Dargaville Hospital wins accolade by Colin Patterson

A new research report has applauded the model of care provided at Dargaville Hospital and says it could serve as an example for other communities.

The report was written by consulting firm AC Research Associates on behalf of the New Zealand Institute of Rural Health. Twenty-five health and community representatives were interviewed about the hospital’s services and how they met community needs.

“A key finding is that the integrated care model with co-location of the Dargaville Medical Centre and the Dargaville Hospital on the one site has resulted in a high level of satisfaction amongst community and health providers in Dargaville.”

However, the report notes there are some opportunities to improve service delivery. These include developing integration through clinical record sharing, use of the national maternal clinical information system, integration of the district nursing service, improving health literacy especially among those who suffer from long-term conditions (eg diabetes), and better use of videoconferencing and iPad technology to improve connectivity.

Kaipara Community Health Trust chief executive Deb Evans is delighted with the report. “It’s great to have a piece of research that says that Dargaville health services are doing so well. Work is currently underway on how we can take our approach to the next level — delivering an integrated family service.”

Ms Evans says the research was carried out more than a year ago. “Advances have been made since then.”

Northland District Health Board says it is developing a new service model for

an Integrated Family Healthcare Centre (IFHC) in Dargaville and Kawakawa. It is also working with community and iwi groups on health literacy, so that patients can be better informed of their conditions and the options available to improve their health.

Chief executive Nick Chamberlain says a new $17,000 TeleHealth link,

paid for by community fundraising, enables patients to have one-on-one consultations with specialists in Whangarei or Auckland from Dargaville Hospital, using the latest secure-camera technology.

This technology saves them the cost and time of having to travel to other centres.

The Zonta Club of Mangawhai has been busy getting out the message that violence against women is unacceptable. Recently members of the group went to the Bream Bay Community Centre to support bike riders taking part in the White Ribbon ride. The Zonta group handed out leaflets, stickers, balloons and sweets to the riders before standing as a guard of honour to wave them off.

Dargaville Volunteer Brigade chief fire officer Jeff Palmer is delighted to accept a $950 donation from Brian’s Gym. The money comes from entry fees in the Tink Matich Memorial Bench Press contest. Tink, a regular at Brian’s Gym, was killed in a car crash one year ago. Gym owners Brian and Karen Froggatt say brigade members attended the crash and were able cut two injured people from the wreckage. Mr Palmer says the brigade intends using the money for a new pager system that will allow volunteers to respond with one click to indicate whether they are available for a call out. The new system will mean control room staff will know within seconds whether theyhave a crew.

Movember is over, and it’s time to clip a harvest from those bristly upper lips. The 23 entrants in the Maungaturoto Hotel’s Movember competition took the razor to their carefully cultivated facial hair in the name of charity, raising close to $3000 for men’s health initiatives. Well grown one and all!

Future leaders sought by Colin Patterson

If you are a young person who wants to develop your leadership skills, the Rotary Club of Dargaville would like to hear from you.

The club is seeking applications from young people aged between 18 and 24 to take part in the Rotary Youth Leadership Academy (RYLA), a six-day live-in leadership programme to be held in April 2014.

Dargaville Rotary’s youth committee chairman Neil Clements says every year more than 25,000 young people graduate from RYLA courses worldwide. “RYLA helps delegates understand the requirements of many aspects of business, community, and personal leadership. With RYLA now spanning two generations, many of today’s prominent leaders can attest to the benefits of their participation in RYLA.”

He says RYLA is a programme that consists of a combination of talks by community and business leaders focussing on leadership development, along with opportunities for the exchange of ideas, options and experiences in discussion groups. There are also sport and exercise sessions.

Course fees are $900. However, Dargaville Rotary will meet that cost for any successful applicant.

MP clarifies stance by Paul Campbell

Northland MP Mike Sabin says the taxpayer will not necessarily bear the brunt of any payout if a report by Auditing and Assurance Standards Board chairman, Neil Cherry, finds fault with Audit New Zealand’s monitoring of Kaipara District Council’s Mangawhai wastewater expenditure.

