Mixed outcomes forMangawhai in court decisionu by Colin Patterson

Mangawhai residents who took legal action against the Kaipara District Council have won their battle, with a High Court justice saying council decisions to go ahead with the community’s EcoCare sewerage scheme were illegal.

But in a major victory for the council, Justice Paul Heath also ruled that rates levied by the council to recover the scheme’s costs are valid because Parliament passed validating legislation.

Justice Heath decided the scheme’s complex financing arrangements are protected transactions under the Local Government Act and are therefore lawful, although council resolutions that led to them are not.

Kaipara District Council commission chair John Robertson says the council never disputed that it breached the law when it went ahead with EcoCare in 2005 — and when it raised rates to deal with cost blowouts on subsequent occasions.

“However, it was always the view of the commissioners that the debt was enforceable and that council had a legal obligation to repay the debt. The court has agreed with this view and I hope it is now crystal clear to everyone, so that as a district, Kaipara can move forward.”

“We now hope that this matter can be put to rest and that those people still withholding rates will realise their

position is simply not legal, nor is it fair on the rest of the district.”

However, Justice Heath suggested the council look at options for repaying the debt, other than raising rates for Mangawhai ratepayers.

Mr Robertson says the council is already spreading one-third of the debt across the district, and is looking at recovering costs from other parties, such as Audit New Zealand and former councillors and council managers.

“All potential areas are being explored. We’re continuing to receive

advice and expect an announcement within two or three months.”

Mangawhai Ratepayers and Residents Association chairman Bruce Rogan says the decision is not unexpected. He says the more than 1000 members of the association who have been withholding rates will now pay up.

Justice Heath awarded cost in favour of the Mangawhai residents which Mr Rogan says are likely to total $250,000. Justice Heath also ordered a telephone conference with the parties on or after June 20 to discuss the next steps in the case. ¢

A date with Daisy

Veterans celebrated

Picnic fun with rural women

p Sue Taylor from the Visitor Information Centre, Dargaville and the Kauri Coast, took this picture of Daisy cruising last Wednesday, May 28. The photo of the Historic River Cruise was taken from the balcony of the Commercial Hotel Bed & Breakfast.

p Hakaru RSA recently held a dinner to honour its remaining Second World War veterans. Hakaru RSA president Bill Kerr says RSAs throughout New Zealand have arranged portrait photographs of all remaining Second World War veterans. These portraits will be held in the National Archives. Of the 150,000 servicemen and women who left our shores only 3000 remain. Following their portrait session, the Hakaru RSA arranged a formal dinner to honour its veterans. Pictured from left are Dallas Toye, David Small, Ronald Piaggi and John Kelly.

p The weekend’s weather was hardly ideal but that didn’t stop Rural Women New Zealand holding its Top of the North Picnic on Sunday. The Kaipara Vintage Machinery Club proved an ideal venue, with space to accommodate picnickers whenever showers forced them indoors. Unfortunately, the weather meant a lower turnout than expected, although those who came — especially the younger ones — had a good time. Among the most popular events were the egg and spoon and sack races, and the gumboot and horseshoe throws. Prizes were handed out for colouring, photo and scone-making competitions. The day ended with Pam Parkinson reciting some of her poems.

Redhill rescued — now the work beginsu by Joanne Speechly

The Methodist Church of New Zealand will retain ownership of Redhill Youth Camp and interested parties will work towards restoring the facility.

A meeting to consider the camp’s future was well attended by about 35 people who voted, almost unanimously, to revive the camp and its committee.

“I was very pleased with the impressive community response, because getting the camp up and going again will be a community effort,” said Methodist Church of NZ Northland area superintendent, Rowan Smiley.

“Several people have expressed an interest in forming a new financial committee and we have received offers of support from various community organisations, including Christian Camping New Zealand.”

Established in the 1950s, Redhill Youth Camp has long been a popular

destination for youth groups but a lack of interest in recent years, led to the camp’s closure.

Rowan said a fair bit of work is needed to restore the camp but the wide range of support offered means that the future looks promising.

Rev Kuli Fisi’iahi of the Dargaville Methodist Parish said if more people can offer their support, they are welcome to come onboard.

“Any help will be appreciated — more people, means more ideas and a greater collective effort.”

