By now most of you will have heard that we have been holding discussions with GPC about our future and the East Shores development of Auckland Creek. Well, things have moved to a point that there is talk of an extra general meeting being called in the first and second quarter of 2012 to inform all voting members of the progress and to discuss our position. To give you a heads up, representatives from the GPC and the town planners attended the last Executive meeting to formally advise the club: stage one of East Shores development plans are close to finalised and construction is set to start second or third quarter next year. The difference to this advice and previous rumours is that the money is in the bank so it’s not a question of “if” but “when” the work starts. The address explained that there are two stages. Stage one is from the northern side of Auckland Point stretching around into the creek up to O’Connell’s Wharf. Stage two extends from O’Connell’s Wharf to the creek on the southern side of the bridge. Stage two is yet to be funded but the GPC are in the preliminary stages of consultation with interested parties for the second stage. At this meeting GPC presented the PCSC committee and management draft drawings with three options for the area on which the clubhouse sits. The committee was asked for their opinions and were invited to make suggestions on the plans. Option 1: A drawing showing development along with the existing clubhouse. Option 2: A drawing showing development with a 6 story high rise building located on the existing site of the clubhouse. Option 3: A drawing showing development with a new club house south of where it is today. It was stressed that these drawing were only designed to stimulate the process for the final development and in no terms or regard could these drawings be considered, at this stage, as the final outcome. They are only concepts not fact. The time line for stage two is about five years away but in these ever changing days it was suggested this could come forward to be coinciding with the expected completion date of stage one. There was much discussion about the drawings and many ideas were floated from the PCSC committee back to GPC, whom took notes for later reference. On Tuesday 13th December 2011 (2 days prior to this meeting), there was a gathering consisting of executive committee, sailing committee, life and senior club members. At this gathering many ideas were floated and it was resolved to seek external assistance from DEEDI to develop a strategy for PCSC to go forward. The intelligence gained from the gathering formed part of the feedback the executives relayed to GPC. This is a very emotional issue which causes stress on some members with deep connections to PCSC in its current form. It is not an easy subject to embrace or even touch on, but it is happening and the old ostrich approach (head in sand) will not work. In my view the stubborn approach of “tell em to get stuffed” will not work either. The Executive have their work cut out for them in 2012 as the club is approaching a cross road for its future, no doubt about it. My thinking is that this is the beginning of the next 50 years in the life of PCSC but without what has been done in the past 65 years the club would not be here today and that’s a fact. Don’t know if that helps to ease the pain of change or not, but one thing is for sure and that is we are at a crossroad in the future history of PCSC. “Fantastic! Great!”“Fantastic! Great!”“Fantastic! Great!”“Fantastic! Great!” is how Adult Learn to Sail Dec 2011 participants summed
up their last day on the water in their debriefing. The PCSC Learn to sail team completed this season’s first Adult L2S on 17th December and the Club welcomes seven “graduates”, Tamas and Beata Hajos, Julia Berry, Brian Scarce, Shaun Flynn, Emma Mc Intyre and Tom Kane. The Club Pacers (even Sabots), and members’ Lasers and Impulse provided a variety of different opportunities on the water - mainly in front of the Club due to the weather. Rigging, de-rigging, leaving and returning, reaching, tacking, gybing and capsizing were a number of activities practiced. A further great experience was offered when skippers, Lynne Campbell (Ragtop), Jeff Paul (Immigrant), Jon Drummond (Loco) and Ray Hobbs (No Problem) added most of our L2S to their normal crews on the last Saturday afternoon sailing. It proved an exciting afternoon, especially for some with unwelcome boat traffic on the course! Congratulations to the participants who did so very well. Their last day, with a chance to go outside the creek provided some thrills and fast sailing. Smiling faces told their own story - sore spots and tired muscles forgotten. Young sailor, Jackson Cooper deserves special mention. His sailing skills together with a relaxed confidence coupled with a sense of fun, were inspiration to the learners… adults and juniors alike. It has been a busy time for L2S since the beginning of August - some Club member helpers, rallied by our determined coordinator, Sue Doyle, to make sure that our Learn to Sail Programs have continued to run, have rarely missed a day. Sincere thanks must go to these members as well as to the boat crews (launching, driving, retrieving, cleaning), support instructors, Brian, Karen, and as always, Barry. The new Megaphone arrived in time for the last day and made on water coaching much more effective. Then in the New Year we look forward to the delivery of two new Pac-ers. Equipment like these, both big and small, make a big difference to our L2S and is much appreciated. If you can help our L2S program in any way please contact Reception.

