Lawal, has said that Kaduna
state government will
commence the preparation
of its 2020 budget in June.
Lawal made this known at
the just concluded 5-day meeting to finalise the
costing and development of result framework
for Kaduna Multi-Sectorial Strategic Plan of
Action for Food and Nutrition, holding in Zaria.
He said that the call circular for the 2020 budget
would be released soon and urged the relevant
Ministries, Departments and Agencies, working
around nutrition to include nutrition activities
within their budget allocation.
2020 Budget Preparation to Commence in June
According to him, this will allow the state
government to create the needed budget lines
for nutrition specific and sensitive interventions
across relevant MDAs.
“The state government is doing all it can to
improve the provision of funds needed for
nutrition intervention, with a view to curbing
the scourge of malnutrition in the state.'' He
added.

The Kaduna State House of Assembly has
screened and confirmed Justice Muhammad
Lawal Bello as the Chief Judge of the state.
He was born on 24th April, 1957 in Lere Local
Government Area of Kaduna state where he
obtained his primary education between 1963 to
1968.
Muhammad also attended the Sardauna
Memorial College for his secondary education
between 1969 to 1973. He then went to
Government College Katsina, for his senior
secondary education between 1973 to 1974.

Before obtaining his certificate from the
Ahmadu Bello University, Zaria between
1977 to 1980, he went to Katsina College of
Arts, Science and Technology between 1974
to 1977. Justice Lawal attended Nigerian Law
School Lagos, between 1980 to 1981.
Until his confirmation, Justice Muhammad
had worked in various places and in various
capacities between 1975 to September 1st
2018, where he was appointed the acting
Chief Judge of Kaduna State.

Internationale Zusammenarbeit
(GIZ) has organised a Strategic
Workshop for judges and
prosecutors in the state on the
monitoring aspects of the
Kaduna State Administration of
Criminal Justice Law, 2017.
The Administration of Criminal Justice Law
provides for an Administration of Criminal
Justice Monitoring Committee (ACJMC) tasked
with the responsibility of ensuring criminal
matters are speedily dealt with, congestion of
criminal cases in courts drastically reduced,
congestion in prisons reduced to the barest
minimum, persons awaiting trial are as far as
possible not detained in prison custody,
collation and analyzing of information in
relation to the administration of criminal
justice in the state among other functions.
The workshop was designed to enhance
participants' capacity on ensuring compliance
with the administration of criminal justice law,
tracking of detentions and detention centres
and effective coordination of magistrates'
visitation to places of detention.

It was also a training aimed at boosting the
participants' capacity on reporting
obligations, developing a credible criminal
records registry, creation of enhanced
synergy between investigators and
prosecutors and the role of the court registry
in efficient criminal justice administration.
Justice D.H. Khobo of the High Court of
Kaduna State appreciated and commended
the organizers of the workshop which he
believed would lead to robust monitoring by
the ACJMC as enshrined in the law.
The Solicitor General & Permanent Secretary
of the Ministry of Justice, Chris Umar,
appreciated the GIZ for the support rendered
to the Ministry in implementing the provisions
of the Administration of Criminal Justice Law
which would ensure a speedy, just and fair
criminal justice system in the state.
The ACJMC comprises the Chief Judge of the
state as its Chairman, a Judge of the High
Court, Grand Khadi or Khadi, President,
Customary Court of Appeal or Judge, Attorney
General or his representative not below the
rank of a Director in the Ministry, the Director
of Public Prosecution, the Commissioner of
Police or his representative not below the rank
of a Chief Superintendent of Police, the State
Director of the National Human Rights
Commission or his representative not below
the rank of Assistant Director, a
representative of the Civil Society working on
human rights and access to justice or women
rights among other members.
Participants at the training were Judges of the
High Court and that of the Customary Court of
Appeal, State Counsel from the Ministry of
Justice and investigators from the security
agencies.

Kaduna State Government has
been rated first in a website
ranking of the 36 states of the
federation done by the Nigeria
Governor's Forum (NGF).
The state scored an aggregate
of 208 points in the sixth
edition of the ranking based on
the aggregate scores from 52
benchmarks drawn from five
criteria, overtaking Lagos state
which occupied the first
position in 2018 and now the
second in the 2019 ranking.

Capital Territory (FCT) looking
at five evaluation criteria
ranging from technical design,
user experience, compatibility,
content, compliance with web

benchmarks.
Since 2012, NGF Secretariat
has championed the process of
cr i t ica l ly analys ing the
websites of the 36 states of the
federation with the aim of
e n c o u r a g i n g s t a t e
governments to maintain
interactive websites that allow
visitors and stakeholders to
explore relevant information

the most functional and
secured, with features that
make easy accessibility,

strategic plans and project
implementation.
At the commencement of the
NGF state website ranking in
2012, Kaduna was no.3 but
nosedived to 17th in 2013.
Since 2016, the state has
maintained a steady rise to 4th
position in 2016, 2nd in 2017,
and 1st in 2019, largely due to
