p Paparoa Returned and Services Association members, family, friends and the local community take a moment to reflect on the sacrifices made at war whilst the last post sounds at the cemetery in Matakohe. The Anzac Day parade began at the Matakohe War Memorial Hall and was marshalled by trooper Craig Linton before moving to the WW1 monument where wreaths were placed by school children. Further formalities preceded in the Volunteer’s Hall followed by a tribute to Joseph Hartley Harris whose services spanned WW1 and WW2.

Thomas Howarth, one of the enthusiastic performers at Dargaville’s Acoustic Music night held at the Commercial Bed and Breakfast in Dargaville at 7.00pm on the first Thursday of every month. All ages welcome — bring your music with you and our pianist will accompany you, or just come to be entertained.

p The dawn ANZAC parade in Dargaville saw a large turnout of the community showing support of those who fought in wars. Current and former servicemen, their families and friends then joined together at the Northern Wairoa RSA where they socialised and reminisced. Whenuapai RNZAF Group Captain Tim Walshe attended the day and spent time conversing with the group before they moved on to the Civil Service in the town hall. The 57 Squadron Dargaville Air Training Corps, Kia’s, Cubs and Scouts joined in the ceremony with the soldiers and dignitaries to mark the occasion.

Examples of placemaking include improving street access — introducing a variety of public art, and turning parks and reserves into multi-use destinations.

He says the benefits have been proven overseas in various studies. “It affects nearly everything — people will spend more time in public spaces they enjoy.

That has an impact on the success of businesses in town, and in turn it will increase social interaction which will strengthen our community.”

He says the community came up with lots of ideas that included the planting of trees around retail spaces and providing more seating and leisure

spaces. “Research has shown that retail around trees and landscaped spaces are more valuable economically, than those without. People are drawn to them.”

He particularly likes the idea of the pedestrianisation of Hokianga and Parenga Street near the wharf edge while maintaining traffic flow. “I just see absolute incredible potential there — it will help refocus the town to what was historically a key part of Dargaville’s growth area.”

After four years being led by commissioners, the Kaipara District Council will revert to an elected leadership in the October local body elections.

Council commission chair, John Robertson, says it’s an exciting and important opportunity to consider because elected members help shape our future.

“Elected members are the eyes and ears of the community. Kaipara now has the opportunity to elect a fresh new council with great leadership.

“The Kaipara is growing in all sorts of ways. Mangawhai is growing very fast. Council needs to support the growth by ensuring that the roading layout makes sense, by making land available for parks and reserves, by ensuring that wastewater services are in place, and by ensuring that environmental matters are appropriately considered. Elected members will help shape Mangawhai’s future.

“The rest of the Kaipara will also be impacted by Auckland’s growth — lifestyle choices and tourism, in the next five years. Dargaville and Kaiwaka are turning around from population loss to signs of growth. We are benefiting from the investment that locals are making in small business.”

The Mangawhai Artist’s Inc Gallery is in full swing since opening in December and has held nine separate exhibitions to date.

President Jan Grover says the group are appreciating having somewhere of their own to exhibit their art and to utilise as required.

“We have had both solo and group exhibitions since it opened. We started off with a members’ exhibition over Christmas and we chose a small works exhibition so everybody could participate. I think there were 45 artists and it was cash and carry so we sold quite a few of those pieces. It was very popular,” she said.

There has been a variety of styles exhibited including expressionism and conventional landscapes side by side since opening and Jan says she has already booked out the gallery for the 2016/17 summer months.

“Our group is growing and we have 110 members now. Everyone is delighted with the gallery including the public as we finally have somewhere people can go to find the local art. Outside of the art trails it was quite hard to find on a day-to-day basis. I’ve

had many positive comments from the public about what a great space it is.” Jan says the demographic of Mangawhai is a big part of the group’s success and growth. “There are a lot of people retiring and moving up here and there is certainly a need for painting classes — now we have a place to hold them.” ¢

After jobs on superyachts, service in the navy, and setting up a business in Paparoa, Tim and Sharlene Lord are the new faces of cleaning in the Kaipara with their business Kaipara Cleaning Co, offering a wealth of experience

The couple moved to Paparoa seven years ago for the lifestyle, location and family.

With their young family, and clients from across the district, they are enjoying being able to navigate and explore more of the Kaipara and Northland surrounds with their work.