NOTICE OF RACE
1. RULES
1.1 The race will be governed by the Racing Rules of Sailing
1.2 Yachting Australia Inc (YA) Prescriptions shall apply
1.3 All boats shall comply with YA Special Regulations Part 1 – Category 5 for races in Gladstone
Harbour and Keppel Bay and Category 3 for the Ocean race

Fixed and retractable spinnaker poles and bowsprits will be permitted for the purpose of set-
ting asymmetrical spinnakers. This amends Rules 50.2 and 50.3
2. ADVERTISING
2.1 Advertising is permitted in accordance with ISAF Regulation 20.
2.2 Boats may be required to display advertising chosen and supplied by the organising authority.
3 ELIGIBILITY
3.1 The CQ Yachting Championship is open to all monohull and multihull yachts registered with a
YA affiliated yacht club
3.2 Racing will be conducted in 4 Divisions
Division 1 – Racing monohull yachts
Division 2 – Cruising monohull yachts
Division 3 – Multihull yachts
Division 4 – Trailable Yacht or Sportsboat
A minimum of 3 entries will constitute a Division for paragraph 11
3.3 All boats shall comply with the requirements of registration under the Queensland Transport
Operations (Marine Safety) Act 1994, or the appropriate authority of the home state, terri-
tory or country, from which the boat hails.
3.4 Copy of current Safety Certificate and completed checklist must be provided with the nomina-
tion form unless this has already been provided to either CCYC or PCSC in the last 6 months.

5.2 The briefing for each race will be 90 minutes prior to the scheduled start time and will be con-
ducted at either PCSC or CCYC depending upon the race.
6 Sailing Instructions
The Sailing Instructions for each heat will be available on both the PCSC and CCYC websites by

February. The Sailing Instructions will also be available at each race briefing
7 Handicaps
7.1 Handicaps will be fixed for the entire series, derived from CBH, IRC or similar and based on a
CBH system. Handicaps will be issued jointly by the CCYC and PCSC rating officers
7.2 The CCYC and PCSC may at its absolute discretion review any yacht's handicap and/or champi-
onship rating where it is of the opinion that due to anomaly, error or circumstances, the
handicap and/or rating is deemed unfair or unreasonable. A yacht’s handicap and/or rating
shall not be subject to protest or grounds for redress (amends RRS Rule 60.1 and Rule 62).
8 Penalty System
For breaking any rule of Part 2 (When boats meet) a boat shall take the 720o penalty (Rule
44.1 and 44.2), or a scoring penalty (Rule 44.3).
9 Scoring
9.1 The Low Point scoring system, Appendix A4 of the Racing Rules of Sailing will apply.
9.2 Each boat’s series score shall be the total of her race scores with no score excluded.
10 Radio communications
10.1 All radio communications shall be carried out on Ch 80 at PCSC and Ch 73 at CCYC.

10.2 A yacht shall neither make radio transmission while racing nor receive radio (or any other elec-
tronic device) communication not available to all yachts.
11 Prizes
A trophy is awarded for the overall Central Queensland Yachting Champion as well as the win-
ners of each Heat from each Division. Prizes will be presented at the CCYC Annual Presenta-
tion Night in August 2012.
12 DISCLAIMER
Competitors participate in these races entirely at their own risk. See Rule 4, Decision to Race.
CCYC or PCSC will not accept any liability for material damage or personal injury or death in
conjunction with or prior to, during, or after the series
13 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a mini-
mum cover of $10 million
