s life — from boiling a billy of tea and enjoying hot scones from the camp oven to spinning fleece and even watching some ‘old school’ sheep shearing, the way great-grandad would have remembered it.

There will be tractors and farm machines, miniature horses and carts, and a barbecue lunch to enjoy as well. Another highlight will be a display of photographic art from the Dargaville Camera Club. The centre will be named the Jim Carney Cancer Treatment Centre in memory of the former Whangarei businessman and city councillor who died in 2000.

Ms Woodward says the foundation has committed to use Northland contractors for the project. All going well, the centre will open by November 2014.

Ms Woodward says the Northland DHB will staff the centre and meet

its operating costs. While the centre will include diagnostic and treatment services, specialist radiation treatments will still be performed in Auckland, as Northland lacks the population for that service to be viable  here. Project Promise is the brainchild of the Northland Community Foundation, a group of volunteers who have come together to raise money for good causes in Northland.

Manager Lisa Woodward says the trust has an agreement with the Northland District Health Board, that if the community can raise $3 million for a specialist cancer centre at Whangarei Hospital, it will provide the remainder.

Ms Woodward says Project Promise has raised $2.617 million and has to raise a further $383,000 by the end of the month. “We’ve made amazing progress in the last month. We’re now looking for businesses and community

organisations to help us get to the finish.While there are already cancer

treatment facilities for Northlanders at Whangarei Hospital, Ms Woodward says they are inadequate.

“It’s a really cramped space that’s shared with a lot of other specialities. There’s no space for families and friends and no space for families and conferences.

“The new centre will have space for whanau and conferences.”

Designs have been completed and all building and resource consents obtained. “If we have $3 million by October 31, we call for tenders on November 1.”

On Wednesday July 20, 1938 at 11.45am a momentous event in the history of Dargaville took place. At that time the first meeting of the Rotary Club of Dargaville was called to order.

Seventy-five years later the club celebrates three-quarters of a century of service to the Kaipara community. Through the years Dargaville Rotary has raised funds for good causes organised events, run student exchanges and served the community.

Being one of the first Rotary clubs outside any of the main centres, Dargaville Rotary’s membership has

been split between the farm and town. That has given Dargaville Rotary a special character; practical know-how combined with a willingness to get stuck in and get the job done.

In 1988 the Rotary Club of Dargaville marked its 50th anniversary by presenting the community with a solar powered clock located in the central business area. That year also marked the opening of the long awaited new bridge over the Northern Wairoa River. The club helped organise the official opening of the bridge, including charging people $1 to be the first to walk across it.

Twenty-five years later Dargaville Rotarians are still working for the community. Next month the club will sponsor the New Zealand Ballet’s visit to Dargaville, giving Kaipara residents the chance to see the country’s top dancers performing right here. Recently

the club sponsored the Northern Wairoa Schools speech competition and with other Northland Clubs ran the Rishworth Cup secondary schools speech competition.

This is important to those who take Polaris quads out on the trail to sling some mud, but arguably even more so for farmers who must spend hours of every day mustering and riding fencelines on four wheels.

A good case in point is the Sportsman 500 — recently dropped in price by the Polaris dealer network, but still punching above its weight in popularity.

While the press headlines ‘Fonterra farmers rejoice’ over the third increase this season in the milk price forecast to $8.30 a kilogram of milk solids, the increased payout forecast has caused some banks to put pressure on their farmer clients to put their farms up for sale, due to their high debt loadings.

The national farm debt of some $46 billion and the billions of dollars owed by the urban business sector, when added to local government debt, clearly shows many New Zealanders are not frightened to borrow. History has shown many times that borrowers have made the fatal mistake of thinking that because the bank continues to lend the money, the bank must think that the borrower can afford to repay it. One only has to look at the recent world-wide financial collapse, where many examples of lending ended up in foreclosures.

The weekend’s article that the Auckland Super City’s debt has gone from $3.9 billion to $6.7 billion over the last three years and will increase to $8.75 billion after six years, should ring alarm bells and cause us to go forward cautiously.

The Governor of the Reserve Bank’s recent projections that interest rates will increase to up to 8% plus, in a bid to try and temper the heat that is growing in the economy, brought about by people having easy access to money, will I

believe, simply cause more businesses and farms and wage earners who have huge mortgages on their houses, to face the threat of foreclosures.

