Australian Pelicans seem to have made the Naumai mudflats their home.

Pelicans make Naumai homeFourteen Australian Pelicans, or ‘overstayers’ as one Ruawai resident referred to them, seem to have made the Naumai mudflats near Ruawai their home.

They were first spotted by Wayne Elyes and Zach Matich in August 2012 and numerous fishers say they have seen them regularly since.

“It was exciting — I’ve seen a few things in the outdoors but it was the first time I have seen pelicans in New Zealand. They’re still there and you occasionally see them fly over Te Kopuru,” says Wayne.

“I see them around once a week, they move around the mudflats usually fishing in groups of around three or four,” says fisherman, Ron Matich.

A Naumai resident known as Al Bundy last saw them over Easter and says that if you are quiet, they’ll come within 100 metres of you.

Transient sightings have also been reported from Kerikeri, Waipu Cove, Mangawhai, Rangaunu Harbour, Whangarei and Waitemata Harbour.

Northland representative for the Ornithological Society New Zealand, Janet Snell says pelicans are social birds and seem happy to associate with humans, particularly where fishing occurs.

“A far greater hazard than bird watchers will be the disturbance caused by dogs and firearms during the coming waterfowl season.”

The acoustics have it

The Kauri Museum has been recently earning accolades, not least from a choir of Australian students who tried out and approved of the acclaimed acoustics of the museum’s Volunteers Hall. The group from Ivanhoe Girls Grammar School was organised by an Australian company that specialises in arranging school trips to New Zealand, and is expected to be the precursor of further such visits. The impromptu concert also served to celebrate the museum’s recent win in the Museum’s Aotearoa Awards, for becoming the first museum in the world to be certified as carbon neutral, a qualification expected to raise its educational profile.

Trusty machines honoured

The odd shower didn’t stop a procession of vintage farm machinery at Mangawhai’s recent tractor cavalcade and exhibition. “Around 60 tractors took part, as well as lots of stationary engines,” says organiser Alison Cox. “The winning tractor was a 1934 Farmall 12, donated by Neville Dowson to the Dargaville Vintage Tractor Museum and restored by members.” The event, which honoured Mangawhai’s ‘Big Dig’ of 1991 when a bund wall was built to protect the harbour, raised $2700 for the new Mangawhai Museum.

Big costs in legal battle Sneak peek of new storybook by Sheri O’Neill

Kaipara District Council is preparing to find up to half-a-million dollars to pay for its legal costs in judicial review proceedings lodged by the Mangawhai Residents and Ratepayers Association.

The proceedings request a court ruling that KDC decisions over the Mangawhai Community Wastewater Scheme were illegal, ratepayers are not responsible for the debt and that the setting of rates for the last six years, development contributions, and the most recent Long Term Plan, are invalid. The MRRA is also seeking costs.

Council CEO Steve Ruru says the legal costs estimate is based on the scope of the claim if it was to proceed through a full hearing.

“We would hope it’s nothing like that but we have to be prepared,” Mr Ruru says.

He says it is possible the money could be taken from council’s operational budget, most likely from road maintenance. However he warns that, as legal costs are classified as an operating expense, they could be funded from rates in the 2013/2014 year.

“Absolutely no-one wins out of this one. It’s a double-whammy for all ratepayers.”

Council has until April 30 to file a defence — and Mr Ruru warns in a report to the commissioners of ‘widespread financial implications’ if the High Court was to grant the relief sought by the MRRA, and he recommends council ‘vigorously defends its position’.

Farmers of New Zealand operations director, Bill Guest, says his organisation was briefed last week and respected council’s decision to mount a legal defence.

“They have no choice,” he says. “While mediation would be the number one option for us, we don’t have the confidence that the MRRA leadership has the will for it.

“The only winners out of all this will be the lawyers.”

A brand new picture book by Dargaville author, Maureen Sudlow, will get its first public reading to local children at the Dargaville Library, prior to its national launch.