A meeting to establish a new steering committee for Redhill Youth Camp will be held at Dargaville Methodist Church on Monday, June 9, at 7pm. ¢

Unsung hero recognised for community serviceu by Colin Patterson

Colin Finlayson enjoys going under the radar.

For decades the quietly spoken Dargaville man has been helping the local community in a myriad of ways. Until now he has received little recognition.

That all changed last Wednesday when the Rotary Club of Dargaville presented him with a Community Service Award.

Rotary president Margaret Bishop described Mr Finlayson as a quiet man, well known in Dargaville, softly spoken, with a smile and a pleasant demeanour. “He beavers away in the background. As an individual he’s a patient person and a real man, willing to show compassion when it’s needed.”

After receiving his award Mr Finlayson said he was humbled and had no idea what was coming.

Mr Finlayson’s wife Jenny was in on the subterfuge, having been given the task of doing some research.

“I found out all the info without telling him what it was for. I took him for a walk around Dargaville and

asked him what buildings he had helped build.“

It is an impressive list that includes the Catholic Church, the building that now houses Shiraz restaurant, Munn’s Flooring Extra, Allied Farmers and — most appropriately — the Lighthouse Function Centre, where he received his award. He was also involved in helping to erect the Rainbow Warrior masts on Harding Park.

Mr Finlayson’s community involvement started when he became a Jaycee. “I was at a meeting when Roger Gillett came and mooted an idea. It was the Field Days.” Mr Finlayson got involved in the first event in 1985 — ‘it was rained out’ — and has been there ever since.

Mrs Finlayson says her husband is always willing to help his stepchildren and step-grandchildren by repairing cars and washing machines. He also lends his lighting gear to Dargaville Little Theatre, the fishing club and the Kaipara Vintage Machinery Club. ¢

A full glass of healthu by Joanne Speechly

A new prescription of the green variety has given John Macdonald a new lease on life.

“I have mobility and dexterity and I’m able to do the things I couldn’t do before,” says John, whose health and fitness has gone from strength to strength, since being referred to Green Prescription.

Already a regular walker, John added in a daily routine of at-home strength exercises after meeting with Green Prescription support person, Mark Burkill. He noticed a marked improvement in strength and flexibility and physical tasks became much easier.

John admits that motivation is the biggest barrier he faces but seeing changes is exciting and the biggest motivator is having a friend to walk with each day.

“Having a walk mate is the biggest guilt trip you can put on yourself. Line up with someone that has the same hang-ups as you, its mutual support.”

Diet has also been another big change for John. He has added more vegetables, makes vegetable juice for lunch and has cut out his weekly fast food habit.

“Dargaville can do it.”Former mayor Sammy Green created

this catchphrase many years ago and we urge the town to re-embrace it and make this years Christmas Parade really memorable.

Dargaville and Northern Wairoa Lions clubs put considerable effort and funding into organising the parade and an enthusiastic crowd turns out to enjoy it.

Unfortunately, last years didn’t do either the organisers or spectators justice, having only six floats to be judged plus another four representing various organisations.

We were lucky to have an excellent and very popular visiting Tongan band to lead the parade and keep the well behaved crowd entertained.

In fact Dargaville was put to shame by parades in much smaller Kaipara communities.

We want to continue to run the parade which we see as an important

community event. The number of people who line the street each year suggest the public see it the same way.

We are already planning this years parade on December 6 with the theme “A Fairytale Christmas”. There will again be $1000 in prizes and we are also looking for other ways to ensure an exciting event, including the possibility of bringing the Tongan band back.

But we need people to take part if we are to get back to the exciting parades we enjoyed in past years.

Don’t sit back and leave it to someone else. Find some enthusiasm, make some time, release your creative talents and come to the party.

If you have some ideas as to how the parade can be improved, come and talk to us about them.

At the end of the day, it’s your parade and only you can ensure its success and future.

Noel Moran(Address Supplied)

p John Macdonald has a full glass of health, thanks in part to his daily vegetable juice

“I wish him all the best with his exercise, diet and the new projects that he has taken on,” says Mark. “He now has a more positive outlook on life.”

Te Kopuru residents asked to put up ideasu by Colin Patterson

Residents of Te Kopuru are being asked for their views on how their settlement should develop and move forward.