“Our motivation for starting Kaipara Cleaning Co. was to own our own business and provide a service that we saw a need for. We believed that we had what was needed to make it happen and, being service oriented people, we wanted to deliver that in our area,” Sharlene says.

Together they have been in the industry for many years in various roles, and offer carpet and upholstery cleaning with specialised stain removal as well as interior and exterior home cleaning services to the Kaipara area and surrounds.

“It’s that owner operator aspect that I think people enjoy. When they

call us for a job it is us who turn up.”They also offer home cleaning services for vacant homes, along with Spring cleaning, interior and exterior home cleaning services at competitive rates. ¢

Due to electricity safety regulations, electricity lines companies like Northpower are required by law to perform various safety checks when restoring power to a premise – mainly checking your connection to the Northpower electricity network. This means in the interests of your safety, Northpower is also obliged not to reconnect your electricity supply if we believe a fault is too unsafe and could put you or your property at risk of electrocution, fire or damage. While we realise this can be an inconvenience, we simply cannot jeopardise safety of you or our line mechanics.Often these tests are required following scheduled maintenance work (which we inform customers of ahead of time) on our electricity network. This work can involve underground or overhead lines.Wherever possible we inform customers via posted shutdown notifications if this testing will be required. If you are aware your neighbours are holiday home owners (or are away) and potentially may not receive the notification, we would encourage you to share this information with them and Northpower. You can phone Northpower Faults on 0800-10-40-40.It is important to note that the electricity line which runs from our roadside network to your house or business is called a service line and is the responsibility of the property owner to maintain. Therefore, if a fault is found on the service line the owner must cover the cost of repair.If we find the electrical wiring on your property (this does not include internal wiring of a premise as we do not test this) is faulty, then by law we cannot reconnect you until you have had the fault repaired. If no-one is at the premise when the electricity safety tests are carried out by Northpower, we will leave a calling card to alert you to the disconnection and highlight exactly what the fault could be. Working with your electricity retailer (that is the company who sends your power bill); we make every effort to contact the property owner to alert them of a disconnection, although this can be challenging with so many holiday homes in Whangarei and Kaipara.Please ensure your electricity retailer has your correct contact details as this lowers the risk of us not being able to contact you.There are times when we test and find a problem but are able to restore power. Again, if there is a problem on your service line, you will need to have the fault repaired by a qualified electrician. Northpower can also carry out this work for you.

Promotional brochure a hitKauri Coast Promotion Society’s Dargaville — Heart of the Kauri Coast brochure has been so successful it has had to be reprinted and updated, barely two years after 25,000 were produced.

The colourful publication which unfolds to six double sided pages promoting Dargaville and the surrounding area, listing its attractions, accommodation, services and activities is a major part of KCPS’ role in attracting visitors and encouraging them to spend time here.

KCPS published its first brochure in 2011. Two years ago it printed a second, distributing the 25,000 copies throughout the country, including a number of South Island i-sites, with considerable help from Sue Taylor at Visitor Information Centre Dargaville and Kauri Coast.

“We have had people coming back for more, which we couldn’t supply,” says Raewyn Sills, who with fellow KCPS executive member, Trish Rolfe, has spearheaded the brochure project.

“We are surprised but delighted they have gone so quickly. This is our major promotion tool and it is obviously doing its job.”

The reprint, also of 25,000 copies, builds on the successful format but has been updated to ensure all information is current and has had a number of new items added. Maps of the Kauri Coast, Dargaville and Baylys Beach have also been modified to make them even more user friendly.

“We are also proud that the design and production have both been done

locally by Wildside Publications and AD Focus respectively,” says Trish who extended thanks to everyone who helped.

The new brochure is ready for distribution and KCPS is working with Dargaville Business Forum who will be encouraging local businesses to stock and promote them.

If you’ve ever wanted to spin fire, juggle fire, throw fire or hold fire, then Circus Kumarani has a workshop just for you. Currently they are hosting a series of fire workshops that teaches students safety through circus skills.

Teachers, Jo Carvalho and Mat Manamat, say the workshop is about having fun while learning in a safe environment. “Students will learn about fire safety, they will gain coordination and grow in confidence,” says Mr Carvalho.

“Because the students are using fire with circus skills they are more focussed than if they were just learning circus skills, so they learn faster.”People of all ages are

encouraged to take part. “We have had kids as young as nine take part in the past, with parental supervision of course,” Mr Carvalho says.

