‘Going in the right direction’: Kaipara commissioners from left, John Robertson, Colin Dale, Richard Booth and Peter Winder

This was revealed by the Chairman of Commissioners, John Robertson, in response to claims that a ‘new rates bomb’ has been revealed in the final accounts of the KDC.

With exams approaching it is vital to have a test prep game plan for study:

Athletes are told to practice with purpose. Sounds logical, but it doesn’t always happen. A golfer can hit thousands of balls on a driving range, but if he or she doesn’t have a plan in mind for the practice time, all those swings aren’t helping all that much. It’s the same when a student is studying for and preparing to take a test. Here are ten ways to help prepare for a test:

1. Familiarity creates comfort. Be prepared. Practice. Simulate the exact conditions and tasks of the exam.

2. What’s it all about? Find out the format of the test. Is it multiple choice? Essay questions? Sentence completion? Short answer? True/False? Open book?

3. Eat it. Your breakfast, that is. Have a healthy, light breakfast that includes some protein like eggs, lean ham or yogurt and fruit. It’s great for your energy without making you sluggish.

4. It’s about comfort. Dress in layers. You never know what the test-room temperature will be. Be ready for anything.

5. Memorize important facts and formulas. Write them down in margins when you first get the test.

6. Ask your teacher. Seriously. Ask for clarification or rephrasing of questions you don’t understand. This may help trigger information in your head.

7. Write it down. Write down your reasoning, even if you don’t know the exact answer. Get partial credit where you can.

8. Picturing. If you can’t remember a fact, close your eyes and picture where it is in your notes, in your book, or on your Mind Map.

9. Know your needs. Prepare everything you need for the exam the night before.

10. Get psyched, stay psyched. Talk to yourself before and during the test. Say things like: “I know the material and will remember it easily.”

Baylys Beach photographer lives the dreamRobyn Preston has recently returned from an epic three-month journey through Africa with close to 15,000 photos to add to her already stunning collection of wildlife photography.

Although Robyn has been a photographer for almost 30 years, it is only in recent years that she has transformed her childhood passion for African wildlife into a career.

This was her third trip to Africa, travelling through nine countries from South Africa to Kenya.

Robyn timed her journey to coincide with the ‘Great Migration’ when animals migrate from the Serengeti in Tanzania to the Maasai Mara in Kenya and the reserve literally teems with wildlife, a photographer’s dream.

She spent three weeks in the Mara and hired a professional guide who was particularly skilled at predicting an animal‘s direction.

“On several occasions we arrived at a point well before the animal which meant I could take great ‘head-on’ shots.”

“The reserve is criss-crossed with hundreds of capillary-like tracks. It’s critical the guides know where they’re going — had it not been for the dedication and knowledge of my guide, I wouldn’t have got the shots that I did.”

Robyn photographed all the ‘big game’ and saw, in total, eight notoriously elusive leopards but one of the highlights, she says, was watching major herds of wildebeest cross the crocodile-infested Mara river.

“It was incredible to see their instincts at work — they would stand at the river’s edge, wait and listen, then retreat. This ‘waiting game’ went on for hours until one wildebeest would suddenly take the plunge — and when one goes — they all go. Four herds made the crossing in just 24 hours. It was just magnificent.

On another day we stopped the van and were surrounded, 360 degrees, as far as the eye could see, by migratory animals.”

Robyn is using her Facebook wildlife photography page to promote herself overseas.

She is currently exhibiting her work at the Green Bean Café, Whangarei. An exhibition will also be held in March next year at the Funky Fish Café, Baylys Beach.

Women on WednesdayThere’s a new women’s group in the district which is all about meeting new people, with no committees and no rules — the only criteria is mandatory laughter and good spirits.

“Women on Wednesday is all about having some fun in the company of like-minded people,” says organiser, Christine Rope.

“It can be a place to sew, a place to sit and chat, swap recipes, share music, write letters, paint a masterpiece, play cards, petanque or golf croquet.”

“It’s an open invitation — the dress is casual, even gumboots are ok — just come along and enjoy yourself, there will always be a warm welcome plus tea and

coffee, bring your lunch if you plan on being here at lunch time.”

“We had our first meeting this week with eight women of all ages from Te Kopuru, Baylys Beach and Dargaville, it was an excellent day.”

Women on Wednesday meet every Wednesday 10am to 2pm at Zizania block building, 225 Turkey Flat Road, Te Kopuru. Entry by gold coin donation.

PRE-OPENING FIREWORKS SALE“Northland MP Mike Sabin has

undertaken to present it to parliament for us, as soon as we consider we have gathered all the support we can,” said spokesperson for the newly-formed Bridge Concern committee, Dennise Brownlie.