Auditor-General Lynn Provost this week released her report —after The Lifestyler went to press — which was expected to examine the role of councillors and management, arrangements with contractors and related issues.

Audit New Zealand, which reports to the Auditor-General approved the council’s accounts.

Mr Sabin has repeatedly said if the auditors had failed to monitor the project properly, they should have to pay the price.

“If that failure is proven, I will ask that the Auditor-General seeks to meet with the Kaipara District Council commissioners to ensure that the cost of that failure is met. It is not a cost that should be borne by the ratepayers of the district.

“I have not put a figure on such an amount, despite media reports,” he told The Lifestyler.

“A figure would be reliant on the scope of culpability and if in fact failure is sheeted home to the Attorney-General.”

He added that the ratepayers should not have to bear the burden.

“As to the question of taxpayers, there may well be indemnity insurance involved.”

Our Coastal VillagesThe Kaipara Harbour is the second largest harbour in the southern hemisphere. It has beachside settlements such as Kelly’s Bay, Pahi, Tinopai and Whakapirau where the New Zealand bach can still be seen, fishing is good, and a certain tranquility exists.

Council services reach out into these communities. It is important that Council understands their aspirations, appreciates the strength of the community spirit, and gets feedback on what is being done well to support them and where improvements can be made.

Commissioners recently attended community meetings in Tinopai and Pahi. Both meetings were well attended and the debate was productive. From these meetings Council is developing community action plans that set out the priorities that members have for their community and the way in which the community and Council can work in partnership to help achieve these.

The Tinopai community said that the best way Council could improve Tinopai was to improve the maintenance of its public areas. One of the ideas was a spruce up day. On 10 December this is being actioned. Community members will be joined by Council staff and staff from Council’s Parks contractor, Recreational Facilities, who are donating time, material and machinery to help achieve a pre Christmas clean-up. If others from the District wish to join in, you will be most welcome. Rumour has it that Commissioner Colin Dale will be manning the barbeque!

The community’s other priorities include attending to repairs on the Tinopai Wharf to ensure that it remains safe, and raising money and agreeing to a location for a building to house first response, fire and coastguard. The Pahi community also said that the most significant way Council could improve Pahi was to maintain the public areas. This was closely followed by harbour works and pedestrian safety. Fire risk from fallen pine trees was raised, and enforcement action to have this matter attended to was followed up after the

meeting. Early in the New Year Council/community meetings will be held in Paparoa and Whakapirau.

To strengthen this important community liaison aspect of Council, Darlene Lang recently commenced with Council as our new community facilitator. She is here to listen to you — to hear what it is your Council can do to help your community achieve its goals.

Northland Local Government reorganisation proposalsLast week Council held public meetings in Maungaturoto, Dargaville and Mangawhai on the Northland reorganisation proposal recently released by the Local Government Commission. More than 120 people attended the meeting in Dargaville and around 25 attended the Maungaturoto and the Mangawhai meetings. At each meeting a panel of local people took turns to talk briefly on the proposal and their view on it. This was followed by a question and answer session. There was support for and against the proposals in each of the meetings. Council will run further meetings in the New Year, again to assist people to make their own submissions. Submissions on the proposal close on 21 February, 2014.

New citizensTo conclude, it gives me pleasure to be able to tell you that last Tuesday, 13 people from other countries took part in a Citizenship Ceremony at the Northern Wairoa Memorial Hall and left as citizens of New Zealand. This was a big step for them, and not one that is undertaken lightly. To these proud new kiwis, welcome.

Local Government reform: Some questions and answersThe Local Government Commission’s proposal to reform local government in Northland could mean big changes that affect all Kaipara residents.

Attached to its proposal the commission produced a series of questions and answers to help people understand the background to the proposal, what changes are being proposed and how you can have your say.

