I, Roberta Kelly, submit the enclosed letter to the United States District Court in the District of

Oregon and in the Division of Portland on the record for the July 5, 2011, date certain. An accounting

is being prepared, however, due to the handicap that has been an intentional crime against my family

and I, ie monies, properties, life stolen etc., and thus:

Mailings of filings and other important lawful discovery has been at the mercy too of the

City of Portland, Multnomah County and State of Oregon whom time and time again appear to

dishonor the U.S. Constitution and our Bill of Rights as a Constitution, ALL Articles and Amendments

I through X. Therefore, the seemingly absent timeliness has been due to the government’s control of

ALL resources. All filings to be forwarded with letters to the following, as the Court has been noticed:

and our dedicated federal judges and courts, and with the AO staff for the past five years. Our

Former Portland Police Officer Robert Seaver disappeared with his family in a WitnessProtection Program, it appears, for blowing the whistle on the Nazi Cult operating in the PortlandPolice Bureau [PPB]. Robert’s Complaint to the Oregon State Bar claims the City of Portland for yearsparticipated in the cover-up, while the Attorney’s [Linda Meng] Office represented the City and thePPB. He warned me to leave Portland!!!: culture of Nazi corruption too deeply ingrained. Robert wasto have been one of my witnesses in my case with Garr M. King, the United States District Court[USDC] and my grievance against the PPB. King is the USDC Judge responsible for the infamousJames Chasse Case, Portland’s attack on defenseless mentally ill repeatedly. In August, 2010, onvideo-audio Steve S. Staul and Ronald Frashour III, PPB Officers of the Peace: Claim DO NOTKNOW THE U.S. CONSTITUTION. Depositions were taken in Garr M. King’s Jury Chambers andhe was there, Judge King to supervise.

The City of Portland while Tom Potter was the Mayor, programs were funded for children to beenrolled in loud hard rock music [brainwashing?] where when cards flashed in particular colorschildren had to standup and then sit down when other cards of different colors were flashed.