“The next step in our campaign will be the bridge protest we are holding at 10am on November 10, and we are asking people to make a placard and get involved. There are plenty of people who are complaining but who sit and do nothing. If someone died in another accident on one of these bridges, we could be to blame because we didn’t do enough.”

The Bridge Concern group has adopted a slogan for their campaign: ‘Two Lanes — Too Right.’

“Our Kaipara roads seem to be

just brushed aside,” Ms Brownlie added. “Mr Sabin has pointed out that there’s a roading budget for Northland of more than $200 million, but they can’t find the $20 million needed to replace these outdated and dangerous bridges.

Just the other day thay announced a $47 million project to improve traffic flow on Dominion Road in Auckland. They don’t seem to realise the rural area roads carry the economic lifeblood of the country.”

Mr Sabin says, “Kaipara should not have to wait until a death occurs to see action from authorities to improve safety at Matakohe.” He is currently working on a formal business case for the areas roading realignment to put before government and the New Zealand Transport Authority.

“The most talked about event over the fifty years is floating the building down the Wairoa River in the early eighties,” says head of the jubilee sub-committee, Eryn Wilson-Collins.

Maurice Hansen was in charge and said that it took a week of preparation as well as a two day trip to get the building from Mititai to where it sits on Victoria Street.

“We did it by river because to transport it by land was going to be too costly — it travelled three and a half nautical miles along the river and passed under the old bridge on state highway 12 which lifted up to let us through,” says Maurice.

Eryn also has fond memories of her first production, Blithe Spirit, in 2000.

“I was always drawn to drama and theatre but my longevity was helped by the fact I met my husband (Mike Collins) there, whose family have been involved for over 40 years.”

Over the weekend Eryn said attendees can expect a reunion atmosphere with an informal get together Friday evening, interactive productions reminiscing shows gone by on Saturday, a commemoration service for key members who have passed away on Sunday as well as a formal evening dinner tentatively booked at the town hall.

“We’re expecting a couple of hundred people and we are trying to collate as much information as possible — at the dinner we want to do a slide show with photos, quotes

Bridges petition under wayA petition calling for the replacement of two single lane bridges at Matakohe has so far gathered 2,000 signatures, with a Kaipara-wide campaign gearing up for more people to sign.

The Dargaville Little Theatre is preparing for their fiftieth jubilee at Queen’s Birthday weekend next year and invites anyone previously involved in stage productions to share their memories and mementos.

“We work at a local, national and international level — not so much in New Zealand but internationally there is a large gender gap between men and women in terms of equality,” says Mangawhai Zonta president, Sue Poynter.

Locally, they work with social agencies including Homebuilders Community Services in Maungaturoto, Plunket, cancer support and they organised the White Ribbon ride through Mangawhai in 2010 to raise awareness against family violence.

Nationally they support Women’s Refuge and have recently adopted the New Zealand Gynaecological Cancer Foundation as a project. Internationally they support specific programmes in countries including Rwanda, Liberia, Guatemala and Samoa.

“We work alongside social agencies and we’re there to support them making a difference in women’s lives — there were many in the community that wanted to do something and we gave them a venue to do it.”

Annually they sponsor a young woman aged 15–18 to go on a 10 day voyage on the Spirit of Adventure and year 12 student from Rodney College, Hayley Aldworth will receive her scholarship on October 29 at Harvest Cafe in Mangawhai.

“The scholarship is for young girls who perhaps need a boost to gain their confidence and who also show promise in leadership and will give back to the community.”

Mangawhai Zonta has been chartered

for two years and has around 20 members who are usually business and professional women but the organisation is open to accept any women who want to make a positive change in women’s lives.

“Our membership tends to be aged 45 plus but we’re certainly keen to open up opportunities for younger women and welcome new members to join.”

ON ROAD OR OFF ROAD – WE PROMISE SERVICE * VALUE * QUALITY

Head boy and girl namedAndrew McLaren and Graeson Kermode are excited for the challenges of being head boy and girl for 2013 at Dargaville High School.

“We’ve had some amazing role models while we’ve been going through school and hopefully we can live up to those expectations,” says Andrew.

Three candidates were shortlisted for each role and interviewed by the school officials. Principal, David Bargh, said they were selected for their leadership qualities.

Both Andrew and Graeson have been on student council and Andrew was managing director of the Young Enterprise Scheme for Dargaville High School, an initiative to educate in business experience.

“We won the Northland regional competition and went on to the national finals in Wellington.”

Graeson gained leadership skills while on the Spirit of Adventure earlier this year and she says she wants to be head girl to give back to a school that has presented her with many opportunities.

“It’s going to be a challenge to make a lasting impact and be a role model for students,” says Graeson.

After school they both plan to attend Auckland University. Graeson plans to undergo a conjoint degree in law and arts and Andrew has his sights set on either an engineering or a business degree.

