Jackie Vandercook acknowledged the new SAC Directors and SAC Contacts who had been appointed since the 2010 annual business meeting: Lynn Childs, AL; Lee Britton, CA; Thomas MacLeish, DE; Mannone Butler, DC; Jeffrey Zuback, MD; Ellen Frank, MA; and Lee Ann Labecki, PA. Jackie then discussed the Webinar format and reviewed how SAC directors could participate or ask questions. Approval of 2010 Business Meeting Minutes. Minutes of the 2010 annual business meeting had been sent to SAC directors in advance of the meeting. There were no corrections, and the minutes were approved as written. President Vandercook called on Committee Chairs: Mike Wilson, Research; Mike Overton, Data and Information Sharing; and Thea Mounts, Training, Technical Assistance and Technology. JRP journal Co-editor Rob McManus then reported on the status of the two special-topic issues being planned, one on evidence-based practice and one on community corrections. He also said there had been discussion about expanding the journal to encompass a wider range of submissions. Executive Director Joan Weiss then provided an update on Federal legislation and appropriations, in addition to general updates about organizational activities. Research Director Stan Orchowsky reported on the status of projects. Nominations Committee Chair Rob McManus announced the results of the election of officers; the following candidates were elected: Phil Stevenson, President; Stephen Haas, Vice President; Carmen Dorsey, Secretary/Treasurer; and Lisa Broidy and Lisa Shoaf, Delegates. Jackie asked incoming President Phil Stevenson to make a few remarks. He indicated that he would ask Dave Olson of Loyola University to serve as the Appointed Delegate on the Board of Directors for the 2011-2012 year. Phil also mentioned that the incoming Board would be discussing the organization’s Strategic Plan and future direction. After announcing the winners of the 2011 Hoke Publication Awards, Jackie announced that the annual awards for outstanding SAC publications would be renamed in 2012 in memory of long-time North Carolina SAC Director Doug Yearwood, who had recently passed away.

We agreed that the category distinctions were unclear and recommended adding definitions for the two award categories:

We reviewed the judging criteria and the points awarded for each section and recommended changing some of the categories and redistributing the points. The recommendations listed above were approved by the Executive Committee and the new judging criteria and process were implemented for the 2011 award.

We recommended that the reviewers would participate in a conference call to discuss the reports and decide on the winning entry. If all the reviewers agreed that none of the entries merited an award, then no award would be given.

2. N-DEx is seen as a primary data opportunity

A. N-DEx (National Data Exchange) is an FBI data sharing initiative, designed for operational data sharing

B. It started with a focus on incident data (similar to an extension of NIBRS data) but has expanded to things such as corrections, jail holds, supervision (probation and parole)

i. The prior efforts of DOJ and BJS to leverage criminal history data while building on NCHIP provides a model to use

ii. Potential research areas should be discussed and identified

iii. Ideally, standard de-identified datasets could be made available which should also help in varied analysis

iv. There would still be a need for a mechanism for researchers to understand or explore variances in the data across jurisdictions (JRSA would be ideal to facilitate that)

C. The committee recommends that JRSA pursue discussions with BJS and the FBI about potential use of the data by researchers

D. This should be seen as an opportunity to build a long-term relationship between data providers, the FBI and researchers

1. Winners of the website award are not eligible to win again for three years

2. A specific measure for innovation and creativity was added to the criteria

Criteria for judging the technical innovation award remains the same A number of states submitted entries for the technical innovation award

The primary focus this year was on evaluating the judging criteria for the SAC website and technical innovation awards

The challenge for 2011: conducting elections in the absence of an in-person Annual Business Meeting of SAC Directors.

The committee met several times by phone and carried out the following tasks: • Solicited interested SAC directors and developed a slate of candidates.

• Developed alternative election procedures to conduct the voting electronically, including allowing write-in candidates and safeguarding anonymity of voters.

Office of Justice Programs Update

All bureaus have confirmed directors except OJJDP

Status of Legislation

A. Appropriations

Senate Appropriations Committee expressed strong support for evidence-based programming and statewide strategic planning. Both the House and Senate Appropriations Committees cut state and local grant programs by 17%.

BJS – House FY’12 bill provides $47 million; Senate provides $45 million, (compared to $60 million in 2011, of which $41 million was for NCVS). Senate provisions: of the $45 million, $36 million is for NCVS redesign and implementation

BJA – The House bill provides $357 million for Byrne JAG, ($431 in FY’11); the Senate provides $395 million, a reduction of 8%; other BJA programs are targeted for larger reductions

OJJDP –Formula grants are to receive $45 million, compared with $62 million in FY 2011

NIJ - Would receive a reduction from $48 million in 2011 to $41 million in both bills in 2012. Senate bill has $5 million being transferred to NIST for DNA/forensics

B. Death in Custody Reporting Act

Passed the House on September 20, by a vote of 398 to 18. Referred to the Senate Committee on the Judiciary on September 21.

V. Finance Report

• JRSA is concerned about the impact of the federal budget. Continuation funding for current grants will allow JRSA to maintain the same level of operations for the remainder of this fiscal year.

• Staff are constantly looking for project opportunities with OJP and outside of OJP to expand our multistate efforts involving SACs. We continue to receive the SJS and conference grant awards from BJS that enable us to provide services and support to the SACs.

• The JRSA budget for FY 2012 (7/1/2011 – 6/30/2012), at almost $3 million, represents the same level of activity as FY 2011.

• During the fiscal year, OJP performed a financial monitoring site audit of JRSA and found that our accounting system and records provide sufficient internal controls for accurate financial reporting.

• For the fiscal year that ended on June 30, 2011, JRSA again received an exceptional audit opinion. Copies of the financial audit are available upon request.

• Twenty-two states received travel assistance for SAC staff to attend the 2010 BJS/JRSA national conference in Portland, Maine.

• The Membership Fund, which represents the association's discretionary monies, supports the JRP journal, the SAC reception at the conference, and activities such as pre- and post-conference seminars. For FY 2011, the Membership fund balance increased 19.5% ($69,853).