Kaipara Distr ict Counci l commissioners will be in Te Kopuru for a public meeting on Monday June 9. Council spokeswoman Barbara Ware says the meeting is part of its community planning initiative in which it asks communities for their views on what is important for them.

“We ask ‘what is important to you? What are your priorities? How can council help you?’”

A number of community meetings have already been held. Residents in Tinopai were concerned about their wharf, while in Baylys Beach the big issue was access to Ripiro Beach.

Ms Ware says the meeting is locally driven, so the members community — and not the commissioners — will decide what issues will be discussed.

The meeting is at the Southern Rugby Club on Pouto Rd and starts at 6pm. ¢

Keeping to traditional valuesu by Joanne Speechly

This month, NorthSouth Multi Media launches its new brand — Integrity Community Media.

The Dargaville-based business publishes two community and five rural newspapers and the new brand aims to highlight the common set of core values these publications share. Kaipara Lifestyler readers will today be the first to see the newly unveiled logo.

“Integrity means a firm adherence to a code of values — that’s the dictionary definition of the word and it truly reflects the aspirations and intentions that are fundamental to NorthSouth Multi Media publications,” says managing director, Allan Mortensen.

“Integrity is something we believe our readers and advertisers expect and something we as a company aspire to every day. In today’s world of the

information superhighway, too much has been lost in the frenetic pace of modern media.”

For NorthSouth Multi Media, adherence to long established publishing values is important and accuracy in reporting and sourcing material is paramount.

“We believe in established fact, correct spelling, construction and

grammar in our professionally crafted stories. Traditional values in journalism constitute the benchmark we set for ourselves, our employees and most of all, our readers. NorthSouth Multi Media is a mirror in which the community reflects itself — a true reflection, without distortion.” ¢

TWO SPLIT ENDSTop tips, advice & cutting edge news from the world of HAIRDRESSING. Brought to you by SEAN & TOM

MEN’S HAIR CARE TIPSI’ve always found ads for products promoting “healthy hair” to be a bit funny. There’s no such thing as healthy hair. Hair is basically protein and keratin with no blood supply or nervous system and has no reparative qualities. Hair is not alive, so it cannot be healthy. I prefer to use the term “well maintained” hair. Once damage has occurred, the only way to repair the hair is to cut off the damaged length. Of course, a healthy looking head of hair starts with a great looking haircut, but that’s just the beginning. Like your car, your hair needs maintenance in order to preserve strength, elasticity, and shine. Following are my hair care tips for men.Cool OffNothing feels better than a piping hot shower, but it’s wreaking havoc on your hair and scalp. Very hot water strips too much of the essential oil from the hair and scalp and leads to dryness.Use the Right ToolsDon’t use a brush on wet hair, when the hair is most vulnerable. When combing through wet hair, use a wide-toothed comb and gently work out any tangles. Avoid heated tools such as blow dryers or irons which can dry and damage hair.Avoid Tight HatsA tight hat (or ponytail) can cause “traction alopecia,” a condition in which hair is pulled out of the scalp. If worn long enough, the damage can become permanent. A tight hat or ponytail can also cause damage to the cuticle and breakage.Keep it TrimmedSince the only real way to remove damaged hair is to cut off the damaged section, keeping your hair trimmed regularly will help eliminate split ends. Even if you’re growing your hair out, make sure to get it trimmed about every six weeks, but make it clear to your barber or stylist that you only want enough hair removed to eliminate the damage.

Pixie bound for Ozu by Joanne Speechly

A leading role in Otamatea Repertory Theatre’s upcoming production has been announced.

Pixie is to play the part of Toto, Dorothy’s four-legged friend in The Wizard of Oz.

Thespians Brianna and Charlotte Thurgood suggested that Pixie could try out as Toto and so far, she seems to be taking it in her stride.

Director, Peter Flower says, “She is a placid little dog and just perfect for the pivotal role of Toto.”

Fourteen year old Kayla Joyce of Maungaturoto will play Dorothy in her first leading role in a major musical. She brings with her a great deal of experience from previous ORT shows, Annie, Oliver and various pantomimes.

The popular story, adapted from Frank L Baum’s book tells the story of Dorothy and Toto who are whisked away to the magical Land of Oz after a tornado rips through Kansas.