The event follows earlier celebrations at Port Albert and Paparoa, as the dates marking the different settlement times around the northern Kaipara vary over a couple of years. Maungaturoto’s celebration is scheduled for next year.

On Saturday November 3, from 11am onwards there will be non-stop and free entertainment and activities at the Matakohe Cricket grounds.

“It’s going to be a family picnic day with fun for everyone from toddlers to seniors,” said organising spokesman, Steve Tapp.

Live on stage will be great entertainment including Peter and Maura Flower, Eccentric Ukes and other local talent.

There will also be plenty to keep kids and adults amused, including BMX races, running races, egg and spoon races, sack races, wheelbarrow races, tug of war, Bouncy castle,

gumboot throwing, ride on lawnmower races, vintage car rides, a lucky dip — and heaps of other fun things to do and prizes to be won.

Everyone coming to the grounds will get tokens which can be traded for an array of items and goodies — sausages, fritters, icecream, steak sandwiches and more.

This is a free day for families and on into the evening — leave your wallet at home. There’s no registration, no gate

fee, no entrance fee for the activities. Its just a good old fashioned picnic so bring your food, umbrellas, gazebos, chairs, blankets and whatever and a willingness to participate and have a fun day with us.

The event has been underwritten and sponsored by the community at large — food from farms and the like — and local businesses and families have made this day possible.

Classes for everyone at the Circus by Kim Munro

by Kim Munro

The talented team at Circus Kumarani have come up with another term of fun and challenging classes for everyone including an old favourite, the hula hoop.

The new hoop fitness class, Thursday 5.30–6.30pm at the Dargaville Town Hall, will be run by hoop extraordinaire, Lisa Lu, a new intern from Germany who will be working with Circus Kumarani for six months.

“Have fun, get fit, tone up, lose weight — it’s about having fun with movement using a hula hoop!” says Lisa.

There will also be a 5.30–6.30pm class on Mondays which will feature a different activity each week. The first week will be ‘acro-yoga’ followed by a range of classes including diablo (Chinese yo-yo) as well as clowning and improvisation.

Mr King has recently taken over the role from Jack McKerchar who is now acting station manager.

“Friends of Big River FM would replace membership in terms of the trust deed for voting purposes at the annual and general meetings giving them a say in the direction and focus of the station,” said Mr King.

Although the community owned and run radio station which opened 14 years ago has a strong following, membership has fallen in recent years.

Mr King believed, “this was mainly due to the situation the trust found itself

in and the need to rebuild the station as a viable going concern — this caused the board to lose some focus on the needs of members and concentrate on survival.”

Mr King added that “survival is now certain due to the work done over the past few years — it is now time to get more people involved and to keep them informed.”

The Friends would receive a monthly newsletter, be invited to functions, kept up to date with developments and given the opportunity to meet the announcers and others involved with operations.

Thanks to a wonderful support team, Anton Weight, 10, was placed in the top six at the recent New Zealand Junior Squash Championships. Pictured with Anton is his nana and most loyal supporter, Mavis Suckling, who travelled to Palmerston North to be at his side for the event. “She was the star of the show — her moral support and love for her grandson is overwhelming,” says Rolf Weight. “I would also like to acknowledge the extraordinary dedication from his coach, Greg Clarke.”

New chairman of the board, Mitch King, proposed at a recent meeting that the station should be actively attracting people to be Friends of Big River FM, an idea that was fully supported by the board.

KAIPARA LIFESTYLER OCTOBER 30 - 2012 7

Your Commissioners have been in office now for almost two months. We

want to report to you on what we have found and what we have done.

To begin with, we want to thank the many people who are assisting us.

There has been a significant amount of goodwill provided to us from the

community. People know the issues and want us to get on with the task

of getting the Council back into good shape. Your support is appreciated.

What we have found:

Kaipara District Council has got itself into difficulties on a number of

fronts.

The Council has had a history of poor planning and budgeting.

Historically, it has also set its rates very low. In fact, the rates have been

set so low that the income it has received from rates has not been enough

to cover Council’s day-to-day operating costs. As a result, Council has

had to borrow money to provide essential services.

In the past, the Council has ‘contracted out’ many of its services –

too many. It has lost control over the delivery of some key areas of its

business and has been unable to carefully monitor the use of ratepayers’

money. This has to change.

The Council has also had a very poor record of project budgeting and

management. The Mangawhai community wastewater scheme is the

most vivid example of this. Again, this has to change.

Our job now is to stablilise the Council so we can work through and

resolve these and other issues with urgency.

What we have done:

With the support of Council staff, we have made progress in some

important areas.

Financially, the Commissioners are determined to get to a balanced

budget and end the practice of borrowing to cover day-to-day operational

costs. This is a key goal.

As contracts come up for renewal, they will be re-written so that Council

has a much greater degree of control.