This week we cover questions and answers 7 to 12. Questions and answers 1 to 6 appeared last week.

7. Will there be savings by moving to one council?

Yes, there are ongoing potential annual savings of at least $5 million from moving to a single structure. Future efficiencies and savings are likely but they have not been quantified. These involve rationalising council buildings and vehicles, combining council purchasing contracts and greater efficiencies for households and businesses by avoiding duplication.

The savings must be balanced against one-off costs of transition in the short term.

8. If this is adopted when might elections be held?

The Commission is now calling for submissions on this proposal. After considering submissions and holding public hearings, it will decide whether to issue a final proposal. At that stage people in Northland could force a vote on the proposal if they gather enough signatures on a petition.

If the final proposal is adopted, council elections could potentially be held in 2015 and the current councils would go out of existence at that

time. The local government elections scheduled for 2016 would not occur in Northland. The next elections would be in 2019.

9. Is this identical to the Auckland Council model?

No. The reorganisation of Auckland councils was driven by central government. This process was triggered separately, from Northland itself. The proposed arrangements are closer to the unitary authority models that operate in Nelson, Tasman, Marlborough and Gisborne.

10. Why is the proposal different from the original application?

The Commission heard many other ideas for change in Northland after receiving the original application. On balance, it has developed a model that best promotes local government in Northland, now and into the future.

11. Does this set a precedent for other local government reorganisation?

No. Each proposed reorganisation examines the specific features of each region and community.

12. How do I make a submission?The draft proposal is on the

Commission’s website www.lgc.govt.nz. It contains guidelines for how to make a submission. The deadline for submissions is 21 February 2014. They can be e-mailed to [email protected] or posted to: Local Government Commission, PO Box 5362, Wellington, 6145.

Cullen Curtis is already a national quad bike champion, even though he’s too young to get his driver’s licence.

The 15-year-old from Kaiwaka swept all before him at last month’s New Zealand ATV championships near Te Kuiti.

Entering the junior 250cc production class on his Yamaha 250 Raptor, he proved himself a class above the opposition, becoming national champion by winning all seven races he entered. It’s quite an achievement for someone

Kaiwaka teen Cullen Curtis shows the skill that’s made him a national champion at just 15

who first got on a bike just four years ago and only had his first competitive racing in November 2011, finishing third.

He says riding the three-wheel bike has its own particular set of challenges. “There are lots of jumps and corners. It gets pretty rough out there. I like to have fun and do my best.”

Cullen says his success was a little unexpected. “I knew I had a chance.

I went down there and did my best. I was pretty happy, really stoked.”

He says his parents have been very supportive and have encouraged him to compete. While the family lives on a lifestyle block, he has limited opportunities to practise at home, because there are neighbours close by.

Apart from riding quad bikes, Cullen has a wide range of sporting interests. He plays rugby, touch rugby and basketball and also enjoys martial arts.

He has just finished year 11 at Otamatea High School in Maungaturoto and plans to return next year.

Before the 2014 school year starts there’s one significant event on Cullen’s timeline.

In January he’ll turn 16 and intends applying for his driver’s licence. Given his skill on quad bikes, the outcome appears a foregone conclusion.

Kaipara residents have been given an extra week to make submissions on the Local Government Commission’s proposal for Northland.

The commission agreed to extend the closing date to February 21 following a request from the Northland mayoral forum, which argued it would be difficult for many groups to meet the original deadline because of the Christmas-New Year break.

Meanwhile, a series of public meetings organised by Kaipara District Council has attracted good turnouts and led to robust discussion on the merits of the commission’s proposals.

Kaipara Lifestyler owner Allan Mortensen told a meeting in Dargaville that he had yet to make up his mind on the commission’s proposal. “But there is one thing I know. This is a decision that must be made with the head, not the heart.”

Mr Mortensen said this was the first time Northland people had been asked what local government structure they want. “We have a serious responsibility to get it right. This is for our children and grandchildren. Everyone in Dargaville and Kaipara needs to get involved.”