The first class is free and at the end of the term in mid — June, students can showcase what they’ve learned in the Spirit of Matariki fire show.

“We want to keep the show local as much as we can, so we’re encouraging them to get involved. It’s about bringing the community together.”

The workshops run weekly on a Wednesday from 7–9pm at Circus Kumarani, at 15 Onslow St. Dargaville. ¢

School to therescue of whitebaitNext time you sit down to eat a whitebait fritter spare a thought for the students of Paparoa Primary school who have been working hard to ensure the small fish’s survival.

According to the Department of Conservation one of the major problems affecting the whitebait fishery at present has been the destruction of habitat for egg laying or adult fish. Fifty years ago whitebait was so plentiful you could catch the small fish in kerosene drums — however these days the catch is a lot smaller.

So Paparoa Primary school pupils have been working with The Whitebait Connection Mountains to Sea Conservation Trust to help restore some of those habitats.

Students recently placed straw bales near the landing in Paparoa to encourage the small fish to lay their

eggs at high tide. DOC Ranger, Jamie Quirk says the species are in decline. “We are losing more of them each year. Water removal for out-of-stream use, pollution, wetland drainage, introduced pests and destruction of stream-side vegetation are some of the issues that threaten the long-term survival of whitebait species.”

Concern for the future of both the fish and one of New Zealand’s best loved recreational traditions prompted creation of whitebaiting regulations.

There’s something a little different about Dargaville Little Theatre’s latest production, The Rookie: Black, White and Shades of Grey, which opens on May 6, and the clue is in the name.

Written and directed by Julianne Parkinson, The Rookie is an original play which parodies the 1940’s hard-boiled detective shows, and the entire cast and set is in black and white.

Julianne was inspired to write her own show when she was unable to find a script that sparked an interest.

“After reading about 20 scripts I thought, I can write one of these myself,” she said. So she did.

“I’m much happier with this script than the other ones I read. I was able to keep this one a little more true to the genre.”

She says the full greyscale makeup will be one of the main challenges of the show.

“I’m hoping the greyscale aspect will be a big draw card. I want the audience to have an unforgettable and unique experience and to really feel like they are watching a black and white film.”

Andy Bryenton, who plays casino owner Everett Scott, is enjoying being part of an original production and says

the show promises to keep the audience engaged throughout the full length play.

“There are two concepts that make this show different from a regular play — one is the greyscale makeup and the other one we can’t reveal. People will just have to come along and see it for themselves.”

Shows start at 7.30pm on May 6, 7, 13 and 14 with a matinee at 3pm on May 14. Tickets are on sale now at the Dargaville Sewing and Curtain Centre for $20 – cash only. ¢

This year’s Annual Plan is providing some good news for ratepayers. While there aren’t significant changes from the second year of the Long Term Plan 2015 – 2025, the average rates increase is proposed to be lower than we stated in the Plan. Instead of 3.45 percent on average increase, the proposed average increase will be 2.94 percent.

COUNCIL WANTS YOUR FEEDBACK ON ANNUAL PLAN 2016/17

We do not need to go through a formal consultation process for this year’s plan, with submissions and hearings. This change is because amendments to the Local Government Act 2002 recognises that often Annual Plans are not significantly different to what was consulted on in the Long Term Plan process. Therefore it doesn’t make sense to consult again on plans already contained in the Long Term Plan 2015 - 2025.

However, we do want to know your thoughts on the small, but good, changes that are proposed. We are asking for your feedback, which will still be considered as part of finalising the Annual Plan 2016 – 2017. They are contained in our consultation document. In summary:

Earlier this year, our two big wins were:

• We have been able to reduce debt by $10 million including a settlement from the Office of the Auditor General.

• We joined the Local Government Funding Agency and therefore access to lower interest rates on our debt.

This means we need less funding to service this lower, and cheaper, debt which will fund the reduced rates increase.

We will also:

• Invest in reducing the backlog of maintenance

• Improve organisation capability

• Invest in better IT systems to improve customer service and system reliability.

There will still be rates increases higher than the average for commercial, dairying, some lifestyle blocks and some residential areas. The increases in the affected residential areas are because of increased investment in wastewater plants for both maintenance and operations where the plants are older.