To ensure much tighter management of projects, and to reduce risks,

we have set up an Audit and Risk Committee to investigate and monitor

matters, under the Chairmanship of Commissioner Richard Booth. This

important monitoring committee did not exist before. It has already met

and has much to do.

In our last letter to you, we also advised that we would be looking very

closely at the Long Term Plan which was adopted by the Council before

the Commissioners took office. We recognised then, and recognise now,

that some people have concerns about the Plan.

Over the next few months, we will be focusing on drilling down into the

Long Term Plan. We want to test its underlying assumptions and ensure

it is financially sustainable. Once we have completed this work, we will

know whether or not we need to amend the Plan. If so, that process will

involve consultation with all ratepayers.

We are also continuing to work with a number of community

organisations. Commissioner Colin Dale is leading this work and can be

contacted via Council.

Again, we would like to thank those of you who have given your time to

help us. We look forward to continuing to work together to resolve the

significant challenges faced by the district.

Sincerely

John Robertson

October 2012

To all Kaipara District Council residents and ratepayers

Paying our way

For too many years, Kaipara District Council has spent more than it has earned. Rates, which have been set very low in the past, have not even covered day-to-day operating costs. Because of that, and because of Council’s poor record of project budgeting and management, the Council is now $80 million in debt.

Financially, the Commissioners are determined to get to a balanced budget and end the practice of borrowing to cover day-to-day operational costs. This is a key goal.

A few in the district believe that central Government should help pay down Kaipara’s debt. But the Government has not offered to do this and in the view of Commissioners, will not do so.

Some others believe that those who were responsible for incurring some of the costs of the Mangawhai community wastewater scheme should pay. Currently, the scheme is being investigated by the Office of the Auditor General. That investigation will not be complete for some months, and when it is complete we will look at all options.

In the meantime, we need to stablilise the Council and get it back on track. We also need to operate on the assumption that the debt was incurred by the Kaipara District Council, belongs to the Kaipara District Council, and therefore needs to be managed by us.

Rates are an important source of revenue for Councils. Without rates, we cannot provide services, like maintaining our roads and reserves, operating our community wastewater sewerage systems and assisting with community events.

We know that Council has not always rated correctly in the past. There are a number of issues yet to be addressed in this regard.

However, those people who are not paying their rates are simply not paying their way. They are asking the majority of Kaipara residents and ratepayers, who are paying their rates, to pay for the services that everyone is using. That is not fair.

They are also increasing the costs to all ratepayers by forcing the Council to borrow yet more money and incur unnecessary interest costs. We urge people who are refusing to pay their 2012/13 rates to reconsider.

Your Commissioners

Country Life exhibitionDargaville impressionist artist, Pauline Gough, is a “farm girl from way back” and is exhibiting around 40 paintings depicting country scenes at the Funky Fish Cafe, Restaurant and Bar at Baylys Beach.

Roosters, cows, tractors and the Tangowahine hills are some of the images on display using acrylic paint with a mixture of brush strokes, palette knife and multi-media techniques.

“I’m always trying different things — I heard that artists only discover their strength after 200 paintings, so I have awhile to go yet.”

It is Pauline’s second exhibition and she has only been painting seriously for three years.

“Around three years ago I broke my foot and my daughter sent me some brushes and paints — ever since then I haven’t been able to stop — I absolutely love it.”

While it has taken around six months to prepare

for the exhibition the process of painting a piece in her impressionist style takes only a day.

“I like to paint fast and keep it fresh — If I labour over a painting then I tend to lose interest in it.”

The Funky Fish exhibits five to six artists a year and enjoys supporting local artists and musicians.

“We love supporting art and music because it keeps it interesting. The paintings are a good talking point and Pauline’s are so colourful and powerful that I’ve ended up buying one,” says manager, Aym Wade.

The exhibition will run through November and December and prices range from $60–500.

Rene Ranger playing for the Rodney College Old Boys is pictured taking on the college first fifteen last week in a game played in great spirit with both sides keen to run the ball. While the Old Boys won, the school team always backed themselves and created opportunities in the first half that could have led to more tries. Predictably, size and experience told in the second half, leading to a 24–12 result. It was a huge jump in game standard for the first fifteen, particularly for some of the younger U15 players. To their credit, they all gave their best and came away with a game to remember.

Fire camp in Dargaville Volunteers man driving services by Kim Munro

by Rose Rees-Owen

A group of seven volunteers run the ‘Town and Around’ driving service in Dargaville and Parish of Northern Wairoa, Reverend Susanne Green, says they are on the lookout for more drivers.

“I enjoy it because I enjoy meeting people and it’s nice to help someone in need,” says driving volunteer, Wendy Ray.

The Parish, a primary member of the Kaipara Whanau Ora Collective, rescued the transport service from Ritchies when it ceased its four daily bus trips around Dargaville in June.

“It’s been very well received — people are on it every day and we’re really busy,” says Reverend Green.