The duo follow the Yellow Brick Road toward the Emerald City to meet the Wizard, and en route they meet a Scarecrow, who needs a brain, a Tin Man, missing a heart, and a Cowardly Lion, who wants courage. The well-known score includes some of the best loved songs in musical theatre.

The Wizard of Oz will open for an eight-show season on July 12 at the Maungaturoto theatre. Tickets will be available online at www.ort.org.nz or at Tony’s Lotto Shop in Maungaturoto. ¢

Community happywith land sales decisionu by Colin Patterson

A prominent Mangawhai community leader is relieved that Kaipara District Council has backed off proposals to sell what it considered to be non-strategic land in the town.

The proposals resulted in scores of angry submissions to the council’s draft Annual Plan and a protest march when commissioners came to hear oral submissions.

At last week’s council meeting, commissioners John Robertson, Richard Booth and Peter Winder backed off the proposal, saying the council needed a more consistent policy on land sales.

Mangawhai Ratepayers and Residents Association chairman Bruce Rogan says the decision is common sense. “The council listened to the chorus of opposition across the whole community.”

However, he says the commissioners should have gone further. “I would have preferred them to have abandoned the whole process of disposal of land assets.”

At last week’s meeting Mr Winder noted an inconsistency in that land owned by council is often treated as a reserve under the Reserves Act, even if it isn’t. “If it is functionally held as a reserve and the community believes that it is, then it needs to be treated as such. But if it is genuinely surplus it could — and should — be sold to reduce our debt.” Chief executive Steve

Ruru agreed that some of the properties should be declared reserves. He noted that the council’s investment policy said it should only own land where doing so helps achieve the council’s strategic objectives. “If land is held as a reserve then it is achieving a strategic objective of the council.”

Commissioners voted to defer the proposed sales, plus the sale of another property on Eveline St that had been declared surplus in 2010.

They then asked officers to develop a standard land disposal policy and procedures. ¢

Ruawai family gives backu by Joanne Speechly

For Eloise Barlow and her family, Ronald McDonald House became a home away from home when son, Elijah, required specialist medical care in Auckland.

The Ruawai family stayed at Ronald McDonald House (RMH) for more than six weeks and are now giving back by collecting in Ronald McDonald Houses’ National Street Appeal.

The appeal aims to raise much needed awareness and funds to support families who have a sick child in hospital.

Eloise and Adam Barlow have organised mufti days at Ruawai Primary and Ruawai College to collect money for the national appeal. The couple and three year old son, Israel, will also be fundraising in Ruawai township and visiting local businesses on Monday, June 9.

In 2013, New Zealand’s three Ronald McDonald Houses in Auckland, Wellington and Christchurch provided a ‘home away from home’ for more than 3,600 of New Zealand’s families. Last year, RMH looked after 285 families from the Northland region alone.

“In our moment of need, RMH was there with open arms expecting

nothing in return. All your day-to-day worries are taken care of so you can focus on your child,” says Eloise. “If you have ever thought about donating to a worthy cause, RMH is it.”

Elijah was flown from Whangarei Hospital to Auckland hours after he was born. After two visits to Auckland, Elijah passed away at home at 15-months-old.

The national street appeal takes place on Friday, June 6, so keep an eye out for collectors in your area, visit www.ronaldmcdonaldhouse.org.nz/donate or call into your local ASB branch. ¢

Chair of Commissioners

At a special Council meeting of the last week, Commissioners considered the points made by the 541 submissions to the Draft Annual Plan for the financial year beginning on 1 July 2014. To those who submitted, thank you. This is the second year that Council has engaged in this process under the governance of Commissioners, who found it a very helpful exercise. As a result of the submissions, a number of changes to the Draft Annual Plan earlier proposed have been made. The final Annual Plan will be adopted at the next Council meeting on Tuesday 24 June 2014. Little change is expected between that decided last week and that which will be considered on 24 June. Of note are the following.1. Council will be rating for an overall

increase in revenue sourced from rates of 2.5 per cent. This will flow through to the changes that ratepayers will see in their rates notices. However, it is important to realise also that an average rates increase is just that. It is an average. Your property may receive a rates increase above or below this figure. Rates are made up of several elements, including a land rate and several “network” rates, like stormwater, wastewater and water. Commissioners heard the many calls from submitters to hold rates down to only service the “core” business of Council.

