A new governance structure for Dargaville’s Harding Park is expected to receive the green light today from Kaipara District Council commissioners.

Harding Park on Mt Wesley includes the site of Dargaville Museum and the headquarters of the Kaipara Vintage Machinery Club.

The proposal also includes the Mt Wesley cemetery, the Harding family plot and the Pou Tu o Te Rangi pa site. All the land apart from the pa site is council land. The pa site was previously owned by the Crown but was returned to Te Uri o Hau as part of a Treaty of Waitangi settlement.

The settlement required that the pa site be administered by a joint management committee comprising three members of Te Uri a Hau — one of whom shall be chair — and three from the council.

A trio of Kaiwaka firefighters have climbed to the top of Auckland’s Sky Tower in full firefighting gear. Mike Law, Mickey Renton and Tim Brown raised $1030 for Leukaemia and Blood Cancer. More than 700 firefighters took part in the Sky Tower challenge, raising $883,000. Mr Law says he and his fellow Kaiwaka firefighters took about two minutes longer than last year to climb the tower’s 1103 steps but were delighted to again make it to the top.

The Lego Movie has proven a huge success, with its action-packed re-imagining of the world of the little Danish blocks enthralling kids and adults alike. Paparoa School students have been given extra encouragement to clean their teeth. The school has entered the Great Colgate Carton Collection, a nationwide competition for primary and intermediate schools with prizes for schools that collect the most Colgate toothpaste cartons. Help sought for jobs campaignu by Colin Patterson

The search is on for young people to lend a hand for a campaign that aims to provide them with more job opportunities.

Kaipara’s Proactive Youth campaign was launched following a public meeting in March where local business people and representatives from community and youth groups expressed concern at the decreasing number of jobs for school leavers and the absence of a strategy to arrest this decline.

Dance teacher Sonja King took on the task of coordinating the campaign. Ms King says her first job is to survey local businesses to find out what they require from potential employees.

Ms King has put a questionnaire together and is now looking for young people to take it around Dargaville’s employers, ask them to fill it out and then take away the completed forms.

She says the young people need to be aged between 16 and 24 and have to be presentable. Ms King says she will provide training. “It’s also a chance for them personally to present to potential employers.”

Ms King says she has started visits but needs help to continue and complete the process. Young people

who are accepted will start visits in a couple of weeks.

Once the urban area of Dargaville has been completed Ms King says she will organise visits to farms and forestry operations to find out their needs.

Highway to be repaired after complaintsu by Colin Patterson

Roading authorities say work is about start on repairing a 300-metre section of State Highway 12 near Dargaville where the speed limit has been reduced to 50kmh.

Plumber Bill Fitness travels the route most days between his home and jobs in Dargaville. “It’s a shocking road. It’s bloody terrible. It’s getting worse. People don’t need to go to Auckland to get on a roller coaster. We’ve got one right here just out of Dargaville.”

Several weeks ago the New Zealand Transport Agency erected 50kmh signs at either end of the affected section of road. More recently signs indicating an uneven surface have also been erected.

Lesley Robinson, who travels the route twice a day to and from her job in Dargaville, says while locals know about the hazard, tourists and visitors may not take lower speed-limit and warning signs seriously. She says it’s only a matter of time before a vehicle loses control and people are killed or seriously injured.

NZTA regional journey manager Jacqui Hori-Hoult says contractors will be on site this week to repair the road, providing the weather holds up. She expects the job to take two weeks. “The highway will stay open during the

work and the 50kmh limit will remain. We ask all road users to observe the posted limits for their safety, and the safety of our contractors working to deliver a smoother and safer ride for all road users.”

She says the uneven surface has been caused by ground movements which are continuing. ¢

Kids’ rugby gets wool off a sheep’s backu by Colin Patterson

A group of Ruawai rugby supporters is determined to shear their junior team all the way to Australia.

Ruawai juniors have an exchange scheme with the Beecroft Rugby Club in Sydney, with each club taking turns at hosting the other.

In April 2015 it will be Ruawai’s turn to head across the Tasman.