Northland regional councillor Graeme Ramsey said Northland suffered from a chronic problem of an inability to speak with one voice. “It’s crazy for a region like Northland to have three district plans, three of everything. Many parts

of the region have a declining population and a large infrastructure to support. We’ve got to do things differently.”

He said change was inevitable and the commission’s proposal was a vehicle to achieve that. “The name of the game is to make this proposal the best it can be.”

However, Andrew Wade, who was an unsuccessful regional council candidate, said amalgamation would cause job losses, while the centralisation of council contracts would be bad for local businesses, with most contracts going to large companies based in Auckland. He said cost should not be the only deciding factor. “Local government is concerned with providing services. But it’s also concerned with the wellbeing of its communities.”

The commission’s suggestion that local representation could be achieved by creating community boards received a frosty reception. Jacoba Puharich said community boards had no power and could be dissolved at the whim of the council. “I served on the original Dargaville community board and it was useless.”

Some called for local boards which — unlike community boards — have decision-making power and cannot be removed by their councils.

However, Dargaville’s churches have banded together to offer a family event that aims to give people of all ages a chance to give thanks for what Christmas represents.

On Sunday December 14 they are inviting everyone in Dargaville to Christmas in the Gardens.

The evening will feature entertainment including soloists, dancers, ballet, a bass player, kapa haka and ukulele players.

But most people will be there for the carol singing led by Dargaville churches. The event takes place at

the Taha Awa Riverside Gardens from 6pm to 8pm. There is plenty of parking in the nearby Countdown car park. Organiser Pauline Taylor says everyone should bring their picnic and a blanket.

Churches combine for Christmas

Volunteers needed for community craft group by Joanne Speechly

Wednesday Craft has been running as a weekly community group for almost one year and the venture has proved so popular that the organisers are now looking for new volunteers to join the fold.

About 20 people attend the group each week and volunteers work in teams to organise the crafts, lunch and transport. Wednesday Craft is an open group and new members and volunteers are always welcome.

“We identified a need for a group like this,” says team member, Lilian Radich. “So a small group of us got together and started Wednesday Craft.

“To start the New Year however, we will need more volunteers because the group is getting larger. People can help in so many ways — even by just coming and talking with people. Our volunteers are just ordinary people, not necessarily artists.

“At the moment we are finishing off Christmas decorations for the Christmas tree display and we try to vary what we do every week. During the year, we’ve made vases, artificial flowers,

embroidery cards, gift boxes, beading and Easter baskets.”

The group takes place every Wednesday at the CMA building on Tirarau Street, Dargaville, from 10am until noon, followed by lunch. The minimal four dollar charge helps to cover

expenses. “I think it’s a good service and it’s worth keeping going but we do need more volunteers.”

Septic tanks face overload

Underground, the variance between the damp of winter and the soil-cracking dry of last summer’s drought may have caused unwanted effects, with the danger of a structural cave-in threatening old or poorly maintained septic tanks.

This effect may be exacerbated by the common (though not recommended) practice of running ‘grey water’ — the home’s shower, bath and laundry water — through a system originally designed only for sewerage.

It’s estimated that over 35 per cent of waste in Northland is treated using septic tank systems, and the outflow from these systems — if they are malfunctioning — can prove hazardous to human health, with knock-on effects including the pollution of waterways and even shellfish beds. With an influx of visitors enjoying the summer weather,

septic systems take a pounding this time of year.

The key to helping out your septic system is monitoring — in the first instance this should be done when the tank is cleaned out, a process recommended to be undertaken every three to five years.

As the core of your septic system’s ability to process hazardous waste into treated water is a biological process, it may also be wise to invest in the health of the bacteria which break down waste — if they are happy, your tank will not suffer from foul odours and reduced efficiency.

