In the a~sence of the Prasident and Vice President of the Board, the

SecretaF~ called tha Eoard to order and req~estect the members to appoint

a temporary Chairman. Upon the motion of hr. SulliVa!l, seconded by 1ir.

information received from the Governor on motion of JJ. Hansen seconded

by Mr. Sullivan, that v:he:1.exigencies arise whereby it is advisable to

sell certair. tracts, t~at the State Board of La~d Co~issioners should

consult '....i th the Board of Trustees and. give the Board inform.ation con-

cernine the transaction. This !l!otion was unaninotisly carried.

l~r. Bun"-ell J:!oved that the Comptroller a..YJ.d the State Auditor be au-

thorized to DllL~e pay roll deduc~ions quarterly, from University employees

who have siened voluntary iiTitten authorization to ma\ce such deductions,

in paywent of dues to the Blue Cross. This motion was seconded by r.

~atenpaUEh and carried.

Dr. CunninE;hcu!l moved approval of the Comptroller's action in trading

$1,300 worth" of sewer pipe to the City of Laramie in excha~Ge for a road

grader. This motion was seconded by 1rr. Sullivan and carried.

The COlJptroller then read a report from the Universi t~r Purchasing

Office explainine how the insur~~ce business is handled a~d the allocatiol

of this business to the var~ous insurance agents or agencies. The Bo~~d

expressed its approval of this report ar.d instnlcted the Comptroller to

send a copy of the report to the several agents listed in ar.. effort to

explatn to these men that the busir.ess is distributed fairly" and equeJ.ly

1. That there be authorized, effective September 1, 19~7, the

appointment of tliss Louise E. Roloff as Instructor in Physi-

academic year 1947-48. She would replace Mr. Donald

habilitation be allo~ed the same half tuition rate privileges at the

l~orthwest Center that the Universit;y" has extended to them on the Lara,,,!rl.e·

Mr. Hansen then ~Q7ed that in accordance v~tt the recorr~T.enc~tion of

President Hunphr.e;y, one of the Rocky Mountain Gas Compa11y's scholarships

be available to a student selected from the Cody,;.,P01....ell-Lovell-V;eeteetse

for similar courses at the University of hyoming. If, ~t

the end of each academic year, ·i t is found that a surplus

has accrued to the r;orthviest Center account 'of t!':.e Univer­

sit;)' in the operation of the Center, the University agrees

to use some or all of t:us surplus in consultation l'iith

the Board of Trustees, School District :0. 1, Park Ca~ty,

for the furt~ler developnent of the Center or as a reserve.

Tha University further aerees that it will furnish suf­

ficient full time instructors and/or suf£icient part time~

instructors to provide for the instructional needs at the

Center based upon the enrol~~ent.

It is further agreed that the University will operate

out of School District No.1, Park County, a general ex­

tension service, offering such work at such places as wzy

be desired and for ~1ich there is sufficient enrollment

to pay the cost of instruction.

It is further agreed the.t the University Viill, in the

development prograTi of the Center, give agricaltural exten­

sion de~onstrations and will develop a proGram of agricul­

tural research appropriate to the needs of the Bie Horn

Basin to the extent of funds available.

It is understood and agreed that School I:istrict No.

I t is furt!ler understocd and aereed that the calendar

of the Center ~~ll coincide with the calendar of School Dis-

trict No.1, Park County.

It is further understood and a£reed that the Director

"~ll be responsible for t~w work of the Center, including

registration, collection of fees, acadenic records, and in­

struction of students enrolled for ".vork at the college level.

The Director in consultation vnth the superintendent of

schools shall develop plans for the cooperative use of

buildings, plaTls for the calendar, use of libraries, jan­

itorial service, 2.Tld plans for that part of the bud::;et

which involves funds from the school district.

It is further understood and agreed that the University

and School District Ho. 1, Park County, Vforkinci through their

duly authorized officials, may employ teachers jointly for

the University Center and the Po~~ll Public Schools. Also,

should School District 1:0. 1, Park County, c.esire to e",?loy

teachers for courses of college level beyond the num~er \'lhich

t1:e University caD furnish, it mil have the privilege of

doing so, prov~ded th~ teachers employed meet the standards

of the University department head, the dean of the college

concerned, and the director of ac.ult education and comnnm­

ity service at the Univers~ty.

It is further Q~derstood and agreed that, when t~e stu­

dent enrollment increases and the needs of the Center for

The Board then received Ja~es Simon, Director of the Jackson Hole

r:ildlife Park, vme appeared at the invitation of the Board to speak of

the proposed Cooperative Research Project to include the University of

Wyoming ";ath several other universities for work in the Park and sur-