2. Some ratepayers, particularly in Te Kopuru, are facing a higher than average rates increase because of the way the operating costs on their wastewater scheme are being changed. Where these (and other) ratepayers are facing extreme financial hardship, Council will assist by way of promoting the Government’s Rates Rebate Scheme, and where this alone is insufficient, a Council “Rates Remission: Extreme Financial Hardship” Policy.Commissioners held meetings around Kaipara. We heard from

a number of ratepayers of the particular challenges that they were facing. The Extreme Financial Hardship Policy will enable those in the most difficult of financial circumstances to be assisted.

3. The costs of maintaining community halls has been a contentious issue for some time. A decision of previous Councils to hand over the community halls to the communities in which they sit has largely been implemented, but many hall committees are now finding the costs of servicing these halls beyond them. To assist with this Commissioners have adopted a policy that Council will cover both the rates and the insurance costs of all halls, effective 1 July 2014. Commissioners acknowledge the considerable efforts put in by hall committees to maintain local halls. By relieving the committees of these two costs, some financial pressure will be removed.

4. Residents have noted that some of our parks used extensively by young people for sporting and playground activity need attention. Memorial Park in Dargaville and Mangawhai Park need toilet facilities. Selwyn Park in Dargaville and Mangawhai Domain need drainage improvements. Commissioners have resolved to add toilet facilities at both Memorial and Mangawhai Parks, and additionally changing rooms at Memorial Park. Drainage work will be undertaken at both Selwyn Park and Mangawhai Domain.

There were many requests from individual community organisations for financial assistance. As Commissioners did last year, we have had to continue to maintain tight disciplines on Council expenditure, for every dollar granted out requires an extra dollar to be rated. Those organisations for which we have declined to make grants all add great value to our District. We acknowledge you for the services that you provide.

Town rejects liquor approachu by Paul Campbell

An approach for a licence to operate a retail liquor outlet in Paparoa has been referred back to the applicants after overwhelming opposition from residents in the town and its environs.

“Submissions on the matter closed on May the 15 and 49 submissions were received, all of them opposed to the premises,” said Kaipara District Council corporate services manager, Barbara Ware.

“One submission contained 454 signatures on a petition against, and the result has now been referred back to the applicants, to see if they wish to proceed any further.”

Sources close to those opposed to the licence say they believe the application “is dead in the water. Even if the applicants appeal and try and convince us and the town, I cannot see anyone changing their mind,” said one signatory who asked not to be named.

The petition and accompanying submissions went before the District Licensing Committee, after the applicant sought approval to operate the main street liquor store seven days a week from 9am to 10pm, and notification was advertised by the Kaipara District Council.

However, local community groups said nearby Maungaturoto already had a liquor store just 10 minutes away, and Paparoa already had the hotel as well as the Paparoa Store with wine and beer sales, and a licensed restaurant, the Cruiser Cafe. Another cause for objection was the proposed outlet lying opposite the children’splayground. ¢

New appointment for Lizu by Joanne Speechly

Liz Holsted, co-founder of the Zonta group of Mangawhai, has been selected as the Area 1 Director for the 2014-16 biennium.

Liz established Mangawhai’s first Zonta group in 2010 after finding that she missed the camaraderie and spirit of her North Shore group. She moved on from club president in 2012 to become the district conference chair for 2013.

“I am passionate about the ideals of Zonta and the progress that can be made on so many fronts when an international group of women work towards one goal — the advancement of the status of women globally through service and advocacy,” says Liz. “After 10 years, it still excites me that as an organisation, we make such a difference to the lives of so many women and children at a local, national and international level.”

In her new role, Liz will work with nine clubs north of Auckland and looks forward to visiting them all over the next two years. She would also like thank the Zonta Club of Mangawhai for their support and enthusiasm.

Greetings from

A great place to beFor new arrivals in the district, Kaipara has much to offer. It’s a special place with attractions and promise that are among New Zealand’s best kept secrets.

Even its history is full of gems — a history of life spanning the tens of thousands of years that the great Kauri has been around.