“The kids get billeted for three nights with parents from the Beecroft team. Last year they played the curtain raiser for the Waratahs-Chiefs game. For most of them it’s their first time in a plane. The looks on their faces as the plane heads down the taxiway is unbelievable,” says fundraising chairman Craig Sanford.

He says the kids will also visit Taronga Park Zoo and the aquarium at Darling Harbour. A trip to the Gold Coast is planned but is yet to be confirmed.

This year Ruawai will host three teams from Beecroft on July 4 and 5.

“They’re city kids and they get the chance to milk cows and feed calves. They also climb Tokatoka.”

Mr Sanford says they need to raise between $50,000 and $60,000 to get their team to Sydney next year. They run raffles, work at the Dargaville Stockyards, park cars at the Dargaville races, pick up hay, cover maize and silage stacks,

Mainly Music has become an institution for many New Zealanders with young children and the Dargaville group celebrates its 20th birthday this year.

Started in the 1990s, Mainly Music is a fun, interactive group for parents, caregivers and children. Each music group is associated with a local church and is run by volunteers.

Ma in l y Mus i c introduces children to music and creativity, which helps them to develop gross and fine motor skills, language, imagination, mathematical and pre-reading skills and encourages socialisation with others.

“Each week during the school term, about 40 children and their caregivers come along, so just imagine how many people would have attended over the last 20 years!” says team leader, Rebecca Davidson.

“This is quite significant for the community. Now we are starting to see the next generation coming through too — parents who attended Mainly Music groups when they were young are now bringing theirchildren along.”

and hold a golf tournament Twice a year — in November and May — they also shear sheep.

Mr Sanford says he advertises locally for anyone with a few sheep they want shorn. He says most responses come from lifestyle block owners.

Last week they sheared 140 sheep in farmer Craig Finlayson’s woolshed. They charged the owners $5 a sheep and expected to raise another $600 from the wool.

Mr Sanford says it’s hard work but worth it to provide kids with an experience of a lifetime. ¢

I am Dr Warren Bell and I have established the first Dental Surgery in a purpose designed Health Centre at 30 Moir Street in Mangawhai Village.

My wife and I have lived in the area for the last 11 years and I bring over 30 years experience as a general dentist to Mangawhai and surrounding areas.

Queen’s Birthday weekend will see a fine gathering of arts and entertainment in Dargaville.

The event, a Workshop Weekend is organised by the Dargaville Arts Association and culminates with a dinner, variety show and art auction on Sunday June 1.

The series of workshops over Saturday and Sunday are being tutored by well-known artist Pauline Gough, jeweller, Jennifer Crundwell, and vocal coach Maura Flower.

Pauline Gough’s workshops are sold out, while the others are filling up fast.

However, association chairman Allan Mortensen says there are still places available for the dinner/variety

concert and auction at the Northern Wairoa Hotel.

The event begins at 5pm with pre-dinner drinks and viewings of the artworks in the auction.

The evening will move to a smorgasbord roast dinner from 6pm, followed by a variety concert, featuring the highly accomplished and popular Maura and Peter Flower, supported by members of the performing arts section of the Dargaville Arts Association.

The variety show will be in two halves and an auction featuring items produced by association members will take place at half time. ¢

Over 40 flying enthusiasts will descend on Dargaville during Queen’s Birthday Weekend for the New Zealand Association of Women in Aviation’s annual rally.

The yearly get together will be hosted by Dargaville Aero Club for the first time and will be attended by association members from across the country. Founder and patron Rhona Fraser will be in attendance.

The weekend’s lineup features an array of competitions, social activities, presentations, the AGM and will conclude with a presentation dinner. Visitors will also get to sample some Kaipara hospitality and attractions, taking in a river cruise and visiting the Kumara Box.

“Activities include a hover competition, model aircraft display, glider rides and a gyrocopter,” says treasurer and rally coordinator, Joanne Hales.

“People going about their business in town will be able to see activity over the river on Saturday. There’ll be a bit of aerobatics, with a few people competing for the aerobatics trophy, and the public are welcome to come along and watch.”