While our emphasis is always on our core service, we are doing other interesting things around the district as well, which we’d like your feedback on. For instance

• Placemaking’ in Kaiwaka and Dargaville. This is all about working with our communities to improve their towns and environments, to make them easier to live in, to enjoy and get around.

• In Mangawhai, we’re working with the community on a Mangawhai Town Plan to help us invest for growth. This is still in the early stages, and we’re looking forward to getting your views on the concepts so far.

Future ‘Peter Jackson’s’ and ‘Jane Campion’s’ are being sought to take part in this year’s short film competition.

Dargaville Community Cinema Charitable Trust secretary, Jacoba Puharich, says it’s the second year running for the Nor thland-wide competition and nearly a decade since it first kicked off in the Kaipara district.

During that time the competition has grown in popularity with the number of entries tripling.

“We’re just thrilled with the support we’ve had, we’re really lucky that so many young people in our region are enthusiastic about film — and so they should be, the film industry in New Zealand is fantastic, just look at how successful Hunt For The Wilderpeople has been.”

This year the competition is offering up a pretty impressive prize pool of $2,500 in cash prizes and has been broadened by removing the need for a theme to encourage more people to enter. However the trust still wants to see stories that relate to Northland in some way, whether that be by using local actors, or filming local

scenery. “It’s going to be great to have a recorded film library of Northland,“ says Mrs Puharich.

This year there are two categories, documentary and fictional/narrative — of any subject. Each category has two sections — open and school age.

Holiday camp experiencesu by Ann Morgan

This year marked the 13th occasion of the popular Otamatea Day Camp, which was at capacity with nearly 200 children and many helpers present.

“The children participate in a range of activities and crafts including building bush huts, learning bush craft, tie-dying t-shirts, creative carpentry, horse riding and ceramics. There is a lot of singing and laughing and a good number of overseas students from the local Youth with a Mission base adding their skills in plays and leadership,” said Pastor David Patterson.

“Some of the youth are very talented and the children really enjoy these performances. They are interactive and inclusive.

“Local churches from the Otamatea area provide resources including food, materials and many volunteer helpers to manage the event. We also receive

generous support from area business people and the local bus service helps provide our transport.”

Pastor Patterson says an important facility is the large marquee which is transported from Ahipara every year. “Pastor Hendrik Brits has a church up there and he comes down in his truck and puts it up for us. We couldn’t really do this without his support. This enables everybody to participate in the exciting presentations.

“The camp provides the children with something different to do and on the last day the families come and we present a concert and a meal. We give the children a great time with lots of fun. It’s about kids and enjoying the holidays.” ¢

A new early childhood daycare centre that aims to provide top quality care, higher teacher to child ratios and full catering is currently taking shape in Dargaville.

Happy Steps Early Learning Centre is a family run business, owned by Stephen and Pam Chapman and managed by their daughter Crystal Chapman, who has six years experience as an early childhood teacher and centre manager.

Crystal says that as a mother of an 18-month-old daughter, and a passionate early childhood teacher herself, she wants to make quality care their main priority and that’s why they aim to have a higher teacher to child ratio.

“We want to create an environment that is a home away from home for them. “

Ms Chapman says they chose Dargaville as a location because of the feedback they received from the community.

“We had been looking over in Whangarei and in Dargaville, however

the feedback we got from the community was that Dargaville needed it more. We were told that there were huge waiting lists with some of the centres.”

The centre is currently being built at a location close to town on Logan Street and to the delight of parents will be providing meals just to make life that little bit easier for them. “We’ll be providing meals, morning tea, lunch and

afternoon tea as well as a late afternoon snack,” says Ms Chapman.

When it’s completed it will have a large outdoor play area. The building will have two separate areas, one for babies up to two-and-a-half and the other for those up to five years. A school preparation programme will be run as well with the centre set to open in August — weather dependent.

Physiotherapist Lyndsey Bargh may have begun her career in healthcare with four years of intensive study, learning the complexities of human anatomy and motion. But this mastery of the lexicon of injuries — and how to heal them — was only the beginning.

Lyndsey, the founder of multi-practice, ACC accredited healthcare provider Kaipara Physiotherapy, says that the skills learned over more than two decades of service to the region and its people are just as vital as what’s written down in medical textbooks. Perhaps even more so!