‘Fearless Fred and the Dragon’ is the story of a little farm boy with a big imagination, told in rhyme with illustrations by Kat Quin-Mereweather. Shortlisted for the 2012 Storylines Joy Cowley Award, the book will soon hit the stores, with an official launch on May 22 at the Whangarei District Library in conjunction with children’s bookstore Storytime.

But Dargaville children can get a preview on May 1, when Maureen will be at the Dargaville Library from 10.30am to read the story and join in with associated activities. Library manager, Paula Guy Stuve, is predicting a great morning. “We are very keen to support local authors and it is an honour to be able to have this as part of our holiday activities.”

Maureen is a published poet who has been writing for children for several years but ‘Fearless Fred’ is her first published storybook. She says she and Te Awamutu-based illustrator Kat “just clicked,” and she has really enjoyed the close collaboration required between writer and illustrator to create a picture book. “The words can’t give it all away, but neither can the pictures — they have to mesh.”

Supported by husband Rod, Maureen published the book herself and says it has been a long process and learning curve. “We’ll see how this first one goes, but there are more stories about young Fred already in the pipeline and it would be great to make it a series.”

a legal battle. “The situation requires out of court negotiations involving the commissioners and representatives of the ratepayer and community groups,” he says.

MRRA chair, Bruce Rogan, says their application for a court ruling was supported and financed by the majority of more than 1,000 members and he was confident of an impartial outcome. “The responsibility for repaying Kaipara’s debt will be found to either lie with all ratepayers or with the people who illegally incurred it.” ■

To all Kaipara District Council residents and ratepayers

Submissions have now been received to the changes proposed by the Commissioners

to the Council’s Long Term Plan and its 2013/14 Annual Plan. The next stages of

this process are described below. As the Commissioners finalise the Plan, they will

consider the submissions made and be mindful of the need to restore confidence in the

community.

Aiming for inflation levelsCouncil Plans are important to provide ratepayers with some certainty.

As ratepayers, you have a right to know what you might expect for your rates over the

years ahead. The Long Term Plan proposed by the Commissioners does that. To get us

back to a sound base, rates are proposed to increase for this next year on average by 9.3

per cent to ensure that Council finishes with a small surplus rather than more debt. In

the years after this, rates are proposed to be held at near to inflation levels.

Reaching this milestone is important.

Debt reductionThe proposed plan also deals to debt. The Commissioners capped debt after their

appointment at $80 million. The Plan proposed by Commissioners attacks this debt over

time, paying it down to $50 million by 2022.

Dealing to debt is important, for otherwise interest costs will absorb more and more of

rates.

Judicial reviewAll organisations need to constantly review their cost structures.

Managers at Council are under pressure from the Commissioners to find ways to trim

costs. They have done so. Costs will continue to be strictly monitored.

There are some costs that Council carries today relating to historic matters. These “fix

up” costs include legal costs to develop the Local Bill that is heading to Parliament. They

include the considerable time required by Council staff to review historic information

and to put proper management and information systems in place.

A new cost has landed on our table, again relating to matters historic. The Mangawhai

Residents and Ratepayers Association have decided to take your Council to Court,

seeking a Judicial Review of certain past matters, and the return of rates back to 2006,

among other things. The costs for Council to defend this action will be huge if the

proceedings go through the full Hearing process. Our estimate is up to $500,000. To

pay for this, it is likely we will need to take money out of operational budgets (possibly

cutting back road maintenance). We may even be required to raise rates should costs be

this high. We sincerely hope not.

While this Association has every right to take the Council to Court, it is extremely

disappointing that they have done so. There can be no winners from this action; it is

already imposing further costs on all ratepayers.

As the community works through these past issues, we must remember that we need to

take care of the future interests of ratepayers. We need to build a strong Kaipara, where

rates are held down but Council services are of a high quality, where the productive

sector does not bear unnecessary costs, where jobs are created, and where all in Kaipara

work together.

Submissions - what happens now

The submission period for the draft Annual Plan 2013/2014 including proposed

amendments to the Long Term Plan 2012/2022 closed at 4 pm Friday 19 April 2013.

At the close off time, Council had received 300 submissions and around 70 of those

submitting had indicated that they wished to speak to their submission.