They work alongside the Kaipara Community Health Trust and Family Link Child Care Centre to fill the gap left by the Ritchies service.

“The main people who use it are elderly who can no longer drive and need to get to medical appointments or do their grocery shopping and also young families.”

Current volunteers are retired

Some ‘Around Town’ volunteers from left: Bob Tutty, Jan Tutty (coordinator), Darryl Quirk and Wendy Ray

members of the community who use their private vehicles to help those in need and vehicle costs are assisted by donations.

“We couldn’t provide this service without excellent volunteers and we are always looking for extra drivers.”

The service runs 9am–1pm Monday to Friday, and potential volunteers, donators as well as Dargaville residents in need can contact “Town and Around” on 09 439 6306.

Rest assured, the car versus logging truck on Edward Street, the hazardous spill at Silver Fern, and an airplane crash at the local airfield over the weekend wasn’t Armageddon in Dargaville, but a fire camp.

Over 60 firefighters and instructors from brigades throughout the north participated in the bi-annual Northland Fire Brigades Sub-Association fire camp which ran Saturday and Sunday with ten teams of six firefighters undertaking various drill regimes.

The Dargaville and Whangarei brigades organised the logistics of each scenario for the event which has been in planning for over a year with representatives from as far south as Laingholm, Auckland and as far north as Kaitaia attending.

The weekend provided invaluable training opportunities for firefighters and instructors with all teams participating in each discipline rotating around the

various scenes. Dargaville chief fire officer, Jeff Palmer, said, “the camp was all about upskilling and training.”

“Every time there’s a new product on the market, whether it’s a material used in a car, new air-bags, or a different radio procedure — we need to know how to deal with it.

The training is mainly targeted at the younger firefighters and we aim to provide situations that are as realistic as possible.”

Other scenarios included a car crash into an LPG station at Roydons Transport and a hi-angle rescue and confined space rescue at the old dairy factory in River Road.

More tracks for Mangawhai

Several kilometres of biking and walking tracks are set to open in Mangawhai Park on November 10, the result of a collaboration between the Mangawhai Activity Zone (MAZ) Trust, the Mangawhai Tracks Charitable Trust and Department of Corrections community service workers.

The dual use track of several kilometres is centred on the MAZ and although primarily designed for mountain bikers, walkers are encouraged to use them with care.

“Our focus has been on family riding, with easy and slightly more challenging tracks for riders of all abilities. We hope eventually to develop a track worthy of hosting national competitions,” says Mangawhai Tracks Charitable Trust chair, Gordon Hosking.

Bikers and walkers are invited to the opening at the MAZ on Saturday, November 10 at 10am. Bikers will be invited to try out the new tracks with walkers encouraged to stroll the Last of the Summer Wine link track, round the loop past the club and back to the MAZ.

“Bring the kids, bikes, and walking shoes, we will provide the guides.”

Guy Fawkes night is a time for thrills and wonderment, delivered by the flash and sparkle of fireworks. It is New Zealand’s only big firework related holiday and it’s an evening which Pyro Company Dargaville owners Darnell and Celene have always enjoyed.

Their message to revellers this year is to have fun, get the most bang for your buck and always play it safe. It is timely, as the husband and wife duo have just opened Dargaville’s first ever dedicated fireworks store under the big Pyro Company banner on Victoria Street — the sister store to their big Port Road, Whangarei store.

Darnell is a licensed and trained pyrotechnician, who brings the skills of a true fireworks artisan to his craft. The Pyro Co are used to hosting huge outdoor events and they have turned this into a range of safe but exciting Kiwi designed fireworks so that parents and kids can enjoy their own backyard display.

That means more light, more sparkle, more boom and more fun for your money, from fireworks

made to exacting standards meeting New Zealand safety laws.

Darnell and Celene offer some good advice on how to have fun this November 5th while keeping safe. Respect the power of fireworks! Don’t hold them in your hand, use a bucket of sand or a pot plant as a safe ‘launch’ site. Make sure this is in an open, flat area with no fire hazards.

Read the instructions on the label, and make sure that fireworks are only used by adults or under responsible supervision. Fireworks and alcohol don’t mix!

Remember too, to look after your pets and keep them indoors where they won’t be frightened by the light and sound.

Finally, if a firework doesn’t go off, don’t try to relight it — dispose of it safely.

With a little help from the experts (and a visit to Dargaville’s Pyro Co outlet) your Guy Fawkes celebrations will be better than ever this year!

Enjoy a safe, stunning fireworks night

Dear Kaipara Residents and Ratepayers,

You may say “just another complaining letter from Mangawhai” but please read carefully.

There is information I have received from four different sources lately indicating that what was long suspected, but always denied, that the Browns Road Farm may not be fit for purpose for disposal of the Mangawhai sewage effluent.