The NZAWA was founded in 1960 and throughout its history, has enjoyed a varied membership with women from all kinds of aviation-related interests and careers.

“When the association was established, flying was a man’s world, and these were women pilots who wanted to get into the industry, so they created a support network.”

Current membership includes recreational pilots through to captains on commercial airlines and air traffic controllers. Members fly gliders, microlights, helicopters, single — and multi-engine planes and membership is open to any woman who participates in aviation either as a career or as a hobby.

The NZAWA also awards annual scholarships to young women starting out in flying and to assist members who wish to undertake further training. ¢

Janet’s book ‘Take a Walk on the Wild Side’ is an inspirational memoir which deals openly and honestly with issues such as addiction, grief and loss, but offers a message of hope.

p The students participating in Paparoa Lions Club junior speech competition last week delivered a high standard of speeches, featuring many different ideas, thought provoking opinions and lovely humour. Paparoa Primary School students Cullen Peele and Andrew Birt, came third and second respectively.

“It will have a bigger cast, more songs and more scenes than Annie Get your Gun,” says DLT’s Mike Collins, referring to last year’s major production.

“There’s a general misconception that Footloose is all about teenagers and dancing but there are actually twelve pr inc ipa l adult parts as well as twelve principal teenage parts and the dancing is limited, so ability is preferred but not essential.”

Otamatea Netball Club’s top junior team gratefully accepted their ANZ Courtside custom grant last week.

The club lost 8 teams’ worth of equipment to a fire four months ago and the grant of 10 dresses, 10 balls, two gear bags, two ball pumps and three sets of bibs will help to put them in good stead for the season ahead.

A Sky TV camera crew and ANZ representatives visited Otamatea High School to present the prize and interviewed the Year 8 players for a

documentary to be aired on Sky Sport Netball Zone.

Coach Jodie Bennetto said the club is very grateful and would like to thank ANZ for their support.

The club still needs to raise about $8,000 to purchase uniforms for their remaining seven teams. Grocery raffle tickets are on sale now, contact Otamatea Netball Club president Tina Ball on 09 431 6878. ¢

Northern Wairoa’s Westpac Rippa Rugby Tournament, held in Dargaville last week, was a huge success.

“I’d like to say a huge thank you to all school’s involved in our Term 2 Westpac Rippa Rugby Tournament — it has been great to see such growth in our tournaments,” said Grace Cooper, of Northland Rugby Union.

“Whether playing, supervising or supporting, your participation and enthusiasm was fantastic and we appreciate the way you all conducted yourselves throughout the day.”

Six teams from across the district took part in the Northland Rugby Union and Westpac initiative, which encourages participation and enjoyment of rugby in primary schools.

After two tournaments, the finalists are Selwyn Park Primary and Te Kopuru Primary for Year 3 and 4 and Te Kopuru Primary School and Tauraroa Area School for Year 5 and 6. The finals will be held in Whangarei on June 4. ¢

WIN THE WAR ON WINTERDon’t burn treated timberKaipara residents are being reminded not to burn treated timber because that can release toxic chemicals into the atmosphere.

In a letter to the Kaipara District Council, the Environmental Protection Agency and WorkSafe New Zealand say burning treated timbers — either in a wood burner or in the open air — releases toxic fumes that can be harmful to anyone breathing the contaminated air.

The letter says most New Zealand houses are built with pinus radiata, a timber that has low resistance to insects and fungi. Because of that, pinus radiata is treated with a number of chemicals to improve its resistance. The most common of those is chromate copper arsenic (CCA), which is highly toxic.

Because of that toxicity, the burning of treated timbers is banned in New Zealand. However, the construction process often results in offcuts or surplus timber that may be seen as a source of firewood. However, the agencies say this timber should not be burned. Instead it should be taken

to a landfill for safe disposal. The two agencies note that timber treatments often leave timber with a green tinge, so it is usually easy to identify timber that has been treated.