Our oldest “citizen” Te Matua Ngahere — the dignified 2000 year old Kauri that sits prominently in Waipoua forest, has many stories to tell. Visit him at night, and listen to the stories of the forest and hear its bird life.

Agriculture, forestry and horticulture form the basis of our economy. We are the kumara capital of the world, with the Ruawai area also a heartland of darying.

While far enough from Auckland to maintain our distinctive lifestyle, we are close enough to commute to the city for recreation.

At home in our towns and villages, there are great schools, community groups, medical facilities — everything a family needs.

We also have plenty of spaces on our beaches and hide-away locations to enable those who want to establish their place.

We have the finest kauri museum in the world — the internationally renowned Kauri Museum at Matakohe. Or if you are interested in a piece of maritime history, Dargaville’s maritime collection is a stop to make. What’s more you can move around our District with ease — no traffic lights, no parking meters, and no traffic wardens!

There are great places to eat and drink, to shop, and be entertained. Enjoy a glass of locally grown wine and a few oysters in the half-shell while watching a Pacific sunrise, or a Tasman sunset, untrammelled by a cluttered skyline.

Of course, you can make our district your place of work. In addition to employment on the land, with the

advantages that technology brings today you can make this your office, to run your business nationally or internationally. Now you are here — explore Kaipara. ¢

Bringing safety to the far-flung fence lineu by Andy Bryenton

The advent of the quad bike has made rural life easier, with the ability to carry equipment and material across large distances.

But this vital farming tool is not without its hazards, as evidenced by recent debates about quad safety. Isolated farm workers far from ‘home base’ are the ones most likely to suffer the worst outcomes if their machine tips on them. Farmers who have moved to new locations, as during Gypsy Week, may be the most at risk, as they get to grips with new terrain and new machines.

Now Honda have teamed up with Blackhawk Tracking Systems to develop Farm Angel, a dedicated safety alert

system for ATVs. Blackhawk’s extensive knowledge of GPS technology has been combined with Honda’s formidable ATV and quad bike experience to develop a system which can quickly alert emergency services, avoiding the nightmare scenario of being trapped under a rolled quad bike, far from cellphone coverage and from aid.

“This is a unique solution which will enable driver behaviour to be monitored, modified and improved,” says Blue Wing Honda General Manager Alan Petrie. “The aim is to save lives before they need to be saved, but should an accident unfortunately occur, Farm Angel will also assist in the recovery of seriously injured or trapped riders.”

Farming giant Landcorp have now come on board to trial the system, rolling it out across 60 of their vehicles to get a real on-the-ground view of how it

will work in the real world. The eventual aim is to see Farm Angel deployed on all farms, reducing the cost (both social and economic) of quad related accidents and injuries. ACC figures show that there are up to 850 injuries from quad-related accidents each year, totalling over 3.2 million dollars of compensation. ¢

A question of communityu by Joanne Speechly

Maungaturoto Residents Association are preparing for a busy month this June, continuing the town’s beautification project, fundraising and welcoming newcomers to the district.

The month’s activities will commence this Friday with the popular night market at the Centennial Hall, from 4pm. Stall numbers are almost to capacity and there is a wide variety of local produce and crafts on offer.

The following Saturday, June 14, the association will host a working bee from 9am to continue beautification work in the town centre and on Saturday evening, from 6.30pm, the annual quiz night hopes to entice the community out for a fun-filled fundraising evening.

Association secretary Nyree Alcock says the month’s activities are a great opportunity for residents to meet their new neighbours.

“Our next working bee is in the gardens on the corner of Gorge Road and Hurndall Street. We’ve already sourced the plants and material, so the biggest thing we need now is manpower. “The quiz night is this year’s fundraiser

for Centennial Hall and it’s also an ideal opportunity to get out on a winter evening and welcome new residents to Maungaturoto. It should be a really fun night, with some cool spot prizes and raffles.”

Nyree is also finalising the association’s updated welcome pack, which highlights important dates, events

p Maungaturoto Residents Association committee members Diana Moore, Terri Donaldson, Brett Strong and Nyree Alcock

and contacts. It is available online, at local schools and in town. Last month, the Maungaturoto Residents Association

AGM welcomed new deputy president, Diana Moore, and new treasurer, Brett Strong. Terri Donaldson continues as president for her second term and Nyree as secretary for her third term.