With practices in the towns of Dargaville, Ruawai, Paparoa and Maungaturoto, Lyndsey and fellow fully qualified and experienced physiotherapist Lynne Butterworth have helped literally thousands of people get back into life after suffering injuries or undergoing surgery. Being a rural practice area, the Kaipara presents its fair share of farming related aches, pains and strains — but this is also a sporting and outdoors playground, lending another aspect to the range of treatments needed. Lyndsey adopts a holistic approach to

helping people get ‘back on their feet’, addressing not just the physical cause of pain, but also seeing the bigger picture, adopting ergonomic principles to effect a long-term solution.

The biggest challenge of working in such a rural area is, ironically, the same as its biggest advantage. Living away from the big city brings different kinds of injuries — such as those stemming from quad bikes, cattle and big game fish. But it’s also a great place to live. The issue, as with many professions in the Kaipara, is finding passionate and qualified staff to help the business grow. Lyndsey is looking for a new physiotherapist to join the team right now, with the intention of bringing quality of life back to even more of our local people. As the population both grows and ages, it’s a job with a bright future.

May is a great month to enjoy a hot breakfast with all the trimmings. Greeting the dawn on these chilly mornings next to a crackling fireplace to the smell of fresh brewed coffee, bacon, eggs and all the rest is one of life’s simple pleasures.

It’s also a great way to support a worthy cause, as a breakfast this month at the Aratapu Tavern means you’re giving a little to a very good cause. The annual pink ribbon appeal is on again, raising money for the fight against breast cancer, and as usual Donice, Richard and the team were among the first in the North to volunteer. It’s an opportunity to do something good while enjoying yourself — and if you’re quick, you could even bring your Mum along too, for a special breakfast on the 8th with complimentary bubbles.

Meanwhile, one of the greatest musical innovators in history is about to make an appearance at the Northern Wairoa Hotel in Dargaville. Following up on the terrific success of their recent

Fleetwood Mac and Rolling Stones tribute shows, the folks at the historic pub have managed to book one of the best in the business — the Hendrix Project. Fans of rock music will understand immediately the sheer level of virtuoso skill required to impersonate the great guitar wizard himself, and this three-piece band evoke the psychedelic rebellion of Woodstock with polished ease.

The role of farmer shareholdersFonterra’s move to reduce its board from 13 members to 11, I believe, is encouraging. But we must maintain a farmer majority directorship on the Fonterra Board.

The recommended changes would involve a nominations committee putting forward candidates and the short list would go through a new independent expert panel. The panel would make an independent selection of candidates before the board would select candidates and then require more than 50% support of shareholders at the annual meeting. The Fonterra chairman also says that the current board selection process under the single transferable voting system is too politicised. Farmer politics has always existed and is most interesting to be involved in.

Doing away with the single transferable voting system will give more power to the corporate farmers. Under the current Fonterra election rules the returning officer has the power to remove candidates from the election process if they criticise or attack the

company’s policies during an election and spread to their votes among the other candidates. I don’t agree with this. This is censuring. An outspoken ‘Donald Trump’ farmer wouldn’t get elected. At the moment a candidate with 24% of the vote can get elected. Under the new system you would need 50% and the support of the corporate farmers and also receive the big tick from the new committee to get past the first post.

The board should not be involved in the selection of farmer shareholder candidates. I believe this is giving away the democratic right of shareholders to select, support and elect their farmer directors.

One of the major potential barriers involving a nominating committee regardless of whether the board is made up of a mix of directors or non-directors or only non directors, is that

a committee often has strong links to the board.

The nominating committee may consciously or unconsciously select candidates similar to the existing governance ethic.

When a cooperative has a culture of incumbent board members running unopposed, it is difficult to encourage a female member, or a small farmer member to run.

It is important that our farmer cooperative boards generally do not develop a culture of being represented by corporate farmers. It’s important that the cooperative board has diversity to allow the leaders to not only be on the ball but keep their eye on multiple balls.

The Boston Consulting Group, immediately prior to the formation of

Fonterra, arranged for an independent survey to see what farmers thought, and 94% said that farmers should have total ownership of their companies.

Attracting farmer board candidates should be a year around job. As they become better informed more members may become interested in running for governance roles.

Farmers are busy people but also many allocate their skills and energies where they are valued and appreciated. The New Zealand dairy industry has been fortunate with the quality of its leaders who originated from the cowshed. One of those great leaders, Sir Dryden Spring, stated, “There is no doubt we want a united industry which remains firmly in farmers’ hands.”