Hearings will now be held at the Lighthouse, Dargaville on Monday 13 May 2013, The

Country Club, Maungaturoto on Tuesday 14 May 2013 and The Club, Mangawhai on

Wednesday 15 May 2013. These are public opportunities for anyone who wants to come

along and listen.

A public meeting will be held at The Lighthouse, Dargaville on 21 May 2013. This is

where the Commissioners will consider all the information before them, including the

submissions, and then make final decisions. The Annual Plan for the year ending 30

June 2014, and the Long Term Plan through to 2012/2022 will then be settled. You are

welcome to attend this public meeting.

All those who made a submission will receive responses to their submission in the weeks

following this meeting.

This process is about shaping Kaipara’s future. Thank you for your interest and

It is important that increasingly we focus Commissioner and management time at Council on building our District and capturing opportunities for business and employment growth.We cannot reverse what has happened in the past, but we can shape what will happen in the future.With this in mind, Commissioners are beginning to engage with business and industry. When business weighs up investment decisions, it considers many factors, including the state of public infrastructure, the availability and reliability of resources like water and energy, proximity to markets, and the provisions of the District Plan.Let’s talk business. We are keen to engage. Kaipara is well positioned for growth, with places like Kaiwaka and Maungaturoto even closer to the ever demanding Auckland, as transport networks improve, and technology changes our lives.

Choices for Northland by Sheri O’Neill

Thirty-nine individuals, organisations and groups have responded to the Local Government Commission’s call for alternative proposals to the Far North District Council’s application for a unitary authority.

The responses being assessed by the commission come from private individuals, lobby or interest groups, iwi and community groups and councils.

The Northland Regional Council response proposes a single unitary authority for the entire Northland region supporting seven legally-empowered local boards.

The Whangarei District Council supports two unitary authorities: one for the Far North and the other for Whangarei/Kaipara combined.

The Kaipara District Council did not submit. The KDC commissioners resolved that as they were government appointed, not elected, they would support the statutory process and respond in the event of the commission’s notification of any model affecting the future of Kaipara District.

Representatives of Kaipara iwi Te Roroa and Te Uri o Hau also say they will await any reorganisation model before making submissions.

Te Uri o Hau Trust’s Deborah Harding says “our view is that it doesn’t matter what form local government takes as long as it includes Maori representation as equal partners.”

The commission’s CEO,

Donald Riezebos, has said Maori representation decisions are not part of the reorganisation process and must be determined by councils.

At recent public meetings held by the NRC across Northland, the most popular option expressed by attendees was an ‘enhancement’ of the status quo, with the second most popular a single unitary authority. Least preferred was three unitary authorities, followed by two unitary authorities.

Kaipara C i t i zens and Ratepayers Association resolved at Saturday’s AGM to support the status quo with Kaipara District remaining independent.

The commission will now consider all options. If change is determined, a draft proposal will be publicly notified. Once a final model was determined, a poll could be requested by 10 per cent of electors in any one of the affected districts, with change only activated if 50 per cent voted in favour.

Mr Riezebos says the commission expects the reorganisation process to have finished by March next year, with no change in place before local authority elections in October 2013.

Action packed at Dargaville High by Rose Rees-Owen

Dargaville High School outdoor education students have had an action packed year with recent events including a survival camp and free diving.

Their sur vival camp near Taupo Bay tested 27 students both physically and mentally and teacher, Rolf Weight, says their biggest challenge was giving up technology.

“They learn to talk and communicate with each other and by the end of it we have a really tight knit group.”

The students are given the bare essentials including a coconut which they have to fashion into eating utensils and each day they compete for luxury items such as a bottle of coke or a hot shower.

After 15 years of teaching the class, Rolf says that every survival camp is different and he gets his inspiration from programmes including Man vs Wild hosted by Bear Grylls.

Free diving took place at Kai Iwi Lakes with CEO of Ocean Hunter, Mike Smith volunteering to be their safety officer.

The students training began in the school pool and once they got out in the open water,

they learnt to equalise, and dive deep.Rolf says girls usually achieve the

deepest dives and this year was no exception with Cha-Lee Hall diving 15 metres. Her male classmate Coen Beynon wasn’t far behind her and dived 14 metres.