Possibly, but not yet confirmed, is that Council may be looking to abandon the farm for effluent disposal — set up at a cost of probably well in excess of $8 million. If this is so, will the effluent be discharged into the Hakaru River and then flow into the Kaipara Harbour?

Letters to the Editor

Browns Road Farm

Let’s get crystal clearDear Editor,I have read numerous articles,

highlighting Mangawhai Resident and Ratepayers Association initiated ‘Rates Revolt’… with the Kaipara Citizens and Ratepayers Association chairman adding his two-bits worth, “the numbers withholding payments looks to increase dramatically…”

Let’s get the facts crystal clear.Fact one: With the discovery of

‘Magical Mangawhai’s’ beaches and once magnificent pristine harbour with no mangroves — by outsiders — ‘today’s whinging ratepayers’, development and growth took off in such a manner basic infrastructure wasn’t planned/designed to cope (metal roads & long drops). I know, I lived here back then.

Fact two: Ratepayers have never ever paid enough rates for the standards of infrastructure they think their contribution entitles them too, ie tar sealed roads — kerb and channel — sealed footpaths, onsite wastewater treatment systems — outdated when population density necessitates a community reticulated system to stop pollution of our harbour.

Fact three: If you can’t afford to pay rates, you can’t afford to own property.

The only positive, productive solution to reduce Mangawhai’s debt is for all ratepayers within the drainage district, is to make an equal ‘cash injection’ of

some $5,000 to $8,000, reducing debt by some 15 to 24 million dollars, thus reinstating ‘Magical Mangawhai’s’ image and property market values.

‘Striking’ ratepayers should ‘pay up and shut up’ and be proud to participate in the ‘history making’ of the changing landscape of Mangawhai, and direct their energies into assisting the Mangawhai park steering committee into making Mangawhai an even better place to live.

Noel Paget,Mangawhai [Abridged: Ed.]

Or will it be disposed of to Mangawhai Harbour, or directly to the ocean near Mangawhai Heads? Or what?

At the very least, it appears that the current LTP (and I will not debate its legality here) has allocated for more than $400,000 for repairs and/or capital cost improvements to the disposal system.

The question then arises — who should pay for this? Council and its consultants and contractors gave advice that the farm was suitable, in spite of questioning from me and others that it may not be appropriate. Surely this is a clear case of where the residents and ratepayers of the district should not have to foot the bill and there should be an excellent case to sue for negligence.

Regards,John Dickie, Mangawhai Heads.

Letters to the Editor are welcomed and should be limited to approximately 250 words or less.

KAIPARA RATEPAYERS’ PETITION TO THE MINISTER FOR LOCAL GOVERNMENT

AN OPEN LETTER TO RATEPAYERS OF THE KAIPARA

To the Honourable David Carter, Minister for Local Government

We thank you for appointing Commissioners to take over our District Council, and implementing an investigation by the office of the Auditor General.

We ask that the Commissioners investigate the actions and inactions of the former Councillors, employees, contractors, consultants, advisors and auditors, and Audit New Zealand, for unlawfulness and for negligence and other breaches of duty.

We ask that you not retrospectively validate unlawfulness by our Council.

We ask this on behalf of all New Zealanders who bear the costs if there is no personal accountability for reckless or unlawful conduct in Councils.

We also ask that the Minister ensures that the appointed Commissioners immediately amend the Long Term Plan to limit any rate assessments to a maximum increase of 10% per annum to avoid a massive rates strike.

Council now has more competent governance but it is hard for well paid new people to fully appreciate the damage our last councils have caused, and the ongoing costs to citizens and ratepayers indirectly and now directly, with some massive rate increases.

Many have chosen to withhold rates in protest and Kaipara Citizens and Ratepayers Assn (KCRA) will take advice from members regarding a call for a total rates strike if the Commissioners do not promptly either substationally reduce the rates or phase them in with a capped 10 percent increase per year.

Advice KCRA has obtained suggests up to $30 million of our current debt has been incurred altra vires, illegally, or without regard to the best interests of ratepayers, and a considerable amount of this may be recoverable.

Nothing will reduce our rates more than such recoveries which could save interest and capital of up to $3 million a year. We would expect the Commissioners to fully support this initiative when the Audit Report is available to them.

This petition will demonstate to the Commissioners and the Government the absolute necessity to address the Kaipara rates situation, and will enable the KCRA to take independent action on the ratepayers’ behalf if necessary.

Please sign the petition below, take it to your friends and neighbours as we seek thousands of signatures to give the KCRA backing for action on your behalf. In addition please join KCRA and if possible support this by donation.

Ratepayers may each save thousands of dollars in rates over the next few years through such donations, so invest in your future.