But when it comes to deciding whether to burn timber, use the old adage ‘when in doubt throw it out’. ¢

Fieldays favourite turns up the heatu by Andy Bryenton

The Ford Motor Company have been doing it right for over 100 years — when venerable company founder Henry Ford wanted to take his Model T to the masses, he sent his sales force on the road to America’s gigantic state fairs, pitching the tough little auto right next to John Deere’s tractors and harvesters.

Folks in the back-blocks of rural America were amazed to see a car designed for them — at a time when motoring was viewed as a pastime for the idle rich. The fact that the Model T had driven to the event proved its toughness, too!

Fast forward to the present day, and while there are still a few Model  Ts on the road, there are far more of a thoroughly modern Ford success story — the Ranger ute. This award-winning vehicle was named car of the year not long ago, no mean feat for a light commercial. And it’s been embraced by rural New Zealand in a big way, only narrowly missing out on being the top selling ute of 2013. The margin was so slim that it’s no surprise the Ranger

is out ahead of the pack coming into our National Fieldays at Mystery Creek, Hamilton for 2014.

Powering into its third year at the Creek, the Ranger still stacks up on paper. Its carrying capacity of 1,150kgs and towing capacity of 3.35 tonnes make it a clear leader over other utes aimed at the farming community. But it’s the car-like ride and level of refinement, away from the tractor-esque farm utes of yesterday — which put this one over the top. Ford are so pleased with the innovative chassis setup of the Ranger, and its ability to handle a variety of loads with acumen, that it’s rumoured to form the underpinnings for the forthcoming Everest SUV — Ford’s big seven seater due in 2015.

The Ranger is only one of the vehicles in a very strong lineup for Ford coming into Fieldays 2014. Along with the predictable appeal of the Ranger, the US marque has also upped the ante across the SUV field, with its well established Territory, smaller, more nimble second-gen Kuga, and the addition of the diminutive but daring EcoSport, filling

a gap in the small-footprint market vacated by the physical growth of brands like Toyota’s RAV 4 and Suzuki’s Escudo. This could be the year the Ranger definitively pulls ahead of its rivals — and Fieldays may well be the catalyst. For those who have not already taken a test drive, its the perfect time to see what everyone is talking about. ¢

It’s a highly competitive world for a new ATV quad to be ‘born’ into — one where farming customers especially are demanding more performance, more options and more versatility than ever before.

Honda continue to hold the crown as the Kiwi farmer’s preferred quad manufacturer, and with the release of the new TRX500 Rubicon, their engineers and designers have shown why they stay ahead of the game.

For this year’s national Fieldays at Mystery Creek Honda have unveiled two new 2014 quads — a re-up of the popular ‘FourTrax’ range, featuring both a 420cc and 500cc model. The Rubicon is a tuned, fettled and even further upgraded version of the big 500cc quad, named for the famous wilderness trail in the United States which is seen as the benchmark for off-road toughness.

And it’s toughness as well as clever innovations which set this year’s offerings apart. Honda have listened to the demands of their customer base — many of whom put their machines through far more hard knocks on the farm than any trail-riders do in the American back-country. Subsequently the new TRX500 has been built stronger all round — a fact which is clearly apparent when looking

at the components and frame of this beefed-up ATV. This is a machine which answer’s the Kiwi farmer’s need for a real workhorse — one which farmhands and sharemilkers can rely on, and which farm owners can be sure of, despite how many knocks it takes from the terrain — and the staff!

Added to this new structural muscle is a lengthways-mounted 499cc four-

stroke engine, building on the strengths of the previous TRX500’s acclaimed reliability. The placement of the engine allows for a more balanced centre of gravity, making the big 500 far more nimble than may be expected of a large ATV quad. The incorporation of a very clever power steering system (which senses the amount of pressure being applied by the rider and adjusts its force feedback accordingly) combines with this innovative layout to produce a smooth-riding package, delivering 500cc power without the sensation of bulk.

Honda call the TRX500 Rubicon the ATV which ‘can go where tractor’s don’t dare’, and it does so with much of the pulling power of those bigger farm machines. A worthy addition of the Honda off-road stable, and likely to be a big hit at Fieldays for 2014. ¢

Kaipara housing market getting betteru by Colin Patterson

The Kaipara district remains a good area to buy, says Jill Wilson of First National Roper and Jones in Dargaville.