All change on the home frontUnder the shadow of drought conditions, with many herds dried off early, the seasonal change in the dairy industry may be a little less busy this year.

Overdrafts have been strained with supplementary feed bills, less in milk receipts and with many an anxious eye on grass growth over the coming cooler months.

Nevertheless, changes are underway as the annual migration of the New Zealand dairy industry takes place once again with farms changing

hands and share milkers moving on to new contracts.

Dairy herds have also been moving on to new pastures, but possibly a little restricted after the prolonged drought, which has yet to see any real recovery of feed stocks as winter closes in.

It’s expected to be September before there is a quantum improvement in

conditions when spring growth will hopefully see things settle back to something like normal.

But drought or not, the sheer weight of the dairy industry, with more cows than people in New Zealand makes Gypsy Week a significant event.

Of course, the season also means uprooting families from one location to another — something thats both an adventure and a stressful experience.

For families, especially children and teens, settling into a new home and

neighbourhood may be the hardest adjustment they have to make. Saying goodbye to old friends was difficult, but the excitement of moving to a new home, a new neighborhood can sometimes reduce the initial anxiety they might feel.

Most people like routine, especially children and teens. For the first night, you may let the younger members of your family stay up a little longer just to make the night special, but after

that, it’s important to establish a daily routine. Keep bedtime hours, mealtimes and playtimes consistent. This will help everyone to feel more settled. It’s difficult enough to have had their lives disrupted by a move, but to disrupt the daily schedule is even more detrimental. Try normalising your day. If you usually share an activity, such as family outing, try and schedule this into your day.

Walking is always the best way to introduce yourself and your family to your new space and to get a feel for the neighborhood.

After a move, planning a party is probably the last thing you want to do, but with a bit of time after you finish unpacking, a party is the perfect way for you and your family to meet neighbors and make new friends. The key is to

keep it simple. A casual kiwi barbecue perhaps. Guests know that you’ve just moved and won’t be expecting you to host an elaborate get-together.

Feeling like you’re part of a community takes time and effort on your part.

Again, think about what interests you whether it’s a sport, music, drama or gardening — whatever — most rural towns and communities have a wide variety of clubs from which to choose. ¢

Mangawhai’s battle – the court rulesThere is quite simply no doubt that the people of Mangawhai had the legal right to take their concerns over the millions of dollars wasted on the town’s sewage system into the courts for judgement.

But it appears that no one has a clear, consistent definition of accountability. Many have wide-ranging views.

However, at the end of the day, in the case of the Kaipara, the Mangawhai Residents and Ratepayers Association has found their way to establishing some accountability in their case.

I have found a good definition of what being accountable means. It is simply this:

Clear goals must be established, objectives defined, documented and communicated and adequate resources and authority must be granted , with sufficient resources — financial, technical and human and control and influence must be made available. In addition specific consequences need to be predetermined and outcomes for success or failure established and communicated.

It was pleasing to note that the court has signalled exploring all avenues open to recovering the costs of the Ecocare debacle and it behoves the Kaipara commissioners as well as the Minister

of Local Government to explore every opportunity that is available to this end — to get financial redress, rather than it devolve only upon the ratepayers.

We all now owe the people of Mangawhai a debt of gratitude. We are indebted to them for having the courage for taking this matter to court. ¢

The courts’ decision, the first of three parts, has justified their decision to do so. The court has ruled that illegal actions took place and has deservedly awarded costs which in dollar for dollar terms are expected to be quite substantial.

As the court said, the law has been changed and under this legislation the rates must be paid.

However, in the commercial world, directors of a company, unlike in this case the councillors involved in making illegal decisions, would find themselves censured and on conviction by the court, perhaps even in jail.

A prime example of this is the fact that a former minister of justice was held accountable for transgressions as a company director. He did not escape an appropriate sentence.

So where to from here? The Kaipara District Council did not follow the full

legal process in a clear breach of it’s — the councillors — fiduciary duty. Those involved failed to discharge their duty. Some of them had served four terms and were clearly involved in

every step of the way on the Mangawhai mission. That shows incompetence as directors.

The Kaipara District Council went broke paying millions of dollars to third parties — lawyers and consultants — and if you rely on third parties who

prove to be wrong, do you really have an escape clause?