Go to www.kcra.org.nz for further details. Also see www.kaiparaconcerns.co.nz

Please get as many signatures as possible and return forms toBox 362 Dargaville by the 14th of November, 2012

Charitable trust wins supreme award

Images of the cosmopolitan cities of Paris, Rio and London are not often linked to the small Kaipara town of Ruawai, but that’s just the connection which has been made by Tom Gomes. The Ruawai local has travelled the world to bring a wealth of sophisticated style to his home town, and his customers are treated to a one-on-one salon experience without compromise.

Tom grew up in Rio de Janeiro, Brazil’s centre of style and culture. At the age of seventeen he began working for his uncle — a celebrity hairdresser who he very much admired and from whom he learned the practical aspects of his trade. Within a few short years he had progressed to the point of winning the coveted Golden Scissors award — the nation’s highest honour for hair stylists.

Following a working sabbatical and OE in Europe (where Tom worked at a London TV studio, preparing anchor people for the demanding morning news shift), he moved to New Zealand with his partner and has created a new home and a new studio salon in Ruawai. Rarely has such a small Kiwi town been matched with such an international talent, and customers are already talking about ‘their new personal stylist’ with pride.

Tom’s Studio is a sunny, professionally

equipped space in his country home, where he works with only one client at a time. With the award-winning skills at his disposal Tom can work wonders with any hair, to suit any style or occasion — colours, cuts, straightening and all the most up to date styling techniques. In fact, the dedicated hair artisan is so passionate about keeping at the cutting edge of his trade that he continues to learn, talking regularly to big names in the industry and sharing in their knowledge.

Alongside his one-on-one personal stylist service, Tom is also a successful DJ and entertainer, who enjoys working in his home studio, learning new musical skills and weaving them into songs. When he’s not taking care of Kaipara hair, he’s to be found behind the decks in one of Auckland’s hottest nightclubs — certainly not a man who does things by halves!

Winners of the 2012 Westpac Northland Business Excellence Awards were announced at a black tie gala dinner held in Whangarei last weekend with the supreme award going to a charitable trust.

Entrant numbers exceeded last year’s awards with 50 Northland businesses competing in seven business categories, four ancillary categories and an overall supreme winner.

Kamo Home & Village Charitable Trust was the Supreme 2012 Westpac Northland Business of the Year and also took out the Channel North Best Not for Profit Organisation award category.

The judges said the trust demonstrated excellence in all aspects

of the judging criteria.“It adopted leading management

tools and applied them consistently to achieve continuous improvement and best practice throughout the organisation. The trust is congratulated on providing a highly valued range of products and achieving excellent business management practices.”

Northland Chamber of Commerce chief executive, Tony Collins, said the awards were a fantastic opportunity

to celebrate the success of many Northland businesses.

“The one thing they all had in common was their passion for what they were doing and their commitment to succeed.”

REAL Landlord Insurance NZ took away first prize in the Konica Minolta owner-

operator category while Rent a Boat BOI Ltd won the Henderson Reeves Connell Rishworth small business award and the Golden Bay Cement medium business award went to Rudolphs Ltd.

Although that might give the wrong impression about the nimble little machine’s dimensions and weight — this is no titanic Baja-busting enduro monster. The CRF badge may be more familiar to you from the popular CRF-R competition off road bikes, and the L appellation which replaces that R is all about cross-platform dynamics which aren’t at cross purposes.

Essentially a lightweight, compact sports machine packing indicators, lights and instruments to make it road legal, the new CRF has been designed around ergonomic comfort, and the all-important factor of on-road / off-

road split performance. To this end the engineers at Honda have given it a tight turning circle, a comfortable seat height, an easy-to-read digital dash and the ability to carry two adults and a small amount of equipment. With nearly eight litres in the tank this bike can go from a sharp-looking commuter to a weekend trail warrior in short order.

There’s an obvious niche for such a bike in the modern market, with more and more people looking to the fun and fuel economy of two wheeled transport. At 250ccs the CRF is available to learner plated street riders, and it provides a perfect platform to make the jump from

Taking it from the trails to the streets

recreational off road riding to more serious traffic in the city.

In fact, those familiar with the riding setup of a dirt bike or farm bike will not feel at all intimidated by the step up to the CRF, which handles and behaves with aplomb on tarmac. The low weight of the machine combined with its willing DOHC single-cylinder power plant ensure fuel savings while still offering up kilometres of fun.

With the usual Honda build quality and aggressive styling ripped direct from the CRF’s lean lines, the CRF250L is the perfect way to bridge the gap between riding for ‘business’ and pure pleasure.

The middle ground is always a hard place to occupy — there are few vehicles which effortlessly cross over between city road manners and back-country power. Consider the new Honda CRF250L, then, to be the Range Rover of motorcycles.

But a quiet revolution began in that year which in the decades to come would redefine what Kiwis expected and demanded from their family car. Because in 1966 Japanese automotive giant Toyota introduced the first Corolla.