A more permanent solution is to replace old technology with new. The popularity of new methods of waste treatment has grown along with the eco-consciousness of the population, and a variety of alternatives exist, not

only to completely remove the old septic tank, but also to split the ‘grey water’ component away, reducing the strain on the existing septic system.

Safer water drives local tourism

But there’s another use for water which it’s hard to overlook — water is a big attraction for tourists, who come to enjoy the summer heat at our beaches, lakes and rivers.

John Ballinger, the Northland Regional Council’s Environmental Monitoring Programme Manager, says this year’s programme of testing for bacterial levels at popular swimming spots gets underway on Monday November 25, and will run until the last week of March.

He says hundreds of samples will be taken from 47 coastal and 12 freshwater sites across the region to check bacterial levels at the Northland beaches, lakes and rivers most often used for swimming, water sports and similar forms of recreation.

Water for drinking, water for livestock, water for irrigation — all of these things are vital for the success of the agricultural sector in the north.

• Is feeding grain an option? (Be aware that stock generally need to be trained to eat grain, so its introduction needs to be early on and managed).

• Is there sufficient dew or precipitation coming that I could consider applying nitrogen now?

• Do I have options to graze stock off farm?

• Do I have adequate water sources available?

• Is there a reliable measure of soil moisture in my area that I could keep an eye on?

A website has been set up to monitor the suitability of various ‘hot spots’ for swimming, with an alert level much like the ubiquitous fire danger arrow. Results will be posted online every Friday at www.nrc.govt.nz/swimming.

Mr Ballinger says that reassuringly for swimmers, most of the popular spots the regional council monitors are usually safe, although Northland’s high rainfall and hilly terrain meant many could be temporarily contaminated by run-off from the land for several days after heavy rain.

While our farms are drying up due to the hot, dry weather it is making the stock feed supply decline and recently harvested supplements are already being fed out by farmers.

Last week we met our legal consultants in Auckland who specialise in dealing with banks.

It is surprising the number of actions that are currently against the banks, taken by individuals who claim that they have been wronged. Some of these claims now amount to some millions and there has been some success in actions that have been taken, where banks have not followed the due process that is required of them, when lending out their money.

Bank clients do have the right to seek a review as to whether the bank has followed due process, in their particular borrowings.

We all know there have been a significant number of farms coming on the market and are being sold at less than the bank’s mortgage.

While we accept that people should be prudent in their borrowings and seek the appropriate advice that they can afford to borrow the money, there have been cases where bank lending personnel have processed the loans without acquiring the independent

valuations and the projected income streams have been overly optimistic. There is case law that shows that Banks can be liable where it has been proven that they have not followed due process in their lending and have become a contributing factor, in setting up clients to fail.

The big news this week was the 24 year prison sentence that was dealt to Allan Titford following a recent court hearing dealing with a multitude of charges.

I personally was involved in seeking a settlement package for Allan Titford and the Aranga farmers who were affected by the Waitangi Tribunal recommendation that their land be returned to Maori claimants.

It came as a big surprise to me, the actions of Allan Titford and the charges

that were laid against him, but I concede that Allan was a very complex individual. I found Mrs Titford to be a very quiet person. She was a prolific record keeper.

Every time I met her, she was always writing copious amounts of paperwork concerning Allan’s view of the claim. I was directly involved in persuading the Hon.

Doug Graham the Minister of the Waitangi Tribunal in settling Titford for the sum of $3.8 million.

Prior to this, the then government had resolved not to deal with him due to the fact that they claimed that he had made threats against the Prime Minister of the time. At the time I maintained that Allan Titford’s behaviour resulted from the pressure that he was placed under, due to what we all believed was a threat against his property rights.

When one looks at the charges that he has been convicted of, I can only say that I hope that Mrs Titford and her family receive the necessary support that they deserve. Her apology to the Te Roroa people says it all.

roads will be temporarily closed on the day and

at the times below for the purpose of holding the

2013 Dargaville Christmas Parade.
