• PSU’s form a backbone of any State based Industrial Economy.

• In India too the PSUs came into existence after the industrial policy resolution of 1956.

• India has seen a growth in the number of public sector enterprises from 5 CPSE’s with a paid up

capital of 29 Crore in 1951 to 248 PSU’s with a paid up capital of 666848 Crore in 2011.

• The core mission of the awards is to evaluate PSUs so as to instill in them the spirit of healthy

competition which year on year would improve their performance and help them serve the

society in a better way.

THE GENESIS

CONCEPT OF COMPETITIVENESS

• Competitiveness is determined by the productivity (value per unit of input) with which a nation /

firm uses its human, capital, and natural resources.

- Productivity sets a the standard of living (wages, returns on capital, returns on natural resources)

that a Firm / Nation can sustain

- Productivity depends on the prices that a firm’s products and services command (e.g.

uniqueness, quality), not just on efficiency

- It is not what industries a firm/ Nation competes in that matters for prosperity, but how it

competes in those industries

- Productivity requires a combination of domestic and foreign firms operating in the nation

- The productivity of “local” or domestic industries is fundamental to competitiveness, not just

that of traded industries

METHODOLOGY OF ASSESSMENT

• Data collection of PSU’s data for the latest 5 years from CMIE prowess

database.

• Calculation of the performance based on pre-selected 5 ratios.

• Sorting of the data on the classification of PSU’s (Maharatna, Navratna,

Miniratna 1, Miniratna 2 and Other PSU’s (together)).

• Choosing the winners across these PSU classification (Maharatna, Navratna,

Miniratna 1, Miniratna 2 and other PSU’s (together) )based on the preselected 5

ratios.

• 5 Jury Awards to be given to exceptional PSU enterprises which have

contributed to national development.