Most people think they know what accountability means and have strong opinions about it — like holding reckless financial institutions accountable, investors want to hold greedy executives accountable and managers want to hold underperforming employees accountable.

We all now owe the people of

Mangawhai a debt

of gratitude.

Weed workshop offers tips to Kaipara residentsNorthland Regional Council is offering Kaipara residents advice on how to deal with weeds threatening the region at two free workshops in Dargaville next month.

Kaipara regional councillor — and council deputy chairman Graeme Ramsey — says the three-hour workshops will be held in Dargaville on Monday 16 June.

Mr Ramsey says it will be the fourth year the council has held the popular workshops but the first time in Dargaville.

The workshops will include a short presentation, hands-on identification tips and information on control options, including chemicals and other methods.

“The 20-plus weeds covered are some of Northland’s worst — including

wild ginger, lantana and moth plant — and will also include the serious freshwater weeds salvinia and water hyacinth.”

Mr Ramsey says Northland’s weeds aren’t going to go away by themselves. The workshops are an opportunity to plan ahead and get ready for the busy weed knockdown period once winter ends.

He says there will be two separate three-hour workshops; one in the morning from 9am until noon and the other in the afternoon from 1-4pm. However, numbers are limited to

about 30 people each, so registration is essential.

The Dargaville workshop will be held in the Kaipara District Council’s Dargaville conference room. Mr Ramsey says people wishing to attend should

register early by contacting Sara Brill on freephone (0800) 002 004 or by emailing [email protected].

Water resourcesunder farming spotlightu by Colin Patterson

Dairy and beef farmers on the Pouto Peninsula south of Dargaville will meet on Thursday to choose representatives to serve on a new catchment management committee.

The Pouto Lakes committee is one of five being set up by Northland Regional Council to provide input into decisions on water resources.

Council water policy specialist Natalie Glover says the committees get affected parties around the table and ensure they have a say in council decisions. While each of the committees have their own terms of reference, their membership often includes iwi, farmers, Department of Conservation, the general public and recreation users.

The Pouto Peninsula has about 60 lakes, most located on private property or Department of Conservation land. The lakes have excellent water quality and outstanding ecological condition, providing habitat for a range of endangered plants and animals.

Beef and Lamb New Zealand and Dairy New Zealand have organised Thursday’s meeting. Those present will be given the background behind the decision to set up the committee,

Top awards forlocal bull breederu by Colin Patterson

When it comes to breeding bulls, Ray Cameron has it downto a fine art.

On his farm — Idesia Simmentals — near Tangiteroria, halfway between Dargaville and Whangarei, he breeds some of the country’s finest specimens.

Recently, he took one of his bull calves to Ag innovations in Feilding. “It’s the premiere stud-stock sale in the country which is open to all breeds the length and breadth of New Zealand.”

The show went on for four days, but by the end of it Mr Cameron was a happy man. His bull calf won the prize for best calf in the show ring. The next day it won the top prize for a bull calf in the sale ring. “That’s a good follow-up from last year when I won thechampion calf.”

It was a full-on week for Ray. “It’s quite an undertaking to take a bull all the way to Feilding. That’s 700km in a horse float behind the ute. But I normally go there to see the animals.”

Northland has had two dry summers in a row. But Idesia Simmentals has flourished nevertheless. “Our bulls are looking pretty good considering what we’ve gone through. Our top bull is nudging 800kg.”

Despite parched paddocks and low flows in his streams Mr Cameron got through with minimal use of supplementary feed. “We make our own hay and a certain amount of silage. We destocked and got prepared. We reduced the number of stock to suit the conditions.”

As to the secret of successful bull breeding, Ray has a few insights. “I’ve concentrated on structural soundness in animals.”

Those wanting to benefit from Mr Cameron’s expertise will have their chance on Wednesday June 4 when nine of his two-year-old bulls go under the hammer at theKaikohe Saleyards. ¢

before electing one dairy farmer and one beef farmer to become members. The meeting takes place at the Coronation Hall in Te Kopuru between 11am and 1pm.

The committee will hold its first full meeting at the same venue on Thursday June 26 at 6.30pm. That meeting is open to the public. ¢