Through 11 generations of constant redesign, improvements and upgrades the Corolla became the benchmark for the industry — a reliable, practical and dependable car for Kiwi families and corporate fleets. It’s safe to say that most New Zealanders have counted one of the many iterations of the Corolla as part of the family at one time or another, and now with the 2013 model arriving on our shores that legacy is set to continue.

The modern Corolla carries over those qualities which have made its predecessors New Zealand’s favourite

Return of a Kiwi favourite

car of all time — clever use of space, comfortable and safe seating for the whole family, frugal fuel economy and neat, contemporary lines. But added to the mix for 2013 is a new sense of fun, an effervescence which is clearly apparent in the design of the new model from grille to bumper. It’s the same kinetically charged combination of curves and angles which has made the new 86 such a hot item, and it spices up the Corolla, stripping away any preconception of this car as a stolid, workaday appliance.

This new, edgier image is carried forward by the return of the respected Levin badge. The top of the 2013 Corolla range is the Levin ZR, and it is certainly a ‘live wire’, with a peppy 1.8 litre engine providing ample on-road thrills via a smart seven speed transmission. Snap to paddle shift for those winding

sections of road, and this really does begin to feel like the ‘four door 86’.

Toyota have delivered an exciting and surprising new member of the Corolla family; one which takes the best of the old and infuses it with new verve and energy, adding gadgets such as a full colour reversing camera and climate control to their now legendary build quality. Drive one of the new range today and experience the best Corolla yet!

Back in 1966 the motoring world was very different from today — especially in New Zealand. In those days the majority of cars on our roads came from British marques, and the technology involved was of a far simpler kind.

Better Living

It’s all change for summer at the Dargaville Club, as a brand new chef and her team of culinary maestros take up residence behind the bistro counter. With a philosophy of home-cooked goodness and a repertoire of recipes sure to satisfy the taste buds of members and guests alike, Kristiann and her team (sous chef Nicola, head waiter Jay and kitchen staff David and Fraser) are ready to bring a fresh new twist to summer dining by the banks of the Wairoa.

For many years the reputation of the Dargaville Club as a dining destination has been growing, built on the skills of previous chefs Cathey and Tony. When they decided to hand over control of the kitchen to a new generation the club narrowed down a short list of top applicants, culminating in a cook off to decide who would take on the job.

Kristiann wowed the judges with her succulent steak dishes, and she has

now formulated a new menu to take the Club forward into summer and beyond. Expect to see home-style favourites and dishes packed with local flavour — this accomplished culinary artist learned her skills early in life, cooking for her thirteen siblings, and family fare incorporating fresh produce is the cornerstone of

her repertoire.The management

and membership of the Dargaville Club would like to take this opportunity to offer their thanks to Cathey and Tony for their years of service and all the meals they have prepared during their tenure.

They’d also like to welcome Kristiann and her team to the Club, and extend an invitation to the people of the Kaipara — come along with a member as a guest and discover the new menu on offer. Even better, you can join the club for a very affordable rate and enjoy their gourmet kitchen every week!

Better Living

By the same token, nothing beats more of the same on a balmy summer evening — the sizzle of steaks and seafood in the long twilight is the sound of culinary heaven!

What better place to soak up this profound slice of Kiwi culture than one of the Kaipara’s most famous taverns — the grand old Maungaturoto Hotel? With a storied past and a future full of fun events, live music and good food, this heritage icon of the region is growing in popularity with tourists and locals alike. And a big reason for this rural-town renaissance is the menu on offer; a list of temptations which promises satisfaction for even the biggest appetite.

Summer fare such as light, flavourful greek salads and the freshest seafood (don’t miss out on the mussels with Napolitano sauce or the melt-in-your-mouth calamari) are featured strongly as the Hotel’s talented gourmands prepare for the warmer weather. Try a salad

with delicate layers of smoked salmon, accompanied by a dozen delectable oysters, or opt for a hearty serving of BBQ lamb, cooked to perfection and finished with a zesty tomato and yoghurt sauce.

In fact, a few return visits to mix and match dishes from the Maungaturoto Hotel’s menu will definitely be in order. Even the kids can enjoy the colonial charm of this unique Kaipara landmark, with their own special menu — while mum and dad can be sure that no matter what takes their fancy it will be simply delicious. For the perfect way to finish your dining experience, we suggest the Hotel’s signature dessert — a decadent slice of warm chocolate mud cake with velvety vanilla ice cream.

Don’t forget Christmas is on the way — the Maungaturoto Hotel promise a special menu of traditional holiday fare for your end-of-year function. Call now for bookings.

Over a century of perfect Kiwi summersOne of the greatest delights of a proper New Zealand summer is relaxing at your ‘local’ in the sunshine, tucking into a hearty home-style meal and enjoying a pint or two.