“Anything beyond 10 meters is serious depth,” says Rolf.

He says the group this year is ‘exceptional’ and includes three exchange students fromScandinavia.

Early next term, the class will go to Goat Island Marine Reserve where they will kayak, snorkel and learn underwater photography.

Rainfall eases the strain

A new look for an old favourite

Three Rs and a teeSteady rain over last weekend was a boon to farmers and the community, with water restrictions lifted from Monday for the wider Kaipara, except for Dargaville and Baylys Beach which received a minor share of rainfall.

Renovations are well underway at the historic Northern Wairoa Hotel, as the new management press on with their program of refurbishment and upgrades at the landmark Dargaville tavern. And the changes have already reached the hotel’s kitchens, where roast dinners are back on the menu in the style patrons would have enjoyed back in the pioneering days of the Wairoa.

This week work will commence on completely refitting the public bar in the eastern corner of the grand old hotel. With the doors re-opened after several years of closure, this space is destined once again to welcome patrons with cold drinks and comfortable surroundings, turning back the clock to what the original builders of the hotel intended in the 1920s.

Another big change is the re-introduction of live music to the Northern Wairoa, with entertainment playing a key role in the bigger, long-term plans held for the venue.

“We want to establish the historic Northern Wairoa Hotel as a hub for the town,” says manager Catherine Collins.

“Hosting local musicians and opening up the kitchen is a great start, and giving the people of Dargaville a place to eat, drink, meet with friends and enjoy some quality live music will make everyone feel welcome. Like the original Northern Wairoa Hotel in the 1800s, this is a place for everyone in town to enjoy.”

The one remaining question is what to call the new public bar. An open competition has been declared, with submissions desired for a suitable title for the town’s newest attraction. If you have a great idea please call in at the Northern Wairoa and tell them — you could go down in Dargaville history, as well as winning a tasty prize for your efforts. ■

The association has not only resulted in the school’s forthcoming and first ever Fundraising Golf Tournament, but principal Aaron Kemp says the introduction of golf via the school’s leisure based activities programme has had a very positive effect on the children.

Mangawhai Golf Club’s junior golfers

Around 20 mm was recorded in the western Kaipara over the weekend and up until Monday morning, and the Kaipara District Council says the Kaihu River has yet to retain its pre-drought levels.

While the official drought has not been lifted, Farmers of New Zealand operations director, Bill Guest says local agriculture is in for a boost.

“Kumara tonnages are expected to be good as the majority of the crop is still in the ground and the soaking the soil has received will see the crop swell up over the next week to 10 days.

“For grazing, kikuyu pasture is starting to take off and will keep growing for another week or two.”

But he added the effects of the big dry would be felt in the wider economy for a couple of years.

“We will have a shortage of stock to be built up, and things like grass seed and fertiliser costs will hit the farming sector. This may be offset by higher dairy prices from exports, but let’s wait until the money is in the bank. The drought will serve as a warning too, that when farmers get the ‘flu, urban business gets pneumonia.” ■

Denise, whose son and daughter attend Mangawhai Beach School, says that last year the club introduced the Kiwi Golf Junior Handicap System — a shortened nine hole course that caters for those under 16 years of age not yet up to an official handicap. “It’s great,” she says, “it also means that parents or grandparents can play alongside their children.”

She says several of the 40 children from the school who attended the junior programme are playing in the tournament. “Life skills the children learn through golf include fair play, etiquette and responsibility.”

The tournament will be held on Friday April 26, and pre-registration is required. “Entry is $45 and tee-off is at 12.30pm. It’s a Stableford competition with two men’s and one ladies’ divisions and some great prizes.”

Pasture recovery from the ground upThe drought which has stricken local farms may seem to be over with rain falling across the Kaipara, but experienced farmers know that the real work of restoring parched pastures is only just beginning.