The New Zealand Labour Party has already signalled that they want to increase the national minimum wage to $18.00 per hour, claiming that the average wage earner cannot survive on the current minimum wage structure. I think everyone would agree that everybody has the right to receive a wage that provides a living and fair reward for their efforts. There will be employers who will claim that this increase will affect the economic viability of their businesses.

The golden rules of banking at one time were, you borrowed no more than four times your gross income. Debt servicing was not to exceed 25% of your gross income.

The issue facing our rural communities, is that they should not simply rely on the dairy industry having a lot of discretionary income to spend. Much of the increased payout is going

to be used to reduce farm debt. The cost of the recent drought is going to have ongoing major ramifications for the economy.

Sheep numbers are down. Cattle numbers are causing a major concern, due to the fact that farmers had to reduce stock numbers as a result of the drought. The importation of meat products to supplement domestic demand is a reality.

Many farmers now, when budgeting, average their incomes over a three to five year period. Fonterra’s 10,500 dairy farmers will share an additional

$4 billion ($380,000 per average farm production), should the milk price hold for the year. This will be tempered by dealing with the huge costs incurred from the recent droughts and escalating farm production costs and planning for future financial troughs. Many dairy farmers are still struggling to make ends meet. Many have faced doubling of their local government rates.

We dairy farmers are proud of our dairy industry. History has taught us that farming is full of income fluctuations. The peaks can be high and the troughs deep.

generosity of the boating clubs of the North Kaipara region — the Ruawai Boating Club, Pahi Regatta Club, Dargaville Boating Club and Tinopai Boating Club — and the general public who donated money to these clubs to paint my house.

Just for the record, I am not a bludger. I am currently a Rates Striker.

I have paid my rates to Kaipara Districe Council without fail, since I became a property owner here in 1985. I have even paid the Storm Water Rates all that time, even though my property is regularly flooded, because of inadequate maintenance of the stormwater drain that flows through my property.

I have also paid off almost four mortgages in that time, and as I head towards retirement age, I would hope to be able to continue to live in my only home that I built in 1985, and called my home ever since.

The reason I am now withholding my rates is because no one has been listening to the serious concerns raised by various ratepayers about why we suddenly have to pay a huge loan, three times higher than the original cost of a sewage system that I agreed to be part of.

My rates have increased almost 200% since before Ecocare.

I have paid my Initial Contribution to the Mangawhai Ecocare system, over

Its a relief to know that the report on the KDC is now nearing completion according to the Office of the Auditor General. It however begs the question of why such an exhaustive study was not made years ago when the Mangawhai Residents and Ratepayers Association first raised concerns.

Records will show that the MRRA made many attempts to bring this matter to the attention of officialdom which had powers to regulate the council but those protests seem to have fallen on deaf ears.

If the ratepayers had any real legal powers the KDC would have been halted in its track years ago and that said it is a bit rich now to hear the commissioners suggesting that the ratepayers are legally liable for the huge loans that they clearly opposed.

The protests made by the MRRA and others are well catalogued and should this matter go to court the correspondence trail will tell it as it was and no amount of concoction after the event will be able to cover those facts.

Thanks was last painted by myself. It took me four weeks and I painted the roof then, with a broom. Also I have enjoyed all the years I’ve worked on the radio for North Kaipara Volunteer Coastguard and before that with the Kaipara CB Marine Group. Just saving one life is a bonus. Again, thank you to you all — and also to the Ruawai Boating Club and the Pahi Regatta Club for the lovely painting you presented me with, and also the cheque. Thank you all.

A bit rich

the last 4 years. That was a significant increase in my rates, and took a large part of my income to pay.

I am withholding my rates because neither the MP in charge of local body councils, nor the Ombudsman, nor the Auditor General, it seems, have taken any notice of our concerns.

In fact, the Government including one of our own Northland MPs (not someone I voted for) seem to think a quick bill pushed through Parliament will cover up all those inconsistencies and concerns that we have, and make us pay.

However, a High Court Judge has ruled that we do have a point, and we will get our week in court to be heard. I wonder if this Government is working legally, if it refuses to listen to our own Justice System.

I expect to pay my rates again, when this matter has been resolved.

If the rates remain as high as they are now, I will have no choice but to sell up and move away from my own home of 30 years.
