    Commission, formed by theOklahoma Bar Association,unveiled its recommenda-tions following a two-yearstudy into convictions ofpeople for crimes they did-n't commit. The 33-membergroup's suggestions followeach step of the wrongfulconviction process, from ar-rest to release."It's not an indictmentagainst law enforcement,"Oklahoma City Police ChiefBill Citty, a member of thecommission, said. "It's justthat you always want to tryto do things better."The Oklahoma Inno-cence Project said morethan a dozen people wereexonerated last year in thestate for crimes they didn'tcommit, several after adecade or more in prison.According to the commis-sion's report, almost one-third of nationwide wrong-ful convictions in the pasttwo decades involved falseconfessions, which can begiven under pressure frominvestigators or out of fearor exhaustion. One of thereport's major recommen-dations is to videotape in-terrogations and confes-sions to allow investigators,juries and judges to see forthemselves."It's something that'sdone a lot here already, butit's not done by every lawenforcement agency," Cittysaid. "It adds a lot of credi-bility to investigations andsome accountability whenit goes to court."The report recommendsadjusting photo and physi-

This court doesnot find that there is a suf-ficient basis to interferewith the actions of the Trib-al Council."In January, a CherokeeNation District Court judgehad also ruled that theTribal Council had followedproper legal channels with-in the Cherokee NationConstitution when a ma-jority of council membersvoted to redistrict from fivedistricts to 15 voting dis-tricts.