The arduous conditions of the past few months have left the earth friable, cracked and scarred, and, for dairy farms especially, the vital natural seeding cycle has been broken. Cattle seeking feed have grazed pasture back to the bare minimum, which hasn’t given the grass a chance to seed as nature intended.

That means it’s time for science and technology to take over — and that’s just what local agricultural contractors Lawrence Agriculture are doing, getting literally to the root of the problem with some advanced machinery and good old fashioned hard work. They’re out there in the field right now with their 6 metre Maschio rotary hoe and air seeder, along with a Duncan Enviro triple disc seed drill to tackle those dry pastures.

The Maschio makes short work of converting maize stubble into

green grass, aerating and turning the soil with its powerful rotary blades and sowing seed via an advanced pneumatic system.

By contrast the Duncan employs discs to cut through tough kikuyu, planting as it goes and compacting the soil around the seed to ensure better growth. Both systems are best employed now, before conditions become too cold — and in both cases, with a little more rain, lush pasture will replace the stubble and cracked earth which existed before.

Duck hunters prepare for season’s opening

FA R M I N G

2013’s official duck season is set to begin in the first weekend of May, and across the mid-north hunters are already gearing up and staking their claims on the best shooting spots.

Hunting for waterfowl is one of mankind’s oldest pastimes, depicted in Egyptian temple carvings from 4,000 years ago. But today’s hunters don’t just enjoy the camaraderie — or the delicious roasts which reward straight shooting! They’re also helping protect our native bird species, and conserve our wetlands, with money from the sale of licenses being cycled back into important conservation projects.

Before the season begins in the Kaipara there’s also another big question to be answered — who is the region’s top duck caller? On Wednesday the 1st of May keen hunters will flock to Dargaville’s Hunting and Fishing store to compete across a number of events, but this one is top of the tree; the winner will proceed to the nationals, and New Zealand’s best duck caller will represent our country at the world duck calling champs in that hunters’

heartland, Arkansas, USA. There will be over $3,000 worth of prizes up for grabs on the night here in Dargaville, and there’s lots of tips and techniques to learn too.

Duck calling (and it’s much more technical than you may think!) is just one of the many disciplines which makes up the sport — a pastime which also calls for dog obedience and training, a keen eye, good camouflage and decoy skills and of course a lot of patience. And while, as usual, all those involved stress the need for safety, especially around guns, this is also a great time of year to enjoy some outdoors time with your mates! ■

The recent rains have not only been welcomed by farmers across the Kaipara — they’ve also proven an asset for waterfowl, and a promise of good hunting for those who pursue them.

Kaipara Anzac Day ceremoniesThe following Anzac Day services will take

place in Kaipara.Hakaru: 10am — Parade will assemble at the Hakaru Returned Servicemen’s Association marching at 10.20am.

11am — Service will be held followed by a finger food lunch.

Uniforms and medals should be worn. Open invitation — everyone is welcome.

Maungaturoto: 5.45am — assemble for the parade marching at 6am for a Dawn Service at the Lawn Cemetery, View Street. The ceremony will be followed by a light breakfast at the Returned Servicemen’s Association.

11am — ANZAC brunch with the kitchen providing a full menu and the Anzac Ode will be read at noon.

Matakohe: ANZAC Day at the Museum10.30am — There will be a combined service

between the Paparoa Returned Servicemen’s Association and the Kauri Museum at the Matakohe War Memorial Hall. The march will halt at the Cemetery Flag, then continue to Gun Memorial where schools will lay wreaths then on to War Memorial Hall and Volunteers’ Hall.

After the march a service will be held, followed by cups of tea at Matakohe War Memorial Hall and the new exhibition, the North

Auckland Mounted Rifles, will also be opened at the service.

Ruawai: 10.30am — A short march down Ruawai Wharf Road to the flagpole at the Ruawai War Memorial Hall will be followed by a commemorative service.

Dargaville: 6am — A dawn service will be held at the Mount Wesley Returned Servicemen’s Association Cemetery, Old Golf Course Road, and will be followed by a light breakfast.

10.30am — A Commemorative Anzac Day Service will be held in the Northern Wairoa War Memorial Hall, Hokianga Road, Dargaville.