Last year the Reserve Bank imposed restrictions on lending to first homebuyers. Earlier this month it increased the official Cash Rate — the borrowing rate it charges to banks — from 2.75 to 3% and signalled further increases are likely.

However, Ms Wilson says these measures do not appear to have made much difference to the Kaipara housing market, although it may take time for the effects of the OCR rise to be felt.

She says the first three months of 2014 have seen a rise in sales volumes. “It’s definitely busier. Our sales are up 10% on the same quarter of last year.”

Ms Wilson says prices are fractionally up and there is plenty of interest from prospective buyers. “There are more people heading north from Auckland. They’re selling up and finding their money goes a lotfurther here.”

Ms Wilson says she expects activity to remain buoyant, with Housing New Zealand selling houses to first homebuyers. “There’s no need to have a 20% deposit.”

While the Reserve Bank’s restrictions are an obstacle to first homebuyers, there are still options available for prospective purchasers. However, the rural market remains slow, with banks cautious about lending on farms following two dry summers in a row.

Although there have been some difficult times in recent years, Ms Wilson says she is confident things are improving.

“John Powell and I are pleased we bought the business four years ago. Things have improved enormously since then.” ¢

Is your property a cross-lease?u by Hammonds Law

If you are thinking about buying a property you need to be sure of the ownership structure of that property.

Many properties are still cross leases and there are a number of potential pitfalls which should always be discussed with your lawyer when you are looking at purchasing a cross lease property.

Cross leases were a popular form of ‘subdivision’ created in the late 1960’s to get around subdivision rules of the time.

Essentially, you hold two estates in the land you are buying. You lease the land and you own the fee simple. Hence the name cross lease. This cost-effective form of service provision ensured the continued popularity of cross lease developments amongst property developers for some time.

In earlier cross leases there was often no distinction made between common areas and exclusive covenant areas which could result in your neighbour potentially having the right to enter onto your, or what you thought was your property and you could do the same.

The key problem with cross leases is that cross lease owners, and often vendors who sell cross lease properties, do not often fully understand them or follow the terms of their leases. This in turn leads to alterations being carried out without neighbour consent, as well as breaches of other terms. Another issue which often arises is when the neighbour unreasonably withholds their consent.

The only way in dealing with such issues is to proceed to arbitration as the sole dispute resolution mechanism, which can be costly and through which there is no provision for costs to be awarded for any unreasonable behaviour.

These issues are often also found in the present market if properties are sold at auction at short notice and purchasers

do not have time to fully investigate title matters. Often vendors are caught out if any of the issues were not fully dealt with at the time of their purchase.

These are common issues to look at when properties are sold and need to be fully discussed with your lawyer as a potential purchaser. If you do not deal with all potential issues when you purchase you will likely have to deal with them when you sell the property. It is in your best interests to avoid problems when you need to sell.

Big River FM intern Danielle Guise has spent six months finetuning her radio skills and now she is ready to take it to the next level.

She has even managed to skip a step in her long term plan.

“I had my levels of what I wanted to do — start as an intern at Big River FM, then casual work in promotions and work my way up to promotions coordinator, then manager — however, I’ve just missed out a whole level!” says Danielle of her new role as promotions coordinator at Mediaworks Southland.

“I’ll be working with The Rock and The Edge, which will be fun but also a challenge. I’ve learned so much at Big River FM — everything from good communication to how to conduct myself when meeting new people. Thanks Anaru!”

Big River FM station manager Anaru Tana says Danielle is focussed and applies herself well inall situations.

“I think we’ve offered her a diverse platter to learn from over the last six months and she has matured and become very proficient at what she does. We have fine tuned her capabilities and it has paidoff accordingly.”

Big River FM offers internships to graduates from the NZ School of Radio in Tauranga, with the assistance of WINZ. The next group of approved interns are due to startnext month. ¢
